The island of Negros is the second largest in the Visayas, after Panay. Negritos, Malays and Chinese long inhabited the OVERVIEW island called Buglas before the expedition of Miguel Lopez de Legaspi. The natives of old called it Buglas, after the reeds which were once the predominant vegetation. In 1565 Miguel Lopez de Legazpi, while anchored in Bohol espied this impressive land mass and dispatched an expedition to reconnoiter it.. A strong current carried the frigate for several days around Buglas. The Spaniards reported seeing many dark-skinned inhabitants, and so they renamed the island Negros. In 1571 Legaspi assigned encomiendas on Negros Island to 13 of his men. The encomienderos, however, preferred to reside in Panay or Cebu. The following year, Augustinian friars began Christianization of the island. For almost 400 years the island of Negros was administered as one province by the Spaniards, although various settlements were usually at great distance from one another. Travel was by horseback or on foot. It was difficult and took days, with rivers and mountains and jungles to be traversed to reach the major poblaciones. On June 11, 1580, Tanjay was constituted as the first parish on the southeastern coast. Spiritual and military administrative seats remained in Panay for western Negros, and Cebu for the eastern settlements. In 1734 Negros was made a corregimento with capital in Ilog, on the western side. In 1795 the island became an alcaldia with Himamaylan as capital also on the western section. In 1851, sugarcane began to transform Negros into the most productive island in the archipelago. The Compania General de Tabacos de Filipinas SA, or Tabacalera, venturing into the sugar industry, chose Negros Oriental as the site of its sugar mill in the Philippines, the Central Azucarera de Bais, built in Bais City in In 1856 Negros became a politico-military province with Don Emilio Saravia y Nuñez as first Gobernador Politico-Militar, and Bacolod, still on the western side, as the capital. On January 1, 1890, barely eight years before the outbreakof the Philippine revolution against Spain, governor General Valeriano Weyler, acting on a royal decree, created the Provinces of Negros Occidental on the northwest of the island, and of Negros Oriental on ths southeast. Siquijor Island was attached to Negros Oriental, Dumaguete was designated as the capital. In the last quarter of 1898, Don Diego de la Viña of Vallehermoso stirred Negros Oriental into action. With a band of insufficiently armed farmhands, he marched towards Dumaguete to liberate the capital, also liberating the northern towns along the way. The De la Viña forces arrived in Dumaguete just as the Spanish forces abandoned it. In 1901 a civil government was established with Don Demetrio Larena as Governor. The establishment of schools has contributed largely to the growth of the province. In 1901 Dr. David S Hibbard founded Silliman Institute in Dumaguete. It would become the first Protestant university in the Philippines. In 1904 seven Belgian nuns arrived to open St. Paul s Academy, which would be the first St. Paul de Chartres institution in the country. Tabacalera established in 1918 its first sugar central in the country in Bais, the Central Azucarera de Bais, thus stimulating the growth of the province s sugar industry. Negros Oriental also cultivated grains and abaca, and was a good producer of copra. On May 26, 1942, the Japanese landed in Dumaguete City. A combined effort of American and Filipino forces defeated the occupying powers on August 6, In the 70 s, when the Philippine Islands were clustered into political regions, Negros Occidental became part of Region VI, or Western Visayas, with Iloilo in Panay as its regional center; while Negros Oriental was assigned to Region VII, or Central Visayas, with Cebu City as its regional center. 1

The Provincial Government of Negros Oriental was established on May 1, On Augusrt 28 of the same year Dr. David S. Hibbard established Silliman Institute, which would grow to become the oldest Protestant University of Asia. St. Paul s Academy was founded on October 29, 1904, the first St. Paul Chartes institution in the Philippines. Silliman and St. Paul, along with Foundation University and Negros Oriental State University, endow the provincial capital with four major institutions of higher learning. The Provincial Capital was inaugurated on February 25, The capital, Dumaguete, became a city on June 15, 1948, by virtue of Republic Act no 327. On April 5, 1955, Pope Pius XII creted the Diocese of Dumaguete comprising Negros Oriental Province, Siquijor sub-province, and the Negros Occidental towns of San Carlos, Calatrava, Toboso and Escalante.. On September 17, 1971, Siquijor was separated as an independent Province. The province s topography is characterized by low, but serrated mountain ranges, in which most parts are close to the shoreline. The highest mountain is Canlaon volcano at a peak of 2,465 meters. It is an active volcano that marks the northern boundary of Negros Oriental and Negros Occidental. The larger portion