2 Introduction The Aircrew Regulation in respect of Training Organisation requirements (Part-ORA) and Licensing requirements (Part- FCL) was implemented in the UK on 17 th September Prior to 17 th September 2012 all training organisations wishing to deliver training towards the Private Pilot Licence (Aeroplanes) or (Helicopters) was required under JAR-FCL 1 or 2 to register as a Registered Training Facility (RF) with the Member State in which training was to take place. Under the transitional arrangements for RFs training may continue to be delivered as described in the scope of their registration certificate until 7 April Should a change to the scope of the registration certificate be required the RF will need to gain full approval under Part ORA as an Approved Training Organisation. An amendment to the Aircrew Regulation (Commission Regulation (EU) 2015/445) came into force on 8 April This amendment has made provision for organisations (RFs) utilising the transitional arrangements to continue to provide PPL training under terms of their existing registration certificate to additionally be permitted to provide training for the Light Aircraft Pilot Licence (LAPL) without the need to gain full approval under Part-ORA as an Approved Training Organisation. This document contains a list of RFs registered with the UK CAA on 17 th September 2012 for the delivery of training towards the Light Aircraft Pilot Licence and the Private Pilot Licence (Aeroplanes) and (Helicopters). The organisations are listed in Alphabetical order by Company or Person/ Sole Trader name. Organisations wishing to offer training who were not registered by 17 th September 2012 must gain approval under Part ORA. Notes: Finance It should be noted that the CAA is not empowered to verify the financial viability of a Registered Training Facility. Registration does not imply any financial protection or guarantee that a registered facility s finances are adequate. Some RFs may require a lump sum payment in advance or may offer discounted rates where advanced payment is made. Students should give careful consideration to the financial risks involved in making such payments. Further finance of flight training guidance is published in CAP 804, Section 2, Part A, Paragraph 3. CAP Flight Crew Licensing: Mandatory Requirements, Policy and Guidance. CAP 804 is available on our website: Medical Certification A pilot licence will not be issued to any person who is not in possession of a valid medical certificate of the appropriate class. The CAA recommends strongly to prospective students that they ensure they meet the medical certification requirements for a LAPL or PPL, as applicable, before committing themselves to any substantial expense in satisfying the licence issue requirements. EU regulations stipulate that all Part-FCL licences, ratings and certificates for an individual must be administered by one EASA State. Consequently the State that will issue licences to an individual is normally determined by where the student obtains their first medical certificate. The CAA cannot issue a Part-FCL licence to anyone unless their medical and licensing records are held by the CAA. If any pilot wishes to change his State of Licence Issue he must ensure that all of his medical and licensing records are transferred to the new State (and translated as required by that State) and all of his licences and certificates are re-issued by that State.
