5 SKENDER DURMISHI (PhD) Director of the Diplomatic Academy Welcome to the first edition of the Bulletin of the Diplomatic Academy of the Republic of Kosovo. The Academy was established in 2012 with the key purpose, that still remains today, of strengthening the professional capacities of Kosovo diplomats and officials for more competent performance in exercising their profession, whether in diplomatic and consular posts or in the Ministry. The Bulletin, brought here to you, is proof of progress, experience and results. The Academy has a small staff in number, but they have strong willingness and commitment to building a modern, efficient and useful institute for Kosovo diplomats and Diplomacy. For this purpose, we have started with adequate programmes, trainings and curriculum, in accordance to the circumstances, needs and priorities of the MFA. Part of the success is the active partnerships with world renowned diplomatic academies and training institutes that are providing their PREFACE knowledge and experience to Kosovo diplomats through: tailored courses; trainings on vital matters of profession such as protocol, analysis and diplomatic reports; diplomacy techniques; international negotiations; lectures with distinguished professors, carrier diplomats and local and international personalities on current issues; specialised trainings organised with the help of the network of our partners; language courses; and many other projects and activities. In a word, our ac tivities include everything that aims at strengthening the practical performance skills of our diplomats. The Academy tends to testify that in addition to its main growing objectives, it will also focus on what is called the institutional memory by maintaining hard copies of its work, past and present, as well as of its core projects. In this edition we have selected and summarised some of the foremost moments and activities from the early work of the Academy until the end of this year. The first edition of the bulletin is of the summary character, because of some immediate priorities, including legal infrastructure, consolidation process, drafting of working curricula, and building the network of partnership with diplomatic academies and diplomatic training institutes. The bulletin has naturally come to the agenda. Henceforth, the publication of the bulletin will enter into regular annual or semester interval trends. We also hope it will be enriched with the analysis of current international issues by national and foreign scholars and experts. Herein, I avail myself of this opportunity to e xpress my gratitude and appreciations for all the partners and colleagues that support us in our work. And, at the same time, we remind you that, as always, we are open to evaluations, remarks and suggestions in the future work of the Academy. 4

7 THE DIPLOMATIC ACADEMY The Diplomatic Academy of the Republic of Kosovo was established on 8 March 2012 with the Government Decision no. 03/65, as a public institution aimed at preparing and training members of diplomatic staff and other officials serving in the Republic of Kosovo missions abroad. In the field of foreign policy, the Academy shall undertake tasks focused on education, training, counselling, and research character. The Diplomatic Academy is an independent institution that, in cooperation with the Ministry of Foreign Affairs of the Republic of Kosovo, aims to develop the professional (diplomatic) skills of diplomats and other civil servants who deal with international matters or work in an international environment. The Diplomatic Academy aims to achieve this by: Identifying needs and demands of civil servants, in cooperation with the MFA. Supporting the MFA in determining objective (real) criteria to recruit new members of staff. Supporting the MFA in selection of candidates, based on the abovementioned criteria. Designing specialised courses based on the identified needs and demands. Selecting participants for its training activities based on specific criteria, depending on the training course. Organising annual training programmes for young diplomats. Organising specific training pro- 6

8 grammes for mid- and high-level diplomats. Organising specialised training programmes (ex. in international negotiations, public diplomacy, EU institutions, international organisations or effective advocacy). Organising induction courses for other officials of MFA (non-diplomatic staff). Evaluating participants during the courses and issuing reports for the MFA and other involved institutions, in regards to successful participation. Issuing certificates for participants who have successfully completed their training activities. Organising lectures on general topics, seminars, workshops, e-conferences and other activities, in order to raise general capacities of diplomats and other civil servants. Evaluating its activities and defining the latter s impact. Issuing annual bulletin regarding its activities and developments in diplomacy. Coordinating, cooperating and building relations with its strategic partners and other local or international institutions that are specialised in trainings, Diplomatic Academies that deal with diplomatic trainings and raising of capacities, as well as by involving external expertise in its the Diplomatic Academy curriculum itself. The Diplomatic Academy aims to bring together local and international experience and expertise as stipulated in Regulation no. 01/2012 on the Functioning of the Diplomatic Academy of the Republic of Kosovo thus becoming a leading institution for diplomacy and international relations in Kosovo. By the end of 2017, the Diplomatic Academy will have trained a new generation of successful diplomats and other civil servants who work in international matters or in an international environment. It will also have developed its teaching and organisation capacities to create its curricula that will effectively meet the training needs for the MFA and other Ministries. Through these activities, the Diplomatic Academy will strengthen the capacity of Kosovo to promote its interests and to participate effectively in the international environment. 7

16 Signing of Agreement with the University of Prishtina Hasan Prishtina Prishtina, 11 March The Diplomatic Academy of the Republic of Kosovo signed a Memorandum of Understanding with the University of Prishtina Hasan Prishtina with the aim to cooperate and exchange experiences in the fields of diplomacy, international relations, international law and other academic disciplines. The Diplomatic Academy Started the First Training for Kosovo Officials Prishtina, 21 and 22 March 2013 The first training for officials of the institutions of the Republic of Kosovo was held with lecturers Dr. Valbona Zeneli and Dr. Mathew Rhodes from the George C. Marshall Centre. The topics included The USA policies and Europe and Global and Regional Economy. The event was officially opened by Kosovo Deputy Minister of Foreign Affairs H.E. Mr. Petrit Selimi, the Director of the Diplomatic Academy Ambassador Albert Prenkaj, Deputy Chief of Mission of the US Embassy in Prishtina H.E. Mrs. Kelly Degnan, and Rector of the University of Prishtina Hasan Prishtina Prof. Dr. Ibrahim Gashi. 15

17 George C. Marshall Center Provides Lectures for the Diplomatic Academy Prishtina, 2 and 3 May 2013 A two-day training with Dr. John Kriendler and Dr. James K. Wither from the George C. Marshall Centre was organised on NATO, fundamental matters, its functioning and enlargement and on International Negotiations. Participants of this activity were officials from the Assembly, the Office of the President, the Office of the Prime Minister, Ministry of Security Force, Ministry of Internal Affairs, and masters level university students. 16

18 Diplomatic Academy of Vienna and the Netherlands Institute CLINGENDAEL Provide Trainings for Kosovo Diplomats and Civil Servants Prevallë / Prizren, May 2013 In cooperation with the Diplomatic Academy of Vienna and the Netherlands Institute of International Relations Clingendael, a three-day training for diplomats and representatives of a number of Kosovo institutions was organised. Ambassador Hans Winkler, director of the Diplomatic Academy of Vienna lectured on the Vienna Conventions, international relations and diplomacy, while Dr. Paul Meerts from the Clingendael lectured on bilateral and multilateral negotiations as well as on the making of negotiations strategies. 17

