1 USDA FOREST SERVICE INTERMOUNTAIN REGION, R4 Humboldt-Toiyabe National Forest Carson Ranger District Forestry Technician (Fire Engine Operator) GS /6 May 9 th 2007 About the Position The Humboldt-Toiyabe (H-T) National Forest will soon be advertising to fill multiple GS /6, Fire Engine Operator (FEO) permanent 18/8 positions. These positions serve as a Fire Engine Operator of a Forest Service fire engine module on the Carson Ranger District, duty stationed in Reno, Carson City, Minden NV and/or Markleeville, CA. The primary duties are as a driver of an initial attack fire suppression engine module comprised of five individuals during fire suppression activities and projects, the intent being to provide five person staffing five days per week throughout the field season. The target position will be fully qualified to perform as the module leader (ENGB), engine driver, operate the apparatus pumps and hydraulics, and to lead the module during fire suppression as an ICT5. A commercial driver s license and the successful completion of the Work Capacity Test at the arduous level will be required. Incumbant must be able to possess and maintain a valid state commercial driver s license and the successful completion of the Work Capacity Test at the arduous level will be required. The positions are located in areas with the added complexitites of wildlandurban interface, including proximity of high-value improvements, and recurring all-hazard incidents and frequent interagency jurisdictional issues and coordination requirements. The Region The Intermountain Region in Ogden, Utah provides administrative oversight and support to thirteen National Forests and one National Grassland in Utah, Nevada, eastern California western Wyoming, and southern and central Idaho and covers 31,816,792 acres in the National Forest Systems. There are approximately 2200 permanent employees in Region 4. The Forest At over 6.3 million acres, the Humboldt-Toiyabe (H-T) is the largest National Forest in the contiguous United States. The Forest spans Nevada s high elevation watersheds, with an additional one million acres of land in Eastern California, along the Sierra Front. The Forest consists of four distinct geographic areas, the Sierra Nevada, Central Nevada, Northeastern Nevada, and the Spring Mountains outside of Las Vegas. The Nevada portion of the Forest extends from the Oregon/Idaho border south to Las Vegas, and from the California to Utah. For additional Forest information check out the H-T website at: The Duty Location The Carson Ranger District manages approximately 400,000 acres of public land across eight counties in the states of Nevada and California. Portions of the Carson-Iceberg and Mokelumne Wilderness areas and the Mt. Rose Wilderness occupy about 125,000 acres. The Carson Ranger District is located in the third fastest growing region in the nation percapita with key challenges and opportunities in recreation, conflict resolution, fire suppression and fuels reduction. There are approximately 70 permanent personnel. During the field season, approximately 80 seasonal employees are hired. Duty stations on the Carson District include a range of areas; from the urban area of Reno, NV, to the picturesque and rural duty station of Markleeville, CA plus Minden and Carson City (capitol of NV). Much of the Carson range consists of Jeffrey and Ponderosa pine, with a mix of higher elevations species such as lodgepole pine, white/red fir, incense cedar and sugar/western white/white bark pine. The district is rich in Comstock era archaeology associated with Virginia City mining. The district also has an active wildlife, fisheries and native plant program. Mt. Rose ski area is also located on the district and is a recreation getaway for the residents along the front, as well as those from Sacramento and the San Francisco bay area. The district also boasts active partnerships with local governments and local recreation based volunteer and nonprofit groups. The Carson Ranger District also has one of the most extensive and complex fire suppression programs in the region. Community The Carson Front consists primarily of the communities of Reno/Spark, Carson City, Minden/Gardnerville. The Ranger Station is headquartered in Carson City, the State Capital of Nevada with approximately 55,000 residents. It is located 30 miles south of Reno (population 350,000) and 25 miles east of Lake Tahoe at the foot of the Eastern Sierra escarpment. The elevation of Carson City is approximately 4600 feet. The climate is semi-desert with an average of over 265 days of sunshine per year. During the summer months, high temperatures average around 90 F; during the winter, around 45 F. Average annual rainfall is approximately 11 inches, and average annual snowfall is 22 inches. Carson City is a center for shopping, drawing citizens from nearby communities to shop at several large department stores and grocery stores. There are many fine and varied restaurants to choose from in Carson City and the surrounding area. The community has several annual events, like the Mountain man Rendezvous, Ghost Walk, and Nevada Day that attract both locals and visitors. Golf courses abound in the general area. Softball, for youth and adult, is a popular summer pastime. Alpine and Nordic skiing are favorite winter sports. World-class ski resorts like Heavenly, Squaw Valley, Mt. Rose, Diamond Peak and Kirkwood Carson Ranger District 2
3 are only 30 minutes to one hour away. Hunting, fishing, biking, hiking and golfing are popular summer time activities. Educational Facilities Within Carson City there are six elementary schools, one high school, and a community college. Churches Congregations of all religious denominations are available in Carson and Reno. Recreation Nevada is an awesome location for recreation of any type including hiking, biking, horseback riding, snow and water skiing, wilderness hiking, to name just a few. Short trips take you to Great Basin National Park, Yosemite National Park, Death Valley and the California Ocean shore is just a few hours away. There are several geologic formations as well as natural springs with trails to explore. The NRA provides spectacular recreational opportunities for outdoor enthusiasts. The buffet of recreational activities will satisfy most appetites. There are campgrounds, picnic areas, hiking trails, areas for groups to enjoy and many other activities. Southern Nevada is home to nearly 2 million people. Clark County, and the various cities within the county, has been one of the fastest growing areas in the country. Las Vegas increases in population by nearly 5,000 residents every month. There are seven million acres of federal lands in Southern Nevada managed by the Bureau of Land Management (BLM) Las Vegas Field Office, National Park Service (NPS) Lake Mead National, the U.S. Forest Service (USFS) -Spring Mountains National, and the Fish and Wildlife Service (FWS) Desert National Wildlife Refuge Complex. Increasing demands for use of these public lands make it imperative for governmental agencies to work cooperatively in support of agency missions, protection of desert resources, and public use. The Southern Nevada Agency Partnership (SNAP) was established as the forum for the four land management agencies to address common issues. Through collaborative management each agency achieves greater operational efficiency, enhances resource conservation, and more effectively serves the public.
