1 A Town Board meeting was held by the Town Board of the Town of Ballston on Tuesday evening, May 8, 2018 at the Town Hall located at 323 Charlton Road, Ballston Spa, New York. PRESENT: Tim Szczepaniak Supervisor Bill Goslin Councilman John Antoski Councilman Kelly Stewart Councilwoman Chuck Curtiss Councilman Carol Gumienny Clerk Debra Kaelin Town Attorney Due to giving all the residents a chance to speak at the public hearing on proposed Local Law 4 (Sewer Use Law), Supervisor Szczepaniak called the meeting to order at 7:20 p.m. The Pledge of Allegiance was recited and a moment of silence followed for the recent death of William Ingles, Sr. the founder of Wiggly Worm Bait Shop, a longtime business in the community. Supervisor Szczepaniak stated that tonight we will honor the Burnt Hills Fire Department on their 100 th Anniversary with the following proclamation being presented to the volunteers. He also stated that there will be a ribbon cutting ceremony for the new firehouse on Charlton Road this Saturday at 4:30 p.m. PROCLAMATION HONORING THE BURNT HILLS FIRE DEPARTMENT ON THEIR 100 YEAR ANNIVERSARY WHEREAS, the Town of Ballston has a proud heritage dating back to 1771, and over the centuries the Town has grown into a strong, vibrant community with many citizens who have volunteered their time and talents to help friends and neighbors in need; and WHEREAS, today we are proud to recognize the all-volunteer Burnt Hills Fire Department on their 100 Year Anniversary, and the countless times throughout those years that they have put themselves in harm s way for the benefit of others; and WHEREAS, the Burnt Hills Fire Department was established in 1918 by a dedicated group of citizens concerned that the Town needed a volunteer fire department to help neighbors in need; and WHEREAS, from the first hand drawn engine purchased in 1920 to the many emergency vehicles in use today, the Department has grown significantly throughout the years to include 60 volunteer members who respond to approximately 120 calls a year; and WHEREAS, the 28 charter members of the Burnt Hills Fire Department built a strong foundation which developed into an organization that has grown to serve the community in a myriad of ways, with selfless volunteers willing to respond at a moment s notice to whatever emergency arises; and WHEREAS, these volunteers not only give of their time to respond to emergencies, but they also commit themselves to hours of training in order to better serve the public in their time of need; and WHEREAS, as the Burnt Hills Fire Department enters its second century of service to the growing community which they serve, they will undoubtedly face any emergency with the courage and selflessness that the residents in Burnt Hills have witnessed on countless occasions throughout their long history; and NOW, THEREFORE BE IT RESLOVED, that the Town of Ballston congratulates the Burnt Hills Fire Department on their 100 Year Anniversary, and sincerely thank all of the volunteers for their commitment to protecting the citizens in the community they serve.

2 A motion was made by Councilwoman Stewart and seconded by Councilman Curtiss. CORRESPONDENCE The Clerk received no correspondence for April. A presentation was given by the new Summer Rec Program Director, Andrew Haluska. Mr. Haluska is a 5 th grade teacher at Charlton Heights Elementary School. This is his first year with the program. The program consists of children from three towns, Ballston, Glenville and Charlton. There are many changes this year. The hiring process is the biggest change. Now, there is an application and hiring process. There are 95 applicants and only 20 positions to be filled. The program will be at Charlton Heights Elementary School this year. Students will have opportunities such as swimming lessons and field trips. Currently, there are 115 children registered, 61 are from the Town of Ballston. The biggest challenge is the cost of bussing. We still provide bus transportation for children to and from the program throughout the community. The buses are contracted through the school district and we are charged per mile. This takes up a large portion of the budget; however, he feels it is important to offer this service. Registration is still open. FINANCIAL REPORT Jeanette Borthwick, financial administrator discussed how the Town is funded. On the website is the 2018 budget. There are three funds General A, B, and Highway that are funded through sales tax revenue and mortgage tax revenue. The three funds are approximately $3.8 million dollars that is budgeted for $2.8 million of that is going to be funded through sales tax. And.4 million dollars is mortgage tax. Theses revenues are not a property tax revenue and fund approximately 85% of these three budgets. Saratoga County collects sales tax and 50% is dispersed to the municipalities in Saratoga County. The amount given is the assessed value in each municipality. Town of Ballston has done well in sales tax over the last five years due to development growth. Each year there is a new assessed value. All other districts such as the library, lighting, water, and sewer are specific districts and are shown as a separate line item on your county tax bill. RESOLUTION APPROVE THE SUPERVISOR S FINANCIAL REPORT FOR APRIL A motion was made by Councilman Goslin and seconded by Councilman Curtiss. SUPERVISOR S REPORT Supervisor Szczepaniak stated he attended the County Public Safety Meeting. 