Sir, I am directed to state that as per provision of the Foreigners Order 1948, no foreigner can enter or exit from India except at the designated Immigration Check Posts or with the leave of the civil authority having jurisdiction at such port/place. FRRO/FRO concerned is the civil authority for this purpose. Foreigners Registration Officer is the Superintendent of Police of the concerned district. However, instances have come to the notice of this Ministry where foreigners have embarked/disembarked from some places / Custom Check Posts other than the designated Immigration Check Posts (ICPs). At times, even the officers at Customs Check Posts also allow foreigners to Disembark/Embark. 2. It may kindly be brought to notice of all concerned that embarkation/disembarkation of foreigners can take place only at the designated ICPs. List of such ICPs is enclosed herewith for your ready reference. No foreigner will be allowed to disembark/embark at places other than the authorized ICPs. However, FRRO/FRO concerned may allow short term permit up to 12 hours to the Crew of the vessel at the authorized Customs Check Points for normal activities like shopping, purchasing medicines etc. In case a Crew member falls sick, Temporary Landing Permit (TLP) may be granted for a period of up to 15 days by the State Government / UT concerned on the recommendation of the FRRO/FRO concerned. 4 :: 2 :: 3. As far as entry/exist foreigners from designated ICPs is concerned, it will continue to be regulated as per extant instructions. 4. In all cases, the foreigner must possess valid national passport or any other internationally recognized travel document establishing his/her nationality/identity. 5.
