2 Mr.. Clark provided details on Clark Aerospace's long range plan to develop, manufacture and market advanced personal aircraft design in the form of a Drive Home Aircraft that is easy to use, aesthetically pleasing and in high volume production will sell for the price of a mid-priced automobile. In order to proceed with this endeavour, he indicated that he will require office space for design engineering and computer modelling, shop space for model building, tie-down space for three company-owned aircraft and associated vehicle parking spaces, Mr. Clark advised that his preference would be to purchase the Manager's House which would include ownership of the existing septic system and lease the small lot that it sits on which would include the supply of non-potable water from the Airport Garage to the Manager's House; however, he felt that the details of the lease were too onerous. He therefore expressed an interest in purchasing a combination of the Manager's House lot and the abutting vacant lot to make a larger single lot which would then provide sufficient area to accommodate a well and septic system, as well as tie-down space. Committee Chair Young thanked Mr. Clark for his presentation and advised that the Committee would be considering the matter in closed session later in the meeting. Mr.. Clark left the meeting" ASSIGNED FUNCTIONS Plan of Subdivision File No. S (Huntsville Highlands Estates - Town of Huntsvillill, Report No. PED Mr.. Lucas outlined the plan of subdivision which proposes the creation of residential lots and units consisting of a mix of detached, semi detached, townhouses and apartment dwelling units as well as a nine-hole golf course on property located in the southerly portion of the Huntsville urban area, bounded by highway 11 to the west and the "Rock Ridge" recreation park to the east. He explained that the subdivision will proceed in phases" In response to questions from Committee members, Mr. Lucas distinguished between master and supplemental subdivision agreements and provided information on stormwater management techniques proposed to be addressed at each phase of the development. 3 101'" b) JOIf Plan of Subdivision File No. S (Webber Island - Township of Georgian Bay Report No. PED Mr. Elgie provided information on the proposed plan of subdivision prior to the required public meeting being held. The subject property is located on the eastern portion of Webber Island within the Palisade Bay-East Bone Island Area in Georgian Bay, The application is proposing to create fourteen (14) waterfront residential lots.. In response to questions from Committee members, Mr. Elgie explained that solid waste disposal is the responsibility of individual property owners. He also clarified that a standard draft condition would require confirmation respecting the adequacy of dock spaces.. Mr. Elgie left the meeting. WATER PROGRAMS J06... a) 106 Lake System Health Monitoring Program -. Annual Report Report No. PED Ms.. Willison provided highlights of the Lake System Health Monitoring Program Annual Report. Committee members were given an opportunity to ask questions during the presentation.. Ms. Willison left the meeting. MUSKOKA OFFICIAL PLAN IC1t- a) III Visioning Exercise Report No. PED Ms. Valentine presented her report which provides information on a revised approach to consultation for the visioning exercise which is included in the work program for the Muskoka Official Plan Review, Committee members discussed the proposed approach, the recommended groups for consultation, advertising opportunities and the benefits of seeking input from the public by reaching out into the community which may result in increased involvement from a greater range of participants.. Moved by T Pilger and seconded by B. Boivin R3/ PED THAT the revised Muskoka Official Plan visioning exercise be implemented as outlined in Report No. PED Ms. Valentine left the meeting.. 4 FEDERAL OR PROVINCIAL INITIATIVES U&- a),,~ "Discovering Ontario - A Report on the Future of Tourism: Report No. PED Mrs.. Hastings reported that as a result of a series of consultations across Ontario and Muskoka's resolution following the release of the final report of the Ministry of Tourism entitled "DISCOVERING ONTARIO - A Report on the Future of Tourism", the previously identified tourism regions have been revised to place Muskoka in a tourism region together with Parry Sound District, Algonquin Park and the Townships of Algonquin Highlands and South Algonquin. ECONOMIC DEVELOPMENT a) llb Muskoka Gateway Signs Report No. PED Mrs. Hastings highlighted the report of the Commissioner of Planning and Economic Development which provides background information with regard to the gateway signage project and provides options suggested by Muskoka Tourism Marketing Agency (MTMA) to resolve project funding issues. Committee