1 1. Call to Order HOA President Jim called the meeting to order at 9:10 am 2. Introduction of HOA Board Jim introduced members: Deb Ramirez Member-at-Large, Mike Cale - Member-at- Large (not present), Scott Wilmarth Treasurer, Robin Holmes Secretary, John Bartman Vice President, Rob Kahley Fire Chief, Jim Moore President 3. Baja Medical Center Robin talked about the Baja Medical Center (BMC). Handouts were provided to HOA members upon check-in. BMC is an Urgent Care clinic that can also stabilize patients for emergency transport north (including for cardiac issues). BMC is a private corporation; it is NOT owned/not operated by El Dorado Ranch and NOT owned/not operated by Pat Butler. Robin was added to the BMC Advisory Board to represent Pete s Camp residents, and encourages Pete s Camp residents and visitors to check out the Center. 4. Visiting dignitaries: San Felipe Major, Chief of Police, K-9 Team, Cotuco Director Rafael introduced the Major, Police Chief, and Cotuco Director. The Police Chief thanked Rafael and Salvador (architect) for their support and construction of the K-9 housing unit. Rafael told the Homeowners they may also contribute because the K- 9 quarters still needed an AC/heating unit (by the end of the meeting Billy R had pledged a contribution to pay for that, and additional Homeowners had pledged money). We were introduced to San Felipe s K-9 unit the dog Kairo and handler (a unit from Mexicali was also present) and watched a demonstration. The San Felipe police department also does community outreach and is currently working with San Felipe children to encourage exercise and discipline. A group of the youth did a drill demonstrating tumbling skills. Rafael supported this youth group with uniforms. 5. HOA 2017 Meeting Summary Secretary Robin read last year s summary. The minutes are already approved by the Board and posted Jim asked that if anyone did NOT receive communication regarding the storm, and/or has an new address to please let Robin know. 6. 2 Jim asked for new homeowners to introduce themselves: Dave/Maria Lot 25; Sal/Margaret Lot 169; Mark/Jackie Lot 121; Buck/Jodie Lot $120 Special Assessment Jim notified us the special assessment has been cancelled and Rafael will speak more to this during his discussion. 8. Financial reports Treasurer Scott provided details on the four budgets: The HOA budget; Fire Department Budget; The Hank Taylor Library Fundraiser Budget; and the Fire Department Fundraiser Budget. The details are included at the end of the minutes. There were no questions. 9. Recycling Project Member-at-Large Deb reported on the new Recycling bins; a project initiated by homeowner Lisa W. Deb discussed the location; what can be recycled; and that the contents are available for anyone to take to recycling centers in town. The bins will be monitored so we can learn what is being recycled. The locals who currently search our dumpsters for recyclables know where the recycling centers are in town. These bins will help them easily access the recyclables and hopefully keep people from rummaging through the dumpsters. Signs will be posted to direct people to proper bins. Can are recyclable (rinse them out); plastics should be rinsed (brittle old plastics should be trashed) 10. Ejido TV raffle tickets Rafael discussed the weak sales of raffle tickets to pay back fees supporting the Baja 1000 coming through the Ejido to San Felipe. The goal was to raise $3300 and each ticket was entered into the raffle drawing for a large LED TV. Steve S. was the winner of the raffle. Homeowner Shirley M. asked if we could still contribute after the drawing to make up for the loss of ticket sales. She will take up donations and get the money to Jim/Rafael for Cotuco. 11. Firehouse report Fire Captain Rob asked the volunteer firefighters to stand up and be recognized. He reminded everyone about the Fireman s Ball at 5pm. 12. Board members election Jim presided over the Board member elections: John and Deb s Board terms expire; they are willing to serve again if elected, Rafael has requested they continue on the Page 2 of 9

