4 1 Introduction This report is a summary of the main issues addressed by Chatburn Parish Council during 2014/2015. The Council meets monthly, with the exception of August, in the Village Hall, Downham Road. There were no changes in the Council during the year. Meetings are well attended and there is a 15 minute public participation period during which residents are given the opportunity to raise issues and any matters of concern with the Council. Meeting reports and minutes are published on the village website, in the local press and in the Church Newsletter. At the Parish Elections in May this year, six Councillors were returned uncontested leaving two vacancies which will be filled by co-option in June. Gary Scott was re-elected as Borough Councillor. It is an information board which includes links to village businesses, eating out and tourist attractions around the parish. John Ridgway is the website administrator and Paul Whittaker is on the steering group. Reported Crimes PC Tony Walsh requests that residents inform him of any incidents or crimes, traffic related or other, that have been observed in the village. Of particular concern are vehicles being driven round the wrong side of the Downham Road bollard and the wrong way on the one-way street beside the village shops. It is important to have vehicle registrations marks together with the time and date of the incident. These are always followed up by the police who will not disclose the name of the informant. 5 to the entrance gates being locked up at night. 5 Enquiries were made concerning the provision of a Defibrillator to be available in the Village. Our thanks go to the Manor House management and staff who have agreed to assist us with their equipment which we hope will be available to First Responders etc. very soon. Parishioners will note on their council tax bills their individual cost has had a small increase. This is due to the way the Ribble Valley Borough Council calculate the amount. Your Parish Council has not, in fact, increased its precept over the last three years. I would like to remind Villagers that our minutes along with meeting dates and agendas plus other useful village information is available on the Village Website. A summary of the minutes is published in the Clitheroe Advertiser and also in the monthly newsletter which is delivered to all dwellings in the parish. We thank the Churches Together for this service. Finally I must thank our Clerk Sheila Sturrock for her diligent efforts and our Borough Councillor Gary Scott who works tirelessly on your behalf. Notice Boards The Parish Council notice board is located outside the Village Hall, Downham Road and is used to publicise meetings together with other parish and local government information. Other notice boards are sited at the playing fields main gate and in the centre of the village. The Parish Council is represented at Ribble Valley Borough Council Parish Councils Liaison Committee meetings, Lancashire Association of Local Council meetings and Hanson Cement Bellman Quarry Liaison Meetings. 2. The Parish Council is a statutory consultee on planning applications and this year has responded to 16 applications. 3. Parish Council representatives liaise with Chatburn C. of E. School on issues affecting the playing field. 4. The Parish Council is a member of the Lancashire Association of Councils (LALC) who gives advice, guidance and direction regarding Council matters. 5. The Clerk is the Proper Financial Officer of the Parish Council responsible for the Council accounts and is a member of the Society of Local Council Clerks (SLCC) which gives guidance on Council matters when required. 6. Councillor Ron Smith is the appointed Footpaths representative. Footpath problems are referred to the Countryside Service at Lancashire County Council for attention. 7. PC Tony Walsh publishes a monthly Newsletter giving details of crimes in the Ribble Valley. A copy of the Newsletter is available in Chatburn Library. 8. Lancashire County Council issues monthly Consumer Alerts. Fraud and Internet Crime should be reported to The Trading Standards Service Helpline is Chairman s Report 2015 Paul Whittaker Your Council has met on eleven occasions during the last 12 months and, in groups, have also attended many additional meetings including the Parish and Town Council Liaison Committee, the Quarry Liaison Group and other agencies including Lancashire County Council Surveyors and County Council solicitors. This year, thanks to the help of our parishioners, Chatburn won the Most Improved Village and came fifth overall in the Lancashire Best Kept Village Competition. The Quality Council Status which we hold is currently being reviewed and in the next few months a decision will be made whether your council will apply for the new accreditation. This year an Oak Tree to commemorate the First World War was planted on the grassed area opposite the Manor House. The War memorial in the church yard is in a poor state and options are being considered whether to repair or replace it. Replacing it could cost as much as 29,000 but substantial grants may be available. The swings on the playing field have been replaced, complete with safety surfacing, at a cost of The Parish Council received a grant towards the cost of this. All of the original equipment, dating back to 1953, has now been replaced. I must again thank the Village Hall Committee and the Changing Rooms Association for running these establishments on our behalf and also thank the Village Committee for arranging the Music Festival and the Christmas lights switch on. Both these events were a spectacular success and credit must go to the committee members. As always Dog Fouling has been on many agendas this year and at present it appears there has been an improvement on the Playing Fields partly due