820 calls within 4 hours were received by the eight operators at the sheriff s department during the storm that passed through the area last Friday evening. An average of 3.2 calls per minute. COUNCILMEMBER REPORTS Councilman Curtiss stated he attended the Emergency Management Committee Meeting last month and a lot of material was discussed. There seems to be a problem with communication flow, and a few snags in the system. The Committee will meet again next week. Farmland Protection Committee is preparing for the parade next month. Councilwoman Stewart stated that the 2017 court audit has been completed. As liaison to the Parks and Rec Committee, she stated the report from C.T. Male on the structures at Fireman s Grove is completed and they recommend replacing the columns before the Town rents out the pavilion due to liability issues. Estimates will be needed for these repairs. The Personnel Committee met and she wanted to thank the two people who are volunteering for the alternate positions on the Planning Board. She also stated that there is a resolution on this evening for a donation to Saratoga PLAN. Saratoga PLAN trail stewards have done a lot of work at Anchor Diamond Park. She wanted to recognize and thank the following individuals: Cliff Samson, Mary Alice Nyhan, and Randy Putnam of Ballston, Highway Superintendent Joe Whalen and his crew, Bill and Jo Lasher, Greg Way, Don Washburn, Pat Stephan, Dawn Wood, Jim Sevinsky, Ralph

3 Keating, and Larry Felpel. Councilman Antoski asked for an update on the gas station on the corner of Lake Hill Road and Route 50. Building Inspector Brian Theriault replied that the owner had to renew his building permit and work has begun to put the tanks in the hole. Councilman Antoski also asked who do we contact regarding traffic at the intersection of Lake Hill Road and Route 50 and Janet V Corners? Town Engineer, Kathryn Serra stated DOT is contacted on any new projects in towns. They (the State) have acknowledged that there needs to be modifications at these locations such as a roundabout; however, there is no State money. Councilman Antoski stated he submitted the cost of the sidewalk for the SAM grant and received a call that he needs to ask for the entire $100,000 and not the $98,000 as originally submitted; therefore, he will change the amount and will resubmit. The additional $50,000 grant to be used for sidewalks on Thomas Avenue needs to be discussed on how to take care of it. Homeowners may need to be spoken to about maintaining. Councilman Goslin asked to enter Executive Session at the end of the meeting to discuss the telephone contract and an additional contractual issue. Supervisor Szczepaniak stated he also had a contract issue and a personnel issue to discuss. Councilman Curtiss stated he noticed the parking lot has no more white lines. How is this handled? Highway Superintendent Joe Whalen is taking care of this. The parking lot may need to be resurfaced in the future too. Mr. Whalen sent some information to the chairman of the Emergency Management Committee to have Town Hall and the library designated as emergency shelters. These places must be inspected if they are going to be designated as emergency shelters. If not, no money will be reimbursed by the government or FEMA for any expenses incurred. Mr. Whalen commented on the traffic at certain intersections in Town stating that the Boards can go to the developers that are increasing the traffic and require upgrades that are needed. The Supervisor asked Councilman Curtiss the status on a cleaning contract. Councilman Curtiss had no update. The Supervisor stated we do not have a current contract and asked Mr. Curtiss to give the Board a recommendation on how to proceed. REPORTS OF TOWN OFFICIALS Highway/Water Superintendent Joseph Whalen, Dog Control Officer Thomas Shambo, Brian Theriault Building Inspector and Town Clerk Carol Gumienny submitted reports for April 2018 and they are on file in the Town Clerk s office. LIBRARY REPORT Trustee Susan Tomlinson gave the following report: The entry, book drop closet, and community room of the library experienced flooding due to a leaking water fountain on Sunday, May 6. Many thanks to the patron who reported the water when returning library materials to the book drop. Thank you also to Joe Whalen and the Burnt Hills Fire Department for responding to the scene, and Mr. Help for continuing