3 DEPARTMENT OF COMMUNITY DEVELOPMENT April 7, 2014 Dear Mayor Lunde and Council Members, I am pleased to present the 2013 Planning Commission Annual Report. The past year has been busy for the Commission with twelve public hearings and six work sessions. We reviewed more developments and larger developments in 2013 than in the past few years. Many of the projects we reviewed last year are now taking shape. The Olympus facility is making a statement along the south side of Highway 610 just across from the Target North Campus. Other exciting projects will be opening up in 2014, including Broadway Pizza and Freddie s Frozen Custard and Steakburgers. With the 2013 opening of Fiesta Cancun and the addition of another McDonald s location our restaurant choices continue to expand. We also appreciate the investment of established restaurants, such as Mad Jack s patio improvements. The Commission likes to help homeowners improve their property. We were able to help out five homeowners through recommending approval of variances that allow them to reinvest in their homes. Commissioners also continued to volunteer with other committees and commissions including Business Forward, the Recreation and Parks Advisory Commission, and the Bottineau Citizens Advisory Commission. In 2013, the Building to 2030 Taskforce and Public Art Task Force were convened to study specific issues. The Planning Commission was represented on both task forces. Work in these groups helps the Planning Commission in our discussions on many City Code related projects. The Commissioners appreciate the opportunities to work with the Council and other commissions to make Brooklyn Park a thriving community inspiring pride where opportunities exist for all. 5 Residential Development The Planning Commission reviewed three residential subdivisions in One more residential lot was created through the Charter School Addition plat (Athlos Leadership Academy). In all, 140 new single family lots were approved. Additionally, a modification to the Wickford Village master plan was reviewed reducing the number of attached units and introducing single family units into the development. Hidden Trail Estates is a six lot single family subdivision along the east side of Fallgold Parkway north of 101 st Avenue. Summer 2014 construction is expected. Parkside West (pictured left below) was approved in the spring of 2013 and the first homes were under construction by late The 38 single family lots are located south of the Oxbow Creek Drive and east of Winnetka Avenue. Oxbow Cove (below right) was reviewed in late 2013 for construction of 95 single family lots. This subdivision reflects the latest trends in single family neighborhoods by offering smaller lots with amenity rich features such as a neighborhood playground and pool. Development of the site off Oxbow Creek Drive between 105 th Trail and Maryland Avenue is scheduled for Spring showed an increase of 25 units in new home construction. 6 Business Development The Planning Commission reviewed applications for four new restaurants and the expansion of one established restaurant. Fiesta Cancun, a new full service Mexican restaurant, opened at th Ave N. in June. McDonald s opened their fourth location in the community late The Planning Commission reviewed proposed changes to the former KFC/Pizza Hut building at 8540 Edinburgh Centre Drive for Freddie s Frozen Custard and Steakburgers. A summer 2014 opening is anticipated. Earlier in the year, the Planning Commission reviewed landscaping and signage changes at the Edinburgh Festival Center in order to provide a better business climate. As a result, Broadway Pizza found the location desirable and was approved for a new full service restaurant with patio seating. They will be open in Spring Mad Jack s has been in the community for several years and received approval to enlarge the patio bar. Olympus Surgical Technologies America broke ground on a 181,000 square foot high tech research and manufacturing facility (pictured right) at 9600 Louisiana Avenue North. The Olympus facility will bring 268 jobs to the City upon opening late summer 2014 and nearly $400,000 in tax revenue. Institutional Development Athlos Leadership Academy, a nationallysponsored public charter school, was reviewed for a new facility at Noble Parkway (pictured left). The New Visions Academy, the local charter school transforming into Athlos, also received interim approval to locate in the Edinbrook Church building until the new facility is ready for occupancy in fall Discovery Church at st Avenue North added a farmer s market to provide the neighborhood an opportunity to shop for fresh and healthy vegetables. Special Projects The Building to 2030 Task Force was formed by City Council to address the community s vision for the 1,500 acres of undeveloped land in NW Brooklyn Park. After months of meetings, expert led presentations and panel discussions, tours, and exercises, the Task Force successfully drafted recommendations that will be used to guide future land use decisions. 6