19 The DA Director Prenkaj Visits the Bulgarian Diplomatic Institute Sofia, 4 June 2013 Director of the Diplomatic Academy, Ambassador Albert Prenkaj, pays an official visit to the Bulgarian Diplomatic Institute to discuss the continuation of cooperation between the two institutions and exchange views on the ways of cooperation. 18

20 The Diplomatic Academy Organises an Open Discussion with the US Ambassador, H. E. Mrs. Tracey Ann Jacobson Prishtina, 18 July 2013 Organised by the Diplomatic Academy, U.S. Ambassador in Kosovo, H. E. Mrs. Tracy Ann Jacobson held a lecture on the Role of the USA in Kosovo. The audience in this activity included accredited ambassadors and other diplomats in Prishtina, members of academia, professors, scholars and students. 19

21 DA Signs a Memorandum of Understanding with CLINGENDAEL Prishtina, 5 September 2013 The Diplomatic Academy of the Republic of Kosovo signed a Memorandum of Understanding with the CLINGENDAEL - Netherlands Institute of International Relations. 20

22 DA and CLINGENDAEL Organised a Two-day Training on Negotiations Skills Prishtina, 4 and 5 September 2013 The Diplomatic Academy of the Republic of Kosovo held a two-day training on Negotiations Skills with Dr. Ron Ton, director of the CLINGENDAEL - Netherlands Institute of International Relations. Prizren, 8 and 9 October 2013 The Diplomatic Academy organised a two-day training on Protocol, with lecturers Mrs. Rina Ademi from the US Embassy in Prishtina, and Mr. Eduard Sulo, Carrier Ambassador and former-secretary General of the Albanian MFA. Prishtina, 16 October 2013 The Diplomatic Academy organised a training on Conflict Resolution with Prof. Dr. Tery Murphy from Concordia University from Portland, USA. 21

Mr. Alex Mallias, on Freedom, Democracy and Peace Issues with special focus on Kosovo. 22

24 A Two-Day Training on Writing for the Audience and Correspondence Prizren, 29 and 30 October 2013 The Diplomatic Academy in cooperation with trainers Mr. Adrian Rossiter and Mrs. Zoe Mchill-Ritchie from the Civil Service College in the United Kingdom, organised a training on Writing of the documents writing for your audience. 23

25 Training with Clingendael for the Members of the Foreign Service Prishtina, 5-9 November 2013 The Diplomatic Academy in cooperation with the Clingendael organised a four-day training on capacity building of the staff of the Academy and members of Foreign Service of the Republic of Kosovo, in order for the Academy to be able to respond to the needs of the MFA and the Government of Kosovo in this field. 24

26 EU and Global Energy Issues Training Prishtina, 26 November 2013 The Diplomatic Academy organised a training on EU and Global Energy Issues with Jacques de Jong from Clingendael. This training was opened with a remark by the Minister of Foreign Affairs, H. E. Mr. Enver Hoxhaj. 25

32 An Agreement Is Reached with the Hungarian Institute for International Relations Budapest, 23 January 2014 The Diplomatic Academy signed a Memorandum of Understanding with the Hungarian Institute for International Relations. This agreement was signed by the director of the Diplomatic Academy of the Republic of Kosovo Mr. Skender Durmishi, and Professor Rozsa Erzbeset of the Hungarian Institute for International Relations. It foresees cooperation in affairs related to international diplomacy. 31

33 In Cooperation with the British Council in Kosovo, Training on Advancement of Diplomatic Skills and EU processes, legislation and policies Was Organised Gjakova, February 2014 The Diplomatic Academy in collaboration with the British Council in Kosovo, organised a training on Advancement of Diplomatic Skills with lecturers Ambassador John Buck and Ambassador Charles Crawford from the Ambassador Partnership from London. The second part of the training was focussed on EU processes, legislation and policies and was delivered by Mrs. Zoe McNill Richie and Mr. Adrian Rossiter from the Civil Service College in the Great Britain. 32

34 DA and University of Prizren Sign a Memorandum of Understanding Prizren, 3 March 2014 The Diplomatic Academy of the Republic of Kosovo signed a Memorandum of Understanding with the Public University of Prizren Ukshin Hoti. The agreement was signed by the director of the Diplomatic Academy, Mr. Skender Durmishi and the acting rector of the University of Prizren, Prof. Dr. Zahadin Shemsidini. It aims at cooperating and exchanging the experiences in the field of diplomacy, international relations, international law and other academic disciplines. 33

35 Lecture in the Diplomatic Academy of Kosovo Prishtina, 12 March 2014 The Diplomatic Academy organised a lecture on The importance of communication for work efficiency in the embassies with the Ambassador of Kosovo in Sweden, H. E. Mr. Ilir Dugolli. 34

36 Kosovo and Albanian MFAs: the Prizren Meeting, a Turning Point for the Two Countries Prishtina, 14 March 2014 Organised by the Diplomatic Academy, Ministers of Foreign Affairs of Kosovo and Albania, H. E. Mr. Enver Hoxhaj and H. E. Mr. Ditmir Bushati held a lecture on Strategic partnership as a cooperation between the two states, especially in the aftermath of the joint meeting between the two governments in Prizren. This event was organised with a well-selected audience composed of diplomats, officials, civil society representatives, and journalists. 35

37 Multilateral Diplomacy by Representatives of OSCE and Council of Europe Offices in Prishtina Prishtina, 20 March 2014 The Diplomatic Academy within the premises of the MFA organised a joint lecture on Multilateral Diplomacy by the Head of Mission of the OSCE Mission in Kosovo, H. E. Mr. Jean-Claud Schlumberger, and the Head of Mission of the Council of Europe Office in Kosovo, H. E. Mr. Tim Cartwright. 36

38 Current Developments in Africa and the Role of Senegal as a Key African and Francofone Country Lecture Prishtina, 28 March 2014 The Diplomatic Academy organised a lecture on Current Developments in Africa and the Role of Senegal as a key African and Francophone country with the Secretary General of the Ministry of Foreign Affairs of Senegal, H. E. Mr. Amadou Kebe. 37

39 The Diplomatic Academy Started to Prepare Its Trainers Prishtina, 27 and 28 March 2014 The Diplomatic Academy, in coordination with Clingendael - the Netherlands Institute for International Relations, has organised the Training for Trainers titled Designing of the training curriculum, principles of training and usage of interactive exercises during the training. There were 8 officials participating from the Kosovo MFA who were identified as future trainers of the Diplomatic Academy. This is a 3 year long programme ( ), and will be organised twice a year, once in Prishtina and once in The Hague. 38

