I know you are the base for the organization. You are bearing bouquets and brickbats for the sake of orgaisation. Circle and CHQ are only co-ordinating bodies. I know how you worked during the verification period in order to procure more members for our union. But for your hard work, we would have not secured the recognition in the verification process in This time we battled very hard with the sister union. You have toiled in the verification process without rest. I am aware the financial needs of Divisional union. That is why our constitution was amended in favour of Divisional union in regard to allotment of quota. In this respect, the CHQ allotted Rs. 15/- as quota for Divisional union and Rs. 10/- for Branch union. Our union s major Divisional are 1. Chennai Stg. Dn. 2. Chennai Air Mail Stg. Dn. 3. Kolkata Air Mail Stg. Dn. 4. Kolkata RMS Division. 5. New Delhi Air Mail Stg. Dn. 6. MMS Delhi 7. MMS Kolkata 8. MMS Chennai 9. MMS Bengaluru 10. MMS Mumbai. The above ten Divisions which are having 30% of our total membership are getting 50% of the quota i.e. total subscription is Rs. 60/- out of which Rs. 25/ - is going to the above ten Divisions. I firmly hope the amount which they are getting is enough for running the Divisional unions in an efficient manner. Of course, at the time of Divisional Conference, the Divisional union needs more money to conduct the conference. If the Divisional Secretaries, seek donation from each member, I strongly believe that members will definitely respond well. In regard to remaining Divisions which have branches are getting Rs. 15/- as their share. Divisional Secretaries will understand as to why I narrate the above. After All India Conference in July 2015 held in Thiruvananthapuram, 90% of the Divisional Secretaries have not remitted their CHQ Quota promptly. This is against the constitution, without receiving quota from the Divisions, how CHQ can function? We are not paying any salary to General Secretary for the last 15 years. Moreover no clerk and attender are engaged in the CHQ for want of money. The CHQ is in dire need of money atleast Rs / - per month. This is not even 1/7 th of the money of AIRMS Group C and 1/4 th of AIRMS MTS. How our CHQ will run efficiently. Therefore I decided to publish the names of the Divisional unions which paid quota upto March 2016 from next month onwards. This may creat bad name to the Divisions which do not remit quota which were paid by members. I am sorry to state that such Divisional Secretaries are using the share of the CHQ for their purpose. This is unethical. Please excuse me if my above words hurt you. I have other alternative except this appeal. Cultural Sports Board for Central The Central Civil Services Cultural & Sports Board (CCSCSB) is a Society registered under the Societies Registration Act, 1860 and is the Central Agency for promotion of Cultural and Sports Activities amongst the Central Government Employees in the country. It works under the aegis and control Ministry of Personnel, Public Grievances & Pensions Department of Personnel & Training. 2. The CCSCSB organizes various Sports events which includes Inter-Ministry Tournaments and All India Civil Services Tournaments in 19 disciplines. The detail are available at Wings_ ATA_ Welfare_ CCSCSB_ Index.asp 3. The CCSCSB has playing facilities at Vinay Marg New Delhi for Athletics, Basketball, Cricket, Football, Hockey and Lawn Tennis. The CCSCSB also maintains Lawn Tennis Courts at Bharti Nagar, RK. Puram and Brassey Avenue. There is a Volleyball Court and Cricket practice Pitches at Brassy Avenue New Delhi. Facilities are also available for Indoor Games such as Carom & Table Tennis at Nirman Bhawan, New Delhi. Some of the playing facilities are at present free of cost and some are on nominal charges/fees. The details of charges fees for coaching & booking of facilities of CCSCSB is at Annex. 4. The Department of Personnel & Training has proposed to hire facilities of Sports Authority of India for use by Central Government Employees, their families and dependants. The Sports Authority of India has agreed to provide their following facilities at, New Delhi at the time mentioned against each w.e.f. 1st April, Facility Venue Timing Swimming Major Dhyan Chand National Stadium 9 am to 10 am* Fitness Center [Excluding Sauna Facility) Jawahar Lal Nehru Stadium 4 pm to 5 pm* Fitness Center (Excluding Sauna Facilitv) Major Dhyan Chand National Stadium 8 am to 9 am* Badminton & Table Tennis Jawahar Lal Nehru Stadium 3 pm to 4 pm * *6 days a week (excluding 2nd, 4th Saturday and Gazetted Holidays) 5. The Facilities would be available on First Come First Serve basis. All the Central Government Employees are requested to register for use of the facilities of Sports Authority of India as well as Central Civil Services Cultural & Sports Board by 28th March, 2016 positively. The rates for use of facilities of Sports Authority of India would not exceed Rs.100/- per person for each facility. The terms & conditions will be informed due course of time. Owing to difficulties faced by candidates belonging to these reserved communities in various states in securing employment due to delays in obtaining caste certificates, this Department, vide an Office Memorandum of even number dated , has re-iterated the instructions on providing provisional appointment to such reserved category candidates who are unable to obtain an appropriate caste certificate in time. It has been reiterated therein that where a candidate belonging to a Scheduled Caste, Scheduled Tribe or Other Backward Class is unable to produce a certificate from any of the prescribed authorities, he/she may be appointed provisionally on the basis of whatever prima-facie proof he/she is able to produce in support of his/her claim, subject to his/her furnishing the prescribed certificate within a reasonable time. If there is genuine difficulty in his/her obtaining a certificate, the appointing authority should itself verify his/ her claim through the District Magistrate concerned. A copy of the OM is enclosed for reference and perusal. 3. In order to ensure that the candidates belonging to reserved categories do not face unnecessary problems in obtaining caste certificates, it is requested that instructions issued to the concerned authorities in the light of the aforementioned letter dated may be reiterated for information/compliance of all concerned. 4. The Member (P) assured that report will be called from the U.P. Circle. MEETING WITH CHIEF PMG, DELHI ON GS, NUR C, GS, AIPAOA (FNPO) O.P. Khanna, Sri Devendra Kumar CS Delhi Circle and Sri Bhagvan, CS NAPE C Delhi met the Chief PMG, Delhi Circle and discussed various issues of Delhi Circle. VISIT HARIDWAR RMS On , GS visited Haridwar RMS alongwith CS Uttarakhand and discussed problems of Uttarkhand Circle. MEETING WITH THE MEMBER (TECH) On , SG FNPO met Sri B.V. The Chairman stated that the committee would invite representatives of FNPO to tender evidence during April or May P III CONFERENCE AT CUDDALORE On 13 March 2016, SG FNPO attended joint Divisional Conference of NAPE C and NUGDS of Cuddalore Division. P III CONFERENCE AT RAICHUR ON SG FNPO attended joint Divisional Conference of NAPE C and GDS of Raichur Division. MEETING WITH PMG KURNOOL SG FNPO, GS NAPE C and GS NUR IV met the PMG Kurnool Region on MEETING WITH NODAL OFFICE, 7 TH CPC IC On the Department called a meeting to discuss the 7 th CPC issues. Our Federation submitted a detailed note on the subject which was already posted on our website. MEETING WITH CABINET SECRETARY On the Cabinet Secretary called our Federation to discuss the strike demands on 7 th CPC issues. The Meeting was attended by SG FNPO and President FNPO alongwith the other Federations. The minutes of the meeting is awaited.
