Valmiki Tiger Reserve, West Champaran, Bihar 2. Rajgir Wildlife Sanctuary, Biharsharif, Rajgir, Bihar 3. Vikramshila Gangetic Dolphin Sanctuary, Bhagalpur, Bihar A brief write up about the above mentioned Protected Areas is given as follows: 1. Valmiki Tiger Reserve, West Champaran, Bihar The Valmiki Tiger Reserve, the only tiger reserve in Bihar is located in the West Champaran district in the Indo-Nepal border surrounded by the Chitwan National Park in Nepal in the North, Parsa National Park in Nepal in the East, Sohaghibarwa Wildlife Sanctuary in Uttar Pradesh in the West and revenue villages in the South, in a serene beautiful milieu. This tiger reserve is spread over an area of about 900 Sq. Km with seven different types of forests. Valmiki Tiger Reserve encompasses within Valmiki Wildlife Sanctuary, Valmiki National Park and the Protected Forests as one Protected Area. The Tiger Reserve was declared in 1994 and is being managed as per the regulations of the National Tiger Conservation Authority. The beautiful landscape of VTR encompasses foothills ranges of Himalayan Siwaliks with mosaic of the cliffs, ridges, gorges, hills, streams and valleys; dense forests, open woodlands, grasslands, swamps and riverine fringe. Situated in Gangetic plains bio-geographic zone of the Country, the forest has combination of Bhabar and Terai tracts. Boulder and pebble deposits by the Himalayan rivers in foothills Page 1 of 9

2 characterize the Bhabar tract while the finer sediments deposits feature Terai lands. Alluvial soil, in the flood plains of Gandak and Burhi-Gandak and their tributaries, forms the dominant soil type in the area. Besides Tigers, the flagship species in Valmiki Tiger Reserve, other important fauna includes Leopard, Sloth Bear, Wild Dog, Golden Jackal, Indian Fox, Indian Gaur, Nilghai, Sambar, Spotted Deer, Barking Deer, Hog Deer, Wild Boar, Wild Cat, Leopard Cat, Fishing Cat, Small Indian Civet, Large Indian Civet, Indian Hare, Indian Grey Mongoose, Hodgson's giant flying squirrel, King Cobra, Russels s Viper, Python, Indian Cobra, Rat Snake, Banded Krait, Sand Boa, Gharial, Muggar, Gangetic Dolphin, etc. and numerous birds species and myriads of insects. The mixed moist deciduous vegetation along the alluvial plains of the Gandak River is dominated by sal (Shorea robusta), rohini (Mallotus phillipensis) and sihor (Strebulus asper). Asan (Terminalia tomentosa), Harra (Terminalia belerica), Karma (Adina cordifolia), Rosewood (Dalbergia latifolia), Mitragyna parviflora, Chamorar (Ehretia laevis), Dhaura (Angeissus latifolia) are some of the important associates of Sal forests. Cane brakes (Calamus tenuis) are conspicuous feature of Madanpur forest range located along the Gandak river. Tharu, a scheduled Tribe, is the dominant community in the landscape. The scheduled tribes other than Tharu in the Valmiki landscape are collectively called Dhangar which means retained labourer in Oraon dialect. Dhangar comprises four tribes: Oraon, Munda, Lohra and Bhuiya. The Dhangars were brought to area as agriculture laborer from the Chhotanagpur Hills. 2. Rajgir Wildlife Sanctuary: Rajgir Wildlife Sanctuary, Rajgir, is a small sanctuary of sq km. under the Nalanda Forest Division, Biharsharif. Rajgir Wildlife Sanctuary represents a remnant patch of forests nestled in the picturesque Rajgir hills within the South Gangetic Plain that is an important habitat for wildlife including the Painted Spurfowl, apart from numerous other fauna including mammals such as the hyaena and jungle cat amongst Page 2 of 9

