1 Board of Selectmen Meeting Minutes February 12, 2019 Attendance: Jenna Domer, Arthur Dunlap, Ryan Fowler, C. Wayne Miller and Daneil Wassel Ryan called for the pledge of allegiance and called the meeting to order at 6:00pm. Ryan made a motion to approve the minutes from January 31, 2019 as written, Wayne 2 nd the motion and it was approved unanimously. Visitors: Troy Morse, winter plowing contractor, stated his windshield on his plow truck was damaged while plowing on Webber Pond Road by a tree branch. He was inquiring as to where the liability rests, the Town or his personal insurance. Selectmen Fowler asked the AA to follow up with MMA insurance. Reports of Officers and Committees: ACO-no report Administrative Assistant- AA stated most of the Town Report is complete. She is making the final updates before going to print on February 15, RHR Smith has sent over the short report from the audit to be included in the 2018 Town Report. These numbers are preliminary as the final audit draft has not been complete as of this date. The report was presented to the Selectmen for review. AA stated she received in house TRIO Training on February 1, 2019 along with the Town Clerk and TC/Treasurer. The training lasted approximately 3 hours and it was informative for all. Considering the quote for the training was for 6 hours, there will be another webinar in March/April of 2019 reviewing the Tax Collection and Lien process. This training will be scheduled at a future date. The placement of the CEO reports on the Town website was discussed. In years prior to 2014 the reports were listed individually and then subsequently they were included with the Planning Board Meeting Minutes. The report is initially reviewed at the Board of Selectmen Meeting and the Selectmen agreed the report should be listed with the BOSMM on the website. AA presented a Budget Committee memo ed to the Selectmen outlining their recommendations for the remaining Town Meeting Warrant votes on Grounds Maintenance, SVFD, SVFD apparatus and Cemetery Maintenance. It was reviewed by the Selectmen and immediately following the Selectmen proceeded with the final votes on the Town Meeting Warrant. CEO- Arthur Dunlap informed the Selectmen that he has ed Dan Noblet living in Popple Hill Subdivision. Mr. Noblet was issued a temporary Certificate of Occupancy based on the fact he would install the necessary sprinkler system according the covenants or he would present to the Planning Board information to have the subdivision amended by the end of January Neither of these actions have been completed. The CEO indicated in the that Mr. Noblet had until February 26, 2019 to have the sprinkler system in his home operational or a violation notice would be issued. The Selectmen asked the CEO to close out all open permits for Town of Sweden, Maine Page 1 of 6

(2) Issued 4/30/2016 (3) Work on garage construction is complete. No COO issued as permit has expired w/o call for final inspection. Will need new permit to issue a COO. 4) Violation Notices Issued a) NONE 5) Timber Harvesting a) NONE 6) Other a) Thursday, January 10 th and Monday January 14 th. Came in to work on s & paperwork to get caught up because of holidays and snowstorms on Tuesdays. b) R i) Jean Kelly, 703 Waterford Road. ii) Talked to her about the vehicles left on the property she just inherited. Some do not belong to her and she will get the owners to remove. Also she will address all the others that are hers and will start removal when the weather warms and mud season is over. Will contact her again in April or May for an update of removals and other plans. c) R i) Prospective buyer looking to put a small dwelling on this lot. Told him it would be possible. Would need details esp. water and sewer. d) R i) Patrick I. Cowan, 186 Bridgton Rd. ii) Received letter from Sawyer Engineering & Surveying that they are doing a boundary survey this lot e) R Page 2 of 6

