Flex (330) On November 4, 2014, Plain Township will be seeking a 1.5 mill additional road levy. The Plain Township Road Department maintains 174 miles of township roadway. Unfortunately, due to the skyrocketing cost of asphalt, the Township has had to cut its paving program from paving 14 miles of roads in 2005, to only 8 miles in Just 10 years ago, the Township spent $757,000 to pave those 14 miles, including curb and gutter work, while this year the cost to pave just 8 miles was $720,000. Our Road Department has not been able to install or repair curbs and gutters recently due to the increasingly high cost of concrete over the past several years. As a result, Plain Township is rapidly falling behind in its paving program. Over 1/3 of the Township s roads are now rated by the Highway Superintendent as being in poor condition. If this levy is approved, Plain could return to the accepted standard of repaving all roads every 10 years. Highway Superintendent Joe Iacino has reported that four to five additional miles a year of road could be paved with the additional levy. Beyond paving our roads, the Road Department has other pressing needs as well. It is the responsibility of the Plain Township Road Department to salt and plow our streets in the winter. The Road Department is also available 24 hours a day for emergencies. We have equipment needs as well. There are 12 trucks used for snow removal as well as for transporting materials and equipment. Some of these vehicles are now 19 years old. While Plain Township takes excellent care of its vehicles, the time has come where some of them have reached the end of their productive life, and need replaced. With the passage of the additional levy, the Road Department would be able to replace two to three trucks a year. Another rising expense for our Road Department is the cost of salt used in snow and ice removal during the winter. The cost of road salt has increased from approximately $31 a ton in 2005, to $51 a ton in Last winter alone, approximately $190,000 was spent on road salt to keep our streets clear and drivers safe. This levy would cost the owner of a property with an appraised tax value of $100,000 approximately $52.50 per year. Plain Township has always strived to keep tax increases to a minimum. Plain Township residents can be assured this money would be kept locally, and used to maintain Plain Township's roads. Safe streets with proper maintenance and upkeep help maintain property values and make Plain Township an attractive place to live and work. 2 No Soliciting Door to door solicitation is prohibited in Plain Township s residential areas. Plain Township has a Home Rule Resolution, Transient Vendor Policy in place (under Chapter 1000, Section 1001), which states it is a violation to go into the zoned residential areas and sell goods. ONLY people collecting charitable contributions are permitted this right. If you see a door to door solicitor in your neighborhood, please don t hesitate to call the Sheriff s Office. A solicitor located by an officer may be subject to a citation for violating the Transient Vendor Home Rule. School Bus Ride for Safety With a new school year upon us, the Stark County Sheriff s Office will again be participating in the Bus Ride for Safety Program is the second year of this extremely successful program. The Sheriff s Office will partner with various school systems around the county, including Plain Local Schools. Deputies will be riding randomly selected school buses and extra patrols will be utilized in and around active school zones to promote safety and awareness. New Cruisers On Friday, August 15th, 2014, two new Plain Township cruisers were added to the Plain Township fleet! Three 2014 Ford Explorers were recently purchased by the Plain Township Trustees to replace three of our oldest cruisers. Car 7645 was a 2001 Ford Crown Victoria with 125,565 miles and car 7637 was a 2004 Ford Crown Victoria with 134,339 miles. A third Ford Explorer will be arriving soon to replace car 7641, a 2005 Ford Crown Victoria with 152,000 miles. Help Support Your Township Did you know part of the fee you pay for your license plates is returned to the tax district you live in? This is why it is very important to look closely at your vehicle Certificate of Registration and make sure the tax district shown is Plain Township! Annually registering a vehicle includes a license plate tax fee from the State of Ohio. A portion of this fee comes back to Plain Township as long as it is properly designated on the vehicle registration. Residents should ensure tax dollars are returned to Plain Township by taking a moment to verify with the Bureau of Motor Vehicles (BMV) that Plain Township is listed on the vehicle registration prior to renewal or new registration. If Plain Township is not specifically designated as the area where you live, the money will NOT come back to our community. Our Taxing District number is 7677 and the City/ Township is Plain. Monies received from the license plate registration are used to purchase road salt for the maintenance of our Township roads during winter months. Our Township also receives part of the gasoline tax from sales at local gas stations. These funds too are used only for Plain Township Road Department purposes. This is a great reason to shop local and make sure the money you spend comes back to help your community and Plain Township.

