1 Minutes subject to approval at the next meeting MINUTES OF THE MEETING OF BREEDON PARISH COUNCIL HELD IN THE COMMUNITY CENTRE, BREEDON, ON MONDAY 6 TH FEBRUARY ) Attendances and apologies: Present: Parish Councillors: S Jones, J Melen, R Morris, D Camp and J Morrison. Clerk: Miss S Lockwood. District Councillor: Cllr Stevenson. 1 member of the public. Apologies: Cllr D Keith and County Cllr N Rushton. 1716) Code of Conduct - Councillors Declarations of Interest 1717) To approve the minutes of the previous meeting of the Council RESOLVED: The Minutes of the meetings held on Monday 9 th January 2017, having been previously circulated, were signed by the Chairman as a true and correct record of that meeting. 1718) Any matters to be raised with the County Councillor. 1719) Any matters to be raised with the District Councillor. Resolved: Cllr Stevenson reported that he hopes the Local Plan should be up and in place for September Cllr D Camp mentioned that he d attended a hearing on behalf of the Parish Council to ensure that Breedon on the Hill was included within a fluvial flood area. The Inspector of the hearing said he d look into this Ian Nelson from NWDLC mentioned that the flood policy and been amended the Parish Council awaits the Policy. Cllr J Morrison mentioned he d attended a planning committee meeting to speak regarding planning application 5 Melbourne Lane the Parish Council were pleasantly pleased with the result. 1720) Police Matters (a) Police Report Resolved: Crime Figures: - 21/01/17 harassment no formal complaint by victim offence recognised. Filed. Crime Prevention Advice As the darker nights are drawing in your beat team would like to remind everyone to Lock up and light up. The winter nights can make it easier for burglars to hide in darkness and for unoccupied and unlit houses easier to spot. The force traditionally sees a seasonal rise in burglaries after the clocks go back in October, with offences rising through December and January and falling back to normal levels by around March. Good news The beat team is working closely with the Breedon on the Hill Parish Council and are jointly inviting all residents to a public meeting on 27 th February 2017, 7.00pm 8.30pm at St Hardulph s C of E School to form a Neighbourhood Watch Group. NHW Groups play a vital part in successful Policing and bringing neighbours together to create strong, friendly, active communities. Please come along and find out about the proposed formation of the new group.

2 1721) Chairman s Report. Resolved: Chairman statement Feb 2017 January has flown by; the days are drawing out and I am looking forward to an eventful year. We have several items on tonight's agenda that we will be progressing, with your help and support of course, throughout the year. You are aware that we have had a couple of successes in resisting unwanted development recently. I don't want to give the impression that the Parish Council is against new building in fact we are in favour of sympathetic development whilst endeavouring to maintain the integrity of our historic parish. An issue on this which is worrying me is the sustainability of Breedon. The local authority has the village earmarked as a sustainable community but are they aware that some of the businesses on the garden centre site are teetering on the brink of viability because of the lack of footfall due to the closure of the garden centre and now the golf course. The business in Breedon including the tea rooms, the butchers and Post form part of the backbone of the village and without them Breedon would be a poorer place. The Parish Council will do its level best to maintain our viability but will need support and help from all stakeholders. Last Wednesday The Vicar, Mary Gregory hosted a meeting in the school hall to present the structural situation of the Church building. Paul Yates presented the issues with the help of a video he and a friend had produced. The problems were clearly spelt out and it was apparent that individual parishioners need to give as much help as possible to rescue the crumbling building. Mary asked that people prepared to volunteer their assistance should contact her and their particular skills would be assessed and put to use. The Parish Council is being called on for support as it is easier to access grant aid for a community project rather than one seen as specific. This may help us with our applications for grant funding of the sign project. 1722) Administration & Finance (a) Clerk's Report. CLERK S ADMINISTRATION REPORT 6 th February 2017 Neighbourhood Watch Advertising Poster has been sent to the Village Voice. Breedon Primary School has included it within their newsletter. Will also be advertised in all Parish Notice Boards, the PC website and Facebook and in the post office/news agents. Public Footpath Order Update I have spoken with the officer dealing with the footpath Order he is now seeking legal advice on how to proceed. Trees NWLDC will be removing the trees in the very near future. Litter Pick Resolved: Equipment is available for Breedon to hold its litter pick 11 th March 10am. Clerk to advertise. Breedon Fun Day I have ed LCC highways road closures and asked for its professional opinion on the Parish Council proposed event.

