2 VERO BEACH RECREATION COMMISSION MINUTES Tuesday, March 10, :00 p.m. City Hall, Council Chambers, Vero Beach, Florida PRESENT: Chairman, Richard Yemm; Vice Chairman, Bobbi Burdick; Members: Greg Holtan, Judy Jones, and Alternate Members, Sue Dinenno and Angie Schepers (arrived at 4:02) Also Present: Assistant Recreation Director, Patty Howard; and Senior Administrative Assistant, Rita Hawkins 1. CALL TO ORDER The Chairman called today's meeting to order at 4:00 p.m. and the Senior Administrative Assistant performed the roll call. 2. APPROVAL OF MINUTES A) February 10, 2015 Mr. Holtan made a motion to approve the minutes of the February 10, 2015 Recreation Commission meeting. Mrs. Burdick seconded the motion and it passed unanimously. 3. CITIZEN INPUT Mr. Barry Segal said he came to today's meeting to inform the Recreation Commission of intentions to build a fishing pier at Riverside Park in memory of Cole Coppola. He explained that Cole was an avid fisherman and the family wanted to create a lasting tribute to him and to improve the community by proposing to establish a fishing pier. They are looking at building it along the western shore behind the large pavilions. They do not have the actual dimensions yet, but they are proposing at-shaped design. This location will give them access to water and light on the pier. By adding a fishing pier it will draw a lot of fish to that area and make it great for fishing. This location is out of the way of boat traffic, so that is not a concern. They hope that half ofthe costs will be paid for by a Florida Inland Navigation District (FIND) Grant. They are estimating that the engineering and design phase will cost about $25,000 and the construction will cost about $100,000. There will also be various community fundraising events for the design and construction. Mrs. Dinenno asked how big will the pier be. Mr. Segal said if he had to guess, it may extend 50 feet out into the water and about 100 feet wide. A rough sketch has been drawn but it is not to scales, so he does not know the exact size. He can envision it holding 50 to 100 people with no problem. The pier will not be designed to be receptive to water traffic and boats, so it will strictly be a fishing pier. Mr. Y emm asked ifmr. Monte Falls, Public Works Director, is doing the grant. Mr. Segal replied yes that Mr. Falls is taking the lead on the grant and Mr. Paul Dritenbas is the local representative to the FIND Board. He explained that Mr. Dritenbas believes that the Recreation,...,, 1-3/10/15

3 project will score fairly high. Even without the FIND grant they believe they can still support the project with fund.raising and the generous donations from the Ccppola family. Mr. Y emm asked how far are they in the process. Mr. Segal stated that the drawings will be done soon, but they were waiting to find out how they stood with the grant first. Mr. Y emm asked Mr. Segal to come back to a future Recreation Commission meeting when he has drawings and more information. Mrs. Dinenno asked if there are restrooms anywhere in that area. Mr. Segal said that in the picnic pavilion area near Veterans Memorial Island is a freestanding restroom facility. Mr. Segal said that parking should not be a problem, even if they plan on holding a fishing tournament, there is still overflow parking. Their plans are to figure a budget and then make the pier as big as they can to fit that budget. Mr. James O'Connor, City Manager, explained that the family (of Cole Coppola) has been working with Mr. Falls, Mr. Tim Grabenbauer, Marina Director, and Mr. Rob Slezak, Recreation Director, and it is in the concept stage right now. Mr. Falls has been talking with people who are in the fishing business to get more information. Mr. Y emm asked if it will have lights. Mr. Segal replied that they would like to have water and lighting on the pier. He believes this location was recommended because there is already water and electric in the area. Mr. Y emm thanked Mr. Segal for his presentation and said that the pier will be a great contribution to the community and used by people ofall ages. 4. NEW BUSINESS A) Fishing Pier at Riverside Park- Mr. Barry Segal Mr. Yemm asked to have this item discussed under item 3, because there was no backup material submitted and a motion for a recommendation could not be made. None 5. OLD BUSINESS 6. RECREATION DIRECTOR'S MATTERS A) Firefighters Fair Performances Mrs. Patty Howard, Assistant Recreation Director, announced that the Aerial Antics Circus and the gymnastics groups wili be performing at the Firefighters Fair. There will be two (2) performances on Saturday, March 14, 2015 at 1:30 p.m. and 3:00 p.m. There will also be one (1) show on Monday, March 16, 2015 at 6:00 p.m.