members discussed the options and agreed that in order to keep the costs of the project within the limits of available G8 funding, the lighting should be eliminated for the signs. This would reduce the project cost by $55,000 bringing the total cost to $357,202.. In addition, it was suggested that the use of reflective signage and the possibility of using the balance of funding to provide lighting for one or more of the five signs be explored. Councillor Casey left the meeting. Moved by T Pilger and seconded by B. Boivin R4/ PED THAT Option 2, as identified in Report No. PED , be approved. Carried.,,1-- a) l~\ Ontario Winter Games Report No. PED Mr. Stirling presented information with regard to a request from the Chair of the Ontario Winter Games to utilize a portion of the Muskoka Airport public apron as a backup location for their Opening Ceremonies scheduled for the afternoon of March 4, MUSKOKA AIRPORT 87

5 2010 in the event that the ceremonies cannot be conducted at the Gravenhurst Wharf special event field, GEOGRAPHIC INFORMATION SYSTEMS (GIS) \aa- a),a~ Muskoka Web Mapping Update Report No. PED Mr. Good provided an update on the use of the District of Muskoka's interactive web mapping site which was launched on April 1, 2009" Mr. Good left the meeting. 8 THE DISTRICT MUNICIPALITY OF MUSKOKA PLANNING AND ECONOMIC DEVELOPMENT DEPARTMENT 70 PINE STREE.T; BRACEBRIDGE, ONTARIO Pi L1 N3 Telephone (705) OR (705 area code) Fax (705) 646-, on.ca TO: FROM: DATE: Chair and Members Planning and Economic Development Committee Scott Lucas Planner January 5, 2010 SUBJECT: Plan of Subdivision File No., S (Huntsville Highlands Estates.~, Town of Huntsville) REPORT NO: PED RECOMMENDATION THAT Plan of Subdivision File No, S (Huntsville Highlands Estates) in the Town of Huntsville, be approved as detailed in Schedule "N attached hereto" ' ORIGIN An application for the above noted plan of subdivision was submitted on November 22, 2007 and accepted as a complete applica~ion on December 21, ANALYSIS Location and Description The SUbjectproperty is located in the southerly portion of the Huntsville urban area, bounded by Highway 11 to the west and the "Rock Ridge" recreation park to the east It is legally described as Part of Lots 7-10, Concession 14, Brunei, Town of Huntsville. A copy of the location map is attached as Appendix "I"" Site Characteristics and Surrounding Land Uses The lands subject to this application are approximately 112.,7 hectares (278.,5 acres) in area and exhibit a range of natural features, including two (2) large ponds, a number of creeks, a mix of coniferous arid deciduous forest, rock outcroppinqs, and several low-lying areas. Surrounding land uses are primarily vacant to the south and west, with a mix of residential, industrial and commercial lands to the north and east Proposal and Development Methodology This proposal includes the development of approximately five hundred and forty (540) residential lots/units; consisting of a mix of detached, semi detached, townhouses and apartment dwelling units, as well as a nine-hole golf course, The proposal includes the creation of thirty (30) residential lots (all of which front on the municipally maintained road), and eighteen (18) residential blocks, Each of the residential blocks would be further divided through future condominium and/or part-lot control applications, The proposed plan includes an Managing ~~{Y Legac!j Together

9 additional nineteen (19) blocks for various stormwater management, open space, recreational and conservation purposes Block 68 is intended for emergency access, while Block 65 would contain a sewage pumping station to be assumed and maintained by the District of Muskoka Access to all of the lots and blocks would originate from a municipal road (Yonge Street). This access would eventually connect with the road network in plan of subdivision (44T Algonquin Highlands), which abuts the subject property to the northwest Access to some of the units proposed within the multiple residential blocks (particularly blocks 44,55,64,66 and 67) will be provided in the future by a private condominium road. A copy of the proposed draft plan is attached as Appendix "II".. The development will be serviced by municipal water and sanitary sewer services.. Supporting Documentation As part of the background to the proposed plan of subdivision, as well as the recently approved official plan and zoning by-law amendments, the following reports were submitted and reviewed: planning review, dated October 2007 site servicing report, dated October 2007 stormwater management plan, dated October 2007 planning level review of stormwater management issues, dated October 2007 environmental impact study, dated November 2007 and revised January 2009 preliminary hydrogeological study, dated May 2008 stage 1 and 2 archaeological assessment, dated