Poultry Farm Biggin Hall Lane Extraordinary Parish Council meeting held on 18 th December 2008 to ratify the informal decision by Cllrs to take forward to the village meeting on the 15 th January a proposal for a small residential development with a proportion of the site given for communal use B. Parish Grass Cutting 2009 Payment from RBC for actual costs of 2009 grass cutting can be claimed April through to October at the Parish Council s discretion. C. Warwickshire Police. Monthly incident figures obtained, mobile police station due in Thurlaston on 8 th am to pm. Situated outside the Nursing Home Main Street. Council to suggest prominent notices displayed in the village when this mobile unit is present. D. Footpaths Letter received from WCC regarding their application to upgrade bridleways R168 / R169. A45 / Windmill Lane / Cawston lane Dunchurch to prohibit motorised traffic using this route. The Parish Council has been given countryside access witness statements for residents to complete if they wish to support this application. Clerk pointed out an inaccuracy in the cheque numbers between meetings held on 5 th January / 15th February Cheque numbering correct in current minutes. Matters arising. None Declaration of interest. None Residents Matters. New Items Annual Village Meeting Parking Inconsiderate parking is causing serious problems in the Church Lane area. Cllr Holcroft to contact the police on action to be taken. Council to approach W.C.C. on road lining at Main St / Church Lane junction. Access only into Thurlaston, village to be investigated. Also enquire on a change to the No access to Draycote Water sign on the B4429. Parking on verges outside Warwickshire Nursing Home. Contact nursing home for discussion on measures to prevent parking outside their property, Investigate suppliers & cost of white chain link fencing / barrier materials. Dog Fouling Obtain costing for a dog waste bin, consider best place to site the bin. Contact R.B.C. dog warden for guidance on preventing increased dog fouling in the village. Footpath adjacent B4429 W.C.C. has taken responsibility for keeping this path clear. Parish Council may have to supplement their work in particular areas. Parish Emergency Plan M45 Bridge Obtain specific timescale from W.C.C. for access into the village if M45 Bridge severely damaged Bus company information Obtain general information for display in the Bus Shelter area on the B4429. Contact company regarding the re instatement of the bus stop on the Thurlaston side of the B4429. All of the above items from the annual village meeting will be included in existing matters arising or under new headings 135a

5 2 Matters arising From the Minutes A. Poultry Farm Biggin Hall Lane Working group have had one meeting and will meet again on 17 th March. Parish Council planning comments to be placed on the Thurlaston web site. B. Parish Grass Cutting 2009 Nothing to report C. Warwickshire Police. Nothing to report D. Footpaths Fourteen Witness statements on Footpath R168/R169 forwarded to Warwickshire county Council. Thank you to everyone who completed them. E. Main St Reply received from the W.C.C. Highways dept informing the council that the wok required to improve the lying water on the carriage way is low priority and will be done when resources are available. Site meeting 20 th January with W.C.C. road safety officer indicated police would not support further speed checks. Previous surveys indicate average of 20mph along Main St. The most likely solution to succeed is resident awareness. Council to use Thurlaston web site & village notice boards. F. W.C.C. Formalisation of the south end Main Street Site meeting 21 st January Agreement reached between Mr. J. Hall, Thurlaston Parish Council & Mr P. Cowley Area Manager Rugby County Highways that the road at the South end of Main Street is public highway as determined by the plan sent to the parish council on 31 st December The road will be maintained by Warwickshire County Council to 2 metres from the south western gable end of the property Bridlington Grange at the defining point between cobbles and tarmac. W.C.C. will provide a sign No Turning Place Beyond This Point. Cllr Collett informed the meeting this sign will in position shortly. Remove item from agenda. G. Car parking Main St/Church Lane Junction Discussed under Annual Village Meeting. Parking H. Street Lighting Council were given detailed costs received from W.C.C. & E. ON for a twelve month maintenance contract and an alternative individual call out system. After discussion it was Proposed by Cllr Bemand, seconded by Cllr Harvey. Harvey who has represented Thurlaston for thirteen years on this committee now feels that it is an appropriate time to hand over to a resident of the village who is a parent of a child or children currently attending the school. With this being a Thurlaston Parish Council appointment enquiries will be made to appoint a successor to Mrs Harvey. Chairman will make enquiries. Minutes of the meeting held on the 9 th March have been circulated and signed as a true record of the meeting. Declaration of interest. Residents Matters. New Items Council Vacancy Having met all of its statutory requirements on advertising, the council can now fill, by co-option the vacancy caused by the resignation of Mrs J. Ogilvie. Applications have been received from Mrs H. Creery & Mr M. Hutton. Cllr Bemand has arranged with fellow Cllr's to informally meet Mrs Creery & Mr Hutton on 21 st May. There will be an extraordinary Parish Council meeting on Monday 1 st 7. 