Item Planning Land at Church Walk. Residents Matters. Matters arising from the minutes A. Warwickshire Nursing Home Following the parish council's extraordinary meeting on the 6 th December 2010 the Chairman has written to the owners of the business that run the Warwickshire Nursing Home and asked for clarification on various points. The Chairman has also contacted the owners agent who has informed him that the owners have appointed a specialist to investigate the ownership of the site. Clerk to arrange an informal meeting between the planning officer dealing with the owners agent and Cllrs. B. Main Street No parking signs to be placed on grass verge outside nursing home. Council to request a vehicle speed survey. Cllr Harvey to check his records for previous surveys. C. Warwickshire Police PCSO Haydon has provided incident reports for Thurlaston. Foot patrols for the village are to being scheduled when re organisation of PCSO areas complete. D. Amenity Grass Cutting 2011 Chairman to obtain a detailed quotation for 2011 from our contractors E. B4429 Crossing Refuge The councils request has been prioritised by the Rugby Area Committee of Warwickshire County Council and a decision will be made in three months. F. Neighbourhood Watch Nothing to report G. A45 Highways Agency / Maintenance Replies not received from the Highways Agency to our recent enquiries on the deterioration of maintenance on the A45. Cllr Hazelton suggested that we contact Stretton on Dunsmore council to jointly take this item forward. If we are unable to make progress with the Highways Agency we will contact our members of parliament 150a

Any Other Business Christmas Lights village centre A request has been received from the village hall committee for a donation towards the cost of the new Christmas lights purchased for the village centre display Cllrs discussed the options of donation / cost, and the council decided on the casting vote of the Chairman to fund the cost of the lights as they are considered an integral part of the village Christmas celebrations. Chairman to write to the village hall committee raising various points on future purchases Post for village events notices Chairman has been approached regarding a post and sign to hold notices for village events on approach into the village. Cllrs believed it it impractical to place a post and sign in this area. Chairman suggested a sign could be placed underneath the existing Welcome to Thurlaston sign. A member of the Village Hall committee will investigate this matter. Boundary Commission Cllr Lowe informed the meeting that the reorganisation proposals indicated that Ryton on Dunsmore will come into the Dunchurch and Knightlow area with Marton being removed. The proposals also include Rugby Borough Council being reduced from 48 to 42 Cllrs. Parish Council Elections 2011 The current council will be dissolved in early May. At least two Parish Councillors have indicated their wish to stand down. A new council will be elected and there is a need for extra people to put themselves forward for the vacancies. Any resident who wishes to become involved in council activities as a councillor can contact the current Chairman, Councillor or Clerk. THURLASTON PARISH COUNCIL Minutes of the Last Meeting Minutes of the meeting held on the 10th January 2011 have been circulated and signed as a true record of the meeting. Declaration of Interest. Cllr Harvey, Cllr Holcroft declared an interest in planning application R10/1965 Beaconsfield Main Street. Residents Matters. Chairman had been approached by two residents for the Parish Council to organise a royal wedding street party. Due to the limited time available the council decided against this suggestion. The Parish Council were happy to allow any residents to organise celebrations if they wished. Matters arising from the minutes A. Warwickshire Nursing Home The Chairman and Clerk had attended a meeting at the Warwickshire Nursing Home on Friday 12 th March. The Chairman gave a detailed report to Cllrs of the meeting, outlining the current view of the planning officer dealing with the proposals for this site. In reply to his recent correspondence the Chairman has received a letter from Mr Perry referring to the ownership of the site and stating at the present time they are proposing to look at the extension to the nursing home only. The home and land are owned by a company registered in Jersey. Mr & Mrs Perry have a 30 year lease which has 10 years to run and their intention is to renew it. B. Main Street / Church Lane The signs placed on the verge outside the nursing home have, up to now proved effective. Further notices required. Following complaints by residents the council will liaise with W.C.C highways to improve the inconsiderate parking in Church Lane. C. Warwickshire Police Nothing to report D. Amenity Grass Cutting 2011 Chairman has contacted our contractor, discussions to continue on the details for the 2011 season. Cllr Lowe reported that the R.B.C grass cutting allowance will be announced this week. E. B4429 Crossing Refuge Following the village meeting and a residents concern regarding the siting of this pedestrian refuge. 