3 others. Rajgir WLS of Bihar is the only forest covered patch in Nalanda district (FSI, 2013). Rajgir also is of prime religious and cultural significance important to Buddhists, Jains and Hindus alike, and is dotted with numerous shrines, relics and monuments to the past. The wilderness of Rajgir hills has outstanding uniqueness and significance. It is one of the globally famous heritage location with many landmark archeological sites of ancient Indian history related to Magadh region, Buddhism linked with the life of Gautam Buddha, and also Jainism. The candidate World Heritage archaeological site of the ancient seat of learning Nalanda Vishwavidyalaya is nearby. In terms of biophysical characteristics, the Rajgir hills stand out as almost isolated hilly wilderness in the plains south of Ganga river and its tenous links with major forest tracts further south in Gaya district have been nearly obliterated since long ago. It is situated amidst vast agricultural tract that is now being dotted with established or upcoming organisations and institutions of modern times - Ordinance Factory, International Nalanda University, State Police Academy, International Convention Centre and Sports Academy. In future, this sanctuary would be an oases of natural heritage, as it were, in a rural - urban or rurban landscape. Rajgir WLS was notified as Rajgir Wildlife Sanctuary (WLS) under section 18 of the Wildllife (Protection) Act 1972 vide S. O. No 727 dated This sanctuary was subsequently renamed Pant Wildlife Sanctuary, Rajgir vide Forest and Environment Department, Government of Bihar Notification No dated Final notification of this sanctuary has been carried out (No 181, 21/5/2010). The Department of Environment and Forests, Government of Bihar vide Resolution No. Vanya Prani-01/ (E)/ Patna-15 dated again renamed Pant Wildlife Sanctuary as Rajgir Wildlife Sanctuary. Rajgir Wildlife Sanctuary (WLS) is located in district Nalanda with its headquarters at Bihar Sharif. Rajgir is a sub-divisional headquarters located 4 km from Rajgir WLS. This sanctuary is located 110 km south-east of Patna, the capital of Bihar and 78 km from Gaya. Rajgir sanctuary and surrounding forests span the two districts Page 3 of 9

4 of Nalanda and Gaya, close to the border of Nawada district. Consequently, the sanctuary lies at the junction of three districts-nalanda, Gaya and Nawada district. The sanctuary is enclosed by five peaks of the Rajgir hills that form a natural boundary, separating the sanctuary from the surrounding landscape of agricultural fields, habitation, roads and villages. These five peaks are Vipulgiri (1), Ratnagiri (2), Udaigiri (3), Sonagiri (4) and Baibhavgiri (5). To the north of the sanctuary is located the Pachanan and Saraswati rivers as well as the town of Rajgir. As an important tourist spot, Rajgir town has much tourist infrastructure which is situated along the northen boundary of the sanctuary. A survey of wildlife found 28 species of larger mammals, over 183 species of birds, 39 species of reptiles, 11 species of amphibians, 13 species of fishes, 51 species of butterflies and 6 species of scorpions. Varied diversity and abundance of wildlife that is characteristic of this region, and the range of habitats and ecosystems found in Rajgir WLS. 3. Vikramshila Gangetic Dolphin Sanctuary: The city of Bhagalpur, popularly known as the silk city, is located in eastern Bihar. It is easily approachable from the states of Sikkim, Jharkhand and West Bengal. This city is proposed to be an ideal tourist destination. Vikramshila Gangetic Dolphin Sanctuary- the only Gangetic Dolphin Sanctuary in India which extends from Sultanganj to Kahalgaon along a river stretch of 50 kms in the holy river of Ganga. This sanctuary is home to the Gangetic dolphins, Indian Smoothcoated Otters, Turtles, Gharials, Crocodiles and a variety of fish species. River, water and wetland birds are abound here. One of the only 3 breeding sites in the world of the endangered Greater Adjutant stork, is in its vicinity in Naugachhia. These specialties make Bhagalpur in general, and the Gangetic Dolphin Sanctuary in particular, ideal for ecotourism. Bhagalpur is also a holy city because during the month of Shravan, millions of devotees lift Holy water at Sultanganj and travel to Deoghar in Jharkhand to make Page 4 of 9

