Conway. 56/16 Declarations of Interest by Members and Officers There were no Declaration of Interest made. 57/16 To Receive and Approve Requests for Dispensations on matters which Members have a Disclosable Pecuniary Interest None. 58/16 Minutes of the Council Meeting held on 13 th July 2016 The Minutes of the Meeting of the Council held on the 13 th July 2016 were considered for accuracy. RESOLVED: That the Minutes of the Council Meeting held on 13 th July 2016, be signed, as a true and correct record. 59/16 Chairman s Announcements Village Areas Needing Attention The Chairman advised Members that they may forward items relating to areas of the Parish which need attention in advance of the Parish Council meetings as this will speed up the response time at which matters may be dealt with. 60/16 To Receive Committee Reports: - RESOLVED: That the following reports be received: - Planning Committee 13 th July 2016 Enderby Library Management Committee 19 th July 2016 Planning Committee 27 th July 2016 Policy & Finance Committee 27 th July /16 Parishioners Time Repairs to Play Equipment Cllr. Grundy confirmed he had submitted a report to the Parish Office relating to the repair of play equipment. He especially asked that it be noted the response of the Assistant Clerk had been superb as within 12 hours the swing had been repaired by the Council s Groundstaff. 62/16 Presentation: Enderby Mission Church: Building Expansion Plans The Chairman invited Mr. A. Briars, Enderby Mission Church (EMC), to make representation to the Council in respect of the Church s building expansion plans. Mr. Briars thanked Members for the opportunity to engage with the Council about Enderby Mission Church s plans to expand and gave a PowerPoint presentation [details of the PowerPoint presentation are held by Enderby Parish Office]. 1

2 He explained that EMC has been on the site for 100 years and the current facility has been on Moores Lane for 25 years. There are 90 people who regularly attend (maximum capacity of building). The Church is unused on a Thursday, but is thriving within the community every other day as the Church holds services and events. Community activities are run throughout the week by community groups. The aim of the Church is to serve the community better. The Church plans to recruit a youth worker through Reality Youth Project early September 2016 and is already involved in partnership working with charity organisations. It has close links with the Police, Commbus, FEDS and user groups. The Police only recently approached the Church for office space, but was declined due to lack of available space. A food bank is run, which is mainly in house at the moment but the Enderby Co-op, which has a new strategy with charities, has nominated EMC as one of its partners. EMC wishes to open a dialogue with the Parish Council in order to seek its views. It is noted that the Parish Plan published in 2008 supports the establishment of car parking, green areas and a youth centre in Enderby and EMC feels that the Danemill Primary School Annexe could fulfil this and more. In 2005, a Blaby District Council report indicated that the Council was looking at pockets of land and the Moores Lane site was one of the sites identified for potential residential use. Considerations for the expansion of Enderby Mission Church: - Enderby Mission Church Expand Existing Site (requires purchase of land to rear) Cost: 400K The Church seeks to increase its community use, which is not possible on the existing site, which is currently tucked away on Moores Lane. Most people do not know of its existence therefore a prime location within the Village Centre is sought. Relocate to Danemill Primary School Annexe (Townsend Road) Leicestershire County Council Educational Asset (vacant) Cost: 400K+ On 13 th May the County Council declared the Townsend Road site surplus to educational requirements but a recent scrutiny committee said the site was being held following educational pupil place planning. EMC is considering this site because: o Preferred facility being centrally located within Enderby. o The group has funds available and with the sale of its existing property would have sufficient funds to purchase the site. o Due to its educational status, application would need to be made by Leicestershire County Council to the Secretary of State for a change of use and to Sport England for the release of the Playing Field. Members were advised that Leicestershire County Council is yet to determine the future use of its educational facility and that Enderby Mission Church was unsuccessful in registering the building with Blaby District Council under the Asset of Community Value (Community Right to Bid Scheme), which gives local community groups the right to nominate a building or other land for listing by the local authority as an asset of community value. It can be listed if