1 RESOLUTION OF THE FAYETTE COUNTY BOARD OF EDUCATION REGARDING THE BUDGET AND FUNDING FOR THE SCHOOL YEAR WHEREAS, the Fayette County Board of Education (Board) has responsibility for improving the educational outcomes of all students in Fayette County and relies on a strong, collaborative partnership with its funding body, the Fayette County Legislative Body, also known as the County Commission (Commission), to accomplish this all important goal, and: WHEREAS, commencing in September 2012, the Board and the Superintendent have worked diligently, in partnership with and under the guidance of the Commission and the public at large, to create financial stability, eliminate waste and more fully utilize all resources, as evidenced by: Recovered from a massive deficit created in the school year by the prior administration, Restored the depleted fund balance to a respectable level, Repaid $190,000 to the Tennessee Department of Education for federal funds misappropriated by the prior administration, Paid $479,000 of the total $1.7 million asbestos abatement cost for the new school construction out of the replenished fund balance, Negotiated a more affordable Consent Order agreement and successfully executed the first of three years under Consent Order controls which will garner unitary status for the school district, return education decisions to local control without court oversight, and eliminate unnecessary legal expenditures, Closed four elementary schools and consolidated students and staff into four geographically appropriate elementary schools including the new Buckley-Carpenter Elementary School, Optimized student transportation by reducing the number of buses in daily use from 48 to 35 (27% reduction) and utilizing six right-sized vans instead of buses for court mandated Majority-to-Minority and Controlled Choice student transportation, Reduced teaching staff by 34 positions (11% reduction) and will eliminate four more administrative/teaching positions in school year, Standardized salaries for support staff and developed a new 12-month annualized salary schedule for bus drivers, Successfully and economically implemented Affordable Care Act requirements, and; - 1 -

2 WHEREAS, in addition to reducing costs and optimizing the utilization of resources, the Board and the administration have also worked to improve the overall quality of our students school experience with the following enhancements: Creation of eight Advanced Placement courses at the high school level, Recognition by the Tennessee Department of Education for achievement at East Junior School as a Reward School (top 5% in the state for academic growth), Introduction of soccer programs at the junior high and high school levels, Development and alignment of benchmark testing, Creation and implementation of a system-wide standards calendar to align state standards to the benchmark testing schedule and ensure all standards are taught prior to year-end high-stakes testing, Implementation of the state s Response to Intervention (RTI) framework, Implementation of Positive Behavior Intervention Systems (PBIS) in all schools, Creation of Principals and Teachers Professional Learning Communities (PLC), Creation of Fayette County School Leadership Academy for the development of school leaders, Introduction of a pilot Science, Technology, Engineering, and Mathematics (STEM) program at Buckley-Carpenter Elementary School, Creation of five academic extra-curricular activities at the high school level including Beta Club, Mu Alpha Theta Math Club, Technology Team, ACT21 Club, and Student Government Association (SGA), Free breakfast and lunch for all students in all schools, and Grew scholarship offers to $6.9M for the 2015 FWCHS graduating class from $3.0M in 2014; WHEREAS, the Maintenance of Effort funding is a fixed income based on dollars from bygone years which has not been adjusted for increases in the cost of living to meet the rising costs of utilities, health insurance, personnel and the other expenses associated with operating a school system, and; WHEREAS, Fayette County Schools has not received the benefit of the county s steadily increasing sales tax revenue, fifty percent of which is mandated by state law for schools, - 2 -

3 because the property tax revenue allocated to the school system is reduced each year in order to offset any increase in sales tax from the previous year and thus ensure the net local financial support to the school system remains at the same fixed amount, and; WHEREAS, federal funding has diminished over the last decade such that federal funds previously available for beneficial educational programs such as Reading First, after-school tutoring, and summer school are no longer a viable resource, thus these valuable educational programs cannot be provided for students, and; WHEREAS, in the latest ( ) report on Per Pupil Expenditures from the Tennessee Department of Education (see Exhibit A), Fayette County Schools ranks 85th out of the 136 school districts in the state, is $229 below the state average, and is below both Hardeman County Schools and Haywood County Schools, and; WHEREAS, an analysis of teacher salaries (see Exhibit B) shows the persistent disparity from the school year to the present between how Fayette County teachers are paid and how they would be paid under the salary schedules for the neighboring counties of Hardeman, Haywood, Tipton and Shelby, and; WHEREAS, in the latest ( ) report on average salaries from the Tennessee Department of Education (see ), Fayette County ranks near or at the very bottom out of 136 school districts for educator salaries with all licensed educators and instructional personnel at the bottom, classroom teachers fourth from the bottom, and principals second from the bottom, and; WHEREAS, while the Board and the administration recognize much remains to be done to improve educational outcomes, the single largest impact on a child s classroom success and experience is the teacher; hence, the most direct path to an improved school district is through the successful recruitment, training, and retention of high performing teachers goals which cannot be achieved unless Fayette County Schools is equipped salary-wise to compete in the marketplace with Shelby County and Tipton County. NOW THEREFORE, BE IT RESOLVED that the Board hereby submits a General Purpose Fund Budget to the Commission which represents an increased investment of $2,913,412 of which the Board is funding $532,766 from savings and is requesting an increase of $2,380,646 to implement the following improvements in the county s education system: All teacher salaries increased to the current level of Tipton County in order to enable Fayette County Schools to compete in the marketplace for highly impactful teachers ($1,839,200), - 3 -