the clean-up efforts on Sunday. The library is working with the insurance company and various contractors to determine what repairs are needed to the building. Inventory is being made of all affected library materials, including those owned by other libraries. Repairs and replacements will be completed as needed. Due to efforts of staff on Sunday and Monday, the library was open for business as usual on Monday morning! The library is hosting some excellent programs this month including: A conversation with author of Survivor Café, Elizabeth Rosner, on May 14 at 6:30 p.m. Earth Day Every Day: Composting 101 on May 15 at 7:00 p.m. Introduction to Bullet Journaling on May 24 at 6:30 p.m. BALLSTON LAKE IMPROVEMENT ASSOCATION Dr. Pierce reported that he received the yearly CSLAP (Citizens Statewide Lake Assessment Program) report from DEC. Ballston Lake has participated in this since the 1980s. The ph. level in the Lake has stayed constant the last ten years which is a good sign. The algae bloom that we had last summer in the Lake did not release any microsystems. The Committee sent a water use survey to Ballston Lake residents; 100 were returned. 25 residences use Ballston Lake as their drinking water. He sent an to Highway Superintendent Joe Whalen to see if the Town is interested in

4 dealing with the trash that blows out of the trash cans at the fishing pier and the kayak launch. Dr. Pierce suggested posting signs that state carry in carry out your trash near the fishing pier and remove the garbage cans. The Supervisor didn t think removing the cans would be a good idea. Councilman Curtiss stated posting signs is done this way at most places. It was discussed and agreed to post the signs and leave the garbage cans. FARMLAND PROTECTION AND PRESERVATION COMMITTEE Chairman Scott Draina reported the committee is working on the float for the Flag Day parade. OLD BUSINESS Zoning Update The Supervisor stated that Sophia Marruso is working with the Town Board on the zoning changes. The next workshop is after the May 29 th Agenda Meeting. Carpenter s Acres Sewer Councilman Goslin stated we will move forward with the Map, Plan and Report that was approved prior for gravity sewers. A public referendum will occur in the near future. Councilman Goslin commented on the Route 50 sewer vote by thanking all members involved especially the Town Clerk s office, the town attorney, and the assessor. Many people don t realize the amount of work and effort that goes into a special election. He was very impressed with the professionalism of the vote and the people who work at Town Hall. Mr. Goslin also thanked the Sewer Committee members that were involved in all the public sessions and supplied documents and other related work to get the information out to the public. He also thanked the project manager, the engineer and legal counsel for answering numerous questions from the public. Councilman Goslin stated that the vote was a great turnout, probably the largest turnout of its kind. The proposal was defeated 4-1. When the Board made the decision not to have a Board vote for sewers on Route 50, and allow the voters to decide, that was the right thing to do. The process has worked and the people have spoken. In his opinion, there is a cost and a benefit for sewers; the cost to the parcel owners far outweigh any benefit. This was loud and clear as well as no large development is wanted on Route 50. His opinion of sewers is only his personal opinion; he is here to represent the people who do not want development in the Burnt Hills hamlet. Supervisor Szczepaniak stated that there are a lot of people on edge wondering what is next for Route 50 sewers. To put people at ease, the Board is not discussing anything. The vote was very clear and it is over; now it s time to move on. There are a lot of good things happening in Town such as a new park, the fire department celebrating their 100-year anniversary, the new CVS and Stewarts. Privilege of the floor on items for consideration and action this evening (limit 5 minutes) Kelly Jasinski of Middeline Road stated regarding Resolution 18-96, she asked why have an Older American s Month? She then jokingly stated personally, she needs the whole year! The Supervisor stated it is in conjunction with what the County recognizes. Ms. Jasinski also inquired where the money for the $2,500 donation to Saratoga PLAN (Resolution 101) is coming from? It was replied the general fund. She also stated Peter Solberg will do a great job as an Alternate Planning Board member (Resolution ) NEW BUSINESS FOR CONSIDERATION AND ACTION THIS EVENING RESOLUTION APPROVE THE MONTH OF MAY AS OLDER AMERICAN S MONTH IN THE TOWN OF BALLSTON. A motion was made by Councilman Goslin and seconded by Councilman Curtiss. RESOLUTION APPROVE THE MONTH OF MAY AS MENTAL HEALTH MONTH IN THE TOWN OF BALLSTON. A motion was made by Councilman Antoski and seconded by Councilwoman Stewart.

