2 - WE HEAR THE MISSING TELEPHONE KIOSK The kiosk from outside 197 Watford Road which was removed last February is still missing. Much correspondence and telephone conversation has been held with the Area Manager's Office from which It IS expected the kiosk wij.l soon be re-sited in 'Sycamore Approach. SO WHERE DID ALL THE GROUSES GO? According to Consumer Consultative Machinery in the Nationalised Industries '(H.M.S.O. 1) only 12 per cent of the population have ever heard of the electricity and gas consumer consultative machinery, and the numbers who have actually used it to make complaints are insignificant, according to a survey by the Consumer Council. Names of serving members may be obtained at any post office. MEALS ON WHEELS In co-operation with the Croxley Green Welcome Club the W.R.v.S. distribute meals under the mealson-wheels scheme, and this is subsidised by the Council at 7d. per meal. Further information may be obtained from the Welcome Club (who also serve lunches in the Club). LIVING FIRE Returning from holiday we were surprised to see RAC direction signs pointing to Living Fire show house. Following the signs we landed at 105 Malvern Way where, we were told, the residents had been selected for their home to be used as a Parkray showhouse to demonstrate the heating plan. STREET LIGHTING DURING THE WINTER Since the introduction of British Standard Time, the Council has decided that from the autumn of 1%8 the lighting on all county and district roads (except for the present all-night lamps) be from dusk to midnight and from 5.30 a.m. until dawn. This will need new time switches, and until these are installed the lights will be kept on all night a:t an estimated cost of 200 per month. Mention was not made of the cost of the new or modified time switches. CITIZENS' ADVICE BUREAU Arrangements are now well advanced for. a Cj.tize~s' Advice Bureau to be opened at the Council offices III Rickmansworth. RATE REBATES Everyone has to pay rates if you are a tenant paying rent or an owner-occupier. You are entitled to a rate rebate if your gross income is not much more than 9 a week for a person living alone, or 11 a week if you are married, plus, in either case, 2 a week for each dependant child. Rate rebates are sanctioned by your Local Authority but the cost comes from an Exchequer Grant. According to the national newspapers there are a lot of people who, being eligible for a rebate, have not applied for it. You must make a claim during February/April and during August/ October, and each claim involves a statement of your gross income for each half of the calendar year. A leaflet is available from your Editor or from Citizens' Advice Bureau, or the Treasurer's Department at Rickmansworth U.D. Council. Even if your income exceeds the qualifying limit you may still be eligible for a rate rebate. REVELS ON THE GREEN The disappointment this year was the weather and a lack of publicity. The organisers had cleverly anticipated the weather and so the formal 'crowning of the queen was performed in the Welcome Club. BUS SHELTER The l.ondon Transport Board has given an assurance to repair the bus shelter opposite All Saints' Church as soon as possible. CIVIC AMENITIES ACT 1967 In the terms of this Act the Council are required to provide a place where residents in the District could deposit free of charge refuse or unwanted materials (including old motor vehicles), other than refuse falling to be disposed of in the course of business. The Council are examining the way to provide such a refuse dump. Nevertheless it is useful to record that the Council will make a special house collection of unwanted materials on payment of a small fee. 3 ..~ AND OBSERVE PORCHFS Two residents of adjoining houses decided to put up storm porches involving an additional front door but the erection was not 'attached to the house. When the Council's Building Inspector noticed the work (which protruded beyond the existing porch by about 18 inches, but did not protrude beyond the outer line of the bay window) the residents were served with a notice to demolish the work, or alternatively submit plans. They submitted plans which were not approved. They asked for special consideration to vary the regulations which required concrete footings, etc. Eventuallv a relaxation of the building regulations was granted, and since then this has been done in similar cases. Now the Council's Planning Committee has resolved "that the Ministry of Housing & 'Local Government be informed that in the Council's opinion the requirements 'of the Building Regulations relating to the construction 'of foundations for small extensions of this type of construction and intended use are unreasonable". This is what the Do it Yourself magazine has been advocating for a long time. CAR PARKlNG IN RICKMANSWORTH Our roving reporter gathers that the car parks at High Street West (92), Ta1bot Road (Odeon) (32), Talbot Road (Beesons) (18), and Talbot Road (High Street corner) (37) may