Wanted to know minimum req for a house lot to go with the house. f) R A i) Cindy Trip, Lovell Rd. ii) Talked with Cindy s husband (?) about the vehicles on her property. He stated that there are no more than two unregistered and/or uninspected vehicles there. All other meet the registration and inspection requirements. Told him I will want to check out the vehicle in the spring and he had no issues with that. g) U i) Linda Hanratty, 76 Wint Rd., h) Wants to replace small shed She stated that it is 40 yards from the water but suspect it is only 40 feet. Sent reply to her about req to replace a structure and that I need more info. 7) Status of Open Permits a) 2018 i) Permit # R A-3 (1) Peter Mochak. 60 Tapawingo Road. (5) received a form 1190 for the construction of Rod Scott s house, 82 Plummer Hill Rd. iii) Permit # R (1) Sweden Historical Society, 147 Bridgton Road (1) Replace back wall of old Selectmen s brick building. (2) Issued iv) Permit # U (1) Joseph Dioro, 28 Flint Rd. (2) Went with Lenny Lavoie to look over three pine trees that are dying for disease and/or infestation. Issued permit to remove them and also a dead birch stump. (3) Issued v) Permit # U A (1) Pam Bartlett, 68 Pine Point. (2) Processed BP for vegetation removal within shoreland zoning. Remove one diseased oak tree leaning into neighbor s property and driveway. (3) Issued vi) Permit # R C (1) Damon Builders in to get BP for 1,920 SF barn for Frank Howell, 787 Haskell Hill Road. Told him I would issue one, but he would have only 90 days to put in sprinkler or receive notice of BOA rescinding need for them. Warned that he would have to move out if not done in that amount of time. Dan s wife dropped off an application to build a larger deck on the back and add a pool. Total SF 954. Gave permission to install insulation and close in interior of walls. x) R (1) Robert Santomenna, 73 Ridlonville Road. Build a year round dwelling next to existing cabin and tie the two together with a common deck. (2) Issued (3) 01/22/2019 Did a rough-in of structure and foundation prior to installation of insulation. All set. b) 2017 i) #1/17 R08 Lot 37-5 John Lyerla 535 Knights Hill Road (1) This permit was not in the last report from Lawrence Lyle. Re-activated for purpose of completing renewal and other upcoming activity. (2) Rebuild home that burned down in same footprint plus 12 x 12 bump out addition. Foundation good. (3) Issued 05/10/2017 (4) Owner in to see about renewing permit. No key available to unlock records. Need a few smoke detectors installed. ii) #02/16 Map R01 Lot 11 Melanie (Eldracher) Ridlon, 105 Ridlonville Rd., (1) Add two dormers to existing house. (2) Issued 04/12/2016 (3) 11/03/2017 Site visit - no activity probably, no activity till spring (4) Went to inspect Melanie Eldracher Ridlon construction of dormers on her house. Still needs to shingle the sides of the dormers. Everything inside is done. iii) #12/16 Map R08 Lot 35 Stan Sylvia, 568 Knights Hill Rd. 565 Knights Hill Rd. (1) Remove mobile home and replace with 24'x34' 1 story home. (2) Issued 09/08/2016. (3) Need entrance to the home to complete permit (4) No update. Arthur C, Dunlap, CEO Clerk- Appointments were presented on behalf of the Clerk for signatures. Fire Chief- no report Road Commissioner- The Selectmen asked the AA to inform the RC to hold off all tree trimming and grinding until further notice. The Selectmen also asked AA to run an ad for the position of Road Commissioner as it will become an appointed position effective March 23, 2019 at Town Meeting. The applicant should possess construction experience. Ryan Fowler will inquire with Pine Tree Engineering as to the date they will be available for attendance at a Selectmen s meeting to discuss engineered roads. ROAD COMMISSIONERS REPORT 1/31/2019 2/11/2019 Work done since last report: Grinding brush on Webber Pond Road and install of stop sign. Grinding brush on Lee Gray Road. Ice removal on Route 93 with loader. Snow removal at town office with loader. Page 5 of 6

6 Work to be done in the next month: Grinding brush on Plummer School Road, Wint Road and Haskell Hill Road. Expenses: Steve Bennett - $5, Anticipated expenses: Steve Bennett unknown Tax Collector/Treasurer- An abatement for RO7-13-2, Simpson was presented for approval. The Selectmen approved and signed the abatement. Ryan made a motion to sign the Warrant dated February 12, 2019, Wayne 2 nd the motion and it was approved unanimously.