5 offering to Lord Shiva. The Boodhanath Shiv temple, the Shiv temple on one of the 3 rocky islands midstream of Ganges and the Bateshwarnath temple also attract many devotees for pilgrimage tourism. Many devotees also proceed to Banka from Bhagalpur to Mandhar hills, which as per skanda purana this hill was said to be used for churning elixir from the sea (samudra manthan). The ruins of the once famous Vikramshila Mahavihar and University, the biggest seat of learning in Bihar after Nalanda University, lie in Bhagalpur at Antichak, Kahalgoan. Every year many tourists from West Bengal and other places visit these ruins by waterways, road or rail. The nearby museum is an added attraction for the tourists and take them back in time to explore the glories of the past. At Bateshwarsthan, there is a cave temple with sculptures carved in rock, which is also a vital attraction. Terms and Conditions: 1. The contest is open to Indian citizens only. 2. Plagiarism would not be allowed and logo shall not use any material (Photograph, icon, symbol, font, image etc.) that is copyright protected. Anyone found infringing on other s copyright would be disqualified from the competition. The Logo design must be original and should not violate any provision of the Indian Copyright Act, 1957 or any other law applicable in this regard. The Logo design should not have been previously published in any print or digital media, and must not contain any provocative, objectionable, or inappropriate content. 3. The Logo should be a very appealing. It may and may not have a crisp Tagline in Hindi or English having minimal words loaded with maximum message. 4. However, the office of the Director, Ecology and Environment, Department of Environment and Forest, Government of Bihar will have the right to use the winning Logo with or without a separate Tagline. 5. Any competitor can submit maximum one entry for each of above mentioned three Protected Areas. If any competitor/participant/applicant submits more than one entry for any of the three Protected Areas mentioned above, it will be rejected summarily. The prize will be given to the author of the competition entry in case of Page 5 of 9

6 group. The participant/applicant must be the same person, who contributes the Logo. 6. The entry for each of the above mentioned Protected Areas should be submitted separately. 7. There will be three cash prizes of Rs. 50,000/- each along with a certificate for the winning entry for each of the three Protected Areas mentioned above. Technical Parameters: 8. Logo should be designed in color (Not in Grayscale or Black & White). The size of the logo may vary from 5cm x 5cm to 75cm x 75cm in either portrait or landscape. The entry should be accompanied by a brief explanation/rationale of the design (in not more than 200 words) to describe the concept, theme and symbolic elements and how it best symbolizes the importance of the concerned Protected Areas as mentioned above. The Logo should be in high resolution with minimum 300 DPI. 9. The Logo should be designed on a digital platform. Participant/applicant should submit the Logo design, along with his/her profile and rationale (write-up), as per the specification prescribed in the Office of the Director, Ecology and Environment, 2 nd Floor, Aranya Bhawan, Sahid Peer Ali Khan Marg, P.O. Veterinary College, Patna , Bihar by post or by hand or at Competition.WildlifeBihar@gmail.com. 10. Participant/s should not imprint or watermark on the logo design. 11. The winner of the competition shall be required to submit the design in an editable and open file format for the respective Protected Areas. 12. It will be the responsibility of the participant/ applicant to ensure that only original designs are submitted. 13. The Logo should be usable on the website/mobile app/ social media such as Twitter/ Facebook/ Instagram and on Magazines, Commercial Hoardings/ Standees, Brochures, Leaflets and Pamphlets, Souvenirs and other Publicity and Marketing materials. The participant/ applicant should submit his/ her profile viz., participant s name, Firm/ Company s name, full address with PIN code for correspondence, photo, e- mail ID, mobile number and Aadhar number in a separate sheet along with the logo design. Entries of participant/ applicant, who fails to furnish complete profile may be rejected. The office of the Director, Ecology and Environment, Department of Environment and Forests, Government of Bihar has the right to cancel or amend all or any part of this Contest and/ or the Terms & Conditions/ Technical Parameters/ Evaluation Criteria. However, any changes to the Terms & Conditions/ Technical Parameters/ Evaluation Criteria, or cancellation of the Contest, will be updated/ posted on the department website It would be the responsibility of the participants/applicants to keep themselves informed as to any changes in the Terms & Conditions/ Technical Parameters/ Evaluation Criteria stated for this contest. 15. The onus will be on the participant/ applicant to prove that he/ she is the only authorized representative to send the entry for the Award Scheme. In case of the selection of the Logo for an award, it will be given to the participant/applicant only. The office of the Director, Ecology and Environment, Department of Environment and Forests, Government of Bihar will, in no way, be responsible for any dispute, legal or otherwise, arising out of it. The office of the Director, Ecology and Environment, Department of Environment and Forests, Government of Bihar will make the payment of the award money either online/ NEFT or through cheque only in the name of the participant/applicant in due course after declaration of the results. [Note: Necessary tax deductions will be made as per the prevailing taxation rules from the prize money.] 16. In case of any copy right issues, the participant/applicant will be responsible to settle any legal proceedings arising out of it at his/her end. The office of the Director, Ecology and Environment, Department of Environment and Forests, Government of Bihar will not be responsible. Participants acknowledge and agree that all copyright and other rights in the logo including rights in the drawings, text Page 7 of 9

