1 SHERSTON PARISH COUNCIL MINUTES OF THE MEETING OF SHERSTON PARISH COUNCIL HELD ON THURSDAY 13 th FEBUARY 2014 at 7.30PM, IN SHERSTON VILLAGE HALL. Item 743. Apologies for absence Apologies were sent from Councillor Magee, Councillor Price and County Councillor Mr J Thomson (JT) Declarations of Interest. MR Declared an interest in Wild Sherston To approve the minutes of the meeting of Council held on 9 H January 2014 Minutes were approved by the council 745. Matters arising from the minutes The clerk informed councillors that Wiltshire Council have over 7000 sandbags available to those who need them. If anyone is in real danger of flooding or has been flooded they can contact Wiltshire Council on where they will be put through to the 24hour emergency room Tarters Trees JM is meeting with local tree surgeon on the following Saturday to discuss the trees Members of the public are invited to address the council on agenda items JM welcomed the members of the public, who were in attendance regarding planning applications. He informed them that agenda item 10 Environment, Parish Land and General Services Update will be brought forward for discussion before Planning due to MR needing to leave the meeting early Environment, Parish Lands and General Services Update Community Right to Buy -SW and MR have now got access to online mapping service and MR now has the relevant maps for the scheme Tourism Hidden Britain - An article has appeared in the February Cliffhanger The Recreation Ground - The Grow Wild Application was successful and 7 trees for the recreation ground have been ordered, the Cotswold Wardens will plant them when they arrive in the next two weeks Allotments - Allotment renewal letters will be sent out at the end of the month Dog Fouling No improvement of the dog fouling this will be mentioned under Correspondence Great War Centenary - Since the last meeting MR has visited the records office in Chippenham, borrowed the minute book dating from and has had it digitally copied by Paul Ormiston. The book has now been returned to Chippenham records office. The next meeting is on the 25 th February. The Royal British Legion has sent ideas on how to remember those who fought and died in the Great War so 1

2 that everyone is remembered, information will be given to JC Parish Leases SW has contacted Ouvry Creed to arrange collection of parish council documents and is waiting to hear when they are available. She will ring next week if she has not heard High Street - At the next Area Board meeting the matter of having the crossing marked in some way will be raised. Also it has been noted that it is not very well lit so Martin Rose is sending a lighting engineer to take a look Defibrillators - Another course has been arranged for the 15 th of March in the village hall at 10am Sports field - The bins have now been emptied however it is obvious from the amount of dog bags in the bins that dogs are being allowed in the sportsfield. More signs need to be erected; MR will talk to Paul Ormsiton about having some produced. SW will also talk to the dog warden Grove Wood and Footpath Group - The Wiltshire Wildlife Trust has given 500 worth of trees this season and the tree warden will talk to John Lloyd (local tree surgeon) regarding what trees to choose. MR has stood down as chairman of the footpath group also leaving the committee are Jay and Steve Dunn who joined the committee when it was first formed and have made a huge contribution over the years. The new Sherston Walks Booklet will be back on sale in June this year. A meeting took place at Grove Wood with Professor Mark Everard of BART (Bath and Avon Rivers Trust) MR and other Grove Wood volunteers. The meeting was very informative and fruitful and plans are in place to work closely with BART in the future and the Grove Wood volunteers has agreed to be a Beacon group through which problems can be flagged with the river as soon as they are spotted. JH and JM are happy to help with this. The Cliff There is a Wiltshire Council ROW notice on the gate entering the Cliff from Sopworth Road. MR has spoken to Stephen Leonard Rights of Way Officer who explained that landowners can make a Deposit Declaration. This is a statement where the landowner is declaring the rights of way on the land etc but stating that this is how it should remain, it safeguards the landowner from their land being made a Public Green. It is a common procedure for landowners and it was applied for in 2009 but due to a recent change in the law the Deposit declaration needs to be advertised thus the notice now Community Speed Watch - The gun is now in the village but has a slight technical fault at present Planning Schedules received and new applications /06941/FUL New Detached Dwelling Two Storey Extension 9 Gaston s Lane, Sherston This application was discussed by the full Council and in the presence of the occupants of 22 Gaston Lane. Parish Council sought an extension to the Comments deadline. This Application was very contentious at the Outline stage, was strongly opposed then by Sherston Parish Council and many adjoining residents. The main objections of the Council were the effect of the inevitable increase in road traffic and parking on a narrow dead-end lane and also the loss of amenity for No 22. This view has not changed, the parish Council is opposed to this development and will send its comments to WC. GM suggested that the couple contact JT about their objections /06941/FUL Two storey extension, 19 Court Street This was discussed at the end of the meeting by the subcommittee although it has already been approved. The parish council asked for an extension for comments as the application hard copy arrived after the last meeting but it was refused /07332/FUL Conversion of car port to living accommodation 29 The Tarters This application was discussed by the planning subcommittee at the end of the meeting; it had no 2