40 Cooperation Programme between the Diplomatic Academies of Kosovo and Montenegro Prishtina, 15 April 2014 The Diplomatic Academies of the Republic of Kosovo and the Republic of Montenegro signed a Programme of Cooperation. The agreement was signed by the directors of two institutions, Mr. Skender Durmishi and Mrs. Satka Hajdarpasic. This document offers many opportunities of cooperation between the two institutions such as regular contacts, exchange of experiences and professors and training staff, joint research in the field of foreign affairs and international relations, joint consultations, organisation of language courses, as well as projects of mutual interest in the related fields. This agreement expresses good relations between the Republic of Kosovo and Montenegro. 39

41 Cooperation with the Bulgarian Institute of Diplomacy is Deepened Prishtina, 28 April 2014 The Bulgarian Institute of International Relations paid a visit to the Diplomatic Academy of the Republic of Kosovo, led by head of Training and Projects Department Mrs. Biliana Deqeva. 40

42 The Diplomatic Academy of Vienna Will Provide Continuous Support for the Diplomatic Academy of Kosovo Vienna, 5 May 2014 Director of the Diplomatic Academy of the Republic of Kosovo paid a visit to the Diplomatic Academy of Vienna, where he met with the director, Ambassador Hans Winkler and deputy-director Gerhard Sailler. This meeting was a great opportunity to arrange future joint projects, showing full commitment by the Diplomatic Academy of Vienna to further strengthening its relations with and support of the Diplomatic Academy of the Republic of Kosovo. 41

43 1st Spring School for Junior Diplomats Human Rights, Peace and Security May 2014 in Prevalle, Prizren, Republic of Kosovo Prevallë / Prizren, May 2014 The Diplomatic Academy in cooperation with the German Friedrich Ebert Foundation organised the 1st Spring School for Junior Diplomats on Human Rights, Peace and Security. This school was attended by junior diplomats from neighbouring countries, including Albania, Bulgaria, Croatia, Hungary, Kosovo, Macedonia, Montenegro, and Turkey. Lecturers for this activity included those from the George C. Marshall Centre, Clingendael, Croatian Diplomatic Academy, Albanian MFA, University of Prishtina, etc. For this first edition of the Spring School, greeting messages were sent by Ambassadors Wolfgang Ischinger, Ambassador Wolfgang Petritch, Ambassador Shaun Byrnes, Ambassador Frank Wisner, Prof. Dr. Eckart Stratenschulte. 42

45 Good morning everyone, Dear participants of the Spring School of the Diplomatic Academy, Your Excellencies, Dear Mr. Wulf, Members of the Board of the Academy, Ladies and Gentlemen, Allow me to express myself how delighted I am to welcome you all at the opening of the First Spring School for Young Diplomats of the Diplomatic Academy of Kosovo. The first thing that comes to my mind at this very moment is the old proverb that says even the longest road begins with a first step. The Diplomatic Academy is making the first step. But, the diplomatic course that we are starting today will be a regular one. Our hope is that the Spring School will have a long road ahead, by providing a useful forum for professional diplomats to debate interesting and actual issues of regional and global character. Today and here with us, to participate at the First Spring School, are young diplomats from Albania, Bulgaria, Croatia, Hungary, Macedonia, Montenegro, Turkey and our colleges from the Ministry of Foreign Affairs of the Republic of Kosovo. I am pleased to welcome you all to the opening of the First Spring School of the Diplomatic Academy on Human Rights, Peace and Security. Let me explain briefly why we have decided for this topic. Issue of Human Rights is actually in the very core of institutional and social life in Kosovo. So to say, our Factor X. Issue of Human Right is of crucial importance and significance. It is easy to see that this is not about rhetoric or only nice wording. Human Rights are an important part of our overall legal framework. Kosovo provides legal and constitutional guaranties for gender equality, child protection, minority rights. Human rights and fundamental freedoms guaranteed by international agreements and instruments are directly applicable in the Republic of Kosovo. On the other hand, on daily basis, our institutions are making progress to implement in reality such high standards for human rights. However, the topic of Spring School, as you may have noticed from the agenda, has even a wider scope and magnitude. We tried to offer opportunity to sharpen focus on some other topics with global and local significance: cyber terrorism, security on economic investments, European Union and regional cooperation, important topics on International Law such as responsibility of the states, globalisation, techniques of diplomacy, etc. We consider those as strong topics. Besides, in this project we have with us strong partners such as distinguished academies and institutions, and prominent professors as well as carrier ambassadors. This is the occasion to thank them all. Many distinguished personalities offered support, and some of them have sent letters of congratulation including Ambassador Wolfgang Ischinger, Ambassador Wolfgang Petrisch, Ambassador Shaun M. Byrnes, Ambassador Frank Wisner, Director of the European Academy Berlin Prof. Dr. Eckart D. Stratenschulte. We are grateful and appreciate their support and hope to have them soon in our programs. At a time when the Republic of Kosovo is making progress in gaining recognition as an independent state and is taking its legitimate role in the international community of states, as well as in international organizations, there is an ever growing requirement and need for well-trained diplomats. Therefore, I not only consider the founding of the Diplomatic Academy of Kosovo as a matter of the highest importance, but I am also given my own close ties with the people of Kosovo pleased to see how it is developing and that it is active in initiating projects such as this Spring School. The United States was proud to stand by Kosovo in ending the war of liberation. We were pleased as well to play a role in the development of Kosovo s new state institutions; it was a matter of particular pride that the United States contributed to the negotiations which resulted in your independence in I was fortunate to represent the United Stated during those negotiations and to watch the birth of your new state and government, including your diplomatic service. Well trained diplomats will make a crucial difference in Kosovo s future and the Diplomatic Academy will serve the purpose of making sure that your diplomatic service has the skills Kosovo requires. As you proceed, you will be able to count on the friendship of the United States and of our Department of State and Foreign Service Institute. The Federal Republic of Germany and the Republic of Kosovo have been working closely in many different fields: in fostering its state-structures proactively after its declaration of independence and Germany s immediate recognition, in supporting its European integration efforts, in developing basic education, in promoting legal reform. The signing of the Serbian-Kosovar agreement on April 19, 2013, constituted a major step forward to get their relationship normalized and paving the way for launching the negotiation process about the conclusion of a Stabilization and Association agreement. Kosovo now has to live up to the challenge to have enough civil servants and diplomats at its disposal to take part actively and competently in the EU relevant negotiations and other endeavours. 47

The event gave the opportunity to develop professional skills, provided active participation both individually and in team and gave the opportunity to build networks among young diplomats. Mr. Enver Hoxhaj, and director of the European Centre for Security Studies in the George C. Marshall Centre, Lt. Gen. (ret.) Keith W. Dayton, signed a Memorandum of Understanding between this centre and the Diplomatic Academy of the Republic of Kosovo. This agreement aims at providing support in the field of human capacity building and empowering Kosovo diplomacy. CLINGENDAEL Will Continue the Support for the Diplomatic Academy of Kosovo The Hague, 11 June 2014 Director of the Diplomatic Academy Mr. Skender Durmishi paid an official visit at the Netherlands Institute for International Relations the Clingendael. There he met with the director, Mr. Ron Ton, and other officials of this institution. This meeting was a great opportunity to discuss mutual relations, and future activities between the two institutions to be organised in the same year: Medium Level Diplomatic Training, and the Training of Trainers. 52