6 3. Items from the Village Meeting Draycote Water Item to be placed on the next Parish Council agenda. Signage on the B4429 will be discussed with the highways authority and Severn Trent Water. Topping of the trees to the right of the village access point will be carried out at the appropriate time. The chairman gave a formal vote of thanks to Cllr's Owens and Holcroft who are not seeking re-election to the council on May 5 th.he also thanked Cllr Harvey for chairing the Parish Council for 3 years during the last two terms. He also placed on record his thanks to the council as a whole for its work over the past four years and for the support it had given him as chairman.. Spann. Apologies. Parish Cllr Hartfield. R.B.C. Cllr Lowe Members of the Public Present. THURLASTON PARISH COUNCIL Minutes of the Last Meeting Clerk pointed out an error in the cheque numbering sequence. This will be rectified on the council's official copy of the March minutes held in the minute book. It will also be noted that cheque no should include Village Hall window cleaning. Declaration of Interest. Residents Matters. New Items Possible Closure of Dunchurch Library This is the first chance the council have had to discuss the loss of this important amenity for Thurlaston residents and with the public consultation ending 12 th June the chairman sought the views of Cllrs. Cllr's present were unanimous in their opposition to the possible closure, as they considered it more than just a library. The IT facility, and the public documents held there are an important part of the facility. Cllrs also believed if a business plan was made for volunteers to continue to run it, it was important that a WCC employee remains in an overall management capacity. The chairman to write a letter to Dunchurch Parish Council Chairman in support of keeping this library open with a copy into the consultation process. Matters arising from the minutes A. Warwickshire Nursing Home The chairman gave the background to this item for the benefit of the newly elected Cllrs present. The current situation is that the owners agent has withdrawn the proposal to erect stepped down housing on the site and is proceeding with a nursing / residential home extension only. The chairman had received the current ideas from the agent just prior to the meeting. Cllrs briefly viewed the drawings and had concerns regarding the proposal to build onto a two hundred year old listed building within a conservation area. The clerk will distribute the drawings to Cllrs enabling the council to give a considered response to the current proposals from the owners agent. B. Main Street / Church Lane Chairman reported on a site meeting with W.C.C. Highways Dept. held in Church Lane regarding parking difficulties in this area. Costings to be obtained for white hatching on the bend in Church Lane and outside the Village Hall to maintain access for emergency vehicles. Also no parking signs to be purchased. Cllr Henning pointed out that parking restrictions around the Church could affect the less mobile churchgoers. Chairman to contact the Church Cllr Harvey enquired if any time scale had been given for the re surfacing work to be carried out in the village. Cllr Hazelton to enquire. 153a

8 C. Warwickshire Police Enquiries to be made regarding the non attendance of the mobile police station on the advertised date. D. Amenity Grass Cutting 2011 Chairman to liaise with contractors. 2. E. B4429 Crossing Refuge Site meeting taken place following concerns by residents at the original positioning of the refuge. Progress made with the potential site now moved to the vicinity of the B4429 bus shelter. Costings for a pathway along the left hand side of the B4429 towards the A45 are ongoing. Depending on the costings, grants may be available F. Neighbourhood Watch Council to invite our village co- ordinator for a current update. G. A45 Highways Agency / Maintenance Council to liaise with Stretton On Dunsmore PC on our concerns at the level of maintenance on this highway. H. Footpaths Nothing to report I. CEMEX Proposed Climafuel Manufacturing Plant Planning permission granted for the Malpass Farm Site Rugby. R.B.C. Cllr Francis will attend a status of construction / development meeting organised by Rugby Borough Council and report back to the council. J. Draycote Water. Council have contacted Draycote Water Management with costs from WCC for a brown tourist sign on the B4429 as suggested at our March Village meeting. Council will check progress. K. Village Plan Cllrs believed this could be a useful document on important topics within the village but it would take