1 Perrysburg Township Post Wood County, Ohio Established 1823 Volume 5 Issue 1 Winter 2014 Perrysburg township police department celebrates Forty years The Perrysburg Township Police Department (PTPD) just finished their 40th year of police protection. Celebration of the anniversary, in terms of a party, was not necessarily a top priority for this renowned department. Their successful proven track record, of keeping our March 11, 1974 The Toledo Blade community safe, is celebration enough and a testament to the hard work over the last 40 years. It all started back on November 9, 1972 when the Perrysburg Township Board of Trustees passed Resolution , establishing a Township Police Department and Police District. Previous to this, the township had contracted with the Wood County Sheriff s office for police protection. The Board instructed Mr. Frederick Ray, who began his duties as the first Police Chief of the PTPD on November 27, 1972, that he had 35 days to make the department operable. Chief Ray only hired individuals who were well experienced. With seven patrolmen and four dispatchers the PTPD began operation on January 1, 1973, sharing space with the Perrysburg Township Fire Department at Station 2 on Ft. Meigs Road and patrolling with two marked vehicles. Within five years things began to change. The PTPD moved to its current location on Lime City Road in 1977 under Chief Cloyce McGiffin. The original eight officers rose to 15 in 1985, 22 in 1997, and currently there are 27 sworn officers in the PTPD. Of these 27 officers there is a School Resource Officer assigned to Penta Career Center, a K-9 Officer, a Bike Patrol, and six officers who are members of the Northern Regional SWAT. Creating a more detailed chain of command developed over time. The PTPD now has the ranks of sergeant, lieutenant, and in 2013 the rank of deputy chief was created. 2 Zoning Update Grant$ 2013 Zoning Permits (through mid-december) 204 Zoning Permits totaling approximately $17,000 in permit fees 32 Single Family Dwellings 1 Multi-family Development (37 units) 18 Accessory structures 31 fences 23 deck/patios 10 swimming pools 2 Site Plan Reviews Perrysburg Township once again received grant funds to aid in service provision. Perrysburg Township researches many options for grant money and the following are two of the grants received in The Perrysburg Township Fire/EMS Department (PTFD) was a recipient of the Ohio Bureau of Workers Compensation SafetyGrant. This grant is geared toward aiding in making the workplace a safer place and preventing injury to workers. Manually loading and unloading patients into an ambulance is done almost 9,000 times a year; the risk of injury to the worker is high. Thus the PTFD applied for an intervention which would perform the affected operations mechanically and thus eliminate the manual loading and unloading. The device costs over $22,000. Sigma Technologies, LLC (expanding business at Oakmead Drive) The PTFD received grant funds in excess of $37,000. Along with a $12,000 contribution from Perrysburg Township, this grant will allow the PTFD to purchase two PowerLOAD devices. Lievens Market (parking and site improvements) The Perrysburg Township Road Maintenance Department received funds through the Ohio Department of Transportation Township Signage Grant Program. The intent of this grant program is to improve signage in townships as a measure to aid in preventing crashes. This grant allowed Perrysburg Township to install 17 new road signs, such as the ones below, without using local taxpayer dollars. New Residential Barrington Place 2 (37 luxury apartments) Woodmont Plat 5 (4 single family lots) Emerald Lakes Plat 3 East (19 single family lots) New Commercial Grape Leaf Express (27122 Oakmead Drive) Halloween City (temporary) New Industrial Superior Wire & Metal Specialties, Inc. 3 Snow Removal Tips To aid the Maintenance Department in clearing the snow ϐ ǡ residents to please do the following: The Maintenance Department replaced two vehicles in The older vehicles were sold on GovDeals. As the weather changes and the snow falls please be aware of the workers plowing snow. As you can see, Perrysburg Township trucks are red. Our crews ϐ Ǥ cooperation in ensuring our employees are safe! Delay as much non-essential travel as possible until after the roads have been cleared. Throughout snowfalls, of more than 2 inches, park on driveways to allow crews to plow the entire street. When