BRINKLEY FETE There was a good turn out to this year s Brinkley Fete. A very big thank you to everyone who contributed in the run up to, and on the day of the fete. We had fantastic help this year. From the sign painting, collecting donations from around the village, set up team, band of stall holders and helpers, car park marshals and clear up team. Our thanks and appreciation to Antony and Emma for allowing us to hold the fete at the Red Lion and for all their hard work in getting the gardens ready, and on the day. To all those that came out on the day and helped to raise 1798 for St. Mary s Church and the Brinkley Memorial Hall a very big thank you. PS. 2 BRINKLEY BOOK CLUB (BBC) I am pleased to say that we have now had 2 successful meetings at the Red Lion Pub in Brinkley, and currently boast 9 members. We have decided on a format of alternating between reading a book of our own choice for one meeting, and for the next to read a shared book together. This was felt to be a good format, as it introduces members to new books in two ways: sharing jointly and also being able to bring our own recommendations to the club, including the ability to lend good books to other members. We are currently reading a shared book: Never Let Me Go by Kazuo Ishiguro. Our next meeting will be at 7pm on Thursday 9th September at the Red Lion Pub in Brinkley. New members always welcome! Burrough Green Brownies was formed in 1981 and we finally felt it was time to let the local community know what the younger generation of girls are doing! July is the final month of meetings before the summer holidays, and it certainly has been jam packed! We have just finished our Decades badge, and one of our tasks was to create our own Guiding themed Fabergé egg. This badge was designed especially for the Girlguiding Centenary, and on July 3 rd, we attended Race 100, another Centenary celebration. Held at the Rowley Mile racecourse, with over 2000 members of Girlguiding in Cambs East, it was a very busy day, with crafts, inflatables, the chance to meet some unusual animals and hundreds of other activities, too many to list. Ending with a fabulous finale telling the story of Girlguiding right from the start, we all thoroughly enjoyed every minute of it. We had our annual Messy Night on July 8 th, with water bombs, cream pies and eggs being thrown at each other, and for the final meeting, some of our Brownies attended Kettlefields School s anniversary circus, an event enjoyed by all who went. Contact our Brown Owl, Margaret Whalley, on or margaretwhalley@tiscali.co.uk Hope to see you in September, Joanna Turvey Leader-in-training VILLAGE WEBSITES NEWS FROM LINTON VILLAGE COLLEGE When this newsletter is published we will be in the midst of the relative down time that is the summer holiday, but right now things really could not be more busy. In the first week of July there was very little point in going home at all and the main concern that we had was whether we would retain the energy required to look alert and cheerful at all of the events we had planned. Having said that, the first week of July 2010 was the most exhilarating week I ve ever had here. This was how the diary read (I ve not bothered to include the lessons taught each day or the usual rounds of meetings and assemblies): Weekend of June Duke of Edinburgh expedition to the Peak District. 70 students in Year 10 take part. Monday : Many tired staff and students begin the working week. Tuesday : Trip to Walton on the Naze. Two evening governor meetings. Home 9.30 pm. Wednesday : Summer soirée: music department concert pm. Thursday : 5.20 am arrive in school to go to Ypres in Belgium for pop choir trip. Friday : Arrive back in Linton am. Year 11 Ball pm. Saturday : Arrive at school at 8.30 am for fete and fun run. Home at 1.30 pm. We raised 2,300 for the Teenage Cancer Trust. Every event went surprisingly well. The Duke of Edinburgh trip was a supreme success and gave many of our young people their first experience of hill walking and setting up camp, the summer concert was delightful, as was the pop choir trip that followed the next day. The Year 11 ball was, once more, splendid: the students had a brilliant time, they looked fabulous and it was lovely to see so many people in our community come down to see the grand arrivals in the ever more witty and enterprising forms of transport that the students had arranged. For me, however, the best event was the last. It wasn t the grandest or the most well attended, but the fun run and fete was the realisation of an idea had by 9HP, a Year 9 tutor group. They wished to demonstrate their strength of feeling about teenagers fighting cancer. Students at the College have fought this disease very bravely and the money raised by the event will help other young people to cope too. Adrenalin must have carried us through, but we are now enjoying a more restful few weeks. Caroline Derbyshire Principal