57 Director of the DA Held a Lecture for the Students of the Summer International School of the University of Prishtina Prishtina, 18 July 2014 Director of the Diplomatic Academy, Mr. Skender Durmishi held a lecture for the students of the Summer International School of the University of Prishtina. Students were attending the course on Diplomacy and Intercultural Communication that aimed to inform students about the art of diplomacy in western traditions and contemporary global politics. The course was lectured by Prof. Dr. Shak Bernard Hanish from North Arizona State University, and Prof. Dr. Qerim Qerimi, from the University of Prishtina. 56

58 Ambassador Bekim Sejdiu Holds a Lecture at the Diplomatic Academy Prishtina, 22 August 2014 The Diplomatic Academy organised a public lecture with Kosovo Ambassador Bekim Sejdiu on Kosovo s road towards the United Nations organisation (UN): opportunities and threats. Amongst the audience were officials from the Ministry of Foreign Affairs, Ministry of European Integration, and other officials of Kosovo institutions, who at the end also had a chance to ask questions. 57

59 Kosovo Diplomatic Academy Signs a Memorandum of Understanding with the Estonian School of Diplomacy Tallinn, 18 September 2014 The Diplomatic Academy extended its list of partners for professional cooperation in the field of trainings, by signing a Memorandum of Understanding with the Estonian School of Diplomacy. 58

60 Continuation of Cooperation with Turkish Embassy is Confirmed Prishtina, 26 September 2014 Director of the Diplomatic Academy, Skënder Durmishi, during his visit to the Turkish Embassy in Kosovo, has appreciated the support the Turkish MFA has provided on the implementation of projects in many fields. So far, junior diplomats of Kosovo have been sent to Ankara and Istanbul for trainings and skills on diplomatic protocol, informative technology, international relations and diplomacy. The Embassy of Turkey also confirmed the readiness of continuation of cooperation with the Diplomatic Academy of the Republic of Kosovo, supporting a number of projects related to capacity building of Kosovo diplomatic staff. 59

63 Two-Day Training on Economic Diplomacy Prishtina, 2-3 October 2014 The Diplomatic Academy together with the Department for Economic Diplomacy of the Kosovo MFA organised a two-day training on Economic Diplomacy. The Role of the Economic Diplomacy in Promoting Kosovo s Economy was presented by official for economic affairs of the US Embassy in Prishtina, Mr. Todd Christiansen. Business Community s Recommendations for Kosovo Institutions was underlined by the Head of Kosovo Chamber of Commerce, Mr. Safet Gërxhaliu. British Ambassador to Kosovo, HE Mr. Ian Cliff, spoke about the Trade Diplomacy. During the second day of the training Concepts of Economic Diplomacy, Croatian Model, and Comparative Aspects of Some States such as Finland, Denmark, and UK was lectured by the Head of Division for Diplomatic and European Training at the Croatian Diplomatic Academy, Mr. Dubravko Žirovcic 62

French Language Courses Continue to Be Organised Prishtina, 15 October 2014 Kosovo Diplomatic Academy, financed by the Embassy of Republic of France in Prishtina and implemented by French Alliance in Prishtina (Alliance Française Prishtina), continues to organise French language courses for members of Foreign Service of the Republic of Kosovo. 63

65 Kosovo Diplomats Participate in the 16th Seminar on European Integration Processes in Dubrovnik Dubrovnik, 6-9 October 2014 The Kosovo Diplomatic Academy, with the invitation of the Croatian Diplomatic Academy, organised participation of Kosovo diplomats in the 16th Joint Seminar on European Integration Processes. In one of the panels of the seminar, the Director of the Diplomatic Academy of Kosovo, Mr. Skender Durmishi, also made a presentation about the topic of the communication strategy with the EU, respectively about the Communication Strategy of Kosovo. 64

67 Lecture on Regional Cooperation Prishtina, 5 November 2014 The Kosovo Diplomatic Academy, in the framework of cooperation with the Croatian Diplomatic Academy, organised a lecture with the Head of Section for Regional Initiatives and Trans-border Cooperation in the Ministry of Foreign and European Affairs of the Republic of Croatia, Ambassador Tonci Stanicic. The topic of the lecture was Basic Elements and the Role of Bilateral Diplomacy for Regional Initiatives Croatian Experiences and its Bilateral Relations with Kosovo. Ambassador Stanicic, in the Department for Regional Affairs, also held a special and very fruitful meeting with some directors of different departments of the Kosovo Ministry of Foreign Affairs. In all these meetings, ambassador Stanicic was accompanied by Kosovo ambassador in Zagreb, Mrs. Shkëndije Geci-Sherifi. 66

68 New Projects of Cooperation with the Diplomatic Academy of Turkey Ankara, 10 November 2014 Director of the Diplomatic Academy of the Republic of Kosovo, Mr. Skender Durmishi, visited the Ministry of Foreign Affairs of the Republic of Turkey, with the invitation of the Diplomatic Academy of Turkey. The director of Political Affairs at the Kosovo MFA, Mrs. Lirie Berisha, as well as the Administrative Assistant of the Diplomatic Academy, Mrs. Dafina Bakija, also attended this official visit. The Kosovo delegation was later received by the Director General for the Balkans and Central Europe, Ambassador Babür Hızlan. At this meeting the parties also discussed the regional developments and cooperation of relevant departments, especially regarding regional initiatives. 67

Ladies and gentlemen, Excellencies, Since the Declaration of Independence, in 2008, the Republic of Kosovo has made significant steps in the irreversible process of full integration into the international system. Distinguished friends and guests, It is my honour and privilege, on behalf of Diplomatic Academy of the Republic of Kosovo, to wish you a warm welcome to the Conference titled: Multilateral Diplomacy: Opportunities and Challenges for Kosovo s Membership in International Organizations. First of all, I would like to say a few words about the Conference: Why this title? 68