considerable time and effort to complete. Currently the village is designated a local needs settlement by RBC, we have a village design statement and a housing needs survey which all help with issues as they arise. The new locality Bill being prepared by Central Government will give new powers to parish councils so it was decided by Cllrs to keep this item on the agenda and review the requirement for a plan when the new legislation is in place. Mr T Mennell Minutes of the Last Meeting Minutes of the meeting held on the 23 rd May 2011 have been circulated and signed as a true record. Declaration of Interest. Residents Matters. Cllr Creery raised a query regarding the grass verge maintenance on the south side of Church Walk. Cllr Henning also pointed out that a section of grass verge between Nut Coppice and the Nursing Home appears to remain uncut. Clerk will check our RBC grass cutting plan and Cllr Francis to enquire with RBC on areas omitted from it. This might enable the Parish Council to apply for an increase in our grant payment for grass cutting at a future date if the RBC accepts that the omitted area should be covered. New Items Parish Emergency Plan After attending a recent locality panel meeting the chairman explained to the meeting that a neighbouring parish prone to flooding decided to put their emergency plan into action on a Friday evening. Response from the relevant agencies was very disappointing, commenting, that an emergency should only happen during office hours. Chairman suggested we have a special meeting to test the response of relevant agencies to the Thurlaston emergency plan, after lengthy discussion it was decided to await the report back / minutes from the locality panel. RBC Cllr Roberts suggested that we concentrate and rely on ourselves rather than outside agencies. Clerk to circulate our emergency plan details and check on the availability of the minutes of the locality panel. Village Pump Main Street Cllr Henning raised the possibility of restoring the Victorian water pump at the junction of Church Lane / Main Street. English Heritage, CPRE, and Warwickshire Highways to be contacted. Also village archive team to be contacted to obtain more information on the history of this pump. Trees South End Main Street WCC Highways Forestry Officer has been contacted regarding a suitable replacement tree for the one removed from the grass verge outside the Warwickshire Nursing Home. Possible Closure Stockton Recycling Facility Local press reports indicated imminent closure of this facility by WCC with the suggestion it could be operated by volunteers. Chairman expressed concern at this and will contact WCC Cllr Hazelton for an update to clarify the current situation. 154a

11 2. Matters arising from the minutes A. Warwickshire Nursing Home Correspondence received thanking the council for its comments during recent pre planning enquiries. B. Church Lane Parking, Signage, Resurfacing. Council to investigate reasons for Church Lane being removed from the highway maintenance programme in the village. White lining to be deferred, Chairman awaiting response from church on proposed no parking sign. C. Main Street Traffic speed in Main Street still a problem particularly at the south end, voluntary 20mph speed suggested. D. Warwickshire police New PCSO appointed for our area. Council to insist on foot patrols by officers when in the village as the mobile police office is ineffective for residents. E. Amenity Grass Cutting 2011 See residents matters above. F. B4429 Crossing Refuge Modified siting plan in place, commencement date imminent. G. Neighbourhood Watch Co-ordinator Tony Mennell attended the meeting to update the council. Correspondence received from Rugby Borough N. W. enquiring the status of our scheme. Co- Ordinator to reply our scheme is active with the smart water initiative still available. H. A45 Highways Agency / Maintenance Contact made with Highways agency at the recent locality panel meeting, subsequently there has been an improvement in maintenance on the Thurlaston Island. Council to pursue for further improvement along this highway. I. Footpaths Nothing to report J. CEMEX Proposed Climafuel Manufacturing Plant Cllr Francis informed the meeting that Cllr Lowe is on the RBC task force for this development and will report back to the parish council. K. Possible Closure Dunchurch Library Letter of support sent to Dunchurch parish council opposing the closure of this amenity. Committee formed to explore the facility being operated by volunteers L. Communications T.B.A. Matters arising from the minutes A. Warwickshire Nursing Home Current pre planning consultation ideas received from the owners agent. Cllrs decided to circulate the documents and return them to the clerk with individual comments by 10 th September. B. Church Lane, Resurfacing. Cllrs agreed that the surface to be made safe and the resurfacing