24 OK But why do I need a planning document and how will it help me to manage development at my airport? 24
25 Master Plan It will help you do the following: Strategize what your airport development plan might look like in the near-term, mid-term, and long-term, usually 5-, 10-, and 20-years out. It can be tailored to the needs of your airport regardless of whether you are a GA airport, reliever, non-hub or hub airport. 25
26 Master Plan Required? Does this mean that FAA requires an airport owner to prepare a master plan? Short answer: No. A master plan is a tool that can be used to assist with development planning. FAA does not approve the master plan, but rather accepts it. The master plan is the sponsor s document. FAA does approve the: 1) aviation forecasts 2) Airport Layout Plan (ALP) 26
27 Master Plan Types What are the different types of master planning studies? Full-blown Master Plan addresses major revisions to the current facility & layout Master Plan Update makes changes to parts of an existing document and is typically conducted on a 5- to 8- year cycle ALP Update revision of the ALP with an accompanying narrative report which is used to document changes made to the existing ALP 27
28 Master Plan Guidance Master plan guidance is found in FAA Advisory Circular 150/5070-6B which was published July 29, FAA eligibility for funding of a master plan is discussed under Order C paragraphs 401, 403, and
29 Objectives What are the objectives in preparing a master plan? Identify and document the issues that are driving proposed development (short-, mid-, and longterm needs) Evaluate alternatives which may be used to meet your airport development needs Develop a proposed layout of what the airport should look like Establish a schedule or a plan for implementing development Propose an achievable financing plan 29

33 Awareness Be aware that there is no such thing as a cookie-cutter master plan. Each one is unique and different. A small airport may have a simple master plan, while a large airport may have one that is very complex. Also, be aware that the airport owner drives the planning process. No one is more knowledgeable about the issues and perceived problems that may exist other than the airport owner. 33