be used for up to two hours without charge. For the Council's Station Road/Park Road (by-pass) car park a charge of 6d. for 2 hours and 2/0d. for over two hours will be made. In addition there are 259 parking spaces provided in the L.T.B. newly completed car park. CASSIO BRIDGE As the years slip by (and at the time of writing) the work of rebuilding Cassio Bridge has not yet commenced. Some preliminary work was done recently which caused extreme traffic congestion for several weeks. We wonder why an arrangement of traffic lights was not provided as surely this simple plan would have kept a constant movement of traffic instead of having hold-ups for a long way in each direction. So, if the rebuilding of the bridges takes something like twelve months, the Association will have to ensure that the road engineers operate a plan to keep traffic moving along the main artery 'of Watford Road for which there is no easy alternative route. This is tantamount to inviting some unruly element to smash the shop window. The problem is wider than this. Stacks of empty bottles have been seen in various places (outside the Scouts' hut for 'example), but correspondence with the' milk suppliers has not remedied the complaints made to them. If you see empty milk bottles around our roads please send a message to the manager of any milk depot-and 'phone Rick 7'4285 if action is not taken promptly. MORE SIGNS No less than four signs have appeared on lamp standards directing to the railway car park. The prolificacy of signs and posters on the highway must be limited to essentials, Yet, on the numerous occasions that your Association has pressed the Council for the provision of a sign "Croxley Green" it has been rejected. Many people will agree that names showing the locality are very necessary. NORTH CROXLEY-ROAD SAFETY The Croxley Green Roads Safety Committee would like to hear from anyone interested in the issues of road safety in our community, and who lives in the Northern part of Croxley Green. There is a vacancy on the committee which it is proposed to fill by eooption, and the committee feel that the Northern part of the district should be more strongly represented. Thus the next stage will be a public enquiry. When the result of the enquiry has been published, and providing there is no appeal, we shall be able to press for the publication of the section nine order detailing the junctions of the road with other roadways on the line. Objections to this will then have to be heard before the laborious process of compulsory purchase is cornrnenced=-cassio Bridge compulsory purchase took three years to arrange. The minimum time for these processes to be followed is two years, and the upward time Iimit incalculable. It is refreshing to hear a new voice raised in support of the North Orbital-that of the Ux'bridge Road Riverside Residents' Association, who are fighting Planning Blight and proposals for the widening of their part of the A412. Unfortunately too many of those who wish to see this road 'built sit back and say nothing (at any rate in public). No official source has yet indicated that the necessary money will be provided for the scheme, and we should all be shouting very loud now, if we want the full scheme (costing 4tm. before devaluation) kept in the Ministry programme for the early 1970s. This committee will continue to make its voice heard, but what a pity the other interested parties are heard so infrequently. R. T. Willoughby, Hon. Secretary, C.G.R.S.C. SCOTS mll Hardly an issue of this magazine goes by without mentioning Scots Hill. For over two years the Association has pressed the local authority to allow the public to sec the plan. During these two years the R.U.D.C. had said it was an H.C.C. project and, at one time said they hadn't seen the final plan. The question was raised in an interview with the Clerk of the Council who was at pains to explain how so many facets of planning such a project as this had to be taken into account. We agree. Just at the time of the interview in June it transpired that residents of Scots HiH had been informed of a final plan and allowed a short period to submit their comments. This fell hard on one resident who was away on holiday at the time and so lost the opportunity. However, soon afterwards the plan and explanation was published in the local papers. If you still want to see the plan it is available in Croxley Green Public Library on request. PIGEONS We are told that the complaint about the droppings from pigeons roosting under the Baldwins Lane railway bridge has been on the agenda for over 23 years. Certainly in the past six years there has been a wad of correspondence between the Association and Rickmansworth Council, who, in turn, must have a big file on the subject as they claim the matter is one for London Transport who, in turn, deny responsibility! 