5 RESOLUTION APPROVE PETER HOTALING TO ATTEND THE ANNUAL CORNELL SEMINARS OFFERED BY THE NEW YORK STATE ASSESSORS ASSOCIATION IN ITHACA JULY 14 TH - JULY 20, 2018 AT A TOTAL COST OF $615 AND REIMBURSEMENT OF REASONABLE EXPENSES APPROVED PRIOR BY THE SUPERVISOR. A motion was made by Councilman Goslin and seconded by Councilwoman Stewart. RESOLUTION RESOLUTION OF THE TOWN BOARD OF THE TOWN OF BALLSTON TERMINATING ITS PROCEEDINGS WITH RESPECT TO THE CREATION OF THE BALLSTON ROUTE 50 SOUTHERN WATERSHED SEWER DISTRICT The Town Clerk read the following resolution: WHEREAS, by resolution of February 13, 2018, the Town Board authorized the creation of the Ballston Route 50 Southern Watershed Sewer District (hereinafter, Proposed District ) subject to a referendum of eligible voters; and WHEREAS, the proposition submitted to eligible voters was as follows: Shall Town Board Resolution 18-32, approved by the Town of Ballston Town Board on February 13, 2018 authorizing the creation of the Ballston Route 50 Southern Watershed Sewer District which encompasses a sewer collection system in the Town of Ballston in accordance with a Map, Plan and Report approved by the Town Board on December 28, 2017 with properties benefitted by the system generally located along Route 50 from the Glenville town line to Midline Road (Route 146A) while incorporating the hamlet area of Route 50 centered at the intersection of Lake Hill Road and Route 50 at an estimated and maximum cost of $15,780,000.00, and which project is to be financed through the issuance of a bond by the Town of Ballston to secure a 30-year leveraged loan from the New York State Clean Water State Revolving Fund, with properties to be assessed costs on a benefit basis and with the estimated cost of the district to the typical property connected to the sewer system, a single family home, being $ per year, be approved?; and WHEREAS, consistent with a resolution of the Town Board, voting on the proposition was held at a special election on April 18, 2018 at the Ballston Town Hall between the hours of noon and 8:00 p.m.; and WHEREAS, the Town Clerk has made a certification as to the results of the special election which shows that a total of 527 eligible voters casted a ballot with 108 ballots cast in favor of the proposition and 419 ballots cast against the proposition; and and WHEREAS, a copy of the Town Clerk s Certification is attached hereto as Exhibit A ; NOW, THEREFORE, BE IT RESOLVED THAT: 1. The Town Board acknowledges receipt of the Town Clerk s Certification of the results of the special election concerning the formation of the Proposed District. 2. In light of the results, the proceedings with respect to the formation of the Proposed District are hereby terminated. A motion was made by Councilman Goslin and seconded by Councilman Antoski. 6 APPROVE THE 2018 AGREEMENT FOR THE EXPENDITURE OF HIGHWAY MONEYS SECTION 284 OF HIGHWAY LAW. AGREEMENT FOR THE EXPENDITURE OF HIGHWAY MONEYS SECTION 284 OF HIGHWAY LAW AGREEMENT between the Town Superintendent of Highways of the Town of Ballston, of Saratoga County, State of New York and the undersigned members of the Town Board. For the fiscal year of 2018 it is expected that the Town will receive approximately $90, in State aid through the Consolidated Highway Improvement Program (CHIPS) and any other State aid program. In addition, the Town is expected to receive $20, through Pave NY State Aid Program, Extreme Winter Recovery $15, for total combined $127, For fiscal year of 2018 it is expected that the Highway Accounts will receive approximately $0 from taxes levied within the Town, approximately $0 in revenues from equipment rentals, reimbursement for snow and ice removal and other charges for services and as reimbursements from other municipal accounts for services performed with Highway Department personnel and equipment. For the fiscal year of 2018, the Town Board agrees to reappropriate the sum of $0 that remains unencumbered from the last fiscal year to the highway accounts for this fiscal year. Pursuant to the provisions of Section 284 of the Highway Law, we agree that moneys levied and collected in the Town for the repair and improvement of highways, the revenues from equipment rentals, reimbursement for snow and ice removal and other charges for services, the reappropriated funds, and the CHIPS and other State aid for highways, shall be expended as follows: 1A. PERMANENT IMPROVEMENTS HIGHWAYS. The sum of $326, shall be set aside to be expended for the permanent improvements upon 4.03 miles of Town Highways. The Town Highways that are intended to be improved include: a) On the highway