July 2007 The environmental impact study recommends further study to assess and mitigate any impacts of stream crossings. The preparation of such a plan has been included as a condition of draft approval Public Meeting and Circulation A concurrent public meeting was held on May 20, 2008 for the proposed plan of subdivislon,' and the associated official plan and zoning by-law amendment applications, Other than general questions respecting approvals processes, no concerns were expressed by members of the public attending the meeting.. In response to the circulation, a letter was received from the Chub Lake Property Owners Association which identified concerns related to stormwater management, hydrological impacts and light pollution.. Respecting stormwater management, a plan was prepared to assess potential changes in stormwater flows. The plan suggests that increased stormwater flows can be controlled through the use of various infiltration, source control and end of pipe detention mechanisms.. The recommended conditions of draft approval require the preparation and approval of detailed stormwater management and construction mitigation plans prior to any development or site alteration taking place. These plans will have to further detail stormwater quality and quantity controls required for each phase of the proposed development In addition, although the residential development and golf course clubhouse will be serviced with municipal services, the golf course is proposed to be irrigated by a combination of groundwater and stormwater, A preliminary hydrogeological study was submitted that indicates that the proposed golf course would have little or no impact on local groundwater or surface water sources. However, the study recommends further on-site analysis be undertaken.. Accordingly, a condition of draft approval has been included, which requires the subdivision agreement to ensure that additional hydrogeological analysis is completed and implemented prior to the development of the golf course.. In addition, the above environmental impact study submitted as background for the proposal recommends that a golf course management plan be undertaken.. A condition of approval has also been included to implement this recommendation.. 92

10 Finally, any proposed lighting would require approval by the Town of Huntsville in accordance with their municipal standards. Comments were also received from Muskoka's Engineering and Public Works Department They advised that prior to any development taking place on the subject property, an agreement would be required respecting the provision of municipal services.. This requirement has been included as a condition of draft approval. Planning Documents Provincial Policy Statement (PPS) Section of the PPS promotes land use patterns within settlement areas that make efficient use of land, resources, infrastructure, and public services and requires planning authorities to establish and implement phasing policies. In this regard, the development proposal contains a mix of densities and housing forms, which would make efficient use of those public services and be developed in eleven (11) phases. As the environmental impact study and the related peer review demonstrated that the development could occur on the subject property without any negative impacts on any natural heritage features or their functions, subject to the conditions of draft approval, the proposed plan of subdivision would appear to be consistent with Section (Natural Heritage) of the PPS.. Muskoka Official Plan The lands subject to the proposed plan of subdivision are located within the "Urban Centre" designation of the Muskoka Official Plan. Urban Centres are envisioned to be the focus of growth, with development occurring on full municipal water and sewer services. In reviewing all of the relevant policies of the Muskoka Plan, and subject to the conditions of draft approval, the proposal would appear to conform to the Muskoka Official Plan. Town of Huntsville Official Plan The lands subject to the proposed plan of subdivision are located within the Town of Huntsville "Urban Settlement Area" and were recently redesignated from "Future Urban" to designations permitting primarily residential, open space and conservation uses.. This redesignation occurred as a result of the recent approval of Amendment No.. 1 to the Town Official Plan. This amendment also contained a provision that requires the substantial completion of plan of subdivision 44T (Algonquin Highlands) prior to development of these lands, Therefore, a condition has been included in the attached Schedule "A" that requires this phasing. A review of these and other relevant policies indicates that the application would generally conform to the Town of Huntsville Official Plan. Town of Huntsville Zoning By-law On March 23, 2009, the Town of Huntsville approved a zoning by-law amendment, which had the effect of rezoning the lands to permit a mix of residential dwelling types, to protect environmental features, and to identify open space areas.. As part of the zoning by-law amendment, the proposed residential development lands have been made subject to holding provisions, which would not be lifted until various detailed studies (eg. stormwater management) and subdivision agreements have been completed 93