5 .The problem is not singular but it has been tackled at the Grosvenor Road bridge in London by slinging a nylon net under the girders. We still wait to see that Rickmansworth U.D.C. take effective action on behalf of ratepayers-especially those who pass under the bridge at their peril. Incidentally, my car was stopped under the bridge for only a couple of minutes and it caught a blob of mess from above. COUNTY DEVELOPMENT PLAN The publicity given in the last issue of The Croxley Green Resident relative to the industrial use of land at the bottom of Harvey Road, was appreciated by residents in that locality. An assurance was gained from the Ministry of Housing & Local Government that any objections received by them soon after the prescribed date of 30th June would be considered. The following is the Minute of the R.U.D.C. Planning & Development Committee at their meeting held on 1st August. "The Surveyor reported upon a modification of the First Review Development Plan in relation to land allocated for industrial purposes adjoining Croxley Hall Woods and as to a letter from the Croxley Green Residents' and Ratepayers' Association raising a number of questions in relation thereto which he set out in his report. The Surveyor also set out in his report details of the history of the land in question so far as it involved the Development Plan and which land had been used for industrial purposes since the early 1920s. In the First Quinquennial Review Development Plan submitted to the Minister on 31st December, 1963, the County Planning Officer, after consultations with this Council came to the conclusion that this industrial site was badly located and whilst the existing use should be recognised it would give better powers of control if the whole area were all allocated to Green Belt. The Minister accepted that conclusion in the main, but he felt that he must recognise the existing use of the 1.6 acres and he accordingly had indicated his proposal to confirm the notation shown on the approved Development Plan as industrial. It was resolved that the Committee do adhere to their previous decisions in the matter of land allocation at the end of Harvey Road, Croxley Green. and that the Residents' Association be informed accordingly." Apart from the planning aspects of this industry complaints have been made about the manner in which commercial vehicles have been driven along Frankland Road and Harvey Road, and your Secretary has written to Messrs. In August the Society bade a fond farewell to the Rev. Frank H. Townley and his wife, who have moved on to another ministerial appointment at Shaftesbury in Dorset. To take his place we have been most fortunate in securing the appointment to Croxley Green of the Rev. Vaughan Tong, B.A., a young minister with previous ministerial experience in Leeds and Derby. The Society have already taken the opportunity to give an informal welcome to Mr. Tong and his charming wife, and we feel sure that they will speedily be integrated into the life of 'Our Church, and warmly regarded throughout the district. Apart from our Harvest Festival on Sunday, 29th September, the main event, for which we are already preparing, is our Centenary Bazaar, which will be held on Saturday, November 9th, at 3.0 p.m. We confi'<ient'ly expect this to prove a great attraction for the people of Croxley Green, and we cordially invite all who can do so to join us on this special occasion. This is not to say that we would not rather welcome anyone able to join us in the worship of God in 'Our Church any Sunday, not only on our special occasions but to any of the regular services. 6 THE SAGA OF 'f1raffic SIGNALS AT THE RED HOUSE Many of you will recall the fight in the lobbies of the Rickmansworth U.D.e. in 1966 when the conversion of the Pedestrian Crossing at the Red House to Pedestrian-operated Traffic Light Control was proposed, rejected, referred back and finally accepted as desirable amongst prognostications from the then Chairman of Highways and the Clerk to the Council, that it would be laughed out of court by the Ministry. You may also recall that it was subsequently learned that the Ministry had relaxed the regulations relating to new pedestrian crossings, but had forgotten to circularise local authorities leaving them to read about the new rules in the press. Apparently our local council had missed that edition of the national press. As a result the Ministry approved the scheme at the end of March, 1967, and at' the next Highways Committee the Surveyor and Chairman were authorised to proceed. One little step had yet to be taken, finance had to be obtained from the County Council. In December, 1967, in answer to a letter from the Croxley Oreen Roads Safety Committee, the Surveyor at Rickmansworth revealed that County Council approval was still awaited. After failing to get an answer to two letters to the County Surveyor, the Secretary of C.G:R.S.C. called at County Hall and ran the Traffic Department of the County Surveyor to earth. Here in very guarded terms the chief clerk.of the section, flanked by two diminutive officials, told