3 Welcome Letter Dear New Employee, I would like to personally welcome you to Rochester Air Traffic Control Tower (RST ATCT), and to the Northern Lights District! Here at RST you will have the opportunity to develop your skills and work with an outstanding team of professionals that look forward to helping you progress in your career. There are currently twenty four air traffic employees at the facility including: the Air Traffic Manager, Frontline Managers, Air Traffic Controllers, and Administrative Support. The knowledge, ability, and positive attitude that you have already shown are essential to succeeding as an Air Traffic Controller. You are a highly regarded addition to our team of Air Traffic Control Specialists. Rochester is a level 5 facility within the Northern Lights District and a major reliever for MSP Airport. The traffic at Rochester Airport is comprised of training (military and general aviation), air carrier, air taxi, corporate, and lifeguard operations. FAA employees occupy the Air Traffic Control Tower. It is located above the Airport Rescue and Fire Fighting (ARFF) and the airport shop at Rochester. The space is shared with Technical Operations, support to our facilities and equipment. Rochester ATCT is located near the passenger terminal at the Rochester International Airport. When you arrive, you will park in the lot at the base of the tower. An intercom is located at the exterior door. Use the intercom to call the tower for access, and you will be issued an access card on your first day. Once again, on behalf of the controllers, managers, and staff at RST ATCT, welcome. 4 Rochester Tower Information Rochester Air Traffic Control Tower (STP ATCT) is located at XXXX Field in Southwest Rochester. We are very proud of our facility, our employees, and the shared commitment to air safety. RST is an ATC Level 5 TRACAB. As a TRACAB, all positions including Approach Control are worked in the Tower Cab environment. The facility operates 18 hours per day, from local time. The building was built in 1960 and over the next several months, remodeling will occur to help improve the overall environment. RST air traffic consists of a combination of General Aviation, Air Taxi, Air Carrier, Lifeguard, and Military aircraft. RST airport is a frequent secondary for MSP when weather causes arrival delays. Our primary responsibility is to provide air traffic control services to aircraft within airspace that extends as far as 45 NM from the radar in some areas. The airport consists of 2 runways: 13/31 and 02/20. Runway 13/31 is the longest runway at 9,034 feet, and is used most often. RST airspace is adjacent to Minneapolis Approach (M98), Waterloo Approach (ALO), and Minneapolis Center (ZMP). We take pride in our ability to assist M98 and ZMP by maintaining one of the M98 arrivals through our airspace. The staff and controllers at RST are here to guide you to success in achieving your goal as a Certified Professional Controller. 4

6 Rochester Tower Leadership Team Paula Wallace Air Traffic Manager (ATM) Paula began her career with the Federal Aviation Administration in 1991 at Fargo Air Traffic Control Tower. In 1995, she became a Support Specialist for the Dakota Hub. In that position, she became familiar with Automation, Plans & Procedures, and Quality Assurance. Paula began her management career with the FAA as an operational supervisor at Lansing Air Traffic Control Tower in In 2002, Paula became Air Traffic Manager at Rochester ATCT. Additionally, in 2010 she served for 6 months as Acting Quality Assurance Manager at Minneapolis Tower and TRACON. Paula has two children, both boys, who keep her busy outside of work. Much of her free time is spent with her caring for or enjoying time with her family. She enjoys theater, her children s activities, the Twins, and the Vikings (let s see how things go this year). 6
7 Jim Senne Front Line Manager (FLM) Jim began his career with the FAA in 1981 as a controller at ZMP. Within a couple of years, he came home to Rochester as a specialist at the Flight Service Station. In 1986, he made the move to Rochester Tower where he has spent the remainder of his career. During this time, he has served on facility committees, as a FAC REP, Acting FLM, and Acting ATM. Outside of the facility, Jim keeps very busy. Jim has four sons. While they are all out of the house, Jim still enjoys spending a lot of time with them. One of Jim s primary interests is baseball. He organizes youth baseball camps in Rochester to help grow interest in the sport among kids. Jim is a fan of the Twins, Vikings, and whatever baseball team his son is currently playing for. 7
8 Terry Thraen Front Line Manager (FLM) Terry began his career with the FAA in 1975 at ZMP as a controller, left after the strike, and returned to the FAA and ZMP in Terry joined the team at Rochester in Since becoming an FLM, Terry has also served the facility as Acting ATM. Terry serves as part of the management team that will be providing the new recurrent training here at Rochester, and has been working to make Simfast a viable training tool within our facility. Terry has two grown daughters that he is very proud of and enjoys spending time with. He also spends some of his free time golfing. As they recently purchased a home in Phoenix, Terry and his wife have made a few trips to get settled in and enjoy the warmth. 8