11 Redline Revisions In reviewing the draft plan of subdivision, it was noted that Block 44 did not have frontage on a year round maintained road.. Therefore, the plan has been amended to extend Block 44 to the south in order to provide adequate frontage.. Recommended Conditions Staff have reviewed the Provincial Policy Statement, the Muskoka and Town of Huntsville Official Plans, and are of the opinion that, subject to the conditions set out in Schedule "A" attached hereto, the proposal conforms to all relevant provincial and municipal planning policy.. S "Huntsville Highlands Estates" Part A - Approval Plan of Subdivision File No. S (Huntsville Highlands Estates) is approved subject to Parts B, C, and D herein Part B- Conditions General Conditions 1 This approval applies to the "Huntsville Highlands Estates" Plan of Subdivision, File No.. S , prepared by Wayne Simpson and Associates, dated November, 2007, showing a total of thirty (30) lots and thirty-seven (37) blocks on Part of Lots 7-10, Concession 14, Brunei, Town of Huntsville, in The District Municipality of Muskoka. 2.. Prior to final approval being granted, The District Municipality of Muskoka shall be provided with a satisfactory copy of the final plan in digital format, including road centrelines, in accordance with The District Municipality of Muskoka Digital Draft and Final Plan of Subdivision Submission Requirements Prior to final approval being granted and prior to the submission of the proposed internal road names to the Town of Huntsville for approval purposes, the Owner shall submit names to The District Municipality of Muskoka for 911 verification.. Phasing 4.. Prior to final approval being granted to any phase, Subdivision File No.. 44T (Algonquin Highlands) shall be registered and substantially completed to the satisfaction of the District of Muskoka and the Town of Huntsville Prior to final approval of Phase 2. being granted, a sewage pumping station, shall be designed and built on Block 65 to the satisfaction of the District Municipality of Muskoka for the servicing of that phase and subsequent phases.. 6. 13 7 Prior to the final approval being granted to any phase the District of Muskoka and the Town of Huntsville shall be satisfied that the previously registered phases have been substantially serviced with roads and municipal water and sewer services.. Access 8.. The road allowances included in this plan of subdivision shall be dedicated as public highways, and the roads shall be designed, constructed and named to the satisfaction of the Town of Huntsville.. 9. Prior to final approval of Phase 8 being granted, the proposed emergency access road, which is to be located on Block 68, shall: Conveyances a) be designed and constructed under the supervision of a certified professional engineer to the satisfaction of the Town of Huntsville; and b) include provisions for appropriate stormwater management and construction mitigation to the satisfaction of the Town of Huntsville Easements as may be required for access, pedestrian walkways, utilities, drainage, or other purposes shall be granted to The District Municipality of Muskoka, the Town of Huntsville and any other authority or party as may be required.. Parkland 11.. The owner shall convey lands in an amount equal to five (5) percent of the land included in the plan to the Town of Huntsville for park or other recreational purposes pursuant to Section (1) of the Planning Act, RSO 1990, as amended.. Alternatively, the Town of Huntsville may require cash-in-lieu of all or a portion of the parkland dedication in accordance with Section 51.1 (3) of the Planning Act, RS.. O , as amended. ' Environmental 12. Prior to final approval being granted or any site alteration on the subject lands, the owner shall provide The District Municipality of Muskoka with four copies of a detailed stormwater management and construction mitigation plan prepared by a certified professional engineer.. The plans shall be circulated by The District Municipality of Muskoka to the Town of Huntsville for their review and approval, If required, a Certificate of Approval for the plan shall be obtained from the Ministry of the Environment prior to construction of the works Prior to final approval of Phase 4 being granted, the owner shall submit a downstream flow plan for the eastern open water/meadow marsh, which has been prepared by a qualified hydrologist and biologist to the satisfaction of the Town of Huntsville Prior to final approval of Phase 8 being granted, the owner shall submit a downstream flow plan for the western open water/meadow marsh, which has been prepared by a qualified hydrologist and biologist to the satisfaction of the Town of Huntsville.. Area Municipal Agreement 15. Prior to final approval of Phase 1 being granted, the owner shall enter into a master subdivision agreement authorized by Section 51(26) of The Planning Act, RS.O. 1990, as amended, with the Town of Huntsville.. The agreement shall be registered on title and shall provide that the owner 96