of Mount Canlaon is under the jurisdiction of Negros Occidental. Next highest is Cuernos De Negros (Horns of Negros) in Valencia overlooking Dumaguete City with a height of 2,000 meters. At the foot of Cuernos (locally called Mt. Talinis) is the geothermal plant that supplies electric power in the whole islands of Negros and Panay and the Province of Cebu. Another mountain peak rising 1,904 meters high in the central part of Negros is Mt. Tepasi.Located in the southwestern part of Negros is the Tablas Plateau, primarily rolling hills covered with virgin tropical forest. General Geographic and Geologic Features Land Area 540,230 has. Oracion, once a member of the city council, said in his writings that Dumaguete became the capital of Negros Oriental in June Myth has it that Dumaguete was taken from the word dagit meaning to snatch, as the early settlement was a constant target of pirates. Dumaguete has lured and captivated many racial strains since the olden times. The city s annual Sandurot sa Malumong Dumaguitnon every November reenacts the rites of welcome for these migrations that have enriched the cultural character of the city. The pageantry begins at the beachfront of the scenic Rizal Avenue, a boulevard along the shore shaded by ancient trees and lined with some of the finer residences of Dumaguete, including three mansions where past governors of the province lived. The best dining and entertainment establishments are found along the stretch of the boulevard. On the north end of the boulevard is Silliman Hall, a reassembled New York theater building that cradled the university and now houses a museum of ethnographic and anthropological materials. Silliman University s Luce Auditorium is the city s air-conditioned venue for world-class theatrical performances. The city s largest arena is the Congressman Lamberto Macias Sports and Cultural Centre of the Provincial Capitol with a seating capacity of 5,000. The Lorenzo G. Teves Memorial Aqua Centre boasts of an Olympic-sized pool and covered bleachers with a seating capacity of 2,000. GEOGRAPHY Bounded by the Mindanao Sea on the east, and the municipalities of Sibulan on the north, Bacong on the south and Valencia on the west. Roads stretch a total of kms., with kms. identified as national road, 42 kms. as city road and kms. barangay road, serving 724 persons per kilometer. ECONOMY Dumaguete is the hub of Negros Oriental commerce. The province is mainly into agricultural production, with rice, corn, sugar, copra, fruits, vegetables, abaca and tobacco as main crops. Guest accommodations like pension houses, luxury hotels and resorts abound in strategic locations. The city is served by a growing number of fast ferry services and airline companies, making travel by air and sea more convenient. Visitors can take a short walk to almost all major points of interest in the city. 5

.BAIS CITY BRIEF HISTORY Bais City, known as one of the major sugar producing cities in the Negros Island or the formerly Budlas Island is also now making waves in tourism industry through its popular dolphin and whale watching tours. How Bais got its name is a legend in itself. When the fertile flatlands and rich fishing grounds were reported to the Spaniards an expedition headed by a Spanish engineer was sent to the area to get its name and pinpoint its exact location, as well as prepare a map of the island. They happened to enter the mouth of the river in the area and saw some people gathering the abundant fresh water eel locally called Bais that were caught in their fish traps. Upon seeing the fishermen, the Spanish engineer asked in Spanish: Como se llama este lugar? (What is the name of this place?). Failing to understand the Spaniard, and thinking that he was asking for the name of the fish caught, a fisherman curtly answered bais. The Spaniard therefore, recorded the name Bais as the name of the place. After the discovery of the island by the Spaniards, several of them came to Negros, on account of the high fertility of the flatlands of Bais. Many came and settled in the area and planted sugarcane, thus producing muscuvado (sugar from their mills) which was exported to Spain via Iloilo, which then was the principal shipping point in the Visayas. This was loaded in large sailboats called Lurcha or Batel. In 1850, Bais was a visita under the civil and ecclesiastical jurisdiction of the Municipality of Tanjay. Later it became a barrio of Manjuyod and then separated itself into a Distrito Municipal. On May 2, 1901 Bais became a Municipality, and was later declared a Chartered City on September 7, 1968 by virtue of Republic Act 5444, with Mayor Genaro Goñi as its first City Mayor. On September 9, 1968, the President Ferdinand E. Marcos officially and personally proclaimed Bais as a city. GEOGRAPHY Located on the eastern side of Negros Island, Bais City is bounded on the north by the municipality of Mabinay, Manjuyod on the northeast, Tanjay on the south, Tañon Strait on the east and Bayawan on the west. Situated 45 kilometers north of Dumaguete City, Bais City has a total land area of 25,109 hectares