1 A MEETING OF DYMCHURCH PARISH COUNCIL was held on MONDAY, 6 June, 2011, in the Parish Council Chamber. PRESENT: Chairman Cllr. Roger Wilkins, Cllr. Joyce Cockerill, Cllr. Alan Davis, Cllr. Tom Gibbs, Cllr. Shirley Maile, Cllr. I. Meyers, Cllr. Terry Mullard, Cllr. Russell Tillson, APOLOGIES: Cllr. Diane Wilson poorly DECLARATIONS OF INTEREST: None. MINUTES: Proposed by Cllr. Tillson, seconded by Cllr. Mullard, that the Minutes of the meeting held on 16 May, 2011, be approved. Carried. MATTERS ARISING. None. PUBLIC SESSION: Proposed by Cllr. Maile, seconded by Cllr. Davis, that the meeting be adjourned to provide discussion with members of the public. Meeting adjourned at Kent Community Safety Warden, Don Covus, informed that he has been in post for six weeks and gave an up-date on his role and responsibilities. Contact has been made with numerous people in the village and he is actively reporting matters to Police and SDC accordingly. A joint Police and Community Safety meeting will take place this week. He will make enquiries when the Police Liaison Group will next meet. Cllr. Maile informed that speed limit sign at The Fairway is not visible. Whilst this has been reported by the clerk, Don agreed to report again to SDC. Meeting resumed at CONSIDER MATTERS RAISED IN PUBLIC SESSION: Chairman thanked Don Covus for his report and welcomed him to the village. CORRESPONDENCE: Shepway District Council. 1. Notification that the following planning applications have been approved: Y11/0274/SH, 27 High Knocke. Y11/0218/SH, 19 Eastbridge Road Y11/0360/SH, 16 Hythe Road. 2. Agenda received for Town and Parish Council Planning User Group. Cllr. Tillson to attend. 3. Notification that football sessions will commence on a Thursday evening and an information bus will visit the recreation ground on Saturday and Sunday from 12noon to 6pm. These activities will commence from mid-may to mid-july. 1

2 Kent Highways: Parish and Town Council Seminar to be held on 11 July, 2011 at the Ashford depot commencing at 9am. Invitation for one Councillor only. Cllrs. to advise clerk if they wish to attend. Environment Agency: Invitation received to all DP Councillors and Beach Advisory Committee to attend the opening of the seawall at 11am on Saturday 9 July. New Romney Town Council: Next Marsh Forum to be held at 7pm on Tuesday 19 th July. Cllr Tillson to attend. Invitation to Chairman to attend Civic Service at St. Nicholas Church, New Romney on Sunday 26 June, 2011 at 10.30am. PCSO Lee Stokes: Reported that cheese has been stolen. Anyone trying to sell the cheese should be reported to the police. Also, the barrier at Hythe High Street has been removed and signage has been installed warning that it is a pedestrianised area. Kent Fire and Rescue Service: In response to DPC enquiries, KF&RS would prefer to address the parish council only and advance notice of questions will be required. DPC agreed to a meeting on 18 July. Cllrs. to advise clerk of any questions they wish to raise by 28 June. Clerk asked to enquire if a copy of the risk assessment can be obtained prior to the meeting. Romney Marsh Interschools Quiz: Letter requesting a donation to help with transportation costs. Clerk requested to enquire how many children from Dymchurch will benefit from a donation. Agenda item for next meeting. The Royal British Legion, Dymchurch and District Branch: Letter received requesting use of the recreation ground for a boot sale. Dates requested 14 th or 21 st August. Alan Clifton Holt (Cabinet Member for the Economy and Alternative Service Delivery). SDC Representative on Lydd Airport Consultative Committee. Cllr. Mullard recently attended a joint tourism and economic educational visit to Belgium, as part of a joint venture with Belgium Coast, Nor Pas de Calais and Shepway/Dover/Thanet. A return visit is planned for October. Also, visited Evegate to observe how diversification projects can improve the local economy. Cllr. Cllr. Tillson reported that he had approached a member of the public regarding dogs on beach and received an unpleasant response. He will be pursuing greater controls for managing the dog ban with SDC. The medical centre at Dymchurch was approved with a number of conditions. 3