3 & The fall season, ah, the aroma of a backyard campfire on a chilly night. A time when friends and family can enjoy time together sitting at a campfire. It can almost become mesmerizing. Yet, each fall we get dozens of calls to respond to complaints of open burning because the fires are not conducted in a legal manner. The EPA, the Ohio Fire Code, and the Ohio Department of Natural Resources all have regulations concerning open burning. These regulations are in place to allow proper burning while respecting health and safety of others. In Plain Township, at no time is the burning of leaves (agricultural waste) permitted. Plain Township provides drop-off sites for the proper disposal of leaves (see final page of this newsletter for dates and times). Open burning for recreation ( campfires ) is permitted with several stipulations. What does code language mean? It means you can only have a small fire (about 3 foot by 3 foot pile size) that you can use for cooking. Nothing else! You cannot burn garbage, yard waste, construction materials, debris or other materials. The only item you are permitted to burn is CLEAN, DRY WOOD. No open burning of any kind is permitted between the hours of 6:00 am and 6:00 pm during the months of March, April, May, October and November. No burning is permitted when winds exceed 15 mph. Excessive fires, with complaints being received by the Fire Department shall be classified as a nuisance and the applicable laws will be enforced. Violations are 3rd degree misdemeanors and may be punishable by a fine. Outdoor Recreational Fires If you plan to have an outdoor recreational fire (cooking campfire), please adhere to the following: 1. Burn clean dry wood only 2. Pile size may not be larger than 3 x 3 and not more than 2 high 3. Burning shall not be less than 25 from any structure 4. The fire shall be constantly attended until the fire is extinguished 5. A hose or fire extinguisher shall be available for immediate utilization 6. You must register your fire in advance at (click on departments, then fire, then register recreational fires). Registration does not grant permission for an illegal fire. Plain Township s new Central Fire Station was dedicated on Saturday, June 7th. 4 Paving & Microsurfacing Our 2014 Plain Township Paving and Road Repair Project has now been completed. Approximately eight miles of roadway have been repaved. We would like to thank our residents for their patience with any inconveniences that may have occurred during this time. Sight Obstructions Please trim back your trees, bushes, hedges, etc. that may cause a sight problem for drivers on your street. The courts have determined that there may be joint liability between the property owner and the governmental agency for hazards in the right-ofway. If you see an obstruction of sight in your neighborhood, please report it to the Plain Township Road Department at (330) Right-of of-way Obstruction Please remember that trash cans and portable or permanent basketball hoops cannot be placed in the road right-of-way. ORC Section states no obstruction can be placed in the right-of-way. Drainage Problems Please remember not to rake leaves, grass clippings or other debris into the storm sewers, ditches or streets. Keeping storm sewers and ditches clean will help reduce drainage problems. Also note that it is illegal to dump oil, antifreeze, herbicides, pesticides or other hazardous products into ditches, culverts or catch basins. All violators will be prosecuted. If you see illegal dumping taking place, please report it to the Stark County Health Department at (330) Prescription Drug DROP OFF In an effort to keep our citizens healthy and drugs off the street, the Plain Township Board of Trustees in cooperation with the Stark County Sheriff s Department, Stark County Metropolitan Narcotics Unit and Drug Enforcement Administration will have a free prescription drug drop off event; 10 am - 2 pm, Saturday, September 27, 2014 at Plain Township Hall, 2600 Easton Street NE. Deputies will take any unused prescription drugs, in the form of pills, liquids and creams, no questions asked and dispose of them safely. Needles and syringes are NOT accepted. Call Cathy, for more information Permits Required A Road Opening Permit is required for any excavation in the township right-of-way. The fee for this permit is $50. A Driveway Permit is required for new construction or any other improvements made to an existing driveway. This permit gives you instructions for paving and apron requirements. The permit fee $10. Permits can be obtained by coming to the Plain Township Road Department, located at 6300 Heminger Avenue NE. More information can be found on the internet at.