included in the WCC 2012 budget. The Church has indicated to the Chairman that a single no parking sign place on their railings must be removable. The Sign to be black lettering just [ NO PARKING ] on white background, all Cllrs agreed C. Main Street A further green No Parking on the Grass sign to be ordered for the grassed area in lower Main Street. WCC white lining team to return and complete lining / lettering in Main Street and the chevrons at junction of Main Street / Church Lane to be re-instated. Cllrs reported that weeds were already showing through the recently surfaced footpaths, Clerk to contact WCC. All Cllrs agreed D. 14 2. E. Amenity Grass Cutting 2011 Cllr Harvey to scan extra copies of RBC map specifying areas for grass cutting. Clerk will approach Nursing Home regarding uncut area on their frontage F. A45 Highways Agency / Maintenance Chairman in contact with Highways Agency regarding their work standard on this highway. I. Footpaths As in Item C. Main Street above J. Possible Closure Dunchurch Library Plans to run libraries threatened with closure are to be examined in detail and scrutiny of the business case for individual libraries are to be placed before WCC cabinet in October for verification. K. Village Clean Up Day & 2011 Fete The Chairman's thanks to all villagers who took part and contributed to both events will appear in the forthcoming newsletter L. Parish Emergency Plan Cllr Creery and Cllr Henning attended an emergency plan preparation event held by Rugby Borough Council on 11 th August. Workshop was well attended but content was below expectations. Cllr Creery had also attended a Red Cross emergency planning / personal resilience course in Coventry. Church Lane, Chairman gave an overview of the latest situation regarding re surfacing / parking and welcomed four residents involved with the current parking issues in Church Lane. With Church Lane being a narrow cul-de sac residents are having serious difficulties with inappropriately parked cars belonging to walkers/visitors to Draycote Reservoir. 156a

Resident of Church Lane Mr P Mc Veigh stated he believed this to be a village problem not a Severn Trent one and we as a community have to take action to find a solution to the current situation Emergency vehicles would at present have great difficulty, or even find it impossible to gain access to properties at the north end of the lane. Solutions suggested by residents and Cllrs are. Bollards strategically placed in the LHS grass verge and banking at the rear of Stanley s Farm Double yellow lines lines. Appropriate residents only and other signage within and at the entrance to the lane. Chairman reminded the meeting that the police do have responsibility to deal with obstructive parking. The council will urgently contact the WCC Highways dept for officers views on the suggested deterrents and any further measures they feel we could consider. Cllr's stated that they will investigate all of the points raised during this discussion. The council will also vigorously pursue both the increase and method of car parking charges at Draycote Water. C. Main Street Council in contact with WCC to replace white line hatching at junction Main St / Church Lane. Two Slow Signs to be replaced in Main St road surface. Traffic calming and speed reduction measures discussed, previous attempts have not been supported by residents. A direct appeal to residents to reduce their speed may be necessary D. Warwickshire Police Crime reports for September, October received. Information obtained on the new police telephone number 101.Circulated on the Thurlaston web site E. Amenity Grass Cutting 2011 Cllr's thanked our contractors for their work during the year and hoped they will be available for F. B4429 Crossing Refuge / Bus Shelter Pedestrian refuge installed and in use. Cllr Harvey thought the lighting was not particularly bright, however being small solar powered unit it may not have the brilliance of mains electric Request for a window to be placed in the end panel of the Bus Shelter has been previously discussed. The chairman has shown photographs to the council who believe that major work or total replacement of the end panel would be necessary to facilitate a clear panel to be inserted, therefore decided no further action should be taken.. G. Neighbourhood Watch Nothing to Report H. A45 Highways Agency / Maintenance No response to the Chairman's correspondence, suggest we arrange meeting with our Member of Parliament to improve the maintenance schedule on this highway. Resident present raised the question of ragwort growing along the highway verges. Ragwort is toxic to animals and should be kept under control by the highways authority and their agents. Council will raise this in future discussions with Highways Agency. I. Footpaths Cllr Harvey given latest WCC changes to the footpath administration and will report back to Cllrs.