30pm in the village hall to formalize an appointment. Meetings Attended by Councillors. Provision of Gypsy and Traveller sites within the Rugby.B.C. Area. On 2 nd April 2009 Cllr's Bemand, Harvey, Holcroft, and the clerk attended a meeting at the council chamber. Representatives of Warwickshire C.C., Rugby B.C., and Warwickshire police were in attendance and all contributed to the background information before a question and answer session. The questions were put by some of the 22 P.C. representatives present. Rugby B.C. have to provide 48 serviced pitches by 2012 and 89 by Cllr Bemand and the clerk subsequently attended a workshop meeting in Church Lawford village hall on 29 th April when potential future sites were discussed. Most of the sites currently envisaged are on the Rugby / Coventry boundary. Future sites considered were at the old BT mast site at Hillmorton as this large multi functional development could provide all the infrastructure requirements for gypsy traveller accommodation. Cllr Gordon Colletts retirement Cllr Collett is not seeking re-election as the W.C.C.Dunchurch & Knightlow Councillor in June. Thurlaston Parish Cllr's / Clerk, and resident Mrs J Harvey have made individual donations to a central fund to mark his forty years service to Thurlaston and the surrounding area. Matters arising From the Minutes A. Poultry Farm Biggin Hall Lane The owners have negotiated a five year lease with a company for the rearing of poultry on the site. Cllr Bemand informed the meeting that the lease could be terminated by either party giving 12 months notice. Cllr Harvey suggested that the working party previously set up to by the parish council meets informally on a twelve monthly basis to monitor the situation 137a

9 2. B. Parish Grass Cutting 2009 With the parish council now responsible for grass cutting, residents have raised queries on areas of verges not being included in the cutting programme. Clerk stated that these small areas were not in the 2009 plan given to us by RBC and our contractor is working to our agreed plan. C. Warwickshire Police. Chairman raised concerns that residents are not aware when the mobile police unit is in the village. Clerk to obtain. Dates of visits. Place the dates on the Thurlaston web site. Advertise by placing an A board on the approach into the village when the unit is present. D. Footpaths Cllr Bemand to cut down several of the dead trees on the footpath adjacent to the B4429. Agreed with Cllr Bemand there will be no cost or liability to the Parish Council E. Main St W.C.C. Forestry team have been working along Main Street and for safety reasons have removed a diseased Horse Chestnut tree from the grass verge outside the nursing home. Cllr's concerned at the lack of communication with the Parish Council. Clerk to contact W.C.C.. F. Car parking Main St/Church Lane Junction Safer Neighbourhoods parking leaflets received from Warwickshire Police. These give guidance to motorists parking in Main St adjacent to Church Lane / Main St junction and at the pinch point in Church Lane. Cllr Bemand stated that we really needed a car park in the village centre to solve this problem. Cllr Bemand to make enquiries. G. Street Lighting It was proposed by Cllr Bemand, seconded by Cllr Owens that the council accept the quotation of 45 per visit for cleaning all of the lamp standards in the village on a twice yearly basis. Council to continue pursue a backdated refund on our low energy street lights fitted in 2003/4 beyond the official fourteen months H. Parish Emergency Plan New plan due from W.C.C. In June. Council to obtain aqua bags from the emergency team, these have replaced the conventional sandbags normally distributed as required. I. Dog Fouling Dog Warden has visited the village and has supplied the council with witness sheets for any resident wishing to report dog fouling. Council to purchase a dog waste bin and site it at the Biggin Hall Lane end of the Stocks Lane/Biggin Hall lane footpath. J. 11 THURLASTON PARISH COUNCIL Extraordinary Meeting held on Monday 1 st June 2009 in Thurlaston Village 7. 30pm. Present Parish Cllr's Holcroft, (chairman), Bemand, & Harvey. Parish Clerk. B.Spann. Apologies. Members of the Public Present. Mr L. Edwards, Mrs H. Creery Co-Option of new Councillor. As stated in the minutes of the Parish Council meeting 19/05/09 page137a. Having met all of its statutory requirements on advertising,and after discussion, the council can now fill the vacancy by co-option. This meeting is to formalize an appointment. The Chairman put forward the motion. That the Parish Council co-opt Mrs H. Creery until the May 2011 local elections. The motion was proposed by Cllr Bemand and seconded by Cllr Harvey and carried unanimously. Having completed the necessary documentation Cllr Creery joined the Cllr's present. Any Other Business. July Meeting Date for the July meeting changed to 13 th July Village Hall 7. 30pm. Cllr Harvey to contact Noel Bell with change of date. R09/0423/PLN Leam Valley Golf Club planning application Cllr Bemand informed the meeting that had received a resident's query on a planning application for 19 touring caravan pitches at the Leam Valley Golf Club. The clerk in contact with RBC & will keep Cllr's informed of developments. CEMEX. additional information in respect of Malpass Farm & the Old Cement Works Southam Clerk has distributed information to all Cllr's. As no hard copies will be available to the council, Cllr Bemand asked if everyone could view the appropriate W.C.C. Minutes of the meeting held on the 19 th May have been circulated. Minutes of the extraordinary meeting held on the 1 st June have been circulated. Cllr Bemand pointed out that summary notes circulated to Cllrs on the Gypsy and Traveller Workshop contained an error in that the