4 Bins for the recreation ground and slipway have been promised this week. Mark Parkinson has indicated that a charge for car park wardens to patrol the bulls field car park, will be significantly reduced from the quote given two years ago. A meeting will take place with Mark Parkinson on Friday at 12 noon to discuss issues. Government will be lobbied for the area to be identified as an enterprise zone. Grass cutting issues are ongoing. Coastal strategy is to be launched for consultation shortly. Use of personal watercraft will be addressed in the strategy. Cllr. Wilkins responsibilities at SDC:- Development Control Committee General Purposes Committee Licensing Committee. Cllr. Wilkins informed he recently attended a Development Control Committee and had been given a guided tour of the medical centre and is satisfied that all matters of prior concern have been addressed. The building will provide a much improved medical facility in the village together with superior ICT and office accommodation and ample parking for staff and visitors to the centre. Also discussed at the meeting was development at Hawkinge and Fishermans Beach, Hythe. Cllr. Mullard informed that adults are removing dog ban signs. Cllr. Meyers requested information on what committees SDC Cllrs are assigned to and supported an enterprise zone for the area. Cllr. Davis enquired if tourism educational visits could incorporate Dymchurch to assist with attracting tourism to the village. Also, he made reference to conditions associated with the conservation area in Dymchurch, which he feels are inconsistent and detrimental to improvements in the village. SDC has been asked to clarify planning requirements of the conservation area. The meeting resumed at CLERK S REPORT On August 12 th at 7.30pm. Freedays films are to show a film titled Robots and the organiser is planning to break a world record of number of people performing a robot dance. The Guinness Book of Records has been contacted. All invited. Quote has been received for replacement halyard and finial to flagpole. 593 plus vat. Birse Coastal hoping to assist with this problem. Ongoing. Millenium Clock supplier has been asked to bring forward the annual inspection and replace light. CHAIRMAN S REPORT: Chairman informed that work at the recreation ground is making good progress. Press event is planned for Friday 10 th June, at 11am. Councillors are welcome. The official opening day will be 1 st July, at 4.30pm. Light refreshments to be served at the pavilion. Quotes for weekly play equipment inspections have been received. Agenda item for next meeting. TO RECEIVE REPORTS ON MEETINGS ATTENDED: None. 4

5 TO RECEIVE REPORTS FROM WORKING GROUPS Recreation Ground: Cllr. Davis informed that a meeting was held on 31 st May and Dymchurch Cricket Club was represented by Andy Ford. The official opening day on 1 st July should be regarded as phase one of development at the recreation ground. Matters discussed included: Fees and charges Extra workload for the grounds man Health and Safety issues Moving of cricket square Ground maintenance/drainage New pavilion/refurbishment/re-build options considered, plus cost implications. Sponsorship of local sporting activities and teams. Future investment to transform the area. All parties are in agreement to the vision and further meetings will be arranged to propose the way forward. Personnel and Health and Safety: Cllr. Mullard tabled a report of the meeting held on 1 st June and discussed matters arising. He informed that due to previous ad-hoc practices there is a need to implement a more structured format. In particular, a line of communication for seasonal staff should be via the clerk, or if not available via the spokesperson for the working group and then the chairman of the council. This suggestion was not accepted by the group. The report stated that the working group requested Council to consider the way forward regarding the future of the working group. Proposed by Cllr. Cockerill, seconded by Cllr. Maile, that the Council continue to operate a personnel and health and safety working group. This motion was carried and Cllr. Tillson was requested to assist with terms of reference for the group. Beach Advisory Committee: The Minutes of the Beach Advisory Committee were tabled. Cllr. Tillson informed that strategies for maximising income from visitors to the beach and village is to be a permanent item on the agenda. The rusty structure on the A259 and potential skate park site at Martello Tower 25 car park is being considered by SDC. Current licence holders for the kiosk at the slipway and for Donkey Rides have submitted proposals for five-year licences offering 5% increases per year. Proposed by Cllr. Davis, seconded by Cllr. Tillson that these current licence holders be awarded 5-year contracts. Agreed. PLATER HALL: The Environment Agency has offered a lease agreement for the Plater Hall to DPC. The condition of the hall was discussed together with the cost of necessary upgraded facilities. Proposed by Cllr. Tillson, seconded by Cllr. Davis that the offer of a lease agreement be declined. 6 INCOME FROM BULLS FIELD CAR PARK: Cllr. Tillson tabled a report for discussion. He regards the decision of DPC some two years ago, to consider implementing pay and display machines, as unfinished business. The decision that stopped progress in 2009 was SDC s cost for monitoring the car park by its wardens. SDC has now indicated that a cost for monitoring is likely to be considerably less. The paper outlines proposals and recommendations and Cllr. Tillson believes it is now time to reconsider this item. Councillors discussed the matter and in principle agreed with recommendations made. Proposed by Cllr. Tillson, seconded by Cllr. Davis, that the working group review its current strategy, with a view to maximising annual income and present a case to Council no later than its first meeting in September, Voting: For 8 Against 0 Abstentions: 0 ANY OTHER BUSINESS: Cllr. Maile: Children have been playing at Marshlands outfall. Danger signs have been removed. Cllr. Cockerill: Heritage Group would like to loan a photograph of Col. Plater for their exhibition. Hanging baskets will be delivered next week. Maintenance to kiosks should commence as soon as possible. Cllr. Davis: The banning of dogs on beaches needs addressing. Cllr. Tillson to discuss with Mark Parkinson. Cllr. Gibbs: Advised that beacons will need to be lit for the Queens Jubilee. Plans need to be made in preparation for the event. Cllr Wilkins: Informed that colleagues from Salbris will be visiting the town. Meeting closed at