14 agrees to satisfy all the requirements, financial and otherwise, of the Town of Huntsville including but not limited to the following a) the provision of roads, emergency accesses and a pedestrian trail system; < b) that the plans required in Condition 12 be implemented under the supervision and to the satisfaction of a certified engineer; and c) that any stormwater management facilities or works requiring long-term maintenance be dedicated to the municipality 16.. The subdivision agreement shall contain a provision or provisions in wording acceptable to the Town of Huntsville and The District Municipality of Muskoka that will implement the recommendations of the environmental impact study prepared by Michalski NIelsen Associates Limited, dated November, 2007 and revised January 2009, including the fohowing a) the development and implementation of a golf course construction, management and monitoring plan, inclusive of an integrated pest management strategy; b) that the plans required in Conditions 13 and 14 be implemented under the supervision and to the satisfaction of a qualified hydrologist and professional biologist; c) that a qualified biologist participate in the preparation of the plans for all watercourse crossings; and d) that site plan control be utilized for all lots/blocks proposed to be developed addressing, among other matters, vegetation retention and replanting within buffers. 17. Prior to final approval being granted for any subsequent phase, the owner shall enter into a supplemental subdivision agreement authorized by Section 51(26) of The Planning Act, R S.o , as amended, with the Town of Huntsville.. The agreement shall be registered on title and shall provide that the owner agrees to satisfy all the requirements, financial and otherwise, ofthe Town of Huntsville including the provision of roads, site grading, stormwater management works, and lighting, amongst other matters specific to that phase Prior to the Area Municipal Council's endorsement and execution of any area municipal subdivision agreement, a copy shall be forwarded to The District Municipality of Muskoka for its review and comment 19.. Prior to final approval being granted, The District Municipality of Muskoka shall be in receipt of a registered copy of the applicable area municipal subdivision agreement District Municipal Agreement 20.. Prior to final approval of Phase 1 being granted, the owner shall enter into a master subdivision agreement authorized by Section 51(26) of the Planning Act, RS.o , as amended, with The District Municipality of Muskoka. The agreement shall be registered on title and shall provide that the owner agrees to satisfy all the requirements, financial and otherwise, of The District Municipality of Muskoka, including but not limited to the following: a) installation of municipal water and sewer services and provision for municipal assumption and operation of same; and b) the design, construction and assumption of a pumping station on Block 65 in Phase 2. 97

15 21.. Prior to final approval being granted for any subsequent Phase and subject to confirmation of available water and sanitary sewage capacity, the owner shall enter into supplemental subdivision agreements authorized by Section 51(2.6) of the Planning Act, R , as amended, with ThE;) District Municipality of Muskoka for that phase.. The agreement shall be registered on title and shall provide that the owner agrees to satisfy all the requirements, financial and otherwise, of The District Municipality of Muskoka specific to that phase. Clearance Letters 22. In 2009, Docktalk presentations were given to ten community groups and displays were set up at four events Data sheets for individual lakes that track change over time are available upon request or can be downloaded from the Muskoka Water Web site ( Data sheets for lakes monitored in 2009 are available in the 2009 Lake System Health Monitoring Program Data Report available at Monitoring Schedule In 2010, 83 sites on 66 lakes (identified below) will be sampled for chemical parameters, including bi-weekly monitoring of seven sites on Lake Joseph as part of the Lake Joseph Action Plan.. The shoreline surveys for 2010 