3 BURROUGH GREEN PRIMARY SCHOOL NEWS The end of term has been extremely busy! We have had so much packed into July that the children will be looking forward to a restful holiday! Year 5 and 6 children had an exciting time at Kingswood Residential Centre in Norfolk. The pupils took part in a variety of activities and pursuits including rock pooling, computer game designing and physical activities such as rock wall climbing, abseiling and go-karting. Class 4 finished their Business and Enterprise project and have ended up with a fantastic product to sell. The Tale of Cleo and Monty is a book designed for a small child and is a lovely illustrated book all the class had a hand in making. The book retails at 3 and to date we have orders for 116 books. All profits from the sale will go towards buying books for our new library. Class 1 and 2 went to Banham Zoo as part of their topic work on Hot and Cold Countries. The highlights of the day included spider-monkeys, a baby seal and the giraffe walk. Also a dinosaur was very popular! As part of their RE topic work, Class 1 and 2 held a wedding complete with Bride and Groom, wedding cake, bridesmaids, speeches and a vicar. The afternoon finished with a lovely tea party. Class 3 have had an additional music lesson, each week, with Cambridgeshire music coming into school and teaching the whole class a wind instrument. Each child was sized for a recorder, flute or clarinet. The children have progressed really well and several from the class have regular flute lessons. Staying on a music theme, the pianists held another recital during morning assembly. It was lovely to see how they are all progressing so well. The building contractor, Willmott Dixon, held a National Schools Art Competition based on the environment. Three of our pupils got through to the judging and prize giving ceremony at The Natural History Museum in London. One of the students artwork was chosen for a calendar which will be on sale soon from the school office. Since February, children have been attending Film Club where they were given a title for which they had to come up with the ideas for characters, plot and scenery. The film was an animation using Windows Movie Maker. The students used over 60 photos for the 1 minute of film. Each frame/photo the models had to be delicately moved. The film was shortlisted in Cambridgeshire s Young Persons Film Festival. The pupils were invited to an awards ceremony at the Cambridge Corn Exchange. Next year we hope to enter again! We have taken part in many cluster sporting activities including fun runs, rounders and kwik cricket to name but a few. We have entered into area sports events at Linton Village College as well as a schools event at Wilberforce Road, Cambridge where we were amongst 1300 other children. Other activities have included clubs within school including cricket, running, tennis and of course, football. We say goodbye to our newest member of staff Mrs Gilbey who for the past year has been working with Class 4. We also say a fond farewell to Mrs Bull who has been with the school for the last 19 years. She will be dearly missed by the staff and the children. Thank you to everyone who contributed tokens and vouchers for Tesco s, Sainsbury s and Nestle schemes. We have been able to purchase lots of books, sports equipment, playground games, classroom activities and cooking equipment. The new build, though progressing more slowly than we had hoped, is really taking shape now. A recent tour of the site was very exciting for teachers and Governors alike, as we were able to get a good idea of the space we will inherit soon. We have found the existing accommodation very cramped, but in typical fashion people have just managed, and in the process produced a very successful year for the school. Our Year of Reading (with thanks to the PTA, private donations, and the Knight and Watson Charity for funds to buy 1,700 worth of new books) has helped the children to make very good progress. The support of the community with initiatives like this, and your forbearance over parking during the building works, is greatly appreciated, and much needed. This year we say goodbye to Trish Bull, who has served the school with such dedication, and skill, for over 19 years. We would like her to know how much we appreciate everything she has done for so many people. She leaves with our very best wishes for a long and happy retirement. Keith Archer Want to get out more? 4 East Cambridgeshire District Councillors Notes (July 2010) Residents might like to know what has been happening recently in the District, and particularly where it is relevant locally. Christine is on the Strategic Planning and the Planning Committee. Robert is on the Licensing Committee and the Environment and Transport Committee, on which he is now his Party s Spokesperson. Environment and Transport We have passed the Environmental Enforcement Policy. This sets out the Council s way of tackling various crimes such as littering, fly-tipping, fly-posting, graffiti spraying, dog fouling and abandoning vehicles. Many of the Council s powers are covered by the various environmental, highways and anti-social behaviour Acts of Parliament. Penalties include warnings, Fixed Penalty Notices, ASBOs, fines and even imprisonment. We have started to look at recycling banks in our towns and villages with a view to having a joint arrangement in Cambridgeshire for emptying contracts with recycling companies. There have been problems experienced recently with the emptying of can banks. In Brinkley, I wrote to the company to demand action or else risk press exposure, and this was rectified quickly. It is hoped that some TetraPak banks will be reintroduced in the District, together with receptacles for batteries and compact fluorescent lamps. There may also be more plastic bottle bank locations in our villages. Our kerbside recycling collection services are still showing far worse performance than other Cambridgeshire districts. From October, our neighbouring village households in South Cambridgeshire from Carlton to Quy will be able to put out all types of plastic food and liquid