70 On the other side, within Kosovo, in cooperation with the international community, mainly EU, we have succeeded in building a modern legal framework, with the highest democratic spirit and standards. It means that Kosovo offers constitutional guarantees for democracy, human rights, minority rights, peace and tolerance the same standards as in the member countries of international organizations. Right now we are in a process with parallel priorities: implementation of legal and democratic standards in Kosovo, and striving for full membership in the International Organizations. Multilateral diplomacy and membership in international organizations is our priority, not only as a goal but as a value, as well destination and hopefully destiny. All in all, this is a demonstration of our readiness to undertake our part of responsibility, as well as receiving the advantages of being an active member of the international community. So, the timing is good, the topic strong enough and legitimate and, of course the venue... Vienna is the right place, for a conference to discuss Kosovo and multilateral diplomacy. Vienna is an important centre of multilateral diplomacy; Austria is a friend of Kosovo - a friend, a gateway and a support for integration of the Balkans into the EU. May I say how delighted we are to have with us well known and distinguished panelists. Some of them (Mr. Rohan, Mr. Petritsch) with a long experience, even a hard time, in trying to help us overcome difficult situations in the Balkans. This is an opportunity to express gratitude and, special thanks for accepting the invitation to the conference. Distinguished audience, For me and my staff, this conference has another added value: it is a partnership and cooperation with the Diplomatic Academy of Vienna. In fact, this is a continuation of the close cooperation we have already established in such a short time. This is a good opportunity to express gratitude to Ambassador Winkler and his staff for the genuine cooperation to date, and for this conference, as well. And, of course, thank you all, for being with us today. By organising a conference, as a joint project with the Diplomatic Academy of Vienna, we had the intention to provide a forum for a debate on the topic of the conference. 69

71 Video message by the Vice-President, European Parliament and EP s Rapporteur for Kosovo Ms. Ulrike Lunacek Dear guests at this high level conference on the challenges and opportunities of Kosovo s participation in international organizations. My name is Ulrike Lunacek, I m a member of this European Parliament for the Austrian Greens, I m Vice President of this Parliament in charge of the Western Balkans and I m also rapporteur for Kosovo - I have been since 2009 and was nominated again to follow the issue. I m really very sorry - and those of you who know me, know that it is true - for not being able to participate in this meeting in Vienna. But, unfortunately you know, European Parliamentarians have to go to Strasbourg once a month, and it s exactly the days we have to be there, so I have to be there and cannot be with you. Anyway, I wish you good conversations, a good dialogue that will lead to further progress of Kosovo s way of being accepted, respected, as a full member of the international community. Of course, there are some problems inside Kosovo itself, I wish there would be a new government already, after the elections before the summer, because that would make it easier for those of us 70 who support Kosovo, the Republic of Kosovo, in its way toward full membership of all international organisations. And of course, we also have problems at the moment where EULEX is concerned, the uncovering of alleged corruption, problems inside EULEX, is something that I and we here in the Parliament are dealing with. But, the main issue that is at stake now in your debates on these two days is how Kosovo can really become a full member of all international organisations. And of course for me, the most relevant here, for a start, is also the European Union. I do hope that your conversations will lead to those, at least some of the five non-recognisers within the EU to really go ahead and go on recognizing, because status neutrality is simply something that in international affairs should not exist. I mean, if there is a Republic there, there are Kosovo institutions, there s a Parliament, there s civil society, most are very pro-european, so I do hope there will be a change of mind in at least some of the five that are not yet recognizing Kosovo.

72 And the argument that some of them are using, that this is against international law, I always tell them that there has been an International Court of Justice, verdict in 2010 which made it clear that Kosovo s Declaration of Independence has not been against international law. And to the others who say that they are afraid that their own ethnic minorities would want to become independent. Well I always tell them, none of the democratic governments in this European Union have ever done to Kosovo Albanians what the Milosevic regime did, the dictatorship. That successfully was ended in Serbia years ago. What the Milosevic regime did to Kosovo Albanians, there s no comparison for any of the other minorities. But not to make this message too long, I hope also that the number of UN member states that already have recognized Kosovo, and it s more than a hundred, it s more than half of UN member states, that this will continue to grow and that soon there will be also acceptance of Kosovo in different UN organizations and at the UN itself. I m working for that, many of the colleagues here at the European Parliament are working for that, together with you and I hope we ll be successful in the very near future. The Consequences of the Advisory Opinion of the International Court of Justice in 2010, Kosovo in the Multilateral Framework, Striving for Integration, and Kosovo and the Region: Bilateral Relations, South-East Europe and Regional Integration. Meanwhile, these panels were facilitated by four moderators: Die Presse journalist - Helmar Dumbs, Legal Advisor of the Austrian MFA - Helmut Tichy, Senior Researcher at the Austrian Institute for International Affairs (OIIP) - Vedran Dzihic, and Coordinator for Southeast European Cooperative Initiative and Chairman of the Institute for the Danube Region and Central Europe - Erhard Busek. Vice-President and Rapporteur for Kosovo in the European Parliament - Ms. Ulrike Lunacek also addressed the conference through a video-link. Impressions from the Conference Georges-Marie Chenu, Minister Plenipotentiary hors classe, former Ambassador; Co-Author of Kosovo, reports on the construction of a state It was a very interesting conference, high-level. But it may be too much high in the sense that we spoke or the intervention was more dedicated about legal problems than concrete reality. My recommendation is first to invite Serbs, Russians, and all the people who are against the recognition of Kosovo: I know it is very difficult. We have to tell the reality, and the reality is that if we do not change these apparently little problems it will be difficult to change the big problems. Skender Durmishi, Director of the Diplomatic Academy of the Republic of Kosovo Integration of Kosovo in international organisations together with the multilateral diplomacy have an important and high priority in the diplomacy of Kosovo. With this aim, in cooperation with the Diplomatic Academy of Vienna, we have organised this conference to offer a forum with very important topics, participants and panellists to debate on this matter. Wolfgang Petritsch, former EU Special Envoy for Kosovo; former EU chief negotiator at the Kosovo peace talks; former High Representative for Bosnia and Herzegovina This conference by the two diplomatic academies in Prishtina and in Vienna has demonstrated that Kosovo is making big progress. However, there are still some challenges that should be tackled. I believe that it is important now that [Kosovo] closely cooperates with the region and with the neighbours. This is a precondition for a good cooperation and eventually accession of Kosovo into the European Union. 72