a principal use of the asset furthers (or has recently furthered) their community s social well-being or social interests (which include cultural, sporting or recreational interests) and is likely to do so in the future. If an asset is properly listed when it is then put up for sale there is more time for the group to raise finance and make a bid for the asset. This application was turned down as there was insufficient evidence presented relating to community use. EMC has looked at traffic movements on two Sundays at the existing site and found that generally there were 5 to 7 traffic movements in any five minutes. A proposal by EMC for the Danemill Primary School Annexe, Townsend Road, would be to create 38 car parking spaces, with an ingress and egress on George Street. Some concern was expressed by members regarding the traffic survey figures recorded by EMC. The vehicular movements were not considered to be representative of a developed site at Danemill with extended community use and does not include data reflecting vehicular access movements for a proposed new ingress/egress on George Street. 2

3 It was suggested that EMC conducts a detailed traffic management survey on Townsend Road and George Street, throughout the week, to satisfy the Parish Council that its proposal is viable without detriment to the Village, as increased traffic flow would inevitably exacerbate existing issues. Mr. Briars said that County Councillor, Mrs. J Dickinson, had said that she would support EMC. Mrs. Dickinson confirmed what she had said was that she wanted the Townsend Road site to be owned by the parish, including the parking, for the people of the parish. She agreed with the traffic movements on Sundays but queried what would happen during the week considering community use every day of the week. Sunday might not be an issue but every other day of the week would be. A survey is needed. Mr. Briars said the comments were noted but reminded the meeting that when the building was in use as a school there was a lot of movement. The Council asked how far EMC had progressed with the Carlton Hayes Chapel site. Relocate to Carlton Hayes Hospital Chapel, Narborough National Health Service (vacant) Cost: 1,200K+ This proposal has stalled as the National Health Service Association needs to declare the Chapel surplus to requirements and there is no guarantee that they would support that action. Historic England is currently looking to list the building and there is a 20 week process (commenced 4 th April 2016). Initial discussion with the NHS did confirm that if the building remains unlisted an application will be submitted to the Secretary of State for release of the building. However due to the high cost of development this site is not considered viable by EMC. Were the building to be listed the cost would increase to 1,500K (zero rated). It was asked by Mr. G. Spencer if the Parish Council is interested in purchasing or investigating the Danemill Primary School Annexe site. The Chairman confirmed that Enderby Parish Council is interested in the building as an asset for the community. Mr. Spencer asked, if the Parish Council did not want the Danemill Primary School Annexe site, would it support the EMC? It was stressed that parking would be a major consideration regardless of who owned the building. The Chairman thanked Mr. Briars for the presentation. 63/16 Presentation: Enderby Twinning Association: Recent and Future Activities The Chairman invited representatives from Enderby Twinning Association to make representation to the Council in respect of recent and future activities. Mr. P. Hurst, Chairman and Mrs. J. Pritchard attended the meeting on behalf of the Association. It was confirmed that Enderby Twinning Association was established in 1987 and formally ratified in Twenty-eight years ago, the Twinning Association was given the responsibility by the Council, constitutionally, to run the organisation. Every two years there is a social gathering a continental gathering and a Civil exchange. The Twinning Association visited Le Haillan in May 2016 where a warm welcome was received. This was supported by the Mayor and 30 people and Council Members of Le Haillan. This year the Le Haillan Twinners presented Enderby Twinners with a commemorative plaque to celebrate 29 years of the joint twinning of the two communities and the Enderby Twinners presented a plate in recognition of the Queen s 90 th Birthday to Le Haillan Twinners which was presented to the Mayor of Le Haillan. A speech was also delivered by way of a Hello from Enderby which was well received. There was an unannounced speech from Roland Caryon, retired head teacher of English at College Emile Zola in Le Haillan, who took the opportunity to remember Lawrie Maries and Ian Hill both exteachers of Brockington School, who have recently passed away thanking them for their support and advice during the school exchanges between Brockington College and College Emile Zola in the 1980 s. 3

