2 SEDIF s identity and role Created in 1923, the Syndicat des Eaux d Île-de-France (SEDIF) is a public utility that is responsible for supplying drinking water to subscriber towns and municipalities in the Greater Paris area. SEDIF is governed by elected members of those towns and municipalities, and supplies water to 4.6 million users every day, representing 150 towns in 2018 across seven regions of Greater Paris, excluding the City of Paris. SEDIF is the leading public water utility in France and one of the largest in Europe. As a leading authority, a project manager and also the owner of all its facilities, SEDIF uses a fully transparent process for all major strategic decisions such as: setting the price for drinking water, defining the policy for the management of its assets and investments, and maintaining the high level quality of service expected by users. It carries out all capital expenditure required on its assets with a focus on continually raising the bar on service quality and supply chain security, while at the same time carefully controlling the price for drinking water and the costs of its services. Under a public service delegation agreement, SEDIF has entrusted management of the public water utility to a delegated provider that oversees all operations and maintenance according to rules laid down and monitored by SEDIF. 2 THE PUBLIC WATER UTILITY IN FIGURES
3 editorial THE LARGEST PUBLIC WATER UTILITY IN FRANCE Producing 775,000 m 3 of water every day, SEDIF can claim the title of France s largest public water utility. SEDIF delivered billion liters to users in 2017 through a network of pipes stretching 8,683 kilometers. SEDIF and its delegated provider manage a consolidated budget of 579 million excl. tax and develop leading-edge production and distribution technologies at three of the world s highest performance plants located along the major rivers running across the Paris region (the Seine, Marne and Oise). By investing between 110 and 150 million excl. tax each year in its continuously-monitored facilities, SEDIF guarantees safe water in response to subscribers needs. TAX * per m 3 (1,000 liters of water) * as of January 1, 2017, for standard consumption of 120 m Loans Net borrowing (balance between new loans and capital repayments on the loans taken out over previous years) represents additional financing of 7 cents for 1,000 liters of water Method The portion accruing to the public utility responsible for supplying drinking water (31.7%) is analyzed from two perspectives in order to understand how the utility s financial resources: 1. cover the expenses broken down according to SEDIF s various missions; 2. finance the utility s various expenses according to their type: day-to-day operating expenses, asset maintenance and modernization. This work cannot be seen directly in the utility s accounts, but results from an additional complex analysis of the various accounting entries. 14 Flawless water quality To ensure that water is safe for consumers, it must satisfy two key conditions: it must not contain microorganisms (bacteria, viruses or parasites) that could cause diseases; it must not contain concentrations of undesirable substances (nitrates, pesticides, heavy metals, etc.) that exceed the quality thresholds defined by the French public health code. Furthermore, drinking water must satisfy criteria related to color, taste and smell. 2 LEVELS OF CONTROL Health inspections conducted under the responsibility of the Île-de-France Regional Health Authority by laboratories approved by France s Department of Health. PERFORMANCE MEASUREMENT The delegated public service contract specifies 144 performance and monitoring indicators, which include an incentive/penalty system and cover all operational and service aspects, such as user relations, water quality and safety, facility management, maintenance and other work, information system, environment and social issues. QUALITY FORUM FOR THE PUBLIC WATER UTILITY This telephone survey system, which is shared by SEDIF and its delegated provider and managed by an independent organization, assesses user perception and helps identify the strengths of the service and ways in which it can be improved. In 2017: Over 4,000 users surveyed (residential subscribers and non-subscribers, managers of apartment buildings and buildings open to the public, elected officials); High overall satisfaction: between 90% and 96%, depending on the target audience. 17 Local and international solidarity EAU SOLIDAIRE [WATER SUPPORT] Since January 1, 2011, 1% of the revenue from water sales accruing to the delegated provider has been donated to this program, which assists households that are struggling to pay their water bills or associated rental charges. In 2017: 910,500 disbursed to 5,400 recipients Since 2011: 5.7 million disbursed to 38,000 recipients The Cambon Act, masterminded by SEDIF s first Vice President, came into force on January 1, 2012 and enables water and wastewater treatment utilities to earmark 0.5% of their revenue for the french housing solidarity fund (known as FSL). SOLIDARITÉ EAU [WATER SOLIDARITY] In 1986, SEDIF launched this program in an effort to develop access to drinking water in developing countries; The Oudin-Santini Act of February 9, 2005, strengthened this initiative by allowing local authorities and government agencies to plow up to 1% of their water budget into community support actions on an international level; In 2017: 19 projects supported, for a contribution of 2.4 million.