will, once again, focus on Over Threshold lakes. As many lakes as possible will be surveyed based on the following list of priority lakes: Stewart Lake, Joseph River, Clear Lake, Medora Lake, and Little Long Lake.. ANALYSIS Background On January 29, 2009, the Planning and Economic Development Committee (PEDC) endorsed a visioning exercise as part of the Muskoka Official Plan review. Recent experiences with public consultation and new information collected through continuing education have led to a re-evaluation of our proposed approach for the visioning initiative. As an alternative to inviting a large number of people to a small number of meetings, it would appear that a more "grass roots" approach to consultation may result in increased involvement from a greater range of participants. This new approach would provide information and seek input from the public by reaching out into the community. Proposed Approach An information brochure and comment sheet is proposed to be sent out to all residents, both seasonal and permanent The brochure would outline the visioning process and provide information on Muskoka today. Key questions would be posed about Muskoka's future, Recipients would have the option to complete the questions online or to mail, fax, , or drop off completed comment forms" Drop boxes would be available at the District and Area Municipal offices and local libraries, Staff would also contact the major community groups, businesses, and organizations active in Muskoka and offer opportunities to host or attend small, informal visioning sessions, The organizations contacted would represent a variety of sectors as listed in Appendix "I"., Any group could also request a visioning session" PEDC members would be kept apprised of the dates and locations of the sessions, Managing Our Legac!J Together 109

A Starting Point for Discussion". Muskoka District Council submitted comments on this discussion paper in September, The final report "DISCOVERING ONTARIO - A Report on the Future of Tourism" was released by the Ministry of Tourism in February, 2009, which included the identification of tourism regions in Ontario, ANALYSIS Following the release of the Sorbara Report, Muskoka submitted the following resolution: WHEREAS Muskoka is currently recognized as an "Icon Destination" in Ontario; AND WHEREAS tourism is the primary generator ofmuskoka's economy;' AND WHEREAS the "DISCOVERING ONTARIO - A Report on the Future of Tourism" proposes to include Muskoka in a broader tourism region, portions ofwhich would not reflect a similar tourism product or brand; NOW THEREFORE BE IT RESOLVED THAT The District Municipality of Muskoka requests that the proposed boundaries for Destination Marketing and Management Organizations, as identified in the "DISCOVERING ONTARIO-, A Report on the Future of Tourism" (Sorbara Report) be revised in order to continue to recognize Muskoka as a separate "Icon Destination" that is a distinct tourism region in Ontario with aunique brand; AND THA T the following recommendations also be forwarded to the Ministry of Tourism together with report PED That the Province provide sustainable funding for tourism marketing and management to each tourism region and that destination marketing fees be recognized as only one component ofthe overall funds needed by each tourism region; 2 That the Great Lakes Heritage Coast and Georgian Bay Littoral Biosphere Reserve designations be considered in the implementation ofthe "Sorbara Report", and

That the remainder of the recommendations in the "Sorbara Report" be pursued and that the Province be encouraged to engage in discussions with stakeholders in order to determine how best to implement those recommendations. The Ministry of Tourism also held a series of consultations across Ontario to discuss the proposed regions.. The results of these consultations has resulted in revisions to the previously identified regions The final map of regions, as identified more recently by the Ministry, is attached in Appendix "I".. Muskoka has been placed iri a tourism region together with Parry Sound District and the Townships of Algonquin Highlands and South Algonquin This is consistent with recommendations forwarded by Muskoka previously, based on considerations such as climate, fisheries and wildlife zones, snowmobile club boundaries and overall geography. It does not appear that Algonquin Park has been placed in any particular region, but is bordered by 3 regions.. The formation of new regional tourism organizations is also proposed In this regard, the Ministry of Tourism will be issuing a Request for Expressions of Interest "to help identify one Regional Tourism Organization in each region to lead and grow the industry and ensure it remains strong and competitive well into the future".. Further details do not appear to be available at this time..