containers for collection, as well as plastic bottles and TetraPaks. These will go with papers, sheet cardboard, cans and glass bottles, mixed in one bin. Households there already have a weather and animal-proof bin for kitchen and garden waste. Clearly, we will have to improve our service radically to match this standard. I have been elected to the five-member Car Parking Working Party. The County Council will be taking over onstreet parking enforcement in Ely from the Police and, if they introduce ticket machines, it will have a significant impact on the District Council s free car parks. We are looking to see if pay-and-display would be needed for our car parks. Residents will be delighted to know that a wider cycle path between Bottisham and Lode and a Toucan Crossing on the B1102 is being built. This will be a boon to children and adults going to and from Bottisham, and using the bus stop at the crossroads. It will also link the Wicken Fen Spine Route to Bottisham and thence to Cambridge on National Route 51. Funding is from the cycling charity Sustrans National Lottery award and the Department for Transport, through its Safe Routes to School financing scheme. Licensing The Council has issued its Draft Statement of Licensing Policy for public consultation by the end of August. This has to be reviewed every three years. This policy covers premises licences for buildings and open-air events, club premises certificates, personal licences and temporary event notices. In issuing licences and monitoring events, the Council works with the Police, Fire Service, County Highways, Trading Standards and Public and Environmental Health bodies. There are also ways in which residents can be involved in the processes either as individuals, or via Representative Bodies or Parish Councils, or via their District Councillors. Licence reviews may be carried out if licence conditions are not met, or are not expected to be met. I recently served on a hearing by three councillors which unfortunately resulted in the revoking of another type of licence. Many years ago, such hearings took place in Magistrates Courts. The Council takes great care in keeping adults and children safe and preventing crime, disorder and public nuisance. Planning A significant planning application passed by the Planning Committee recently has been for a Sainsbury s supermarket in Ely, on Lisle Lane. This was despite reservations on the effect of traffic and the use of the land, contrary to the recently approved Ely Masterplan. A local application approved has been the change of use of agricultural land to polo pitches and car parking at Frolic Farm, Lode. Because of the narrowness of the Fen Road, the Council has placed a condition that four passing places are constructed within six months. These will allow horse boxes and cars to pass safely and without damaging the road edges, verges and lode banks. This work will need to be constructed to Highway s standards. There should be no lighting or buildings erected and no more than twelve tournaments may be held per year. The hours of use are limited from 12 noon to 8pm Mondays to Fridays, and from 10am to 6pm on Saturdays, Sundays and Bank Holidays. Strategic Development The latest consultation for the Local Development Framework is concerned with options for choices of specific sites within the District. These are locations where development for residential, retail or commercial purposes may be suitable. The consultation period is July to mid August. No specific sites are proposed in the parishes of Brinkley, Burrough Green, Lode and Westley Waterless, but building within existing development envelopes is possible. Building is also possible outside the envelopes under exceptional circumstances, such as for affordable houses for rent or for shared ownership. Up to fifty extra dwellings are proposed over the next fifteen years in Bottisham. A proposal is for these to be to the east of the new affordable houses in Ox Meadow. Of concern here is that this land is part of the Cambridge s Green Belt and that local roads, schools and the sewage works will need upgrading. The back-garden land to the north of the David Wilson Homes site, currently under development, is considered unsuitable because of many unwilling owners. Some land behind Tunbridge Court is proposed for employment use, but this is also Green Belt land. Another proposal is for two pitches for Gypsies and Travellers on the scrapyard at Muckdungle Corner, off the A1303. There is recognition that allotments and more public open space are needed within the village. See or contact us for further information or to make comments. 5 NEIGHBOURHOOD PANELS CONTINUING TO SUPPORT LOCAL COMMUNITIES There have recently been 2 meetings in the Panel area: The first - a special Joint Neighbourhood Panels Update on the Wicken Fen Vision The second - a regular Panel meeting on 29 th June at the Ellesmere Centre in Stetchworth, at which Cllr Carl Poole was re-elected as Chairman of the Panel and Cllr Michel Scarff was re-elected as Vice Chairman. As ever, (in the two and half years that the Panels have been running) ALL the issues of concern raised at the Panel meeting in March had been actioned. Further information on Stagecoach bus timetables will be published on 26 th July. Full details of the Update on actions can be accessed from the Neighbourhood Panel (NP) webpage via the A-Z section of the District Council s website (together with the minutes, Profile and all other NP information) or by using the link Jane