using a snow blower, shovel, or plow to clear your driveway, please do not push the snow out into the street. To avoid clearing your driveway entrance repeatedly, wait until the plow truck has completed clearing the roadway curb to curb. ǡ ϐ hydrant close by, please also take a few minutes to dig it out. This will aid our Fire Department in the event of an emergency. Plowing responsibilities The Road Superintendent reminds residents not all roadways within the Township are maintained by Perrysburg Township Maintenance Department. Certain roadways are maintained by other government agencies or private developers. The Ohio Department of Transportation maintains State routes Routes: 795, 199, 20, 65 ǯ ϐ County roads Oregon, Lime City, Roachton, Tracy, & parts of Dowling Roads Condo/ apartment complexes and mobile home parks should contact the owners of the complex for questions about plowing snow. Mailbox Policy As the snow begins to fall, the Township will plow its roads to ensure the safety of its residents. While plowing snow the issue of fallen mailboxes arises. If a mailbox is damaged by the blade of a Township snow plow it will be replaced with a galvanized mailbox with a 4 x 4 post, at the expense of the Township. If a mailbox is damaged in any other way, the Township will erect the damaged mailbox so the owner can continue to receive mail, but any expenses to replace the damaged mailbox will be the responsibility of the owner. 3
4 SEIZED MONEY In 2013 the Perrysburg Township Police Department (PTPD) seized over $100,000 in asset forfeitures. Most of this seized money came from illegal activity that the PTPD targeted, such as the possession of illegal drugs. $100, ϐ reasons. First, it is intended to reduce criminal ϐ their crimes. Second, an offshoot of asset forfeiture is more drug related arrests. Further, the PTPD is able to use seized monies, instead of taxpayer dollars, for purchases Purchases: Equipment and uniforms for SWAT, K-9 Unit, and Bike Patrol High Intensity Drug Trafficking Areas (HIDTA) Program Personnel update The Board of Trustees wish to express their gratitude for Brian Bugbee s 23 years of service to Perrysburg Township. Mr. Bugbee has been an integral part of the Perrysburg Township Fire Department (PTFD) and served as a Captain for many years. With Mr. Bugbee s retirement the Board of Trustees approved the promotion of Michael Vajen, a member of the Department for over 30 years, to the rank of Captain. The Board also approved the hiring of Mr. Andrew Slife to replace Mr. Vajen s spot on the line. Mr. Slife had previously served part-time for the PTFD. ϐ ȋ Ȍ program, created by Congress with the Anti-Drug Abuse Act of 1988, provides assistance to Federal, state, local, and tribal law enforcement agencies operating in areas determined to be critical drug- ϐ Ǥ November Sergeant Matt Gazarek, in conjunction with the Ohio State Highway Patrol, arranged to have a seminar which offered various speakers and ϐ ϐ Ǥ In 2013, the Perrysburg Township Police Department collected over 15 pounds of marijuana, close to 3,000 pills, almost 30 grams of heroin, and approximately $100,000 in alleged drug money. Seminars, like the one mentioned above, aid in ϐ continue their exceptional level of protection to our community. 4 In the Dispatch Center, the Board of Trustees approved the promotion of Jamie Slee to Dispatch Supervisor as well as hired Nicholas Short ϐ Ǥ
5 Northwest Ohio ODOT Project Update The Ohio Department of Transportation has more road projects on the way to improve the infrastructure throughout District Two. District Two serves the transportation needs of Northwest Ohio, including Fulton, Henry, Lucas, Ottawa, Sandusky, Seneca, Williams, and Wood counties. To the right is a listing of upcoming projects which will focus on Interstate 75; in April 2014 the widening of I-75 will commence. Though all these projects are not directly within Perrysburg Township it is still ϐ plan ahead for travel. BetterBuildings Northwest Ohio Are you a business owner in Perrysburg Township? 