3 EMA Parking Is Breedon affected by EMA holiday parking? Does the PC want to be represented? Resolved: No, not affect. Breedon, Tonge and Wilson Signage Project I have now started applying for grants! (b) To discuss and confirm the proposed PR plan, put together by Cllr Keith. Resolved: The Parish Council was very happy with the PR plan put together by Cllr Keith. This was agreed to be sent out to ALL homes in Breedon, Tonge and Wilson. Please see below the final copy; Breedon on the Hill Parish Council Review serving the villages of Breedon, Tonge and Wilson Introduction Breedon Parish Council convened in June 2015, following elections in May that year, with four new members under the stewardship of Cllr Simon Jones as Chair and Cllr Jane Melen, as Vice Chair. The Parish Council have been working hard and this document seeks to inform and review our activities for all parishioners. 1. Keeping You Informed The Parish Council intend to publish this review on an annual basis in Spring each year; though you can keep up to date by reading our agendas on the notice boards in each village or by visiting our new web site at where the minutes are published, together with current parish news items. Sam Lockwood was appointed as Parish Clerk in February 2016, following the retirement of Gill Simkiss. One of Sam s first tasks was to set up the new web site and ably assisted by Cllr Jane Melen the website contains details of our objectives, information and contact details for each of the Parish Council members, meeting minutes, financial data, news, photos and useful links. The Parish Council urge you to get involved, share your views or ask questions either by attending meetings on the first Monday of every month, in the Community Room within the school, via the web site, or by calling Sam on In addition, if you wish to automatically receive parish notices please let us have your address as the Parish Council is creating a contact list to enhance its communication. You can do this by ing: clerk@breedonparishcouncil.org.uk 2. Keeping the Parish Tidy You may have noticed a small band of volunteers, led by Cllr Ray Morris, every quarter spending a couple of hours on a Saturday morning tidying up the litter on the verges and pathways in all three villages. Look out for the next one announced on the Notice Boards or website. The Parish Council is always happy to welcome more volunteers. The Parish Council continue to support Breedon Church with mowing costs in addition to keeping the village greens and verges cut. This is a major annual expenditure and we will keep this contract under review to ensure additional cuts are added as required. Also, action to prevent littering and anti social behaviour in the car park adjacent to the Church is under way. Parishioners will have noticed improvements to the quarry frontage on Main Street Breedon; the clearance of vegetation of the stone wall along the Lane to Wilson, and the wall along the Delph and also the stone wall fronting the quarry by the church have received attention to maintain their attractiveness. The Parish Council is grateful to Breedon Aggregates for providing funding. Councillors Simon Jones and Ray Morris have established the quarry frontage charity with the aim of looking after these boundaries.

4 Maintenance will be carried out throughout the year in order to preserve the appearance for parishioners and visitors alike. 3. Keeping the Parish Bright and Beautiful Breedon Community Association, made sure a Christmas Tree was erected and taken down in 2016 and we are grateful to Aubrey and Kevin for their efforts, once more, to bring festive light to the parish. Over the last two Winters we have planted more than 2000 daffodil and bluebell bulbs on the village greens and adjacent to village signs. Watch out for a splash of Spring colour. This picture also illustrates the new signs and gates in Breedon installed in The Beacon was lit in honour of the Queens 90 th Birthday in April 2016 and a commemorative garden planted on Breedon Green. A plaque will be commissioned this year. Cllrs Debbie Keith and Jane Melen thank all who assisted the PC with funding and marshalling, the WI for the teas, Root Choir from Newbold for the musical entertainment, Breedon Aggregates for the gravel and villagers for their planting efforts. culverts and remove overgrowth from ditches. Preserving Our Assets In the last eighteen months, the Parish Council has taken steps to repair the War Memorial, clean the village signs and Cllrs Melen and Keith could be spotted in September, painting the red telephone box which houses the defibrillator in Breedon. Railings in Tonge and Breedon have been painted and some play equipment repaired. The Parish Council has been vigilant in preserving the best within our conservation areas by supporting appropriate new development and giving voice to our concerns over proposed developments that compromise the nature and character of our historic villages. These include housing and commercial development and through our networking with TABAG, the HS2 Action group, via Cllr Jim Morrison and the wise counsel of Cllr Ray Morris we are satisfied that we have brought our concerns to the attention of the planning authorities. 6 and in 2017/18 The work continues! There is much to do. Starting with a Community Litter Pick on 11 th March Please watch this space! 4. Keeping our Villages Safe Without doubt the biggest challenge faced by the Parish was the catastrophic flooding in Breedon and parts of Wilson in June Most of the evacuated residents returned home in December and January The Breedon Parish Council set up a Flood Action Group under the leadership of Cllr Dave Camp, the Parish Council Flood Warden; they have worked tirelessly to clear debris from the watercourse, remind residents of their riparian responsibilities (keeping the watercourse clear of debris and obstruction) and importantly assist the LCC Flood Authority in gathering data for their investigation into causes. Their report is on the web site and as a result much work has been done to jet the drains, clear the