9 Bobbie Jean Rolle Administrative Assistant (AA) Bobbie Jean began her career with the FAA in Bobbie Jean works part time in the facility with a schedule that rotates 3 days in week 1 and 2 days in week 2. Her tasks include payroll, telephones, processing facility financial data in FAA systems, entering personnel actions, and answering a variety of questions regarding benefits and FAA programs. Bobbie Jean has 2 young children. During her time away from work, she enjoys spending time with them and taking them to play dates and activities. Bobbie Jean also volunteers her time as a mentor in the Strive program. 9
10 Employee Expectations Rochester Tower Leadership Team expects all employees to: Come to work, be on time. Be prepared mentally and physically. Understand leave policy and manage your leave appropriately. Be cooperative and professional. Treat people with respect and dignity. Take initiative. Be accountable. Lead by example be a good role model. Do not tolerate or engage in any form of harassment or discrimination. Actively participate in training. Know your airspace and systems, know your equipment. Use prescribed phraseology/correct facility and equipment names. Follow rules and procedures. Be open to feedback provide honest information. Be an effective team member. 10
11 Policies Reporting for Duty The first day you should report to the facility at 8:00 a.m. You will be required to present a government issued photo ID on your first day. During orientation and classroom training, you will work an eight and one half hour shift which includes a one half hour unpaid lunch break. The starting times for the remaining class days will be determined after your arrival. If you would like additional information please contact Jim Senne or Terry Thraen (FLMs) or Paula Wallace (ATM) at Duty Assignment Upon your arrival you will be assigned a Front Line Manager and training team. Once training is complete, you will remain on a Monday through Friday work week transitioning to a combination of day and evening shifts. There is a break room with microwave oven available, along with refrigerators for storing your food. You will also be provided a locker to store your personal belongings. Parking The facility has a parking lot adjacent to the facility. Parking stickers are required for all vehicles that enter the parking lot. These stickers will be issued on your first day. Security Facility access is controlled with access cards. On your first day, you will utilize the intercom to request access to the building. 11
12 FAA ID Cards On your first day you will be issued a building access card. Processing will also begin for your FAA ID if it has not been issued to you by the Academy. Your ID must be displayed at all times while at the facility. Guests and Visitors Guests and visitors are welcome to RST. Visits must be coordinated and approved in advance with the facility manager. Cell Phones Cell phones are prohibited from operational quarters, but are authorized in other parts of the facility. 12
13 Local Area Information Rochester Area Profile Rochester is the county seat of Olmsted County. Located in southern Minnesota along the banks of the Zumbro River, it is best known as the home of Mayo Clinic (giving rise to the city's nickname, "Med City"). The city has a population of greater than 103,500 ranking it third among Minnesota's largest cities and first outside the Minneapolis St. Paul area. Rochester's rich shopping scene is marked by a variety of one of a kind shops. Whether browsing on Third Street, passing through University Square Mall or exploring the stores in the underground walkways, visitors find favorites such as house ware, children's merchants, Baby and Clever Kids, and a myriad of art galleries. A variety of locally owned stores and popular brands can be found in the Apache Mall, the largest shopping center in southeast Minnesota. 13
14 Arts, Events, and Attractions in Rochester One of Rochester's more popular getaway spots, Silver Lake provides city dwellers with the opportunity to enjoy the outdoors. During the winter, cross country skiing and snowshoeing trails mark the park. In warmer months, visitors fill running and cycling paths. Others opt for relaxation by touring the lake on paddleboat or canoe. Meanwhile, bird watchers enjoy local wildlife, and kids play at the Children's Adventure Playground or take a dip in the public swimming pool. venues around town. Rochesterfest is one of southeast Minnesota's most dynamic annual events. It offers a wide range of familyfriendly activities, including downtown concerts, minor league baseball games, and the much anticipated Lumberjack Games. In addition, festival goers may participate in a volleyball tournament, golf shoot out, bike race, and a Friday night street dance. Events associated with Rochesterfest are held in various 14

You may also use your badge or obtain a gate pass from the airline if you would like to go into the restaurant. Whistle Binkies Pub 247 Woodlake Dr SE (507) Rochester's only British pub has something to offer everyone. Their menu includes a wide variety of appetizers, sandwiches, entrees, pastas and a kids menu. They have 16 tap beer selections and 170 beers. Full menu served until 10 p.m. or 11 on Friday and Saturday. Osaka Seafood Steakhouse 2043 Superior Drive NW (507) For an unforgettable, dining experience, join the hibachi grill and see the teppanyaki chefs put on a show for the entire family.