known as Marlyn Dr., commencing at Goode St. and leading to Beechwood Dr., a distance of 0.28 mile (Mill out 2 and 2 top course type 6) b) On the highway known as Beechwood Dr. commencing at Goode St. and leading to cul de sac., a distance of 0.46 miles (Mill out 2 and 2 top course type 6) c) On the highway known as Fruitwood Dr., commencing at Forest Rd. and leading to Forest Rd., a distance of 0.56 mile (Mill out 2 and 2 top course type 6) d) On the highway known as Merchant Ln., commencing at Fruitwood Dr. and leading to Fruitwood Dr., a distance of 0.10 mile (Mill out 2 and 2 top course type 6) e) On the highway known as Wealthy Ln., commencing at Fruitwood Dr. and leading to Fruitwood Dr, a distance of 0.12 mile (Mill out 2 and 2 top course type 6) f) On the highway known as Woodside Dr., commencing at Goode St. and leading to new section of Woodside Dr., a distance of 0.08 mile (Mill out 2 and 2 top course type 6) g) On the highway known as Orchard Ter., commencing at Goode St. and leading to Woodside Dr., a distance of 0.23 mile (Mill out 2 and 2 top course type 6) h) On the highway known as Eastline Rd., commencing at Rt. 67 and leading to Town line., a distance of 0.58 mile (Mill out 2 and 2 top course type 6) i On the highway known as Conifer Dr., commencing at Goode St. and leading to cul de sac., a distance of 0.41 mile (Mill out 2 and 2 top course type 6) j On the highway known as Edgewood Dr., commencing at Conifer Dr. and leading to Conifer Dr., a distance of 0.24 mile (Mill out 2 and 2 top course type 6) k On the highway known as Forest Rd., commencing at Fruitwood Dr. and leading to Rt. 50, a distance of 0.3 mile (Mill out 2 and 2 top course type 6) l On the highway known as Skaarland Dr., commencing at Goode St. and leading to Skaarland Dr., a distance of 0.67 mile (Mill out 2 and 2 top course type 6) 1B. GENERAL REPAIRS. The sum of $306,719 shall be set aside to be expended for basic work and general maintenance and repairs of town highways, including sluices, drainage ditches, culverts and bridges having a span of less than five feet, tree and brush removal, board walks, sidewalks that are the responsibility of the Town, emergency activities as such are authorized

7 by the Town Board, and other activities involved with the care, upkeep and maintenance of highways and bridges of the Town. 2. PERMANENT IMPROVEMENTS BRIDGES. The sum of $0 shall be set aside to be expended for the permanent improvements of Town Bridges. The Town Bridges that are intended to be improved include: a) The bridge known as: NONE b) The bridge known as: NONE A motion was made by Councilman Goslin and seconded by Councilwoman Stewart. RESOLUTION APPROVE THE DONATION OF $2500 TO SARATOGA PLAN FOR ANCHOR DIAMOND PARK SUPPORT. A motion was made by Councilman Goslin and seconded by Councilwoman Stewart. Councilman Curtiss suggested the four (4) tickets to Saratoga PLANS s largest yearly fundraiser, Feast of the Fields, held in September, that are given to the Town as part of the sponsorship level, be given to the public, possibly hold a drawing. He encouraged the Board members to attend this event as well. Councilman Goslin suggested to let Councilwoman Stewart give them to the volunteers in Anchor Diamond Park. RESOLUTION APPROVE THE APPOINTMENT OF DAVE BLAIR AS A 1 ST ALTERNATE PLANNING BOARD MEMBER COMMENCING MAY 8, 2018 AND ENDING DECEMBER 31, 2018 A motion was made by Councilman Goslin and seconded by Councilman Antoski RESOLUTION APPROVE THE APPOINTMENT OF PETER SOLBERG AS 2 ND ALTERNATE PLANNING BOARD MEMBER COMMENCING MAY 8, 2018 AND ENDING DECEMBER 31, 2018 A motion was made by Councilman Goslin and seconded by Councilman Curtiss ADOPTED Ayes 4 Supervisor Szczepaniak, Councilman Goslin, Councilman Antoski, Councilwoman Stewart Abstain 1 Councilman Curtiss Councilman Curtiss stated he and Mr. Solberg have some small business transactions together. The town attorney recommended that Councilman Curtiss recuse from the vote. RESOLUTION ACKNOWLEDGE THAT THE REQUIRED ANNUAL COURT AUDIT WAS PERFORMED FOR A motion was made by Councilman Goslin and seconded by Councilman Curtiss. Privilege of the floor (limit 5 minutes) Paul Simpson stated regarding the previous statement made about traffic on Route 67 and Lakehill and Route 50, every time a developer presents a project to any Board, they present a traffic study by Creighton Manning that reports, no impact on this particular development. He thinks there