74 We Europeans are convinced that Kosovo belongs to Europe. We are part of this wider continent. But, membership is something that is still in the future, and the work has to be done every single day. The cooperation in the region and then with Brussels and important capitals like Vienna I believe will bring Kosovo eventually to the realm of the European Union. Albert Rohan, former Deputy Special Envoy of the UN Secretary-General for the Future Status Process for Kosovo; former Secretary General for Foreign Affairs, Austrian Federal Ministry for European and International Affairs It has been a very interesting conference organised by the Diplomatic Academy of Vienna and of Prishtina: A good cooperation between our two countries. We discussed political and legal matters, and I think the main message I would say is that Kosovo must more intensively participate in the European integration process. Austria is ready to help as much as it can. Christian Tomuschat, Professor emeritus for International Law, Humboldt University Berlin I think the conference was very fruitful and many people made good constructive suggestions on how to resolve the pending issues between Serbia and Kosovo. And I think there may be now a new spirit of understanding. Although, I found that in the Security Council of the United Nations, Serbia made speeches which are not really very conciliatory. But, in this event here I find that all of the Kosovo representatives were very open and I found them very - in a way - cooperative. But, of course they need a partner, somebody who listens to them, who accepts the cooperative spirit: that is the main issue. I think people have to be brought together, and this was also said by I think Mr. Petritsch, in a very positive way that people have to talk to one another and they must get rid of the remembrance of ethno-violence from the past. People should now look to the future and try to build the future and not remain attached to the past, and obviously if you want to re-establish your glorious past you will lead nowhere. I think in particular Serbia has to accept relatives as they are now, and then they can also build bridges with Kosovo, and it would be for the wellbeing of the two peoples. Hans Winkler, Director of the Diplomatic Academy of Vienna It was an interesting conference on the international position of Kosovo. I think everybody wants to see Kosovo as soon as possible as a full-fledged member of the international community. At the same time, we are of course aware that some obstacles still exist. Some of those obstacles have to do with Kosovo itself. I think and everybody agrees - including our colleagues from Kosovo - that there are also efforts necessary on the part of Kosovo. But on the other hand, we all said that the external obstacles should be overcome as soon as possible. We had some very good and interesting panels with very interesting discussions. I believe that everybody believes that there is no alternative to the European way of Kosovo and the whole region. What I found particularly interesting, in the last panel there was a discussion about integration in the region. We from the outside, like Austria, can help. But integration of the region can be done only by the countries of the region themselves. We want to help Kosovo and we want to help the region by achieving this integration. I look forward, personally and professionally, to the continuation of this conference in Prishtina, as soon as possible. 73

80 A Two-Day Training on Diplomatic Skills and Techniques with The Ambassador Partnership Gjakova, 3 March 2015 The Diplomatic Academy of the Republic of Kosovo organised a two-day training dedicated to strengthening diplomatic skills such as diplomatic correspondence, rhetorical skills and public appearance as well as the rehearsal of techniques for promotion of economic potentials and other values of the state of Kosovo. The training was delivered by Ambassador John Buck and Ambassador Charles Crawford of The Ambassador Partnership LLP from London. The training was opened by the Director of Diplomatic Academy Mr. Skender Durmishi and a speech was held by the Secretary General of the Ministry of Foreign Affairs of the Republic of Kosovo Mr. Kreshnik Gashi and the Ambassador of the Kingdom of Netherlands in Pristina, H.E. Mr. Robert Bosch. Training was focused on theories, practices, strategies and tactics of international negotiations. The Danish film about Kosovo Serbia negotiations titled The Agreement, was presented and analysed with the participation of Ms. Minister Edita Tahiri as head of the Kosovo delegation, who shared the details in the negotiations process in Brussels. 84 Kosovo Diplomats Participants in the Western Balkans Seminar in Berlin Berlin, 2-27 March 2015 Three Kosovo diplomats, senior officials of the MFA, successfully completed the Fifth Executive Seminar for Diplomats from the Western Balkans, held at the Federal Foreign Office of Germany. This is an annual activity organized by the Foreign Service Academy Training for International Diplomats of the Republic of Germany. This activity was facilitated and supported by the Diplomatic Academy of the Republic of Kosovo and the Embassy of the Federal Republic of Germany in Prishtina. 83

85 New Projects of Cooperation with the George C. Marshall Center Prishtina, 17 April 2015 The Diplomatic Academy of the Republic of Kosovo and the George C. Marshall Center are preparing the next project, in the frame of existing agreement on cooperation. During the month of July 2015, according to the project supported by the Marshall Center, a group of Kosovo MFA Officials will be sent in Garmisch for specialized trainings in the field of diplomacy. This time, the focus of the three-week training will be linguistic perfection related to the certain professional issues and fields. Professor Peggy Garza from the Marshall Center visited the MFA and met with the Director of the Diplomatic Academy Skender Durmishi to discuss details about this project, but also other projects that will be organized in future. 84

Prishtina, 22 April With the aim of further developing the economic diplomacy of Kosovo, the Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Kosovo started a three-day training dedicated to economic diplomacy officials and diplomats of MFA. The ambassadors of European countries in Kosovo and Kosovo government ministers and representatives of economic institutions were the lecturers. This training aimed at benefiting the officials and diplomats of the Foreign Ministry from the experiences of international experts in the field of economic diplomacy. 85

87 Lecture with the American Expert Kralev Prishtina, 22 April 2015 The Diplomatic Academy of the Republic of Kosovo organised a meeting and lecture with Mr. Nicholas Kralev, who presented his observations regarding the features of modern diplomacy, the challenges of American diplomacy, on demystification and humanization of diplomacy, the role of media and journalism in the ongoing changing world, the impact of the work of American diplomats in the daily life of millions of people worldwide, and how the USA diplomacy changed after September 11, Nicholas Kralev is author, journalist and expert of diplomacy and international relations. He was a correspondent in several internationally known media including Financial Times and Washington Times, and gained a lot of experience especially during travels of American State Secretaries such as Madeleine Albright, Colin Powell, Condoleezza Rice and Hillary Clinton. He has summarized these experiences in the books America s Other Army and Decoding Air Travel. This activity was organized in cooperation with the Embassy of the United States of America in Prishtina. 86

94 It is my privilege and honor to welcome you all, on behalf of the Diplomatic Academy of the Republic of Kosovo, in the opening ceremony of the Spring School for Junior Diplomats. This is the second edition of the Spring School, organized by the Diplomatic Academy of the Republic of Kosovo, with the kind support of the Fridriesh Ebert Foundation - office in Prishtina. We are honored by the presence of distinguished and renown speakers, Ambassador DiCarlo of the USA, Ambassador Petrich of Austria, Ambassador Anderlic-Director of the Diplomatic Academy of Croatia, Director Hajdarpasic of the Diplomatic Academy of Montenegro, and many other prominent professors, carrier diplomats. It is a great pleasure to have amongst us, as participants, the young diplomats from Bulgaria, Croatia, Turkey, Hungary, Macedonia, Montenegro, Albania, as well as young diplomats and officials from the MFA of the Republic of Kosovo. 2nd Spring School for Junior Diplomats will be focused on the main topic Kosovo and Its Neighborhood in the Euro-Atlantic Perspective: Regional Cooperation and Security Challenges. Within the general topic, specific but important issues and dimensions will be elaborated, including Euro-Atlantic perspectives and integrations, NATO and security policies, European integration, regional cooperation, human rights, international law and international relations. The topic is very intriguing and accordingly we have invited, as you can see from the program, prominent professors and experienced diplomats from Europe and the USA, to address the topic by presenting their views and observations on the related issues. Our hopes are that during five days of this seminar we will answer, or at least, we will have clear views about many questions like: - Are we witnessing a come-back of geo-politics, - What is the most likely future for Euro-Atlantic relations, - Where do we see NATO s place and role in the future? - What are the perceptions on both sides of the Atlantic on the Euro-Atlantic project; or, how can we define such a project, if it exists? - Where is the place of the Balkans, or South-East Europe in the grand Euro-Atlantic picture? - What are the challenges, perceptions and expectations in our region? - and many other related questions My colleges from the Academy and our partners of this project hope that the seminar offers the participants a good opportunity to listen and interact with highly experienced speakers. In addition, we believe that this seminar is a contribution to the strengthening of the regional cooperation in the Western Balkans, as it enables the creation of the bridges of collegiality and friendships between the young diplomats who participate at this Seminar. 101 The Diplomatic Academy Organised a Two-Day Training on Protocol Prishtina, 3-4 June 2015 The Diplomatic Academy of the Republic of Kosovo, in the framework of Memorandum of Understanding for Cooperation with the Diplomacy Academy of the Republic of Turkey, organised a two-day training on protocol matters with the Turkish Ambassador, H.E. Mr. Murat Oguz. Ambassador Oguz, while sharing with the participants his forty-years of personal experience in the field of diplomacy and protocol, was focussed on the general rules of protocol, dress code, state ceremonials, organisation of official lunches and dinners, organisation of international conferences, representation in international relations, and official visits. The opening ceremony of this activity and at the end during the certificates ceremony also included the director of the Diplomatic Academy Mr. Skender Durmishi and the Ambassador of the Republic of Turkey in Prishtina H.E. 102 Amsterdam University College Students Visited the Diplomatic Academy Prishtina, 10 June 2015 The Diplomatic Academy of the Republic of Kosovo was visited by students of the Amsterdam University College, led by Dr. Anne de Graaf. Mr. Skender Durmishi received the students and presented to them the activities and plans of the Diplomatic Academy. Mr. Durmishi also mentioned the Memoranda of Understanding the Diplomatic Academy has signed with similar institutions in the world and joint projects with them. 101