4 Next year Le Haillan will celebrate its 150 th anniversary as a town, the details of which are yet unknown. However, it is believed that Enderby Parish Council will be invited to attend the celebrations. Le Haillan is twinned with two other towns in Europe; Collindres, Spain and Kalampaka, Greece and it is anticipated that all three Twinning Associations will be invited to attend an event over a couple of days in May It is hoped that the Parish Council will be represented at this event. (Details are anticipated in November 2016). The Enderby Twinning Association will have been constituted for 30 years next year. The Chairman thanked Mr. P. Hurst for attending the meeting and expressed the importance of maintaining the relationship. 64/16 To Consider the Principal of a One-Way System for Enderby Village Centre It was explained by Mr. S. Morris, an Enderby Parishioner that he had come off his bike in King Street a month ago. Mr. J. Harrison (Narborough Parishioner) said that the accident had been recorded on the Street Life (social media website). This had piqued his interest and that of other users of the site regarding the possibility of a One-Way System for Enderby Village. He thanked Cllr. Richardson, who pointed out that Enderby Parish Council Planning Committee would be meeting on the 27 th July 2016 and suggested that some of us go along. At that meeting he had put forward his suggestion of a scheme as he feels that a one-way system is desperately needed in Enderby and he does not feel that carrying on the way it is, is an option. He went on to explain that at the Planning Committee the Chairman had advised that the Parish Council did not object to a One-Way System but that the Bus Company, Arriva, had originally been against the proposed scheme. Mr Harrison confirmed that having contacted Arriva s South Wigston Depot the General Manager had advised that Arriva is not against improvement of the flows of buses in Enderby due to the difficulties that Bus Drivers experience. It was agreed that the General Manager would speak to Directors of Arriva and notify him of its response as he d explained it was on Enderby Parish Council s Agenda for consideration this evening and that he d be addressing the Parish Council. The Chairman pointed out that Mr. Harrison, as a parishioner of Narborough, has no legal right to address the Council on matters relating to Enderby Parish and that this was by invitation. The Chairman confirmed that some investigation had been taken place with respects to the original scheme and he read a passage from the letter: Leicestershire County Council has been unable to locate any information concerning a request having been made in the past, for a one way system incorporating a number of streets in Enderby Village. The consideration and delivery of such a major traffic management scheme would require funding to be provided and is likely not to be supported by Leicestershire County Council, as it would cause major impact to the road network including local bus services using the village. Mr. Harrison did not feel it should be left at that and that representations should be put to Leicestershire County Council rather than accepting the status quo. The Chairman confirmed that as a Parish Council it may back a one-way scheme but without funding Leicestershire County Council will not back it. Mr. Harrison confirmed that Arriva no longer receive funding from Leicestershire County Council and the only money it receives is for pensioners tickets. He felt that Arriva would be open to discussion. The Chairman confirmed that the Parish Council is required to follow procedures and would need to gauge the strength of feeling for such a scheme, would need to know if there is a groundswell of support for a one-way system, which was beyond the scope of this evening s meeting. Would need evidence, after which a request could be sent to the Highways Authority but a one-way system would have funding implications. Councillor Mrs. Louise Richardson said that she was not present at the meeting on the 27th July 2016 but clarified that she did not tell people to contact the Parish Council as it is not the responsible authority. She did not tell anyone that it was the Parish Council which would make the decision, though she did say they could attend a Parish Council meeting and listen to what was said. On Street Life she 4