Western Relief Road was listed as a preferred area/location for development. Cllrs who attended this workshop confirmed this area and had not been a preferred site as it would be unsuitable due to its numerous junctions and heavy usage. Clerk to contact RBC to have the summary notes corrected. With this noted it was proposed by Cllr Bemand, seconded by Cllr Owens that the minutes be signed as a true record of the May 19th/June 1 st meetings Declaration of interest. Residents Matters. Matters arising From the Minutes A. Warwickshire Police. Chairman read out the leaflet prepared by the Safer Neighbourhood team to deter parking close to the Main St/Church Lane junction and also obstructing the Church Lane area adjacent St Edmunds church. Leaflets distributed to Cllrs B. Footpaths Letter received from Richard Barnard WCC rights of way officer concerning the 2009/10 Parish Paths Partnership P3 agreements Notices to be placed on the Thurlaston web site and Village notice board asking for a volunteer to run the scheme on behalf of the Parish Council C. Main St White Lining not completed at the Church lane / Main St junction as requested by the Parish Council. Cllr Hazelton to investigate, and suggested that we invite the newly appointed WCC highways officer for the area to the next PC meeting to discuss outstanding items and the general ongoing maintenance required in the parish. D. Street Lighting A credit of p has been offered by E.ON as a settlement following the fitting of low energy light fittings in the new street lighting lanterns. It was proposed by Cllr Bemand seconded by Cllr Owens that we accept this offer. External cleaning of the Village Hall windows. Cllr Owens stated that the Village Hall Committee will accept the quotation 5/6 per visit from the same company that is cleaning the street lighting lanterns. 139a

In attendance W.C.C. Cllr R. Hazelton, R.B.C. Cllr H. Roberts, Cllr S. Ravenhall, Apologies. Cllr Bemand, R.B.C. Cllr R Ravenhall, Members of the Public Present. Minutes of the Last Meeting. Item F matters arising. Bus Company Information. Cllr Creery noted that the display cases recently placed at the village bus stops have only very recently been updated with timetables that came into operation on June 1 st. Declaration of interest. Residents Matters. Following an informal discussion at the recent Dunchurch divisional panel meeting at Grandborough the Chairman invited Cllr Roberts to update Parish Cllrs on an application to extract sand & gravel from the land alongside the B4453 straight mile at Bourton on Dunsmore. It is possible the extracted material will be used at the Hillmorton mast site development. Cllr Robert's concern is that the lorry route to the site at Hillmorton will be A45, B4429 Thurlaston, A426 Dunchurch, B4429 Ashlawn Rd to Hillmorton. Meetings have taken place to request an exit off the M45 to create a southern relief road. The earliest date that extraction could begin is estimated to be three years from now Cllr Roberts stated that local Cllrs had strongly rejected the CEMEX Climafuel application at Southam due to the increased lorry movements from Southam & the proposed B4453 application. Matters arising From the Minutes. A. Warwickshire Police. Cllr Creery noted that in July, / August, the mobile police office did not attend the village on the advertised dates. This was due to other commitments, can we request that we be given prior notification in future. B. Footpaths Following council enquiries Roland Robinson has been appointed our P3 Footpaths volunteer for the parish, the council have notified W.C.C. of his appointment. C. Main St White lining due at the junction of Church Lane Main Street in an endeavour to prevent car parking close to this junction. D. Housing Survey Letters R.B.C. A sample letter had been obtained, and the chairman had contacted R.B.C. expressing the councils concern that we had not received any notification that this survey was to take place. Cllrs were unaware of any resident who had allowed this survey to take place on their property Correspondence Letter Mr B Brooks tendering his resignation as Thurlaston representative on the Newcombe & Spier Almshouses Committee. Website is showing the Parish Council did not submit any comments on this application. This is incorrect as the council submitted comments in late June Clerk to investigate. Any Other Business. Neighbourhood Watch Council to liaise with PCSO Hayden reference the appointment of a central co-ordinator. PCSO Hayden will provide the necessary leaflets, council will then promote a full re-instatement of this scheme. 140b

16 3. Village Welcome Packs Updates complete. Cllr Harvey suggested that we include the latest edition of the Thurlaston Chronicle and copies of the latest village news letters. Editor Thurlaston Chronicle Cllrs to continue their efforts to find an editor for the Chronicle. Trustee to the Newcombe and Spier Almshouses Dunchurch. Letter received from Bob Brooks stating that he wishes to retire from the position of Thurlaston trustee on the committee. The position is in the gift of Thurlaston Parish Council and Bob has served on the committee for over twenty years. On behalf of the council the chairman expressed his thanks for this extended period of service. Cllr Owens. Clerk to the trustees gave Cllrs a brief account on the work, and the current members of the committee. Cllr Harvey expressed an interest in joining the trustees, and it was proposed by Cllr Creery, seconded by Cllr Owens. That Cllr Harvey be elected to serve as the Thurlaston Trustee on the Newcombe and Spier Almshouses committee The proposal was carried unanimously. Meeting Closed at 8.35pm.