or sq. km.. Being the core of Negros Oriental s sugar district, Bais is home to one of the country s pioneering mills, the Central Azucarera de Bais. The United Robina Sugar Mills Company is also found in Bais. The city s produce includes corn, vegetables, rootcrops, legumes, fish, prawns, shells, mollusks and Euchema seaweed or goso. Sugar cultivation is confined to 9,056 hectares, coconut at 3,120 hectares and corn at 3,060 hectares. Prawn and bangus production are limited to wetland and shoreline areas covering 468 hectares while mangrove and nipa areas covering approximately 378 hectares are maintained as fish sanctuaries, wildlife preserves and buffer zones. TOPOGRAPHY Bais City, which comprises around 4.35% of the total land area of the Province of Negros Oriental, is predominantly rural. It is composed of 35 barangays, 13 of which are coastal, 5 barangays are in the lowlands, and the rest are hinterland barangays. BRIEF HISTORY BAYAWAN CITY The coming of the Spaniards in the Philippines as harbinger of the Christian faith was not exactly met with approval from the natives living in the islands. And Bayawan was among those that resisted the advent of the new faith. When the Spanish missionaries set foot on the shores of Bayawan to spread Christianity, the Maghats, the so called natives of Bayawan were very recalcitrant to give up their own faith in favor of Christianity. Though peace 6

loving by nature, the Maghats were dubious of the intentions of these strangers. Thinking that the whites were out to grab their lands, some of these natives fled to the mountains and waited for the perfect time to launch their assault. Meanwhile, those who were converted to Christianity continued to live at the town center where a chapel was built. One Sunday morning while the townspeople were gathered inside the chapel to hear mass, a tragedy happened. In the middle of the Holy Eucharistic celebration, when the priest hoisted the Holy Host in the act of consecration, a hostile and defiant Maghat barged in to the assembly and threw a lance on the priest, thus killing him.this legend (or version) answers the question on how Bayawan got its name - from the word Bayaw or to hoist. It was in 1872 when Bayawan was formally organized as a municipality. It was formerly known as Tolong Nuevo established by the Spanish friars in 1751 as part of Tolong Viejo now the Municipality of San Catalina.Bayawan attained the status of a chartered city on December 24, GEOGRAPHY The municipality of Bayawan is kilometers south of Dumaguete City; bounded by the towns of Mabinay, Bais City, Tanjay City and Pamplona on the north, the town of Sta. Catalina on the east, the Mindanao Sea on the south and the municipality of Basay on the west. PHYSIOGRAPHY Bayawan City is a fifth class component City of Negros Oriental located in the southeastern part of the province. It has a total land area of 69,908 hectares, the largest in the province, and composed of 28 barangays (5 urban and 23 rural). It is predominantly hilly. Basically, Bayawan is an agricultural town. For several years Bayawan has earned the reputation as the Rice granary of Negros South. However, with the entry of agricultural diversification, farmers planted sugar cane, corn and coconut. TOPOGRAPHY AND LAND FEATURES The topographic characteristics of Bayawan is predominantly hilly with terrain moderately sloping to rolling. The city has very rich water resources with surrounding rivers, springs, and even small lakes. There are four major rivers that pass through Bayawan: Sicopong River flows at the eastern side of the city; Ilog River at the northeastern side that defines the natural boundary towards the Municipality of Mabinay; Pagatban River at the western side which is also a natural boundary towards the Municipality of Basay, and Bayawan River that lies at the center. The prevailing land utilization in the city is agricultural, with 44,384 hectares used as farmlands accounting for 63.49% of the total land area. As the agricultural capital of the province, its vast lands are planted with sugarcane, rice, corn. Livestock raising also provided livelihood to communities. POPULATION The city has a population of 110,250 (National Statistics Office, as of August 1, 2007). Its population density is 1.58 person per hectare, which is still manageable compared to other cities in the country. CANLAON CITY BRIEF HISTORY Old folks of Canlaon mention of a pair of ill-starred lovers Princess Laon and Kang who were forced to elope to keep their warring chieftain fathers from breaking them apart. Unfortunately, the lovers were captured and doomed to die amidst the harsh conditions of the wilderness. From their deathbed rose Malaspina, a fabled volcano intermittently spewing lava. It was later called Canlaon, considered one of the highest peaks in the country, rising at 8,000 feet above sea level. 7