5 directed people to contact their County Councillor and the County Council Highways Department. She asked for this clarification to be put into the Parish Council minutes. It was explained that Enderby Parish Council knows of the difficulties experienced in Enderby, residents having been consulted when the Parish Plan (2008) was being drawn up. The Parish Council does not object to a one-way system but consideration needs to be given to traffic flows and has to be supported by the residents of this Village. It is not a scheme which would be implemented by Leicestershire County Council just because the Parish Council said it wants it. Enderby was built at a time when there were no cars and parking is a major consideration. Any proposal would need to look at the scope and issues of traffic flows. The Chairman read Leicestershire County Council s letter dated 3 rd August 2016 in its entirety: - Leicestershire County Council has been unable to locate any information concerning a request having been made in the past, for a one way system incorporating a number of streets in Enderby Village. Having checked our records unfortunately, we were unable to locate any information concerning a request made for a one way system to be provided on a number of streets in Enderby village. The consideration and delivery of such a major traffic management scheme would require funding to be provided and is likely not to be supported by Leicestershire County Council, as it would cause major impact to the road network including local bus services using the village. We will however proceed with the agreed one way system on Townsend Road, which is currently being worked on and will be delivered later in the year. It is hoped this information is a satisfactory response to Enderby Parish Council s enquiry. Other issues relating to the parking of vehicles on double yellow lines in the Village Centre were raised and some discussion followed as to the responsibility of enforcement as it is felt this contributes greatly to the reduced traffic flow through the Village. It was also noted that the double yellow lines in the Village had only just been repainted and that these had previously been worn away due to parking infringement. It was noted that the Police may give warnings to drivers and issue tickets for obstruction, but that Civil Enforcement Officers oversee parking on double yellow lines. When considering a one-way system consideration has to be given to where parked cars will be displaced. It was noted that residents of John s Street do not fully utilise Blaby District Council s Car Park for resident parking and that something is required to be done about John Street, but it was also noted that traffic flow would invariably increase if John Street were to be made one way. The Chairman read out a proposal made by Parish Councillor Mrs. J. Hall: As discussed, in brief, at our last meeting, my thoughts for a one way system are detailed below. I believe that there is no viable, cost effective option that can be gained by turning King Street in a one way system. I feel that larger vehicles such as buses, lorries, Fire engines etc. would not be able to traverse the streets of Enderby easily with current parking in situ. Nevertheless, I have given due consideration to a one way system within the village which would minimise major impact on the road network within the village as well as bus routes and parking. I have also considered the cost and road safety implications. In a letter of 3 rd August, an officer of the Leicestershire County Council, has confirmed that the suggested one way system to a small section of Townsend Road will be delivered later this year. At present drivers wanting to gain access to Shortridge Lane from Cooperation Street generally travel westbound down King Street, however, on seeing vehicles especially a bus, already proceeding eastbound, most villagers will turn right onto Mill Lane then left into Townsend Road and George Street. The decision to make this approach a one way system in this direction is likely to extend the use of this alternative route. 5

6 In order to create a one way system, I propose turning John Street into an Eastbound only. This would of course have major impact to residents and may prolong their journey time and full consultation would have to ensue. However, John Street into Shortridge Lane is presently a very difficult junction to negotiate due to the closeness of the two properties on both sides of the junction. Emerging is made more difficult by the vehicles that are often parked close to the junction mouth on Shortridge lane. This means that vehicles travelling from West Street are on the opposite carriageway and therefore invisible to John Street s emerging traffic. Vehicles turning into John Street from Shortridge Lane, especially left, are also often put at risk due to the parking of cars within the mouth of the junction in John Street. This forces the vehicles to turn into the opposite carriageway, where vehicles may already be proceeding. Preventing these oncoming vehicles would mean that a turning from Shortridge Lane into John Street is by far a safer experience. The proposal would keep King Street as it is presently and as such the alternatives would be used mainly by locals, thus not increasing the amount of traffic flow too much and making the roads safer for vulnerable road users, such as cyclists. Parking remains unaffected. Costs are kept to a minimum. Apart from the objections from the residents of John Street, the negatives are: Increased traffic speed, as occurs with all one way systems. Weight restrictions may need to be considered. Increased use of Mill Lane and the associated problems there. As with all other one way systems, this suggestion is not without flaws. However I must stress, from a traffic management and road safety point of view, having a one way street invariably increases road speed, this will be exacerbated if suggestions to eliminate parking are considered. 6