5 Fall Yard Debris With the fall season upon us, the Plain Township Zoning Department has begun to receive phone calls regarding leaves. Please be advised that there are no zoning regulations regarding leaves and/or leaf cleanup. Plain Township provides two yard waste recycling drop off sites (see page 8 for locations and hours). If you know of an elderly person or a neighbor needing assistance, lend a helping hand or suggest that they contact a local church or youth group for volunteers. Zoning Certificate of Conformance Board Positions Available Attention! To ALL commercial property owners and potential tenants: A Certificate of Conformance Permit is required prior to anyone occupying a building in a Business, Office or Industrial District. A NEW permit is required for any change in business use, change of ownership or change of tenant. Applications can be picked up at the Plain Township Zoning Department 2600 Easton Street NE, Canton, Ohio between the hours of 8 am to 4 pm, Monday through Friday. The Plain Township Trustees are accepting letters of intent from persons interested in filling expiring terms for the Board of Zoning Appeals and Zoning Commission. One position to each Board will be appointed for a five-year term, starting January Interested persons must be legal residents of Plain Township and must be able to devote up to three evenings per month to hear variance, conditional use and rezoning requests. Zoning knowledge is preferred but not required. Letters of intent should be accompanied by a resume and may be mailed to the Plain Township Zoning Department (ATTN: Zoning Director) 2600 Easton Street NE, Canton, Ohio or dropped off between the hours of 8 am to 4 pm, Monday through Friday. Letters of intent are accepted until Monday, December 1, Sign Permits Almost any temporary sign requires a sign permit. So before you put out the next banner or portable sign, make sure you have obtained your sign permit from the Zoning Department. A temporary sign permit is good for thirty days. You may have a temporary sign for four (4) months within a calendar year. Please apply for and obtain your temporary sign permit before placing it outside of your business. All permanent signs require permits! Please check with the Zoning Department for size regulations at (330) Garage Fires Fires in residential garages account for a large portion of structural fires. Nationally, the leading cause of these fires is related to electrical issues. There are Fire Prevention measures you can take to help prevent these fires: Store oil, gasoline, paint, propane and other flammable liquids in a shed away from your home Plug in only one charging appliance into an outlet Extension cord use should be limited! Do not use under-rated cords, do not allow cords to remain plugged in unattended or be used as permanent wiring; do not overload cords and do not use extension cords plugged into charging appliances In addition, you can help keep fires in attached garages contained by: Install a 20-minute fire-rated, self-closing door leading from the garage to the house Installing 5/8 inch Type X gypsum board to the garage ceiling if you have a living space above the garage Installing a 1/2 inch gypsum board wall between the garage and the house Installing a heat detector in the garage

Travel the Stark Parks Middlebranch Trail as a connection to all of the parks! This is an exciting collaborative effort amongst Plain Township Parks, Canton Parks and Recreation and the Stark County Parks District to promote health and wellness for people of all ages, use of your local parks and create awareness to the wonderful amenities offered in the park systems! Come out and enjoy your local parks for PCS Fest and all year round! PARKS DEPARTMENT ArtsInStark will offer entertainment in different locations at this event! Vendors will be selling crafts, food and beverages at different parks, including Schneider! Plain Township Fire Department will offer fun activities for kids as well as services for adults at Schneider Park and Central Fire Station! Hayrides and kayaking in the Canton City Parks! The Friends of Plain Parks will host their third annual Parks For Soldiers Veterans Day Commemoration Ceremony, 5k Fun Run and Kids Fun Run on Sunday, November 9, 2014 at Schneider Community Park. Senior Programs The Plain Township Parks Department, in cooperation with Parkway AARP Chapter 5190, presents a series of seminars to bring together local senior citizens. On the fourth Thursday of each month, seniors can meet for lunch and listen to a guest speaker or enjoy entertainment at the lovely Chateau Michele, th Street NW, Canton. Seminars are only $11 and all senior citizens are welcome. Reservations must be made prior to attending. All guests and visitors are welcome to attend two seminars before it is required by the AARP that you become a member of the national organization. Membership in the local chapter is $9 per year. 7 Indoor Soccer at Diamond Sports Complex Get into the game with Plain Township Parks Department s Indoor Soccer beginning this November 6th with session one running through February 1st, 2015! Divisions include U12, U14, High School Boys/Coed and Girls, Coed Adult, Coed Adult over 30 and Men s Open. Teams are accepted on a first come first serve basis.