4 B) Benefit Rummage Sale for Performing Arts Mrs. Howard reported that there will be a rummage sale on Saturday, March 14th at the old Dodgertown Golf Course pro shop from 8:00 a.m. to 12:00 p.m. The proceeds will go to the Performing Arts group and the Aerial Antics Circus. C) 56th Annual Easter Egg Hunt Mrs. Howard said that on March 28, 2015 at 10:00 a.m. they will have their 56th annual Easter Egg Hunt. It will be at Mulligan's again this year and they are expecting at least 500 people to attend. D) Spring Break Cheer Camp Mrs. Howard announced that they will be conducting a cheerleading camp during spring break. The camp will be at Leisure Square starting Monday, March 30th through Thursday, April 2nd from 7:30 a.m. to 5:30 p.m. Mr. Y emm asked if this is the first time for this group. Mrs. Howard explained that they have done the spring break cheerleading camp in the past, but for the last few years they added it to the summer camp. Mr. Y emm asked what age group is it designed for. Mrs. Howard replied that it is for ages seven (7) and up and so far they already have 15 to 20 children registered for this camp. 7. CHAIRMAN'S MATTERS Mr. Yernrn stated that he would like to move the location of next month's meeting to Leisure Square. The purpose of the meeting is to get the Recreation Staff input in order to start the budget process. Mrs. Howard announced that the construction ofthe Pavilion at Leisure Square is underway. Mr. Y emm asked what is the status of the new roof for Leisure Square. Mrs. Howard replied that she does not know the start date, but she will let him know when she finds out. Mr. O'Connor said the reroofing project may take longer than two (2) weeks, because of the amount of rotted wood that needs to be replaced. 8. MEMBER'S MATTERS Mrs. Dinenno announced that the Under the Oaks Art festival is this Friday, March 13th through Sunday March, 15th at Riverside Park. Ms. Jones asked to keep Mr. Mike Redstone, past Recreation Commission member, in their thoughts. He recently lost both of his parents, so it is a sad time for him.

5 Mrs. Schepers congratulated and thanked Mrs. Tammy Vock, City Clerk, for her 30 years of service to the City. Ms. Jones said that she really enjoyed seeing the Clydesdale Horses. Mr. O'Connor agreed that it was outstanding and the Anheuser Bush people were great. Ms. Jones stated that she went to the Vero Beach Aviation Day and she would like to thank Mr. Eric Menger, Airport Director, for putting on such a nice event. Mr. O'Connor reported the Art Club donated money to purchase paint to mark parking lines at Riverside Park, because there are so many activities taking place Under the Oaks, the Theater, and the Art Museum. The City is also trying to do something this year with the parking on Ocean Drive to help the businesses and their employees. Mrs. Dinenno asked if there is a St. Patrick's Day parade this weekend. Mr. O'Connor replied yes, it starts at 10:00 a.m. along Ocean Drive, but it is short and it will have minimal impact on the businesses there. The other St. Patrick's Day parade took place this past weekend along 14th Avenue. Mrs. Burdick stated that she attended an Art Gallery Stroll and it was nice to see so many people walking up and down 14th Avenue. Mr. O'Connor said that artists are now paying for a Go-line bus to take people from the parking lot that is across from Jetsons and driving them down through 14th Avenue. He was told that the bus stays full and that all the restaurants downtown have also done really well during the strolls. Mrs. Dinenno asked if anyone plans on doing anything with the old Diesel Power Plant. Mr. O'Connor stated that they still have a few interested entities. His recommendation to the City Council will be to sell the building as it is, because it will take quite a bit ofcapital investment to restore the building. Mrs. Burdick asked is the Diesel Plant listed in the Historical Registry. Mr. O'Connor replied yes. Mr. O'Connor reported that one ofthe Economic Development Committees would like to see an Amphitheater developed downtown near the Heritage Center. Mr. Yemm asked ifthey have treated the soil around the Diesel Plant. Mr. O'Connor replied that they have treated the soil and the groundwater and they are in compliance. A) Next Meeting Date-April 14, 2015 The next Recreation Commission meeting is scheduled for April 14, 2015 at Leisure Square. 9. ADJOURNMENT Today's meeting adjourned at 4:33 p.m. /rh