3 objections to this application /0689/FUL Construction of single garage, and rear and front extension Orchard House, Sandpits Lane, Sherston This application was discussed by the planning subcommittee at the end of the meeting; it had no objections to this application /00059/01064/01065/00255/001064/01039/HRN Removal of 6 meters of hedges along Foxley Road, Bristol Water Pipe Renovation Scheme This application was discussed by the planning subcommittee at the end of the meeting; it had no objections to this application Update on NHP Meeting was held on 5 th February and was dominated by housing questions. Although housing is a key factor other issues must be looked, i.e. improvements to facilities, keeping the village sustainable etc. It was decided at the meeting to use the funding allocated to Sherston NHP to get further expert assistance with the next stages of the plan. The next meeting is on 18 th March Correspondence Wiltshire Council Community infrastructure Levy Draft Charging Schedule Consultation WC is preparing a Community Infrastructure Levy (CIL) charging schedule. This is a new charge that local authorities in England can place on development in their area. The money generated through the levy will contribute towards the funding of infrastructure to support growth. This levy will replace the current Section 106 contributions. The consultation on this new schedule is underway until 24 th February Wiltshire Council Invitation to submit locations for 20mph restrictions for CATG The Wiltshire policy for 20mph restrictions has now been approved by the cabinet member. CATG are to be involved in selecting the locations for further study. They are asking town and parish councils to put forward suggested locations for 20mph restrictions to the community area manager. Highways Offices review the list of locations and remove those that do not meet the criteria. The Malmesbury CATG will prioritise the remaining short list and identify two locations to be taken forward for full assessment in 2014/15. After discussion it was decided that Willesley would be put forward as currently the village has no speed limit in force at all. MR will also put something in the Cliffhanger again. The comments have to be in by the end of March so further suggestions could be discussed at the March meeting. LATE Water Main Renovations MR Kelson the PR manager from Bristol Water contacted the Parish Council asking if there were any questions it might have regarding the new water main renovations scheme. Bristol Water has now updated the maps/routes and has been circulated WC Communications Capping WC has informed the parish council that the council tax vote threshold is to be 2%. If councils in the coming financial year want to increase its precept over 2%, it will have to hold a local referendum. The new limit excludes parish councils Dog Fouling The Parish Council have received three complaints regarding dog fouling in the village. The Parish Council all agreed that there seems to have been an increase in dog fouling. The problem might be compounded by the very wet weather and walkers are not using the Cliff because of the mud and going through the village more. If people know who isn t picking up after their dog they must report the name to the dog warden or Clerk. The dog warden can then send a letter and pay a visit to the dog owner. An article will go into the Cliffhanger and more signs will be sought. JM suggested including a dog bag with every 3

It is applying for Area Board Funding for 750 which is going towards the event and the Sherston Craft Group, who is producing a wall hanging and would need the parish council to contribute 250 for the application to be accepted. The event is being coordinated entirely within the village with support from the school, pre school, Scouts, The Church, and many more organisations. Applications for further funding have also been made. The parish council agreed to make a contribution of 250 subject to SM giving approval provided that he had returned from his holiday in time for the Area Board meeting. JM informed the Parish Council that he would discuss this with Cotswold Conservation Board as a member if required. 4

5 751.3 Update on the Idols Trust Lloyds bank are seeking more information about the history of the trust, more forms are to be signed and the item will be brought back at the March meeting when SM will be in attendance Update on Forlorn Sign After raising it with Highways, JT and Miranda Gilmour, a new wooden finger post is being made and will be installed within 6 weeks. WC have apologised for the delay and catalogue of errors since the initial order in 2011 and as a measure of good will have ordered a wooden finger post (instead of the free metal one) which would have cost the parish council over Highways Issues Update on road closures Malcolm Beaven sent an update informing the parish council that WC are continuing to repair verge over run and potholes on both the official and unofficial diversion routes to ensure the highway is in a suitable condition. It has an agreement with Network Rail that they will reimburse WC the associated costs of repairing the verges. The verges will only be fully repaired when the works have finished. Mr Beaven also went on to say although some patching work took place on Alderton Road the full resurfacing scheme is scheduled after the NR work is complete. The extent of the resurfacing will be from junction at Fosse Lodge through to the junction at Widleys Lane/Rathole. The latest dates that have been given are that the bridges at the Fosse and Acton Turville/B4040 will be open on the 17 th and 18 th April; no date has been given for Pig Lane as yet Other Outstanding Issues The lampposts outside Antony Close and the Church are still not working despite being reported last year; SW will chase once again Highways. The crack in the bridge at Tanners Hill was reported to Wiltshire Council in the autumn. After sending a team to look at it, the parish council were told that there was no immediate concern. However after WC received another concern Wiltshire Council have now decided to repair the crack within the next week Jobs for the Parish Team Generally keeping on top of the grips and ditches to avoid flooding where possible. SW to arrange a meeting to discuss outstanding issues Public Question Time - none 757. Agenda items for next meeting and AOB for information only PC mentioned that parking outside the old post office on the hatched area is getting bad at busy times; the police need to take a visit. 758.Time and Date of next meeting The next Parish Council meeting will be on 13 th March at 7.30pm in Sherston Village Hall.