Hollingworth from ECDC spoke about provision and care for older people in the District and explained that there is currently a County-wide review of home improvement agency services, a review of all sheltered and extra care accommodation and an ECDC house condition survey. Housing teams have plans for potential redistribution of residents from care/sheltered schemes into extra care provision and they have also been mapping domiciliary care. Extra care accommodation is proving to be the preferred option for many. Residential care will be retained for those with specific (and appropriate) needs e.g. the increasing numbers of those with Alzheimer s or dementia. Sgt Sean MacLoughlin outlined actions taken by the Neighbourhood Policing Team (NPT) to address the policing priority set by the Panel at the last meeting in March: Devise preventative measures to combat potential seasonal increases in Anti-Social Behaviour (ASB) across the Panel area Full details of the actions taken are outlined on pages 5/6 in the current Neighbourhood Profile document [June, 2010] that all participants received. The Profile can be accessed from and then (under N) using the A- Z section from Neighbourhood Panel webpage. Inspector Bartlett spoke of 2 initiatives which are unique to East Cambridgeshire The Safer Schools Project which seeks to build strong relationships with schools and trust with their students and staff. Already 6 out of 9 schools in the Panel area are involved in the Project (with 27 from 33 schools in the District being involved). The Project was commended by Carl Poole and the Panel as being innovative and entirely worthwhile And the piloting of revised (3 step) Alcohol and ASB processes, with a series of positive interventions. Sgt MacLoughlin explained the NPT s actions to combat drugs activity in the Panel area, and he asked local residents to report if ever they found small quantities of burnt tin foil in areas. He then outlined the numbers of cases of targeting offenders (and the numbers of arrests made), together the numbers of parking and speeding enforcements. Total crime is up in the Panel area (from 131 in the corresponding months of 2009 to 147 this year) and but reported ASB is slightly down (from 113 to 111) Both crime and ASB are up compared to the previous 3 month period, showing the normal seasonal increase. Sgt MacLoughlin outlined the emerging trends in each of the 4 wards in the Panel area and in the Dullingham villages this detail is outlined on pp. 13/14 of the Profile. Inspector Bartlett outlined the People s Priorities (for the County as a whole) ASB (including fly-tipping, dog fouling and littering) with appropriate use of the ANPR database and partnership working with Mark Mehaffey (Clean Neighbourhood Enforcement Office at ECDC) Speeding in rural areas; Obstructive parking outside schools Inspector Bartlett explained that these priorities are embedded in the NPT s objectives (and so will always be focused on as part of normal business ) In discussion the following issues were raised: Concern at the proposed cuts to Locality teams; Concern at possible cuts to police (beat) teams offset in East Cambs by some restructuring of PCSO teams; The need for cooperative measures between the NPT and the Suffolk force in tackling issues in and around Cheveley/Newmarket. If you are a dog owner/walker then please ALWAYS clear up after your dog and dispose of the mess in the dog bins or at your home. Specific issues raised from our villages: Brinkley Increased number of light aircraft, helicopters and microlights over the village; Recycling Can Bank by Memorial Hall in the village needs to be emptied regularly. Pearsons have not been doing this and Veolia have helped; need to be aware of this when agreeing new contract. Burrough Green No new issues identified at the meeting. 6 Monthly Report for Cheveley/Dullingham Beat Cheveley, Ashley, Kirtling, Upend, Woodditton, Little Ditton, Saxon Street, Stetchworth, Stetchworth Ley, Dullingham, Dullingham Ley, Cross Green, Brinkley, Burrough Green, Westley Waterless and Newmarket. Hello to you all from Andy and Mags. Welcome to the monthly report for June 2010 for our area. We have had 8 crimes reported over the month from around our area:- Editors note: 6 around Newmarket and two in our villages. On the 15/06/10 Burglary - Church Lane, Westley Waterless someone has gained entry to a property undergoing renovation by forcing the front door and cutting the lock; power tools were stolen. On the 16/06/10 Burglary - Main Street, Westley Waterless. A mini tractor was stolen from a barn. All these crimes were investigated but, because there were no known suspects, nor offenders seen nor witnesses, these have been filed pending any further information from the public. House to house checks were conducted around the area of the offences but no witnesses were located - nobody had seen or heard anything. We are conducting extra visible patrols in these areas If you have seen anything regarding these crimes please call in on the Police non-emergency number Parking: There have been 5 parking tickets issued in villages. These were for vehicles parked on the pavement. Please get the message out to everyone in our villages that the road is for vehicles and the pavement is for pedestrians. Vehicles parked on the pavement may find themselves with a 30 fine. Schools have parking problems at drop off and pick up times. Mags and I have had complaints from schools and parents. Outside all our schools there are single yellow lines and yellow