8 or any other content submitted to the office of the Director, Ecology and Environment, Department of Environment and Forests, Government of Bihar in respect of this competition shall be solely and exclusively owned by the Department of Environment and Forests, Government of Bihar. All participants agree to assign absolutely to the Department of Environment and Forests, Government of Bihar without charge all intellectual property rights, including the right to use, reproduce, modify, publish, license and/ or otherwise deal with (whether for commercial and non-commercial purpose) the submitted logo design(s). 17. Last date: The submission of Logo is to be made on or before 5.00 pm on the 05 th October, All the entries fulfilling the terms and conditions would be assessed for award by a Selection Committee constituted by the office of the Director, Ecology and Environment, Department of Environment and Forests, Government of Bihar. 19. The employees of the Department of Environment and Forests, Government of Bihar and their immediate family members will not be eligible to participate in this competition. 20. Entries would be judged on the basis of elements of creativity, originality, composition, technical excellence, simplicity, artistic merit and visual impact and how well they communicate the importance of the above mentioned Protected Areas individually. 21. The decision of the Selection Committee would be final and binding on all the participating contestants and no clarifications would be issued to any of the participant/ applicant or on any decision of the Selection Committee. 22. The disqualified or unrewarded entries shall not be used by the Department of Environment and Forests, Government of Bihar, India for any purpose and shall have no intellectual right over the same. All entries will remain the property of the Department of Environment and Forests, Government of Bihar and are not returnable. Page 8 of 9

The results of the competition will be uploaded on the Notice Board of the website of the Department of Environment and Forests, Government of Bihar, i.e., There will be no personal notification to participants of rejected entries. 25. By participating in the contest and submitting the Logo designs, the participants agree unequivocally to the terms and conditions of this contest. 26. The Department of Environment and Forests, Government of Bihar will have the right to use the prize winning Logo, whichever way it may consider suitable, including using it with or without a Tagline. The winner will not exercise any right over his/ her Logo and shall not use it in any way. The winning logo would be the intellectual property of the contest organizers as soon as the results are declared, and the winners cannot exercise any right over them thereafter. The winner shall be deemed to have surrendered copyrights of the winning logo to the contest organizers as soon as the results are declared. Winner will also be required to give an undertaking for the same. 27. Any legal proceedings arising out of the competition/ its entries/ winners shall be subject to local jurisdiction of Bihar State only. Expenses incurred for this purpose will be borne by the parties themselves. 28.
