Add to CC 266 Doug informed the meeting that SC would appoint a Broadband Liaison Officer. CC278 POLICE MATTERS PC Ray Murphy informed the meeting of the following: Male reported to Procurator Fiscal for attempting to disrupt local church service on Monday 14 December Motorist driving on Drumbeg Loan without a valid MOT on 13 November. Failure by two motorists on 27 November to comply with the mini-roundabout on A875 in Killearn. One reported to the Procurator Fiscal. The other issued with a Conditional Offer of Fixed Penalty. Numerous motorists warned regarding speeding and one issued with a Conditional Offer of Fixed Penalty. Two road traffic collisions. SC notified of damage to signs at Blane Smithy roundabout. Regular patrols carried out around the Primary School in response to concerns about inconsiderate parking and congestion. Several motorists given suitable advice and one motorist reported to the Procurator Fiscal for parking on zig-zag lines on Graham Road. Ongoing enquiries regarding another motorist for failing to comply with the same restrictions. Attempt to force open a garage door at property in Lampson Loan on 13 November. Attempted theft from farm outbuilding in early hours of 28 November. Warning of scam targeting farmers following payment of EU grants. PC Murphy was asked to pass on concern about the faded white paint on the mini roundabouts on A875 to SC. The mini roundabouts were now less visible. 2 CC279 MATTERS ARISING CC265 Matters Arising - SC Consultation on Station Road Reponse sent by KCC regarding yellow parking restriction lines but no reply received from SC. It was agreed Jim A would follow this up and also to ascertain when this would take effect. (Action JA) CC265 Matters Arising - SC Consultation on purchase of land adjacent to 16 Elder Road The meeting was informed that the purchase of this land will not go ahead. CC265 Matters Arising SC Consultation on bus services. Reponse has been sent from KCC. CC271 Question Time Path from car park to Health Centre Margaret to investigate this and report at the next meeting. (Action MH) CC280 PRIORITY BASED BUDGETING (PBB) Margery spoke to the CC response document which is available on KCC website, along with all the other SC documents. The options differed from those in previous years in that they address fundamental issues, rather than more specific options. This meant that it was very difficult to assimilate the complex material and to respond to this in a meaningful way. Thanks were expressed to Heather and Jim A particularly with regard to health and education issues. Members of the public were asked to contact KCC with any comments before the next KCC meeting. Feedback can also be given via an online survey accessed through KCC website. A further draft response will be discussed at the January meeting. Margery highlighted item HSE007 and informed the meeting that SC are looking at a seven day working pattern for waste collection. No overtime will be paid, rather SC employees will have new contracts drawn up. CC281 COUNCILLOR S REPORT Cllr Alistair Berrill reported on the following: Following the discovery that SC planned to sell the Strathendrick care home in Balfron in order to partly fund the new Care Village in Stirling, Cllr Berrill informed the meeting that safeguards will now be put in place so that none of the long term residents at Balfron will be forced to leave the care home. In the future, councillors must be satisfied of an available place for elderly people following a stay in hospital etc. Care needs in the rural South West will be surveyed before any sale is envisaged. KCC expressed disappointment at the apparently underhand way the property section of PBB proposals had been written. The Petitions Panel has been done away with, allowing petitions instead to go direct to the relevant committee. Senior SC managers are keen to meet local communities and hear their concerns. On 14 January, SC officials will meet KCC to discuss the Strathendrick care home and rural care facilities. 2