8 needs to be a realistic traffic survey. They state no impact, but when any of us drive the roads it s a different story. The result does not show it. Peter Solberg of Charlton Road stated that he appreciates the agenda being on the web prior to the meeting; however, it is sparse and lacks description. It is hard for him to understand some of the resolutions and provide his feedback at the time it is needed. He doesn t have a suggestion how to improve it. He feels the prep of the agenda should be more fruitful so people can understand and be able to comment if needed. The Supervisor stated that there is room for improvement. Mr. Solberg also stated the rotary is a hot topic and a significant hinderance. He does not think we should expect to wait for a developer to come to Town to develop something and have them be burdened with this expense. There is a natural growth to our Town due to Glenville s development and the Town being a thoroughfare to Saratoga and the casino. Can the school district look at amount of gas used by the buses driving kids back and forth from middle school to high school? The buses significantly hinder the impact of how people get to work at this intersection (Lakehill Road and Route 50). There are other creative ways to look at to how to pay for rotaries than depend on state funding. If there was an increase in tax, what would it look like? Would a rotary decease the gas usage for the buses? Would it increase the availability of businesses in that area? Scott Draina of Outlet Road stated in January the Board decided to hire a PR firm and wondered what they are have done for us. Supervisor Szczepaniak stated that he receives a monthly report and would be happy to supply it. Mr. Draina stated it would be helpful to report this during the monthly Board meeting. He also stated that people in this Town have been stating for a long time, that they do not want any more large development, why did it take a sewer vote for Board members to realize this? Dr. Pierce of Lake Road asked for an update on Dolomite. The Supervisor stated it is still in litigation. Carl Thurnau of Woodside Drive wished good luck to the two new Planning Board members. Mr. Thurnau stated the traffic will be worse when CVS opens in June. The main entrance is on Lakehill Road. He never liked this project. The Manning traffic report for CVS was atrocious; it was taken in December. He did his own traffic report with the school buses and the Planning Board did not listen. The Board of Fire Commissioners did not listen either. Mr. Thurnau does not think the State will put in a roundabout; he has yet to see how pedestrians get across a roundabout. Regarding the sewer vote, Mr. Thurnau is not in the district, he stated that there have been two referendums in this Town where people have stated overwhelmingly that they like the rural area. The pressure is coming to us and the Planning Board will suffer. This Town will become very politically active. There is a new wave coming to Town. Frank Rossi, Jr. of Constitutional Court, feels he needs to defend the traffic engineering firms and he stated most people have no idea what happens behind and in front of the scenes with these traffic studies. BFJ did the traffic study for the Rossi PUDD and it was dissected 92 different ways, modifications were made and their study was backed up by numerous engineers, all coming to the same conclusions. Questioning their methodologies is short sited and at the end of the day these firms do the best they can. Steve Walsh of Kingsley Road asked who to contact to replace the street light that has been out on his street for some time. The contact person is the Highway Superintendent. He also inquired who is doing a traffic study on Kingsley Road? The Town Engineer or Board was not aware of any. It could be the school district, or maybe the County. Mr. Walsh stated that the traffic on Route 50 is concerning. How do we get a moratorium to halt development? Supervisor Szczepaniak stated that the Board has discussed a moratorium numerous times and opted not to do one. Numerous public zoning workshops and public hearings were held last year on all the proposed zoning changes. Kelly Jasinski of Middleline Road, stated a lot of time, effort and money has been spent on the Route 50 sewer vote and now that this is over, she would like to see the Town get back on track with water infrastructure as a priority. The Katz proposal needs sewer and water as well as the Spinney Group. Her concern is sewers being extended into the middle Town. The PUDDs need to go; they bring in development. If you drive up Route 50, the only part of it that has rural character is the middle of our Town; this is our asset. RESOLUTION

The Supervisor stated prior that there is no expected action on these items to be discussed in Executive Session.