3 Board. By a show of hands Deb and John were re-elected for another two-year term. Mike Cale notified the Board he was leaving his position after one-year of his twoyear term. Barrie Wheeler was nominated and agreed to serve. By a show of hands Barrie was elected to a two-year term. 13. Camp Rules VP John read the just-published HOA Camp Rules. They are common-sense rules and Homeowners may submit comments via the website. No questions were taken at this time. (The rules are printed at the end of this document following the financial reports and are also posted on the website petescamphomeowners.com) 14. Library Fundraiser and Fire Department Fundraiser Sponsored Children Debbie Q. introduced the teachers and sponsored children and presented them with gifts. She also thanked members of Las Amigas who were here. Business portion of meeting ended at 10:35 The Navarro family talk Highlights Rafael s granddaughters presented the sponsored children with gifts Rafael notified everyone about the camper s lost dog (black poodle mix named Batman) that ran away Thanksgiving due to fireworks (post meeting update the dog was found!) Rafael III discussed operational issues: Please see them if your lease is up for renewal Pete s Camp is a valuable brand to racing and to the community He is committed to continuing Pete s Camp like his dad Wants to clean up/fix lots that are eyesores in Camp Rafael introduced is family and announced that by year end he and Norma s daughter Melissa and son Rafael III will be the official owners of Pete s Camp Rafael talked about Tropical Storm Rosa preparations and the success of the prestorm meeting. He was proud of the Camp team and Homeowners energy and preparedness. We were fortunate to be able to divert water off the main road and had to borrow heavy equipment. Page 3 of 9

4 In order to prepare the roads for future storms Rafael said he considered the $120 per lot assessment, and advised the Board. But then after feedback from homeowners he decided on no special assessment, rather just increased the HOA fees by $10 and lease fees by about 4%. Other updates from Rafael: No more disposing your yard waste in the pit along the road into camp (we may need to increase number of dumpsters) The recycling bins will be available soon Homeowners MUST notify their renters of camp rules NO fireworks in camp NO bombs on the beach NO fireworks on beach after 10 pm (but we cannot enforce or fine people) RV park project continuing on south side of camping area; no completion time yet RV park users will not be allowed to establish or set-up their area as a residence Cobblestone project will start on Avenida F all the way, then Calle 12 all the way Palapas (7 of them) on beach will stay Jim HOA Raffle winner is lot 146. 9 PETE S CAMP HOA RULES General Rules Permanent Trailers that are used as homes must be enclosed. NO ocotillo fences. NO roof mounted water tanks. NO fireworks in the Camp or residential areas. Page 9 of 9 In beach area/camping area: Fireworks are allowed ONLY when directed/pointed towards the sea; however NO BOMBS (M-80, M-100, M-1000, cherry bombs, quarter sticks, half sticks, dynamite, barrel bombs, salutes, or-the-like). DOGS must to be on a leash or secured in your yard. Respect your neighbors and Pete s Camp: pick up your dog s feces. Sub-Leasing/renting out your home is a privilege NOT a right. This right can be revoked if your renter is a problem or nuisance. OWNERS are responsible to control/supervise renters and ensure they obey Pete s Camp Rules. Speed limit is 30 MPH on the Pete s Camp main road beginning at Highway 5 and continuing east to the first residence and/or residential street; Speed limit is 15 MPH in the residential areas; Speed limit is 5 MPH at the office, restaurant, and cantina, and down to the beach. Obey posted signs. Residential access to the beaches will be closed during major holidays and celebrations to minimize traffic to/from the beach. Beach gates may also be closed at other times at the discretion of HOA Board for security reasons. NO bottles may be taken from restaurant or cantina. Construction Rules All new construction and additions require Rafael Navarro s approval. Owners are required to provide restroom facilities for workers. Workers start time no earlier than 6:30 am. Construction debris should be cleaned up on a daily bases and if it cannot be hauled off the premise a dumpster or trash container should be rented. Workers are subject to the all camp rules (e.g. speed limits, dogs leashed and feces being picked up), and are the responsibility of the hiring Homeowner.
