1 IDENTIFICATION Department Position Title Infrastructure Safety Management System Coordinator Position Number Community Division/Region Yellowknife Air, Marine and Safety/HQ PURPOSE OF THE POSITION This position is responsible for the development, implementation, and oversight of the Safety Management System (SMS) program to ensure all standards, practices, and procedures are followed at all 27 Government of Northwest Territories (GNWT) airports in order to meet the objective of operational integrity for airport certification. In addition, the incumbent works with the security, operational, and maintenance framework for the GNWT's system of public airports. This is done to ensure proper management of federal regulatory and airport certification requirements for airport operations, safety and security programs at airports. SCOPE Located in Yellowknife and reporting to the Manager, Air, Safety & Security, the position participates in and takes leadership on projects as agreed in the development, delivery of training, and implementation of airport operations programs that include the SMS and the Security Management System (SeMS) for the 27 GNWT airports. The airports programs, systems and procedures are developed and implemented within the context of the Transport Canada regulatory framework and must meet the highest level of formal audit and inspection. The position will be a point of contact with Transport Canada on day-to-day SMS and security issues, as well as providing advice and guidance on these matters to senior management, airport managers, airport operations own-forces, contract staff, and other divisional and department personnel to ensure the continued safe and efficient operation of the GNWT airports. 2 RESPONSIBILITIES 1. Provides guidance, technical assistance, and other support to airport managers and others involved in the SMS and security matters. Coordinating SMS and security program activities, including on-site practical training and/or facilitating workshops and training programs for airport staff, airport tenants and contractors. This would include but not limited to: o Initial, recurrent, and train-the-trainer training; o Coordination of all SMS training; o HF Training Manual Maintenance; o Maintaining SMS training records in the Airman computer database; o Identifying training needs and monitoring completion; o Airman computer database user training and/or coordination; o Airman computer database maintenance; o Analyzing and assessing incident/accident reports; and o Provide support for airports accident/incident investigation. 2. Administers, develops and/or provides advice on the implementation of the SMS. Responsible for planning, developing, coordinating, and implementing the SMS which includes planning and measuring safety performance, identifying hazards, evaluating and managing risks, verifying with airport management that staff are qualified to perform assigned tasks, completing proactive internal reporting and analysis of hazards, incidents and accidents for taking corrective measures to prevent their recurrence. Responsible to maintain the SMS Manual as directed by the SMS Manager through the Manager, Air, Safety & Security. Conducting reviews and/or audits of the SMS either on a periodic basis or for cause; Coordinating the development of SMS processes and procedures. Overall monitoring of the data held in the AIRMAN computer database. Contact person for AIRMAN computer database operation questions. Monitoring of the AIRMAN computer database data entries to ensure compliance with the SMS processes and procedures. Scheduling of all the SMS processes into AIRMAN. Monitoring scheduled events to ensure they are completed according to schedule. Scheduling meetings of working groups (SMS Manager - A.E. (Accountable Executive), SMS Working Group, HIRA (Hazard Identification and Risk Analysis) Group, etc.). Updating the Manager, Operations Safety & Security on SMS issues and status. Coordinating, developing, and implementing the SMS communication process (SMS newsletter). Proactively promoting the SMS program within Airports Division and airport maintenance contractors. Responsible for the development and up-keep of the SMS information board materials. Represents the GNWT on Canadian Airports Council's Safety Management Systems Working Group. 3 3. Coordination of quality assurance (QA) component. Identifying and developing QA processes and procedures; Coordination of QA audits; Development of audit/inspection material; Compiling all reports required by the SMS processes. Compiling reports for the Manager, Air, Safety & Security which will be forwarded to the SMS Manager and A.E. Complete QA on the effectiveness and compliance of the SMS program. Responsible for implementing all the QA processes in the SMS Manual. QA training and coordination as required. 4. Administers, develops and/or provides advice on GNWT security programs at airports. Reviewing, maintaining, and monitoring of the security management systems; Training Airports Division duty managers, airport managers and airport contractors in security requirements; Liaising with airport management on security regulations, concerns and issues; Represents the GNWT on Transport Canada's Aviation Security Regulatory Review Technical Committee and the Air Cargo Security Technical Committee; and Represents the GNWT on Canadian Airports Council's Security Committee dealing with airport security programs, Aviation Security Regulatory Review, Cargo Security, and Non-Passenger and Vehicle Screening. WORKING CONDITIONS Physical Demands May be required at times to lift and carry boxes/cases, usually no heavier than 15 kg. Environmental Conditions No unusual conditions. Sensory Demands No unusual demands. Mental Demands The position is expected to carry out Headquarters Duty Manager functions by carrying the Duty Manager phone, responding to accidents and incidents, by participating in the Emergency Operations Center in support of a response at a site. 4 KNOWLEDGE, SKILLS AND ABILITIES General knowledge of regulations and legislation governing airport operations, safety, and security, such as the airport regulations and standards, Canadian Aviation Security Regulations (CASRs), Aerodrome Security Measures (ASMs), GNWT Airports Acts & Regulations, Canadian Aviation Regulations (CARs). Knowledge of airport operations and maintenance. Knowledge of adult education instruction techniques. Knowledge of aviation safety and security management systems. Knowledge of aviation accident/incident investigation techniques and protocols. Ability to interpret, analyze and investigate issues related to airport safety, airport security, emergency incidents and accidents. Effective communication skills both verbally and written to communicated effectively with airport management and external agencies. Ability to work with a diverse workforce and culture found in the NWT. Ability to operate an Emergency Operation Centre. Skills in industry loss prevention techniques. Skills in airport operation and maintenance. Computer skills in word processing, database and spreadsheets; Typically, the above qualifications would be attained by: The incumbent should possess airport trade credentials or a general Degree or Diploma, plus related experience in airport/air carrier/aviation operations, such as airport Firefighter, airport security, airfield maintenance specialist, aviation Safety Management Systems, etc.; airport safety training, airport security training, emergency planning courses, safety management training, accident/incident investigation training, and at least 3 years of experience in airport operations, plus the following training: Industry Loss Prevention Workplace Hazardous Materials Information System (WHMIS) Transportation of Dangerous Goods (TOG) training Airport/aviation operation and maintenance courses Restricted Operator's Certificate - Aeronautic (ROC-A) License Airside Vehicle Operating Permit (AVOP) Must be capable of acquiring a Transport Canada Security Clearance for an Airport Restricted Areas as defined by Transport Canada regulations.