In the olden times, Canlaon was known as Sitio Mabigo of Barrio Panubigan, which was then under the Municipality of Vallehermoso, a place where bigo trees abound. This wilderness area was ruled by a native chieftain called Saniko. Later on, Mabigo became part of the sprawling property of Don Diego de la Viña in Vallehermoso. The area soon gained prominence as a hub of commerce and agriculture as migrants from Cebu, Bohol and Panay settled in the area. In 1941, an Ilocano geodetic engineer, Isidro Bautista Sr., who married a dela Viña girl, Natividad, along with Mabigo residents filed a petition urging the national government for Mabigo s conversion into a municipality. However, war in the Pacific broke out and dimmed all hopes for the township. October 11, 1946 saw the creation of the Municipality of Canlaon, when then President Manuel Roxas issued Executive Order No. 19 declaring the separation of Mabigo and its surrounding sitios from Vallehermoso. Isidro Bautista Sr., became the first mayor of the municipality of Canlaon. Republic Act No created the Chartered City of Canlaon on June 18, Its inauguration as a city came by virtue of Executive Order No. 193 issued by then President Ferdinand Marcos on July 2, GEOGRAPHY Situated on the eastern side of Mt. Canlaon, Canlaon City is bounded on the north by San Carlos City of Negros Occidental; on the east by Vallehermoso, and on the west by La Castellana of Negros Occidental. The city is 38 kms. from San Carlos City; 50 kms. from Guihulngan; 33 kms. from La Castellana; 166 kms. from Dumaguete City and kms. from the provincial boundary. With a total land area of sq. km.. Canlaon City is comprised of 13 barangays. Mt. Canlaon National Park covers 24,577 hectares while the mountain rises at 8,050 ft. GUIHULNGAN CITY BRIEF HISTORY Guihulngan has a very dramatic local history. It needs to be treasured for its links the present and the past eventful history of Guihulgan as we welcome the challenges of the new millennium. Guihulngan said to be sleeping giant of the north, was among the first 17 towns that composed the new Province of Negros Oriental when Gov. Gen. Valeriano Weyler granted the petition of the province as a separate unit from Negros Occidental in January 1, There are several versions on how the Municipality derived its name. The first, according to old tales, was attributed to a river flowing directly to the town proper from the main spring in Sito Anahaw. Barangay Nagasaha, hence the name Guipadulngan which means the point where the river flows to an end. The second is associated with the gruesome incident in the 19th Century when the Philippines was a colony of Spain. Men, women and children were said to be captured, beheaded and thrown into the sea by the Moro pirates in what is now known as Tañon Strait. Other accounts claim that the Moros dropped a bell into the sea when they found out that it was used by the lookout to warn the townsfolk of their coming. Since that time the place was called Guihulugan which means, Place where a thing was dropped. But in the Spanish writing, U and N are similar and that s why it became and commonly known as Guihulngan. Whether it all started as Guipadulngan or Guihulngan, the name is indeed very symbolic as the town is dropped with abundant blessings from the Almighty for a significant end. When a small group of Magellan s fleet arrived in Tanjay on April 17, 1521 to turn Tanjay into a seat of their religious expedition, they were said to have found a myriad of Chinese porcelain items and asked for the names of the wares. When the Spaniards asked for the name of the town, the natives assuming that the foreigners were asking for the name of the merchant who sold them the wares, replied Tan Hai. Thus, the Spaniards took it as the name of the place, and the name stuck until this time, but spelled as Tanjay. Tanjay was discovered in 1565 by an expedition commissioned by Miguel Lopez de Legazpi and tagged it as the largest settlement in Negros Island. The municipality also holds the distinction of being the first Catholic parish of Negros Oriental established by the Augustinian friars in Tanjay attained the status of chartered city on April 1, INDUSTRIES Tanjay s industries include sugar production and refinery, bangus raising, bamboo farming, goat dispersal, and abaca cottage enterprise. WATER RESOURCES There are eight large rivers in Tanjay, capable of providing the water needs of the entire municipality once properly managed. Water sources for domestic consumption and irrigation are the springs in the hinterland barangays of Azagra, Sta. Cruz Nuevo, Sta. Cruz Viejo, San Jose, San Miguel and Polo; and the rivers of Tanjay, Eli, Mangoto, Palew, Nagsala, and Inolocon, as well as underground water resources for pump wells. AGRICULTURAL AND FISHING The city of Tanjay is rich in natural resources. Cultivated rice land is at 1,000 hectares and potential for irrigation is more or less 5,000 hectares. Once irrigation is in place, Tanjay is capable of supplying the rice demand for Negros Oriental. All year round there is abundant fish supply, particularly in the summer months of February to May. At least 200 metric tons of fish are produced annually, with more than half of the harvest coming from fishponds comprising 1,000 hectares. POPULATION 78,539 as of August 1,