7 A copy of Leicestershire County Council s letter and a copy of Cllr. J. Hall s proposal was given to Mr Harrison. He said he would lobby his councillors to get something done. 65/16 To Consider Recommendations Made to Council by Standing Committees RECOMMENDATIONS TO COUNCIL MADE BY ENDERBY LIBRARY MANAGEMENT COMMITTEE 19 TH JULY 2016 ELMC 28/16 d) Enderby Community Library - Proposed Terms of Meeting Room Hire 1. RECOMMENDATION RESOLVED: That there be no requirement for a 100 bond to be lodged in advance of the hire but the words be added to the terms: "The hirer will be liable for any damage caused." 2. RECOMMENDATION RESOLVED: That the hire fees, terms and conditions (as amended above) be accepted. ELMC 31/16 Public Consultation: Change of Enderby Community Library Opening Hours RECOMMENDATION RESOLVED: That, subject to consultation with volunteers and customers, the hours of opening on Saturday be changed to 10am to 2 pm. The Clerk confirmed that the recommended period of consultation is 3 months and it was suggested that Caretaking be considered in line with the proposed revision of opening times. RECOMMENDATIONS TO COUNCIL MADE BY THE POLICY & FINANCE COMMITTEE 27 TH JULY 2016 PF/20/16 To Consider the Use of St. Johns Community Centre by the Police for Locality Based Work RECOMMENDATION RESOLVED: That (subject to a Key Declaration being signed) the Police be granted permission to use the Small Office located at St. Johns Community Centre to carry out locality based work. PF/21/16 To Consider Terms of Open Space Maintenance Contribution: Land off Harolds Lane, Enderby RECOMMENDATION RESOLVED: That Enderby Parish Council accepts the proposed terms of 8, for the maintenance of the open space area (for a period of 20 years index linked upwards in accordance with the All in Tender Price Index of BCID as set out in the S.106 legal agreement at such a time as the open space area is transferred and the maintenance contribution is paid). The Clerk advised Members that the Parish Council s Agreement would be with the Developer and legal fees would be payable by the Parish Council. RESOLVED: That Enderby Parish Council agrees to pay its legal fees. PF/24/16 Enderby Lawn Tennis Club s Outline Plans for a New Tennis Clubhouse 1. RECOMMENDATION RESOLVED: That Enderby Lawn Tennis Club be offered a 30 year lease term with the following conditions applied to the early renewal of the existing Lease: - Existing terms are to be updated to reflect that the Public Toilets have been decommissioned and the building is now used as a Council s Store. The Council Store is not to be included in the area leased by Enderby Lawn Tennis Club. Access to the Council Store is to be retained solely by Enderby Parish Council. The Public Right of Access to the Bowls Club is to be retained. The Public use of the Tennis Courts is to remain unchanged and be kept in line with the existing lease term. That there be no immediate increase to the annual rent paid by Enderby Lawn Tennis Club (subject to regular review). 2. RECOMMENDATION RESOLVED: That subject to Enderby Lawn Tennis Club s agreement to the terms offered by Enderby Parish Council in respect of early review of its existing lease, a 30 year lease term be offered to the Club and the Council s Solicitor, Dixon Coles & Goddard be appointed to handle the renewal of the lease and amendment thereof. 7

8 PF/25/16 To Review the Effectiveness of Internal Audit RECOMMENDATION RESOLVED: That the Clerk s report be received and the Internal Audit Review Checklist Part 1 Meeting the Standards and Part 2 Characteristics of Effectiveness, as completed by the Policy & Finance Committee, be approved by Council. 66/16 To Consider Grant Applications: - There were no grant applications made. 67/16 Authorisation of Accounts Members were in receipt of a report on the Accounts paid since the date of the Council meeting held 13 th July 2016 (Payments made from 14 th July 2016 to 10 th August 2016), along with the following reports: - Bank-Cash and Investment Reconciliation as at 31 st July 2016 (previously circulated) Detailed Income & Expenditure by Budget Heading up to 31 st July 2016 (previously circulated) RESOLVED: That the Accounts & Payments, as detailed in the schedule attached to and forming part of these minutes, be approved for payment. RESOLVED: That Cllr. Ms. T. Green and Cllr. M. R. King sign the cheques. 