6 The PTPD has evolved as the Township itself has evolved. In 1973 our area was predominately rural; fast forward 40 years and our community has multiple businesses on top of an increased residential base. Perrysburg Township also sits along a heavily trafficked area of I-75 and I-80. On any given day, on top of the over 12,000 residents who live in Perrysburg Township, there are thousands of visitors to our area for work or leisure. This evolution can be seen in the sheer number of calls the PTPD receives; in 1973 there were 3,099 calls compared to over 14,000 in Continued from page 1 Further, the training of officers has drastically changed over the last 40 years. In 1973 police officers were required to have a minimum of 240 hours of training. In 2013 the minimum training hours were 568. Looking ahead, in 2014 the training hours will increase to 585. Perrysburg Township prides itself in well trained and educated officers. Continually training each year, and in different areas of police protection, makes an officer better equipped which in turns augments the service provided to Perrysburg Township. Technology is continually progressing each day around the world and it is no different in the PTPD. Computers were introduced in the mid-1990s under the direction of Chief McGiffin. Laptops in the cruisers were introduced in the mid-2000s, under the direction of Chief Edward Stribrny. In 2014 a new Computer Aided Dispatch program will be installed in a revamped Dispatch Center under current Chief Hetrick. Though there have been many changes over the years, as the PTPD begins its 41st year of police protection the hard work will continue, the training will continue, and the vow to protect and serve will continue. Here s to another 40 years! WINTER ENERGY SAVING TIPS FROM ENERGY.GOV COVER DRAFTY WINDOWS Use a heavy- ǡ ϐ frames during the cold winter months. Make sure the plastic is sealed tightly to the frame to help reduce ϐ Ǥ Install tight-ϐ ǡ Ǥ ADJUST THE TEMPERATURE When you are home and awake, set your thermostat as low as is comfortable. When you are asleep or out of the house, turn your thermostat back 10 to 15 for eight hours and save around 10% a year on your heating and cooling bills. REDUCE HEAT LOSS FROM THE FIREPLACE ϐ unless ϐ Ǥ ϐ ǡ ϐ ϐ ǡ -air exchange system that blows warmed air back into the room. ϐ ϐ Ǥ LOWER YOUR WATER HEATING COSTS Water heating can account for 14% to 25% of the energy consumed in your home. Turn down the temperature of your water heater to the warm setting (120 F). You'll not only save energy, you'll avoid scalding your hands. 6
7 New years eve LIGHTS & DECORATIONS New Year s Eve Safety Tips: Going Out ϐ ϐ Ǥ Keep decorations away from heat sources, windows and doors. Properly install your holiday lights. Use lights that have the label of an independent testing laboratory. Make sure all electrical cords have no frayed or cracked wires or broken sockets. Do not overload electrical outlets. Do not link more than three light strands, unless the directions indicate it is safe. Do not leave lights turned on for prolonged periods or unattended. Keep your exits clear by keeping decorations away from windows and doors. Have a designated driver: Do not ever drink and drive. Ask a friend or a family member for a ride, or make a reservation for a taxi. Monitor your alcohol intake: Many people associate New Year s Eve celebrations with drinking. Make sure you stay hydrated (with water) and that you eat enough. Take the keys: If you have a friend who is too drunk to drive, take the keys. While it s fun to share where you are on social media sites, beware of doing so, as you are publicly alerting others that you are not at home. Do not leave drinks unattended. Finish it before ϐ Ǥ Make sure everyone has a buddy who can ϐ night. Around the house New Year s Eve Safety Tips: Staying In Always blow out candles before leaving the room or going to sleep. Burn candles inside a one foot circle ǡ ϐ Ǥ ϐ holidays and most commonly occurs when cooking is left unattended. Stand By Your Pan and always stay in the kitchen when cooking Keep matches and lighters out of reach of children Have working smoke alarms and carbon monoxide detectors ϐ inspected for potentially dangerous situations since last winter. It could have rusted parts, a crack in the clay or metal pipe a bird nest or creosote buildup. 7 If your having a party at your house, remember to be sure all smoke alarms are working and have fresh batteries. If you re burning candles, remember to extinguish them before the end of the party. Have guests turn their keys in to you upon arrival and put them in a secure place. That way you can ensure that everyone has a safe ride home. Remember, noisemakers, champagne corks and more can be dangerous for pets and children, especially if they shoot across the room or break into pieces.