zig zag lines. Please make sure that you are all aware that vehicles parked on these will be liable to a 30 fine as the yellow lines and yellow zig zag lines are there to PROTECT OUR CHILDREN when they start school in the morning and when they finish school in the afternoon. Parents must not stop on the lines to drop off or pick up children, they must park further down the road and walk for a short distance to the school - there are no exemptions from this. Drivers need to read the signs which are clearly visible outside our schools which give details of the timings when you cannot stop, park or unload. The 30 ticket can be issued straight away by the officer as the vehicle is putting the children in danger as soon as it stops. Speeding: Unfortunately PC Andy Martin has not been able to conduct speed checks in our area this month due to working on other duties related to the football World Cup. However he is back with us again now and will be conducting checks over the month of July. Regards PCSO Mags Harvey and PC Andy Martin ~~~~~~ NEWS FROM THE ELLESMERE CENTRE Summer Activities It is not too late to book onto one of our many children s summer activities at the centre. There are still places on many of our sessions. If you do not already have a copy then visit our website or us and we will send you one, alternatively pick one up from the Centre foyer. Autumn Term We are already taking bookings for next term s activities. Classes for children include Tennis, Football, Athletics, Dance, Fencing and Karate. For adults there are Pilates, Tums & Bums, Body Toning, Tennis, Football, Badminton, Bowling Art and Bridge. Mature & Active sessions will restart in September. Anyone who is 55 yrs old or over can come to the centre on Friday mornings to play any sport for just 4 for the morning 10.00am-12noon. Refreshments included. Village Event Planner We are in the process of producing an on line calendar where anybody can make a note of an event that they are organising. This will also show larger events such as Newmarket Carnival etc. It is hoped that this will enable us all to support each other and maximise attendance at our events without clashing. There will also be a year planner on the wall in the Centre foyer with the information on. What a busy July we have all had. I ve had numerous weddings and baptisms not to mention all the glorious fetes. In one of my previous letters I wrote about the wonderful sense of community that emerges on these occasions and I would like to propose a hearty vote of thanks to all those who worked so hard to make all the village fetes so enjoyable. Fetes don t just happen, they involve an enormous amount of preparation and rely upon the willingness of lots of lovely people to muck in and do their bit on the day. So thank you one and all. As many of you know, I will be in India on a diocesan trip for most of August. Ely diocese, of which the Raddesley group is a part, has a link with the diocese of Vellore in Tamil Nadu in South India. I will be travelling with a group consisting mainly of teachers but also including a retired nurse, Lily Whymer our church warden at Stetchworth who has travelled to Vellore many times, and Revd Fiona Brampton who is in charge of the trip. When I visited Vellore for a week back in February I was humbled by the generosity and welcome I received and by the commitment of the Christian people I met. These people have so little, yet they considered it an honour to share what they had with us. It was a salutary experience that filled me with a deep sense of shame when I considered the greed and rampant consumerism that dominates our culture. I expect many of you will visiting somewhere new over the next few weeks. Or maybe you will be staying at home for your holiday and enjoying the wonderful countryside about these parts. Whatever you are doing, I hope you find some time for rest and relaxation, time to sit quietly and give thanks for these last few weeks of summer, for family, friends and all the good things we enjoy. The Diocesan policy is that only fresh flowers should be placed on graves within the Churchyard. However, as a PCC, we know that this can be a really difficult issue, especially as some people cannot visit the Church as often as they would like, and so leave artificial flowers and other decorations in order that something is there. Equally, when flowers are not removed regularly, then others become upset that the place looks unkempt. We would like to strike a balance between following Diocesan policy and being sensitive to people's wishes. Therefore, we would propose a policy whereby the PCC reserves the right to remove any flowers, fresh or artificial, that have gone past their best in order to keep the Churchyard looking in good condition - this includes plastic flowers which have faded or become damaged. In addition, any wreaths placed on graves at Christmas time should be removed in time for Lent. Please help us by removing/changing flowers as regularly as you can - if you cannot get to the Church and need flowers removed then please let us know and we will be happy to help Kind Regards, Westley Waterless PCC

It is important that these forms are filled out and returned immediately as the register will enable you to use your right to vote. If you are not on the Electoral Register you may be refused credit. Alternatively use the prepaid envelope provided to return your form. If occupants details need to be changed, simply cross out the old information and enter the correct details.
