S. Navy Ships Encl: (1) N7001, Drydock Evaluation Procedure 1. Purpose. To provide a Military Sealift Coand (MSC) standard for evaluating dry docks. 2. Applicability. This policy applies to all MSC Governentowned ships. 3. Cancellation. This instruction cancels COMSCINST Policy. USNS ships that require drydocking shall be drydocked in a facility that eets one of the following criteria: a. Is under current certification by Naval Sea Systes Coand (NAVSEA) in accordance with reference (a). b. Is under current classification by a eber of the International Association of Classification Societies (IACS). c. Is under current certification by an independent third party engineering fir recognized by the Aerican Bureau of Shipping as capable of perforing drydock design reviews which deterines that the dry dock planned for dry docking the ship naed in the solicitation: (1) Is in acceptable aterial condition. (2) Has effective eergency response systes and plans. (3) Is safe and capable of drydocking the intended ship and that the ship does not exceed the drydocks diension rating, axiu entry draft, axiu lift capability, axiu linear load rating.

2 (4) Has a successful historical record in drydocking ships. (5) Has provided an incident history and clai inforation covering the last five years fro the insurer of the dry dock facility including incident dates, description, and final disposition. (6) Can provide the iniu clearance between the ship's keel and drydock flooring as required in the work ite for the ship naed in the solicitation. (7) Has a detailed procedure for docking and undocking. d. Is deterined by Coand engineering staffs with technical expertise in drydock surveying that the drydock has the required capability and services for supporting the ship naed in the solicitation, has eergency response and safety plans, has drydocked a ship of equal or greater tonnage no ore than 6 onths before the date of the solicitation and if no accidents or incidents (including acts of God) which ay coproise the integrity and safety of the drydock have occurred. 5. Action. The procedure in enclosure (1) shall be adhered to for evaluating drydock safety and capability for MSC ships. 3 MILITARY SEALIFT COMMAND S ENGINEERING PROCEDURES MANUAL 1. PURPOSE Drydock Evaluation To provide the procedure for evaluating drydocking facilities. 2. APPLICABILITY This procedure applies to Governentowned MSC ships and provides the ipleentation process for COMSCINST A. 3. PROCEDURES 3.1 For availabilities on Governentowned/Governentoperated MSC ships requiring drydocking, Contracting Officers shall: a. Coplete the shaded portion of attachent (1) and include it in the solicitation. b. Establish attachent (1) as an evaluation factor for deterining an offeror s technical acceptability. c. Require that offerors include a copleted attachent (1) with their proposal subission. d. Infor all prospective contractors that MSC reserves the right to accoplish a thorough drydock survey either by MSC personnel or by an independent third party to support their evaluation of the drydock planned for drydocking the ship naed in the solicitation. This is in addition to evaluating the inforation and data subitted by the offeror through attachent (1). e. Award a contract requiring drydocking only after the Progra Manager has reviewed inforation and data subitted by the offeror through attachent (1) and has deterined that it is technically coplete and that current drydock certification or past drydock history indicates that the drydock is acceptable for drydocking the ship naed in the solicitation.

4 3.2 For Contract Operated ships, the Contract Operator shall: a. Coplete the shaded portion of attachent (1) and include it in the solicitation. b. Establish attachent (1) as an evaluation factor for deterining an offeror s technical acceptability. c. Require that offerors include a copleted attachent (1) with their proposal subission. d. Infor all prospective contractors that MSC reserves the right to accoplish a thorough drydock survey either by MSC personnel or by an independent third party to support their evaluation of the drydock planned for drydocking the ship naed in the solicitation. This is in addition to evaluating the inforation and data subitted by the offeror through attachent (1). 3.3 The Progra Managers shall: a. Verify that current and readable drydocking plans are supplied to prospective Contractors. b. Coplete the applicable portions of attachent (1) and ensure that it is included in the Source Selection Plan, if applicable before the solicitation is released. c. Evaluate the technical capability and acceptability of all offerors based on proposal evaluation criteria which include data subitted in accordance with this instruction. 3.4 The Engineering Directorate (N7) shall: a. Coordinate policy and procedure changes to drydock requireents and standards. b. Ensure that the MSC technical library has current and readable drydocking plans available for all ships. c. Provide technical assistance to Progra Managers in evaluating offeror subissions relative to the review of data subitted in accordance with this instruction or in providing drydock survey support if requested. 2