5 Other PR suggestions were the following: Creation of a mailing list. Resolved: Parish Council keen to get this set up. Annual Newsletter Resolved: The Parish Council agreed for a Parish Council newsletter to be sent out annually. Parish Council Open Meeting in March Resolved: This was to invite members of the public to meet the council and invite the County and District Councillor etc. However, the Parish Council thought this would be better being part of the Breedon Fun Day for a better footfall of people. Here, the Parish Council could advise residents of what is happening in 2017; including a Presentation on the Signage Project? Connect with the Village Voice Resolved: The Parish Council agreed to use the Village Voice as much as possible. (c) The Clerk to update the Parish Council on the recent information received for the Parish Signage Project and for the Parish Council to confirm who the contract supplier will be for the project. Resolved: The Parish Council has now received three quotes and has confirm that in principle it is to carry on working with Shelley Signs as its preferred supplier. Shelley signs has provided updated information with our specific requests (Councillors have this information). The Clerk is to write to Shelley Signs advising them of the Council s intention to place an order as soon as it has sufficient funds available. The Clerk is now looking into funding for this project. (d) To discuss the requirements for planting a Christmas Tree on The Green in Breedon. Resolved: The Parish Council confirmed it would definitely purchase a tree, but to wait until if and when the Village Hall is built opposite The Green. (e) To confirm the draft Grant Awarding Policy for the Parish Council. Resolved: Deferred to the next meeting. (f) Following recent correspondence; the Parish Council to discuss and confirm its policy/procedure on receiving memorial requests. Resolved: The Parish Council received correspondence from a resident requesting a memorial for a member of a late family member. The Parish Council discussed this at length and agreed that there isn t anywhere suitable in which the Parish Council owns land and therefore has suggested people get in touch with the Church for names to be wrote in the book that is on display at the Church. Cllr Melen has put the Church in touch with someone who is willing to write names in the book (specially wrote in old style handwriting). Jo Yates is going to write a piece for the Parish Council website to remind parishioners that the book is there. (a) Flooding - Cllr D Camp to provide a brief update of actions undertaken by The Flood Working Group since the last Parish Council meeting. Resolved: Cllr D Camp updated the Parish Council on his meeting with Ed Knight, LCC, on 2 nd February. Below are the notes from LCC on the actions required: Clearance of remaining debris adjacent to the watercourse As discussed, I don t believe majority of the watercourse is of a major concern, as the most of the debris is small, I will however ask our forestry section to take a look when they are next in the area, the privately owned sections are of a greater concern and would benefit from further clearance Monday 6 th February

6 where cut branches have been left close to the watercourse, I will therefore contact the landowner and request this debris is removed from site. Building rubble in watercourse near Saxon Close Appropriate enforcement letters will be sent letters to the various land owners, making them aware of their riparian responsibilities, following this if required, the appropriate enforcement action will be carried out. Hydraulic Model Since our meeting, the quote has now been received. Double brick culvert As you know we are both working to identify the landowner, I will therefore update you on any progress, if you could share any appropriate information the Breedon flood group have gathered it would be appreciated. Water flowing out of gate way on Ashby Road I took the opportunity to inspect this area of land, as discussed, the area would probably benefit from a ditch at this location. I suspect however there may be a highway drain beneath the verge, obviously, any ditching work has potential to damage this system, further investigations are required to definitively determine this. Cllr D Camp also reported that on 14 th January volunteers met to clear out another section of the brook and it looks like one more day may be necessary date to be confirmed. Peter Spencer has been in touch with LCC and as they jet out the culverts under Burney Lane they will jet the culvert at the Lime Kilns as a gesture of good will. Cllr D Camp and some others from the flood group will be attending the Flood Resilience Plan workshop. (b) To discuss the idea of holding a Breedon Fun Day and the actions required to take the project forward (if necessary). Resolved: The Parish Council agree, in principle, for the event to take place and the Clerk would meet with Cllr Melen once she had spoken with the School to see if it had set a date to do anything similar. The Clerk to update the Council once I have further information. (c) To discuss and confirm a date for a Community Litter Pick. Resolved: Date confirmed Saturday 11 th March 2017 at 10am. Clerk to advertise. (d) Members present at the recent church meeting to provide an update for the Parish Council.
