1 CHURCHILL PARISH COUNCIL Minutes of the Meeting of the Parish Council held on Monday 13 th October 2014 at 7.30 pm in Churchill Community Club. COUNCILLORS PRESENT Councillor Pam Millward Councillor Valerie Langley Councillor Brenden Hill Councillor Neville Lee Councillor Phillip Avery Councillor Sue List Councillor Simon Hegarty Councillor Trudy Silverton Councillor Alan Brown Other Attendees Clerk Aleana Baird, District Councillor Liz Wells, Weston Mercury reporter, PCSO Pen Gatenby and 3 members of the public. **** The meeting was chaired by Vice Chairman Alan Brown as Chair Jackie Bush had given apologies as she was unwell. 14/15.80 Apologies Apologies were received from Councillors Jackie Bush, Bill Carruthers and Graham Fortune. 14/15.81 Declarations of interest: To receive alteration/amendments to the register of interests: To receive declarations of interest on agenda items. NONE 14/15.82 The minutes of the Parish Council Meeting held on 8 th September 2014 were confirmed by those present at the meeting as a correct record and signed. 14/15.83 Public participation Members of the public wished to ensure that Councillors were aware of their comments regarding planning applications 14/P/1857/RM and 14/P/1894/CUPA. A representative from Openreach (service provider for the Devon & Somerset Broadband Connection Project) updated the meeting on the forthcoming provision of superfast broadband in the Parish and surrounding area. It was anticipated that Churchill will be completed by Christmas. 14/15.84 Police report: PCSO Pen Gatenby advised that she was due to be issued a work mobile in due course but at the moment she was only contactable by 101 or . PC Greg Difford may not be the new Beat Officer she was to let the Clerk know as soon as there was clarification. The Clerk was to send her a diary of meetings as if she has as much notice as possible she will try to attend between now and February Thereafter it would be very difficult as she was to join the response team but if it was a special event or meeting and she is given as much notice as possible she would try her best to attend. She was to provide figures for all the villages on her beat including the new additions of Wrington and Congresbury. 14/15.85 District Councillor s report. District Councillor Liz Wells advised that Parish Voice will now take place prior to the Planning and Regulatory Committee meetings. The next one is 12 th November 2014 and any representatives who wish to speak must arrive by 3.00 p.m. 14/15.86 Parish Liaison Officer : NONE. Council Minutes 13/10/2014 1

2 14/15.87 Planning To Receive Planning Decision Notices and Information Councillor Neville Lee updated members on the Joint Parish meeting he had attended with the Clerk and Councillor Bill Carruthers. The key area that Churchill has in common with the other members Councils is the impact of development on infrastructure. The others areas of impact are more specific to the catchment of villages immediately surrounding Yatton. Councillor Lee was interested to attend further meetings though it maybe that Churchill could form a similar joint parish arrangement with a cluster of villages it has closer shared issues. Planning approval decision notices. i) 14/P/1702/WT Brook Cottage, Blackmoor, Langford, BS40 5HJ. Row of conifers, remove to ground level. Planning refusal decision notices i) 14/P/1733/MMA Mr Murray, Thurlow, Greenwell Lane, Langford, BS40 5HR. Minor material amendment to 08/P/0859/F (Erection of a two storey dwelling following demolition of a semi-detached bungalow) to amend the windows, doors and chimney positions and minor internal alterations. Planning Applications i) 14/P/1857/RM Land at Greengates, New Road, Churchill, BS25 5NP. Reserved matters application for approval of access, appearance, landscaping, layout and scale pursuant to outline planning permission 12/P/1335/O (erection of a detached dwelling and demolition of 2 out buildings with associated works). RESOLVED: to recommend NOT supporting application 14/P/1857/RM until the issue of the septic tank that serves Greengates which is sited where the new dwelling is proposed has been resolved. This should also include the clearing of any contamination that results from the removal and reinstatement of that septic tank prior to any development taking place. The position of the boundary between Greengates and the new building plot was incorrect. This should be corrected and included in amended plans. ii) 14/P/1894/CUPA Grove Nurseries, Langford Road, Langford, BS40 5HU. Prior approval for the change of use from agricultural building and land to two dwellings within class C3, plus associated operational development comprising of the insertion of windows and doors. RESOLVED: to recommend unanimously NOT supporting application 14/P/1870/CUPA. The Parish Council considered the information provided with the application was not detailed enough in terms of the design and materials of the dwellings especially in light of their location in a conservation area. The Flood Risk Management Team report recommends a condition that no development shall be commenced until detailed flood resilience measures and surface water drainage details together with a programme of implementation have been submitted and the Parish Council fully endorse that stipulation. Members also wished to highlight that there is no evidence that consideration has been given to the wider impact in terms of flood risk to either the rest of the site, neighbouring properties or dwellings in the village that have suffered in past floods. iii) 14/P/1870/F & 14/P/1871/LB University of Bristol, Langford House, Stock Lane, Council Minutes 13/10/2014 2