68/16 To Receive Reports: District Councillor(s)/County Councillor/Parish Councillors/Conference or Delegate) The following reports were made: - a) District Councillor F.G.H. Jackson i) Blaby District Council Meeting - 26 July 2016: - Update on the Combined Authority. Acceptance of the Scrutiny Annual Report. Update on the level of grants to be paid to Parish Councils who request assistance for ICT equipment following the District Council s decision to introduce a paperless planning system. Don t Hate Educate - Leader s Statement relating to education on hate crimes organised by Blaby District Youth Council highlighting awareness, its effects and ways to deal with it. Over 1400 hate incidents were reported to Leicestershire Police in 2014/15. Agewise Blaby District is a new group, fully resident led, open to residents aged over 18 years of age with an interest in supporting the aims of the group. The next meeting will be held in the Council Chamber, Monday, 12 th September 2016, 2pm-4pm. i) Blaby Citizen Portal is now open: Allowing the public easy access to view the District Council s performance. ii) Leicestershire & Rutland Branch Meeting The next meeting of the Blaby Branch will be held 7 th September 2016, 7:30pm which will be held at Blaby Civic Centre, Leicester Road, Blaby, Leicestershire, LE8 4GQ. iii) Licences/Leases When agreements and licences are considered you are advised to always seek legal advice. iv) Scrutiny of Parish Council Accounts It does pay local councils to scrutinise its accounts as there has been a recent case where a clerk has embezzled 30,000. v) Traffic Wardens It was confirmed that Blaby District Council does not employ traffic wardens and that Civil Enforcement Officers regulate the parking on double yellow lines. Obstruction is however a Police matter. 8

9 vi) The Role of Parish/District Councillors District councillors represent the wider area than the parish and are always on hand to offer advice and answer any questions. We are not here to tell you how to run your council. District councillors are not there to be held to account in a vicious way otherwise it is not worthwhile our attending. Members have a responsibility to uphold the adopted code of conduct. The Vice-Chairman thanked the District Councillor for his input and confirmed that Enderby Parish Council has a number of internal checks in place. b) County Councillor, Mrs. J. Dickinson i) The Future Use of Danemill Primary School Annexe, Townsend Road A meeting would be held at Leicestershire County Council on Monday, 22 nd August 2016 regarding the future use of Danemill Primary School Annexe, Townsend Road, Enderby. ii) Environmental Scrutiny Concerning the one-way system, if the Parish Council thought it worthwhile and could get up a reasonable petition, she, as the County Councillor, would introduce it to the Environment Scrutiny Committee at County Hall and she would help get signatures. It was noted that in 2008, every household in Enderby had a questionnaire re the Parish Plan and everyone wanted a one-way system. She offered, if that can be resurrected and supported by the Parish Council, it can be forwarded to the County Council. c) Parish Councillor, Ms. T. Green It was commented that the hanging baskets, planted up by A Place to Grow, displayed at the Civic Centre and in the Village look very nice. 69/16 Correspondence: - Members are in receipt of the following correspondence: - a) Leicestershire & Rutland Association of Local Councils (Blaby Branch): - i) Minutes 15 th June 2016 ii) Agenda 7 th September 2016, 7:30pm which will be held at Blaby Civic Centre, Leicester Road, Blaby, Leicester, LE8 4GQ. b) Invitation: County Service for Leicestershire Sunday, 2 nd October 2016 H.M. Lord-Lieutenant, Jennifer, Lady Gretton JP and the Chairman of the County Council, Mr. Bill Liquorish warmly invite the Chairman and a guest(s) to the County Service for Leicestershire to be held at St. Mary s Church, Broughton Astley on Sunday, 2 nd October 2016 at 10:30am (to be seated by 10:15am). The Service will be led by the Rector, Revd. Sharon Constable, and the Bishop of Leicester, The Right Reverent Martyn Snow, will preach. Light refreshments will follow the service. RESOLVED: That Cllrs. N. Grundy, Mrs. J. Dickinson and Mrs. V. Moore represent Enderby Parish Council at the County Service for Leicestershire on Sunday, 2 nd October /16 Correspondence Received After Issue of Agenda: - Members are in receipt of the following correspondence received after issue of the Agenda for information only: - a) Leicestershire & Rutland Association of Local Councils: 2016 Newsletter No. 4 b) Rural Community Council: Vacancies on Board of Trustees The Rural Community Council is currently looking to fill a number of vacancies on its Board of Trustees to help strengthen the organisation. Members are invited to consider whether they would 9

