1 BOARDS and COMMISSIONS Monthly Action Report For the Edmond City Council and Members of the Boards and Commissions May 2016 News from Boards and Commissions Fish & Game Commission The Fish and Game Commission met May12 th the following is the update for the month: Commission members unanimously approved recommendation to City Council to allow Jug Line Fishing at Arcadia Lake during the winter months; November 1 st through March 1 st. Members did exclude the fishing methods of limb lines and throw lines from the recommendation due to the hazardous nature of lack of visibility. Commission members unanimously approved recommendation to City Council of changing the name of the Fish and Game Commission to Arcadia Lake Commission. Members felt this would identify their focus on being more inclusive of all lake activities. Partners for Heroes - no update this month. Status update of Carl Reherman Park the construction bid was due to be opened; we should know who was awarded the bid in the next few days. We are hoping construction will begin just after the July 4 th holiday weekend. Status update of Spring Creek Trail construction clearing is complete on the east side of the interstate; construction is moving forward. Status update of Arcadia Lake Loop We are still awaiting fund raising efforts by the Arcadia Lake Trail Coalition. Arcadia Lake Monthly Revenue Report: Revenues are up slightly in April compared to the same period last year; year to date Revenues are up more than $50,000 over last year with two months remaining in the Fiscal Year. The Spring Creek Fee Collection Station construction is complete and is opened for the season. Solar lighting was installed on the Spring Creek boat ramp. A new Arcadia Lake Crappie Record of 2lb 11oz and measuring 16 ½ was set April 16 th by James Price. For more information, please contact Earl London at Edmond Parks and Recreation Advisory Board The Edmond Parks & Recreation Advisory Board met May 19th the following is the update for the month: Former member, Dennis Shockley attended the meeting and Members presented him with a plaque of appreciation for his many years of service. Members discussed the possibility of setting a policy in reference to Vendors in Parks. This will be on the next agenda for consideration. 1
2 Members unanimously approved recommendation to City Council of allowing Jug Line Fishing at Arcadia Lake during the months of November through February on a one season trial basis; this is in support of the recommendation by Fish & Game Commission. Members are planning a Tree Planting Project for fall of 2016 and will be working with the Urban Forestry Department to determine a location as well as the species of tree. This item will remain on the agenda for planning purposes. Rain has caused some construction delays of the Splash Pad phase II; this phase will include additional parking, picnic tables and a restroom facility. 3 Edmond Bicycle Committee (EBC) The Edmond Bicycle Committee held their monthly meeting Friday, May 13. The Committee and friends discussed the May Bike Month activities of: Edmond Family Bike Ride - Saturday, May 7, 8:30 AM at Mitch Park Large Pavilion City Council Meeting - City Council Proclamation for May Bike Month 2016 Bike Pedestrian counting project - Thursday, May 12 from 5-7 PM and Saturday, May 14 from 10 AM - noon Flat Tire Repair Clinic - Wednesday, May 18, 6:00 PM at Al's Bicycles - Edmond Ride of Silence - Wednesday, May 19, 7:00 PM leaving from Al's Bicycles - Edmond Bike to Work Day Celebration - Friday, May 20, 7:30 AM Festival Marketplace Heard on Hurd - Saturday, May PM in Downtown Edmond Bike to Church Day - Sunday, May 22 Trail updates, TIGER grant, YMCA Healthy Kids Day, UCO Civic Health Day, webinars and weekly bicycle rides were also discussed under staff reports/announcements. For more information, please contact Jan Fees at Visual Arts Commission The Visual Arts Commission met on May 25 th, the following is the update for the month: Commission members unanimously approved recommendation for the purchase of two art pieces that will be located in the new Water Resources Admin Building at 1600 N Midwest Boulevard; a kinetic piece called Ripple Effect for a total purchase price of $60,000 and a 3D wall treatment that represents rippling water for a total purchase price of $8,000. The cost of these items does include installation and funding meets the intent of the 1% Capital Improvement Project set aside for Public Art. New utility donation forms have been provided to Utility Customer Service and they will be providing them to all new customers. Edmond Senior Center will host their first Art in Public Places Tour in June. Art pieces update: Touch the Clouds by Dave McGary dedication was May 22nd. Sierra by Wayne Salge partner funding is pending. On the Edge by Clay Enoch- was installed May 23 rd. On Deck by Richard Pankratz has been received; installation is pending. Dancing with Dolphins by Kevin Robb has been received; installation is pending. Color Crazy Swirl by Andrew Carson has a broken piece of glass and is in need of repair. 