1 The Main Page at Martin s Point The President s Page Summer Time....When the Living is Easy! Hope everyone is having a safe and enjoyable Summer! It s been a busy summer already and was kicked off by our Annual Picnic! Here is a summary of the event and some fun pictures. The Annual Picnic was held at the Marina on Saturday, June 15 th and was again catered by Keyser s Catering. Approximately 140 adult residents and children attended. There was a space walk, games and D.J. provided for entertainment. The picnic started at 5:00 P.M. and concluded at 8:30 P.M. A good time was had by all! 2 Update From the Landscape Committee By Bobbie Overton In 2010, the Board authorized an AdHoc committee be formed for the purpose of looking into the beautification of Martin's Point. A small committee studied the needs for improvement of landscape and made recommendations to the Board. This committee had no budget provided to them but they were able to use available resources and "sweat equity" to start the much needed improvements, especially at the entry. During this time, a larger plan for improving the landscape over the next five years emerged. This year a very limited budget has been provided to carry out improvement plans. Since the inception of this committee, members have been in total agreement for the need of an irrigation system at the entry to support existing landscape and future plants, trees and shrubs that would be recommended. Currently, the only assurance that any additions made to the landscape survive, especially in times of drought, is by volunteers who have gone up to the entry gate to water. At this year s Annual Meeting, the committee will be seeking support for an irrigation system which would provide water at the wall as well as adjacent front entry landscaped areas. Over the next five years, we would like to not only complete the watering system, plantings and changes recommended for landscape at the entry but also provide for improvement in other common areas of the community as well. The committee has worked with the previous "in-house" landscape company as well as current landscapers to help us achieve some limited goals at low or no cost. We have design plans that include recommendations on what to do as well as cost projections. We feel that the appearance of the entryway of our community is a direct reflection on the community itself. We would like to see Martin's Point's entry to reflect the premier community that it is. Many thanks to the volunteers who have worked on this project for the last three years and who continue to have a vision for an even more beautiful community.

3 A Vision for the Future - Update By Greg McMahon and Bobbie Overton In the last edition of this newsletter we wrote about how the Board of Directors will be developing a strategic plan to guide their actions over the next five years. The benefits of this strategic plan are many as it will: Promote a commitment to need-based results, i.e., those which are desired by the membership (based on opinion research); Help the association be more focused and transparent; Make the association more proactive rather than reactive; Provide members with a clearer idea of the association s plans and progress toward these plans. We are pleased to report that much progress has been made on the initial part of the plan, the research gathering phase. Previously, over twenty, one-on-one interviews were conducted with board members and former board members. Additionally, from the end of May until the beginning of this month six mini focus groups were conducted with members of the homeowners association who did not participate in the one-on-one interviews. Each focus group consisted of from two to six individuals. The thrust of the discussions was far ranging and initiated from a simple query: what changes, if any, would you recommend to make Martin s Point a better place to live? Though the groups were expected to last up to 90 minutes many of them ran way over - some lasted over 2 ½ hours! This not only shows the tremendous enthusiasm of participants but underscores the numerous, valuable ideas that they contributed. Many thanks to all of those who participated in the one-on-one interviews and focus groups! The use of these research techniques allowed us to gain a deep understanding of opinions, wants and needs on a wide range of issues of importance to our members. Topics that were brought up covered everything from our assets and infrastructure to covenants and by-laws, annual meetings and a host of other subjects. These first phases of research provided us with hypotheses about changes or improvements the membership would like to see. Our goal was to learn what we should be asking questions about in the last phase of research, the quantitative phase. Here we will be able to measure via percentages whether the qualitative opinions expressed are prevalent or held by proportionately few members. This will be accomplished via an online survey that all property owners in Martin s Point will be asked to complete. We are currently in the process of analyzing the findings from the first two phases quite a significant undertaking! Using these results as input we hope to have the survey drafted, tested and ready to go online sometime in September. We are grateful to the dozens of people who have given so freely of their time and ideas thus far. We hope to see this cooperative, giving spirit continue as we enter the last phase of research and develop the strategic plan. Remember that in order for this plan to reflect the vision of our community it is important that as many property owners as possible participate. Watch your as the invitations to participate will be distributed by this method, hopefully by late summer. As many have told us, Martin s Point is the premier Outer Banks community. We are encouraged and excited by the ideas we have gathered thus far. Moreover, we look forward with your help to planning for an even better Martin s Point of the future.