Details of the application process have been supplied. c) Blaby District Council: PRESS RELEASE: Council Tax Support Scheme Consultation Changes to a scheme which offers relief on Council Tax to some people on low incomes are being considered by councils across the county and in the city. Blaby District Council, along with all councils in Leicester and Leicestershire, is looking to change the Council Tax Support scheme for 2017/2018 and would like to hear from all residents, including those who do not receive Council Tax support. Cuts in government funding mean the Council has to find significant savings by 2019/2020. Proposals have been put forward to reduce the amount of support people will receive under the Local Council Tax Support Scheme. The proposals put forward would see those who are currently eligible for the scheme paying more Council Tax in the future. Changes would only apply to people of working age. Anyone of state pension credit age would not be affected. The consultation is open from 4 August 2016 until 28 September More details about the proposed changes and ways to have a say can be found at 71/16 Enderby Community Library: - a) To Receive the Volunteer Co-ordinator s Resignation and report interim measures Members were advised of the Volunteer Co-ordinator s resignation on the 26 th July I would like to resign my post as a volunteer co-ordinator and from the management committee. I feel the hard work has been done and I will just work as a volunteer. I am sure there are good candidates from the volunteers who would be happy to take on the post. Interim measures were immediately put in place and the Three Rings (volunteer management system) site permissions adjusted accordingly. The Chairman of Enderby Library Management Committee thought it important to formally thank Mrs. Hetherington for her hard work and voice of reason which was very welcome. The Parish Council could not have done without her. RESOLVED: That a thank you card and gift be purchased. b) To Consider the Volunteer Co-ordinator Role and Appointment thereof Members are in receipt of a copy of the Enderby Community Library Volunteer Management and Supervision Policy. The Clerk confirmed that Mrs. S. Johnson, Enderby Community Library Management Committee Member (Non-councillor), has expressed her interest in undertaking the Volunteer Co-ordinator role. Mrs. Johnson has experience as a Three Rings Champion in a support capacity and is an active volunteer at the Library. RESOLVED: That Mrs. S. Johnson be appointed to the position of Volunteer Co-ordinator. It was also confirmed that Miss J. Swann has indicated her interest in supporting volunteers and having discussed the Volunteer Co-ordinator Role, has confirmed that she is willing to be trained in the role and act as a Three Rings Champion to support the Volunteer Co-ordinator. At this time it is not proposed that this invitation be extended to the Enderby Library Management Committee as there has already been an application made by a Non-councillor to be appointed to the Enderby Library Management Committee, but that the role be limited to that of a Three Rings Champion and Volunteer Co-ordinator Support. RESOLVED: That Miss. J. Swann be trained as a Three Ring Champion to support the Volunteer Co-ordinator in her role. 10

11 c) To Consider Volunteer Fire Marshall Role (New) and Appointment thereof Members are in receipt of the Fire Risk Assessment for Enderby Community Library and details of the Volunteer Fire Marshall role. Consideration was given to the appointment of an Enderby Library Management Committee member to this role. RESOLVED: That Cllr. N. Grundy be appointed as Volunteer Fire Marshall. d) To Consider Combining Caretaking Duties for the Civic Centre and Enderby Community Library The Clerk confirmed that the Litterpicker/General Maintenance Assistant carries out caretaking duties at Enderby Community Library and the Civic Centre. In the absence of the Litterpicker/General Maintenance Assistant s the Clerk had provided cover and opened/closed the Library as this is not within the Caretakers current job. However, having discussed this matter with the Civic Centre Caretakers they have indicated that they would be willing to provide cover for absence/annual leave but do not wish for the Caretaking duties to be integrated with those of the Civic Centre on the 3-weekly rotation basis. RESOLVED: That the Senior Caretaker and Caretaker/Groundsman provide cover for the opening/closing of the Library during sickness absence and annual leave. e) To Consider Appointing Volunteers as Library Key Holders Consideration is to be given to the appointment of Volunteer Key holders.