103 Training for the English Language in Diplomacy Garmisch-Partenkirchen, 28 July-13 August 2015 The Diplomatic Academy in cooperation with the George C. Marshall Centre organised an English Language in Diplomacy training, aimed at developing highly-polished, executive-level professional writing and communication skills of English language, that are directly related to their daily jobs in the Ministry, embassies or consulates. There were six officials from the Ministry of Foreign Affairs of the Republic of Kosovo partaking in this training. 102

105 Warsaw, September 2015 The Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Kosovo participated in the 42nd International Forum on Diplomatic Training, respectively in the Meeting of Deans and Directors of Diplomatic Academies and Institutes of International Relations. Participants at this meeting were heads of diplomatic academies and institutes of international relations from different countries around the globe, as well as Polish and world diplomats and politicians. The Kosovo Diplomatic Academy was represented by its director, Mr. Skender Durmishi. 104

106 Malta is Ready to Provide Trainings for Kosovo Diplomats Prishtina, 7 October Director General in the MFA of Malta, Ms. Helga Mizzi was received by the director of the Diplomatic Academy during her visit to the MFA of Kosovo, Mr. Skender Durmishi. At the meeting it was agreed that the numerous possibilities of cooperation are defined in the form of a Memorandum of Cooperation between the two Academies that would be signed at the next meeting. During the meeting, the participation of diplomats from Malta in the Spring School was confirmed, as well as exchanges of officials, lecturers, texts and publications and organisation of joint thematic conferences with international actuality. 105

107 Kosovo Diplomats Participate in Seminars in Sofia and Dubrovnik Sofia and Dubrovnik, 9 October 2015 Based on the Memorandum of Understandings that the Kosovo Diplomatic Academy has signed with sister institutes, Kosovo diplomats have participated in the Fourth International Seminar on Diplomacy in the field of Energy organised in Sofia and the Seventeenth Joint Seminar on European Integration Processes for Junior Diplomats from Central, Eastern and South-Eastern Europe was organised Dubrovnik. Kosovo diplomats met and exchanged their experiences and knowledge, and had the opportunity to establish their network of contacts and connections with diplomats from different countries of the world. 106

108 A Group of Our Diplomats and Officials Concluded the Study Visit in Turkey Ankara and Istanbul, 4-11 October A group of the Republic of Kosovo diplomats and officials visited the Diplomacy Academy of the Republic of Turkey MFA. Matters presented during this visit included the Regional and Global Framework of Turkish Foreign Policy; Bilateral Relations with Kosovo; Multilateral Negotiations; Multilateral Economic Organizations and Regional Economic Cooperations like G-20, OECD, BSEC, D-8, ECO; Human Rights Diplomacy; Media and Foreign Policy in Turkey; Turkey s Relations with the European Union; Energy Diplomacy; Climate Changes and Environmental Diplomacy; Economic Diplomacy: Organizational Structure; Turkey s Economy and Foreign Economic Relations. Participants of this study visit included diplomats from the Ministry of Foreign Affairs, as well as officials from the Ministry of Economic Development, Ministry of Environment and Spatial Planning, Ministry of Trade and Industry, as well as the Office of Prime Minister - Office for Good Governance. 107

109 The Diplomatic Academy Continues to Organise the German Language Courses Prishtina, 19 October 2015 The Diplomatic Academy signed a Memorandum of Cooperation with the Centre for Language Learning in Prishtina Partner of Goethe Institute on German language courses for 24 diplomats and officials from the Ministry of Foreign Affairs of the Republic of Kosovo. This agreement is a continuation of previous cooperation with the same institute, which offers to the Kosovo Diplomatic Academy a discount of 50 % on the offer for lectures and the internationally recognised Start Deutsch 1 exam of Goethe Institute. In addition to the previous season, this season has two levels, respectively A1.1. and A2.1., and each level will be attended by 12 officials for 15 weeks in a row. 108

110 A Memorandum of Understanding Was Signed With the Diplomatic Institute of Bulgaria Prishtina, 20 October The Diplomatic Academy formally signed a Memorandum on Cooperation with the Diplomatic Institute to the Minister of Foreign Affairs of the Republic of Bulgaria. Parties with this agreement agreed to not only continue with the up to now joint activities, but further deepen the cooperation, including exchange of experts of different fields, exchange of literature, organisation of special tailored trainings, preparation of diplomats and administration of Kosovo in the road ahead towards the EU accession. 109

111 Organisation of a Training on Consular Issues Prishtina, October The Diplomatic Academy in cooperation with the Department for Consular Issues in the Ministry of Foreign Affairs of the Republic of Kosovo organised the second session of the training on Consular Issues, titled The System of Central Civil Registry. The training was attended by the officials of the Department of Consular Issues of the Ministry of Foreign Affairs, officials from the Ministry of Internal Affairs, Civil Registration Agency, as well as consular officials of the consular missions of the Republic of Kosovo. 110

112 Memorandum of Understanding with the Diplomatic Academy of Costa Rica Panama City, 29 October The Diplomatic Academy of the Republic of Kosovo has signed a Memorandum of Understanding with the Institute of the Foreign Service of Costa Rica. The agreement was signed in Panama City by the director of the Diplomatic Academy, Mr. Skender Durmishi, and the head of the Diplomatic Mission of Costa Rica in Panama, Mrs. Ingrid Picado Monge. 111