3 Langford, BS40 5DU. Demolition of two buildings/sheds leaving only concrete bases. RESOLVED: to recommend unanimously supporting applications 14/P/1870/F & 14/P/1871/LB. iv) 14/P/2080/F & 14/P/2081/LB - University of Bristol, Langford House, Stock Lane, Langford, BS40 5DU. Demolition of modern pitched glaze canopy next to Langford House and making good of all surrounding surfaces to match existing. RESOLVED: to recommend unanimously supporting applications 14/P/2080/F & 14/P/2081/LB. v) 14/P/1916/F Mr B & Mrs L Houghton, Loose Box, Bath Road, Langford, BS40 5DL. Change of use from agricultural land to equestrian including the erection of a three bay equestrian storage building. RESOLVED: to recommend unanimously supporting application 14/P/1916/F. 14/15.88 To consider forming a working group to work on development strategy for the Parish This item was deferred to the November meeting. *** District Councillor Liz Wells left the meeting. 14/15.89 To consider allowing the Clerk to attend a budget training course at RBS Solutions Cost RESOLVED: that the Clerk may attend the budget training course on 22 nd October /15.90 To consider earmarking 5,000 towards the Pudding Pie verge path. RESOLVED: that 5,000 was earmarked from general reserves towards the installation of the path. The Clerk would advise NSC of the decision. 14/15.91 To receive Blue Skies projects updates. Traffic Management - Councillor Alan Brown advised that Community Speedwatch was continuing to function well. The letter to Councillor Ap Rees regarding the Budgens junction the Clerk had been asked to write at the September had not yet been done due to time constraints prior to her holiday. The letter would be done and copied to David Turner. Village Centre Councillor Simon Hegarty reported on a meeting with the Ambulance Trust to ascertain the future plans for the ambulance station building. It was to be retained by the Trust and improvements were to be carried out. This reduced the scope and opportunity for reshaping this central part of the village. Councillor Hegarty was to keep in contact with the Trust every few months and there maybe some smaller ways in which the centre could be changed for the better in due course. Development in the parish was currently functioning outside the Blue Skies project through the joint parish meetings and a forthcoming meeting with NSC planning officers would further focus the direction of this work. 14/15.92 To consider a grant from the Village Fund to assist with the insurance for the Harvest Supper event. The Village Fund had decided not to pursue a grant application. The Parish Council thanked and congratulated the Village Fund for all the work they had done in making the Harvest Supper Council Minutes 13/10/2014 3

4 such a success, the proceeds of which directly benefit the people and community organisations in the parish. 14/15.93 To consider an application by West of England Therapy Centre for a grant of 100 to the therapy centre. RESOLVED: to not provide a grant to the centre. The Parish Council acknowledged the centre does provide a very beneficial therapy for suffers but as there is only a small annual budget for grants they therefore wish to support organisations primarily in the parish. 14/15.94 To consider carrying out remedial work to the cricket square. The Clerk advised that a discussion with the Cricket Club, Chair Jackie Bush and Chair of Leisure Committee Brenden Hill regarding the scope and cost of the work ( 775) and confirmation that there was sufficient budget for the work should the parish agree to the remedial work. The cost was below the amount ( 1,000) under financial regulations that required more than one quote and the opportunity to carry out the work was very limited by the weather conditions required to carry it out. RESOLVED: that the remedial work to the cricket square should be carried. 14/15.95 Accounts. To receive and confirm the payments for October RESOLVED: The payments were agreed and signed with total expenditure of 2, /15.96 Clerk s Report i) The Clerk was pleased to report she had passed her Cilca qualification. The Parish Council offered hearty congratulations to the Clerk on her success in what is a very exacting task. ii) The Christmas dinner Where? Lyncombe Lodge Hotel. When 5 th or 12 th December no disco. Time 7.30 for 8.00 pm. The clerk would book on this basis. iii) The Clerk s printer was not working and she had begun to use the North Somerset Council paperless planning printer though it was probably not going to have the capacity required. Councillor Brenden Hill would research a replacement. iv) The church car park light had been repaired and the fact it was functioning correctly was confirmed by Councillor Pam Millward. The Clerk suggested a solar floodlight might improve the general lit area. v) Councillor Graham Fortune had created a schedule up to January 2015 for the speed activated sign and asked other members to suggest a programme thereafter. Councillor Neville Lee suggested it could go back to Churchill Rocks and then to Budgens. vi) The Christmas Tree Festival details were mentioned and they were also on the website. Supporting the festival was to go on the next agenda. 14/15.97 Matters for Information. i) Councillor Brenden Hill was pleased to say that Churchill Recreation Field had won silver in this year s Somerset Playing Fields Association Field of the Year competition; this gained a 50 prize. ii) Stationery provision for Councillors was raised by Councillor Phillip Avery. This was to be an agenda item for the November meeting. iii) Councillor Simon Hegarty reported having a very productive meeting with Dr Wratten at Churchill Academy. Discussion included use of the Tower by the Academy (the Clerk was to send a schedule of deadlines for entries to Dr Wratten s PA), future projects must be the sort of thing that will engage and interest pupils and parking problems was mentioned with a possible joint project a future topic for their meetings. The next one was to be in January 2015 and Councillor Hegarty asked members for any ideas for projects. Council Minutes 13/10/2014 4

5 iv) Councillor Valerie Langley had attended a Strawberry Line meeting on behalf of Councillor Pam Millward. Discussion included line maintenance, dog fouling, development of the route, National Grid are no longer carrying out work to Nye Road bridge and the difficulties of opening up further sections of the line due to landowner constraints. v) There were problems with the Langford bus shelter bin overflowing. The Clerk and Parish Orderly were aware of the problem and were monitoring it further to reporting the problem. vi) Councillor Pam Millward reported that the Pound needed emptying. The Clerk was to action. vii) The bamboo on the footpath between the Drive and Front Street was reappearing, the Clerk would discuss with the area officer. Church Lane parking continued to cause concern to a local resident in particular as building work at their property was imminent. A few more cars were beginning to use the church car park, this was to be monitored. viii) The parking problem at Budgens was currently severe due to the building work, the Clerk was to contact the PCSO. There were deep potholes on the Langford Road side of Budgens, the Clerk would speak to the Area Officer. A van was parking in front of the speed activated sign and blocking it. It was suggested that Councillor Fortune was asked to move it closer to Hillmead/Stockmead. ix) The footpath from the telephone exchange onto Windmill Hill was overgrown. The Clerk would report this.