him, after some apology for the absence of reply, that a complete survey of the Croxley Met. station area was being carried out and a comprehensive report was being prepared for the attention of the Rickmansworth Surveyor. C,G.R.S.C. followed this meeting up by letter and were surprised to receive a copy of the complete report in the postto the dismay of the Rickmansworth Surveyor, who apart from the ethics of the matter, was disputing certain of the assumed facts on which the report was based. The primary fault of the Herts. County proposals was that if approved they could not have been financed until five years after the completion of the North Orbital! There was no explanation or how the public were to cross the road in Croxley Green in the interval. At the last but one meeting of the Rickmansworth Highways Committee unanimous support was given to the Surveyor for his intention of replying to the Herts. County Surveyor telling him that the scheme already had the approval of the Ministry of Transport and that in effect, that should be good enough. No doubt the correspondence is still proceeding-the County Surveyor likes to take his time in answering Ietters=and in due course your Road Safety Committee will again have to remind County Hall about the people waiting to cross the road. WATFORD ROAD SAFETY The Chairman of the Watford Road Safety committee was on record recently saying that there was too much "red tape" involved in getting permission to install traffic lights-and they had only been trying for twelve months. When, having obtained Ministry approval execution of the dearly stated wishes of the people and their representatives is held up because young fledgling surveyors want to produce a grandiose scheme of their own conception and for which they hold neither mandate nor finance, then the processes of government have gone sadly awry. PENSIONERS TO HAVE OWN GUIDE TO PRICE RISES The national press announced that Britain's 6} million old-age pensioners are to get their own prices index. The government has acknowledged that its official statistics on High Street prices bear little relation to the outgoings of pensioners whose cost of living over the past six years has risen by 26 per cent. Lugg, arranged by the Croxley Green Horticultural Society, to be held in St. Oswald's Church Hall at 8 p.m. on 25th October. Thus the Cassio Bridge scheme which was cut and dried and ready to start when the committee was formed in June, 1966, has now been put back and is being considered by the Ministry in competition with other schemes in other areas. Even the Scots Hill scheme could be put back by a deterioration in the present economic position. As for the minor works, the usual subtle processes of government have cut allocations in this field as one method of making economies without hitting the headlines, and we are battling against a growing impotence on the part of 'local authority dictated by lack of finance. The renewed application for an additional pedestrian crossing in the vicinity of the junction of Winton Approach with Watford Road, has met with greater success than its predecessor in The census of Traffic and Pedestrians has clearly revealed sufficient problem and usage to meet the Ministry criteria. However discussions 'between the U.D.e. Surveyor and the Divisional Road Engineer of the Ministry of Transport have revealed a secondary problem in that the curvature of the hill at this location makes it difficult for the drivers 'of cars and lorries to see the crossing at an early enough moment to pull up. One small improvement wrung from the recent crop of Iorry accidents involving loads falling on to the roadway, and pavement, the word "SLOW" is to be painted on the road at the approach to the Met. station double bend in each direction. WRITING ON THE WALL We all deplore the irresponsible types who try their signwriting prowess in public places. We have had a letter "Can the Residents' Association get action from the responsible source to remove the disfiguring lettering on the north side of the railway bridge in Baldwins Lane?" Recently lettering which has been there for over a year has been added to by a person or persons who ought to know better. We are glad to see the lettering on the bridge at the Met. station has been obliterated when the brickwork was repainted. But how can we obliterate other lettering? Possibly do it ourselves by forming a team to use up unwanted black paint. Or would we be accused of further defacement? The real thing is to catch the culprits red-handed. WANTED The first issue of The Croxley Green Resident, which was issued in 1938 and any old copies of the "Resident". The Secretary has a copy of issue No. 2, and several in sequence from 1950 onwards, and would like to have a complete set from No. 1. BRITISH EMPIRE CANCER CAMPAIGN The collections made last May amounted to 224 4s. lod., and appreciation is expressed to Mr. T. N. Millway, who organised the effort in Croxley Green.