113 The Diplomatic Academy of Panama - Kosovo s Advocate in Central America Panama City, 30 October 2015 The director of the Diplomatic Academy, Mr. Skender Durmishi, paid a visit to the Diplomatic Academy of Panama, where he met with the director, Ambassador Marsel Salamin, The Diplomatic Academy of Panama, in addition to its cooperation with the Diplomatic Academy of Kosovo, will also advocate for Kosovo in the countries of Central America, with immediate focus on Kosovo s membership in UNESCO. The meeting was held within the framework of the existing agreement of both academies for periodic meetings and discussion of cooperation, first of all about the implementation of the Agreement signed two years ago. Mr. Salamin has vowed that Diplomatic Academy of Kosovo will be invited to the regular meetings of the Association of Academies of the Caribbean Region and Central America, where experiences may be exchanged, and meetings may be held with the Academies of several countries that have not recognized Kosovo yet. The director in the meeting was accompanied by the Charge d Affaires, Mrs. Zana Rudi. 112

114 Meeting with the Ambassador of El Salvador in Panama for Cooperation between the Two Diplomatic Academies Panama City, 30 October 2015 During his stay in the capital of Panama, Director of the Diplomatic Academy, Mr. Skender Durmishi, had a meeting with the Ambassador of El Salvador Francisko Salvador Fonseca Salgado. In this meeting they discussed about the cooperation between the two countries, with special emphasis on the possible future cooperation between two diplomatic academies. 113

115 Trilateral Conference on Diplomatic Training and EU Integrations Bringing EU Integration Experiences of the Countries from the Region 4 November 2015, Prishtina, Republic of Kosovo Prishtina, 4 November The Diplomatic Academy of the Republic of Kosovo in cooperation with the diplomatic academies of Croatia and Montenegro organised a trilateral conference on Diplomatic Training and EU Integration. Director of the Diplomatic Academy of the Republic of Kosovo, Mr. Skender Durmishi while welcoming the participants emphasized that the idea of cooperation with the institutions to which we have cooperation agreement is from earlier, and explained that this is organized in order to explore modalities of establishing diplomatic academies in the function of MFA, especially regarding regional integration towards EU. The Secretary General Mr. Kreshnik Gashi has welcomed the participants on behalf of the Ministry of Foreign Affairs of the Republic of Kosovo, whereas on behalf of the EU Office in Kosovo Mr. Thomas Gnocchi. Representative of the EU Office, on behalf of the head of this institution, has congratulated the signature and ratification of the Stabilization and Association Agreement (SAA) between Kosovo and the EU emphasizing the importance of building a solid record of implementation of this agreement. All participants have praised the idea of meeting of the three academies that can exchange experiences and offer assistance to each other. This conference was divided in two panels. The first panel discussed issues about EU and regional cooperation. Here were discussed the experiences of countries in the region following the signing of the SAA, as well as the context of regional cooperation, given that Croatia is already a member of 114

117 the EU, Montenegro is closing negotiating chapters, while Kosovo has just signed the SAA. Part of this panel were Mrs. Edita Tahiri, Minister of Dialogue, the Government of Kosovo, Mr. Tonci Stanicic, the former Ambassador of Croatia in Bosnia and Herzegovina, Serbia and Bulgaria, Mrs. Ana Vukadinovic, Acting Director General for Coordination of Programs of Assistance of EU in MPJIE of Montenegro, as well as Mr. Thomas Gnocci, Head of Political, Economic and European Integration Section in the EU Office in Kosovo. This panel is moderated by Mr. Damijan Sedar, Political Advisor for the implementation of dialogue, EU Special Representation in Kosovo. Minister Tahiri informed the participants about the progress of dialogue and the implementation of agreements between Kosovo and Serbia, underlining the importance and achievements with these agreements. The second panel was about Diplomatic training in the process of EU integration. Here they discussed the possible content of the curriculum of the Diplomatic Academies of the three countries, in the service of the EU integration process. Part of this panel were Mr. Ramadan Ilazi, Deputy Minister of European Integration, the Government of Kosovo, Mrs. Satka Hajdarpasic, Director of the Diplomatic Academy of Montenegro, as well as Prof. Dr. Mladen Andrlic, Ambassador and Director of the Diplomatic Academy of Croatia. This panel is moderated by Mr. Skender Durmishi, Director of the Diplomatic Academy of the Republic of Kosovo. Participants in the conference were officials and diplomats of the Ministry of Foreign Affairs, officials of the line ministries, diplomats accredited in Kosovo, deputies, professors and students. This activity is a continuation of the tradition created between the Diplomatic Academies of Kosovo, Croatia and Montenegro, and also based on juristic formal agreements signed between them. 116

119 On behalf of the Diplomatic Academy, I would like to welcome you to the trilateral conference organized by the Diplomatic Academies of Kosovo, Croatia and Montenegro. The EU Integrations and regional cooperation are always high in the agenda, as a crucial issue for our region. The very format of the conference we consider part of the message that everybody can do something worth for integration. Three Academies are trying to give a hand by providing this forum for discussing about the main topic, as well as for challenges, problems, and sometimes crisis. Observing these issues, you can t help, but to notice even paradoxes: In many areas, throughout the globe, they are seriously thinking to follow and implement the EU model, because of prosperity, democracy, human rights standards and the highest values of tolerance, culture, respect... Maximization of these capacities, by preserving diversities and identities. But, on the other side within the EU we can see shadows, challenges: financial crises, migration crises... some new threatening geopolitics. What is the impact of crises in the integration process and what is the best modus operendi to follow in the regional level. The best answer and solution is further integration but challenges and the impact, of course, are still there. So, we consider this as a legitimate and strong enough topic to be discussed but, as you can see in the agenda, we have with us today capable panelists, experts of the fields of EU Integration, as a theory, but as personal experiences, as well. And this will be the essential part of the first panel. The second, panel, also in close connection with the main subject, will try to answer the following questions: What kind of diplomats do we need for the EU Integration? Do they need special knowledge, skills? How to prepare them? Herein, this is part of the question of urgent nature for governments: what kind of diplomats we need for modern time diplomacy. Together with our colleges from Croatia and Montenegro, we have decided to invite you today to this conference to disuse about these questions. Croatia already in the EU and with still fresh experiences, Montenegro very close and advanced in EU integration process, and Kosovo that is in the process with full consensus and with new happy development it has just signed the Stabilization Association Agreement with the EU. We have invited strong panelists, but let me say, that among the guest we have prominent people who, we hope and expect, to give special values during the sessions of Q&A. As we are here among friends, this process has taken most of our attention and dedication especially in this couple of weeks.