3 CC282 ROAD REPORT Jim A spoke to the following highlighted points: Proposal for 20 mph zone in Trees estate published in Stirling Observer Police vigilance and discussion with farmers re inappropriate speeds of heavy agricultural traffic on Ballochruin Road. Meeting held with J McGregor of SC to request resurfacing of pavement and road, and insertion of higher kerb on Main Street at entrance to Beech Drive Unsuitable for HGVs sign to be erected on A81 at bottom of Gartness Road As the new section of Birch Road has not been adopted, the issue of drainage and surface water has been passed to SC Housing Dept. JA to clarify situation as SC are also developers and are responsible for drainage. (Action JA) The full road report is available on KCC website. CC283 REPORT FROM KILLEARN BROADBAND GROUP Doug Ashworth and Euan Shaw presented a report on the latest developments including: Broadband cabinet E1 at Blane Smithy now taking orders. BT seeking planning permission for new cabinet opposite 1 Crosshead Road. This is expected to allow some of the Exchange Only premises to get NGB. Appointment of SC officer to improve liaison with Digital Scotland programme. New SC appointee to meet KCC. Meeting arranged on 18 December with Shaun Marley (Community Broadband Scotland) and Duncan Nisbet (Digital Scotland) to discuss situation in Killearn. Additional meeting on 18 December with MSP Bruce Crawford and Steven Paterson to discuss wider remit across Stirlingshire. Confirmation by Prime Minister David Cameron on 7 November of Universal Service Obligation to provide minimum of 10 Mbps service to all by Initial KCFC CAP (Action Plan) meeting taken place. Next CAP-IMP (Implementation) meeting scheduled for early January. KBG to be represented. The full NGB Report is available on KCC website. CC284 PLANNING Valid Planning Applications Received 15/00670/FUL Erection of 5 Houses NW of Red Cottage, Blane Smiddy, Killearn KCC to seek clarification from SC re numbers in a settlement. 15/00742/FUL Installation of Broadband Cabinet at 1 Crosshead Road, Killearn KCC to clarify use of box and why it is to be sited in this situation. 15/00759/FUL Single Storey Entrance Porch and Alterations to Steps at 5 Birch Road, Killearn. 15/00764/FUL Erection of Horse Shelter 268m west of Mill House Drumbeg Loan, Killearn 3

Display of advertising Branziert Road, Killearn All advertising now removed. There is no further information available regarding the Blairessan development. CC285 TREASURER S REPORT Expenses incurred Current Balance as at 1 December Claim for 2015 secretarial expenses amounting to 270 will be submitted to SC. CC286 QUESTION TIME A member of the public expressed concern at the closure of Spar and Post Office on 6 January 2016 at 1.00 pm. The Post Office provides a vital service to elderly residents of the village and those who do not drive will face real difficulty in getting to Balfron or Oakwood to use alternative post office services. It was agreed Margery would write to the Post Office expressing these concerns and endorsing the possibility of moving Killearn Post Office to the Co-op. (Action MB) Another member of the public asked about the public noticeboard at the Spar and, in the light of the shop s closure, who will now manage same. CC287 YOUTH MATTERS Kirstie spoke to the meeting and brought the following report: S3 Numeracy and Literacy programme for younger pupils. S6 engineering event with BAE Systems in Govan, Glasgow Senior prefects at Stirling Local Employability Partnership Conference Over 400 raised for Children in Need charity 200 raised at Christmas Fayre with 100 given to support for learning technology Following a member of the public entering the High School and causing a disturbance with one of the pupils, a School Police Officer has been appointed to patrol at lunchtimes. 4

5 CC288 REPORTS OF MEETINGS ATTENDED Margery reported on the meeting with S Carruth and S Burlett of SC on 30 November, expressing appreciation for the increased interaction between SC and CCs. CC289 CORRESPONDENCE Margery spoke to the correspondence record as follows: Communication from Natasha Houchin informing KCC of the successful bid for funding for path from Beech Drive to Primary School. Notification of CC vacancy election (January March 2016) for two vacancies in KCC to serve until October This will be advertised in Stirling Observer on 25 January Any interested persons should contact KCC for further details. CC290 ANY OTHER BUSINESS The meeting was informed that SC no longer accepts textiles for recycling. These can be put in the charity hopper at the Co-op instead. SC Community Pride Fund is offering grants up to 1500 for community organisations. Application dates are 7 January and 11 February. Following a complaint from a local resident regarding wheelie bins being left permanently on the pavement, residents were asked to please take in wheelie bins as soon as possible after they have been emptied. The Resilience Plan for emergency situations in Killearn is being revised. CC291 DATE AND VENUE OF NEXT MEETING The next KCC meeting will be held on 20 January 2016 at 8.00 pm in Killearn Primary School. The meeting ended at 9.33 pm. 5
