REVIEW OF MINUTES OF PREVIOUS MEETING The minutes were reviewed from the meeting held on 12 th April 2017 JR 4. ANNOUNCEMENTS & MATTERS ARISING Correction to points 3, 4 & 5. Leaflet drop was done all houses were delivered. Support from the Llanwern Bull taken some and put out in menus. Will ask sales offices to distribute PCSO put off for one month will ask for next meeting. Minutes signed off by Chair

3 5. FINANCE Bank accounts, Helen Williams was thought to have a bank account but this wasn t the case. Approached Co-op, they do not offer the type of account we required. Online Banking was the only option. There was a vote and the majority went with TSB as a treasurers account, no overdraft facility and no banking card. We have a paying in book and a chequebook. Chair, Co-Chair, Clerk and Treasurer are co-signatories. Chairman wrote a letter and met with Llanwern Community Council Chairman. Chairman requested 7.50 per household 398 houses, total 25% of the budget 700 and this was granted. Record of money in and money out each month. EE only used 20 and made all back on the Easter Egg Hunt. Ring fenced money for cost of village hall and community events. Parking at village hall Milton happy to use the car park and field at the back gate can be opened. Adjustment to figures as 12 months instead of 10. LCC publish their accounts. We need to look at next year for more funding. MW. More representation on LCC from GL. JD

PLANNING & ENVIRONMENTAL Planning St Modwen Homes Planning application for Phase 2b (North of Phase 1 & behind new Primary School) comprising of 146 No. plots and 2 x Local Areas of Play have been approved. For more details refer to planning application 16/1291 on Newport City Planning Portal. Street Lighting Discharge of conditions relating to Phase 1 (Persimmon/Charles Church), Phase 2e & 2f St Modwen s Homes. NCC Planning Dept to confirm if street lighting as installed will be discharged against approved planning conditions. NCC will only adopt street lighting on the main roads and not in any shared or home zone parking areas. St Modwen Estate Management Company will not maintain any streetlights in latter said areas. If such streetlights exist it will be on the landowner to maintain and pay for said lights. Road Markings Review planning consent to establish whether road markings for Phase 1, 2e and 2f are a condition of such consent. Environmental St Modwen Construction Management Plan (14/0448) sets out how they and their developers must control construction activities on Glan Llyn Development. MW 7. EDUCATION sent to Deborah Weston Education Services Development Manager for clarity. No decision on Welsh/English medium, proposed to open Another document in circulation for parental choice Primary place demand, surplus demand need to fill empty spaces, budgets being cut. Formal consultation will take place likely to be Autumn They are looking at Church In Wales as they are spending money on transporting children to Monmouthshire. 420 place including nursery and learning resource. Not decided as yet if to open to all year groups or seedling school, financially and logistically a seedling is easier. It s the resident s chance to voice when the consultation opens. Bus Services are to Magor, Secondary St Joseph s. Bus service to Caldicot is from Magor. JK

5 8. HIGHWAYS & NEIGHBOURHOOD Quarterly ward meeting and give them time to deal with issue. If you do not contact them regularly they believe the issue has gone away. Regular dialogues with a monthly call with Dave Fox and George and build the relationship. We could be more successful in getting the issues sorted. Park in Brinell Square work is starting, what are the timescales for completion. Request duck and 30 mph signs on road from Clock roundabout to Bellway. Ask Dave Fox and George to come along to GLRA meeting. Know we are here. Send a copy of the minutes to them as well as being posted to the website. Will have an insight of issues when people contact them. Maintenance Fees, people are not paying are the fees being added to the other residents? Would like a list of dates of when work is carried out. When work is not done it should be noted. NCC can send dog warden if reported about dog mess. Mike has a spreadsheet of costs. George is supposed to do a site walk every week. Need to find out what has been adopted by NCC. In the booklet received with the invoice it states what is looked after by NCC or St Modwen. The lights in Brinell Square were on the planning applications. Landscaping was done by the developer and not St Modwen. Neighbourhood watch what is the appetite for it. JR there is a desire but needs to be put out to the community via Social media. There are no Neighbourhood Watches that are supported by the local constabulary but are run by the residents only can we get the PCSO engage with them. Invite Police Sergeant to next meeting not PCSO as they set the rotas. The Dual Carriageway is the responsibility of the Welsh Assembly not Newport City Council. Go Safe local residents being trained by the police to use speed cameras. KD

6 9. SOCIAL & RECREATIONAL EE/JR Sports and Recreation field set up, in the far corner Phase 2C after Bellway. Provide a facility for older children. Dave Fox is quite receptive, community school provides a community field. Football pitch with the school. Full plan on what we are trying to achieve. Jack Rowland drawing up plans. St Modwen not likely to pay for equipment and need sports association and charities to get involved, Ellen to speak to Barry Cawte. Explore community chest and lottery, Welsh FA. WRU, Ernest Cooke Trust. A pitch in the park as a temporary measure. Would be a change in use as it is set up for a cricket pitch. PLI for community events quite easy and inexpensive but very important to get. St Modwen would have PLI but not for events. St Modwen Homes would be interested in getting involved with events. There were people at the Easter Egg hunt who have bought properties and haven t moved in yet. Helen wants another Summer Event in August, a Village type event. Big Toddle June 24 th, Newport city radio is going to be there. Action Petz event June 17 th, Funday page is to stay open. Builders have a community fund. Write to the developers to request money for community events. 10. WEBSITES & SOCIAL MEDIA SP/JD The past events and photos, cannot just post photos of children without getting permission from the parents. Pictures of the stalls. Get the photographers on the site to get involved. The history of Glan Llyn going from the steelworks through to the future. Photos of houses being built. Local business links free advertising for them. Magor CIW School being advertised as out of area could help with the progress of the school. Facebook GLRA page. We can then post as GLRA instead of as individuals. Twitter is more effective at getting interest in events.

7 11. PLANS & ACTIONS FOR NEXT MEETING JR Invite Police Sergeant to meeting SP Find out if the community has an appetite for Neighbourhood Watch via Social Media. MW/ KD Following list of items raised with St Modwen s in relation to activities undertaken on site by St Modwen Homes and Bellway Homes namely 1. Dust from phase 2a (Bellway) and phase 2b (St Modwen Homes) developments. 2. Construction vehicle dust and wind whipped dust. 3. Deployment of towed water bowsers. 4. Dust monitoring deployment, location and frequency of sampling of DustScan equipment. DustScan pads should be changed every 1-2 weeks to analyze dust deposits. 5. Open fires not prohibited on developments. 6. Height & machine profiling of earth mounds to the North West of the development. 12. OPEN FLOOR Claire Pearce talked about her employer s community volunteering initiative as an opportunity for help within the community if required. 13.