4 A FEW NOTES FROM YOUR MANAGER Emergencies In case of fire, break-ins, crimes, noise, etc., be sure to call 911 before you call a Board member or Management. If you feel a neighbor s activities are a nuisance or a danger to you or your property please call the police. Valuable time may be lost by trying to contact the HOA first. After they have been contacted you can notify me at the number or address below. Signs Remember, advertising signs are not allowed in Martin s Point with the exception of Real Estate For Sale signs and builder signs for new construction. The real estate signs can be no larger than 24 x 18 and must not be posted in the common area. On vacant lots they should be against the tree line, parallel to the roadway so not to interfere with mowing. Again, contractor signs are not allowed in Martin s Point except for New House Construction. And then, only ONE sign may displayed for information purposes pertaining to the contractor, subcontractors, and financiers. It must be framed, free standing (not affixed to trees), and not more than three (3) feet per side. It must be placed on the Lot, not the Common Area. No other subcontractor, advertising signs or brochure boxes are allowed. All construction signs must be removed within 30 days after issuance of an occupancy permit. Be sure your painters, landscapers, etc. are aware of these rules. TOW ALERT: The Association is trying to identify the owner of the boat trailer shown in this photograph. It is in disrepair and has not been used in over 2 years. There is no license plate or Martin's Point identification sticker on it. Despite signs being placed on the trailer and photographs and notices on the Community bulletin board, no one has claimed it. If you have any information on the owner, please contact Leslie Sanders at Village Realty Management as soon as possible! Last chance. It's going to be towed.

5 Collections This year has seen a big improvement in collections over the past few years. Several houses were sold in 2012 & 2013 and new residents have moved in. As a result many homes that were sitting vacant are now occupied and being maintained thereby improving the overall look of the community. Dead Trees The association will begin clearing dead brush and trees from the edges of all the community s ponds very soon. Remember; the Association has a twenty (20) foot easement for this purpose so don t be alarmed if you see workers there. We will be alerting neighboring property owners before the work begins. There are still numerous dead trees in the community especially on unimproved or vacant lots. The Association encourages property owners to remove as many of these as is possible, particularly if they look like they may fall on the common areas or neighbors homes and properties. They also contribute to an unkempt appearance and could constitute a falling or fire hazard as well. If you need the names of local tree companies, feel free to contact me. Website/Directory We are making changes to the Association s website and soon you will receive a password in the regular mail that will enable you to access your account and make payments, request stickers, access the Association Directory and other documents and forms. The Association President posts a monthly report there now as well as at the Mail House. You will also be receiving an with an electronic version of the Directory attached; paper versions will be available upon request. Volunteers are Needed! Last but certainly not least; the 2013 Nomination Committee is being formed to identify candidates to run for the Board of Directors. There will be five openings this year as two Directors must leave their positions early. One Director has agreed to run again so we still need four more candidates. We are also looking for a volunteer to help produce this Newsletter. 7 Marina News Marina Goose Fence------Please be sure to close the gates whenever you use them. Leaving them open obviously defeats their intended purpose of discouraging geese from doing their business on the piers. In the near future, we'll put up two signs to remind folks of this issue. Soon, you'll see a sign affixed to the bulkhead at the boat ramp. It will be a warning sign indicating the point at which the ramp ends. This was a suggestion made by a resident to help minimize the chance that people who are launching their watercraft might back up too far and end up with their wheels off of the ramp. Thanks for the idea, Mr. Fockler! FYI----for those residents who use the water hose next to the fish cleaning table, you'll notice that there isn't a nozzle on the hose. Unfortunately, when we were leaving nozzles on the hose, some person or people were removing them, and, they disappeared. So, when we use that hose, we bring a nozzle and detach it when we're finished. John Rice, Marina Chair

10 Reminder...The neighborhood speed limit is Thirty (30) miles per hour. Due to excessive speeding, the police (unmarked and marked) are on patrol several tickets have already been given out. Remind your guests, driving teens and service people. Do you want to be part of the next statistic? Drivers should always yield to pedestrians whether they are following the rules or not. Slow down and say hello practice being on Island Time. Safely Walk, Run and Bike Remember to ride your bike with the traffic...and walk/run against the traffic. Pedestrians should always: walk on the left side of the road facing traffic; wear something white or reflective - do not assume that drivers can see you; be ready to move out of the way in case a driver cannot see you. At night, remember that it is more difficult for drivers to see you - use a flashlight.

11 Other Reminders We are very fortunate in Martin s Point - there are many that are not as lucky. There are Food Pantries and Donation sites (HotLine, Goodwill) for clothing, furniture and things you don t want anymore. Old blankets and towels? The SPCA could use them for bedding. I ll be happy to pick them up and drop them off. BOAT AND TRAILER NOTICE If you have a boat or trailer parked at the marina or the postal lot, make sure that it has a Martin's Point sticker on it. There are two empty trailers in particular for which we are unable to identify the owners, and they are in jeopardy of being towed away. Contact Leslie Sanders at Village Realty Management to obtain stickers TV SATELLITE DISHES If you plan to install a television satellite dish on your property, please be aware that it must be located in the side or rear yard, in conformance with the principal building setbacks (12 1/2 feet from side property line and 25 feet from rear property line). This is a Dare County Zoning requirement, and it is being enforced by the Building Inspector.