4 Edmond Historic Preservation Trust The Trust board conducted their regular meeting May 3. A draft of the proposed Territorial Schoolhouse brochure was passed around for review. It was reported that a quote of producing 10,000 at a cost estimate of $861 had been obtained. Strategic plan development and definition of work for the upcoming fiscal year. The Edmond Historic Trust strategic planning meeting took place after the general April meeting was adjourned. The committee structure developed at that meeting was reviewed. Committees were advised to be prepared to report at future trust meetings. Edmond Historical Society & Museum Schlaht reported on updates to the Rodkey House and anticipated use of this facility. She shared the dates of summer camps scheduled in the Schoolhouse inviting the board to observe. It was felt this would go a long way in helping the working relationship of the two organizations. Board members signed up for dates to observe unobtrusively for a couple of hours in the mornings. Committee Reports: 1. Plaque Project Plaques will be going up for the 2 blocks on the west side of downtown Broadway starting in June. The project is expected to take the summer to complete. 2. Ghost Tours Dates are set for October 15, 16, 29 and 30, Character redevelopment and the addition of new characters is underway. The Task Force unanimously approved recommendation of the following: The Committee unanimously approved recommendation of a budget adjustment to cover the additional costs of the Covell roadway project from Fairfax to I-35 interchange. Staff reported on the Covell/Santa Fe and Covell/Bryant intersection projects and invited the Committee to the Hotel/Conference Center groundbreaking. After the meeting, the Committee toured the ITS control room. For more information, please contact Herb Blomquist at KickingBird Golf Advisory Board The Kickingbird Golf Advisory Board met on May 18th, the following was discussed: St. Elizabeth Ann Seton School Fundraiser University of Central Oklahoma s Professional Golf Management Spring Championship The Scotty Scramble was hosted on Monday, May 9 th. The funds generated from this event go to provide scholarships for graduating high school seniors from Edmond or Deer Creek schools. The 2016 ISA Golf Tournament 8 th Annual Turning Point Ministries Golf Tournament. UCO Accounting Club Golf Tournament May Family Fun Night. 4
5 2016 Southwind Construction Golf Tournament. We hired our 2 nd Assistant in the Maintenance Department, Brandon Bruehl. There were 4,378 rounds in May resulting in over $242,000 in revenue The Board reviewed the financials and discussed and the staff reports were given by Brian Soerensen, Head Golf Professional and Brad Jolliff, Golf Course Superintendent. The KickingBird Women s Golf Association submitted their letter in support of a new clubhouse. The board further discussed the way we should proceed with the new clubhouse project as part of the ½ cent sales tax repurposing. For more information, please contact Brian Soerensen at Edmond Public Transportation Committee (EPTC) The Edmond Public Transportation Committee met on May12th; the following is the update for the month: The committee was given an update on the ridership numbers, Total ridership thru April ,831. The committee went over the questions for the Boards and Commissions. The results were sent to Todd Hildabrand. There was an update on how things were progressing toward getting information for the fares for 100X. Hopefully by the June meeting we will be able to start the discussion with the committee. The new graphic design was shown to the committee for the new logo position on the new buses. It will now be on the windows so the ads on the buses will not cover them up. June 2, 2016 bus 1154 will get the first full wrap for advertising. It will be for the Kickapoo Casino. For more information, please contact Susan Miller at Finance/Audit Committee The Finance/Audit Committee met on May 18th, the following is the monthly update: The Committee will review the 2004 Sales Tax and Utility System Revenue Bonds arbitrage report prepared by EideBailly dated April 21, The Committee recommended to Council the approval of a resolution modifying the Utility Customer Service fee schedule effective July 1, The Committee approved the newly revised Treasury investment reports from November 2015 through March, For more information, please contact Kelly Neal at Central Edmond Urban District Board The Central Edmond Urban District Board held their monthly meeting on Tuesday, May 10th. The board reviewed the Commercial Site Plan for The Creamery, to be located at 101 W. Second Street and recommended unanimous approval of the site plan. The board 5
6 reviewed the Commercial Site Plan for Katiebug s to be located on the northwest corner of Broadway and Hurd. After a short discussion with questions and comments from board along with citizens present at the meeting, the site plan was unanimously approved subject to being reviewed in one year from the date of approval. A pre-application/concept review of The Nestery was discussed to be located on property at the northeast corner of Jackson and Campbell. The First Christian Church parking lot expansion project was continued to the June CEUDB meeting. He is the project manager and will see the hotel & conference center thru opening and beyond. Schedule & Locations of Summer Board meetings: June 21, 2016 new Edmond Police Department bldg. July 19, 2016 Cross Timbers Public Works bldg. August 16, 2016 Edmond Area Chamber of Commerce bldg. All staff reports accepted as presented. An emphasis was placed on reports of the recent Ok Travel Industry Association s annual Ok Conference on Tourism and the educational benefits to all staff members.
