DELEGATIONS/PRESENTATIONS Heritage Municipal Hall, 4858 Delta St. (A.01) Memorandum from Susan Elbe, Planner, regarding Heritage Alteration Permit for the Heritage Municipal Hall at 4858 Delta Street (LU007857). On Table Delegation: Barry McGinn, Architect Susan Elbe, Staff Liaison, introduced the delegation and provided an overview of the application. Ms. Elbe noted: Tara van Voorst Vader is the Project Manager and McGinn Engineering & Preservation Ltd. has been hired by Delta to lead the team in rehabilitating this important civic building, which was the site of VE Day celebrations, many May Day celebrations, and meetings with visiting dignitaries. The applicant has been requested to provide landscaping information and drawings but these were not available at the time of writing the memo to the Heritage Advisory Commission. This significant heritage building should be located within a context that recognizes the historic importance of the building and the efforts Delta is making to rehabilitate it. Details of planting, paving, fencing, lighting and site furniture have been requested and will be requested prior to this application proceeding to Council. Karl Vinge, Intern Architect, presented a PowerPoint presentation (On File) providing an overview of the application. In the course of the overview and in response to queries from the Commission, Mr. Vinge noted: The Heritage Municipal Hall was designed in 1912 by Architect Archibald Campbell Hope and constructed by prominent contractor George Bowder. The lower floor originally served as the Delta Police Office from construction in 1912 until a new station was constructed in The proposed use for the lower floor as a Community Policing Office (CPO) is ideal from a heritage conservation standpoint as it re-establishes the historic use of the building. In 1932, the site was enhanced with a granite clock tower erected to honour William Henry Ladner, a prominent Delta pioneer and the man after whom the village is named. 3 Also in 1932 a totem pole was raised that had been specially carved for Delta by Chief Wilkes James. The original is not there today, but the totem pole that is there will be retained. The continuing growth of Delta again required a larger building to accommodate the needs of the expanded local government and by 1968 a new structure was opened. The proposed rehabilitation of the building is intended to improve the heritage character of the building, while upgrading the accessibility, life safety, code compliance and energy efficiency. The heritage value of the structure will be maintained by retaining virtually all the existing heritage elements such as the exterior Arts and Crafts architecture, grand front gabled entrance porch, original chimney, staircase with plain balusters and square newel posts, window cornice details and wainscoting. The placement and design of the new elevator would follow the Standards and Guidelines for the Conservation of Historic Places in Canada, developed by Parks Canada. The proposed new elevator tower would be subordinate and physically distinguishable from the historic place through scale (it is smaller in size than the historic place), material (glazing and metal paneling contrasts with the façade of the historic building), and architectural reveals. The vault will remain in the CPO and will be used as an IT room. Structural assessments were done in the past and concluded that the vault will not sink any further. Structural stabilization of the main floor will take place by detaching the floor framing from the vault and doing some leveling of the floor. The 1950 s annex is of poor quality and construction and cannot be considered a character-defining element and is slated for demolition. Publicly accessible washrooms will be introduced on the southeast corner of the building. The building contains a number of hazardous materials, including asbestos and lead paint, which will be removed. Provisions will be made for new landscaping, handicapped parking and standard off-street parking on the lane side. No tenant has been secured yet for the main floor or upper floor office space. 4 A Commissioner noted that the original municipal hall was commemorated with plaques, and this should be incorporated into the landscaping theme. -- Motion Endorsed MOVED By Sarah Gallop, SECONDED By Barbara Baydala, THAT the Heritage Advisory Commission supports the application for a Heritage Alteration Permit for the Heritage Municipal Hall at 4858 Delta Street, but a landscape plan that recognizes the heritage value of the building, acknowledges the historic role of the site as a community gathering space; provides a social gathering and welcoming spot with seating and commemorative plaques; and integrates with Delta Street improvements should be provided as part of the proposal. -- Motion Endorsed MOVED By Gordon Ellis, SECONDED By Daniel Nykon, THAT the delegation be received for information. -- Motion Endorsed MOVED By Gordon Ellis, SECONDED By Marilyn Clayton that a commemorative plaque incorporating the history of both the original municipal hall and the existing building be erected. Marcy Sangret, Deputy Director of Planning, advised that the property is zoned for public use, but not all of the uses have been determined. It is not intended to be rented or leased out as commercial space. Ms. Elbe advised that because of the terms of the grant received, there are time constraints for rehabilitation. Heritage Advisory Commission comments will be provided to Council prior to consideration of the Heritage Alteration Permit application. Delegation Departs Asbury/Erskine Res. and Barn, Street (A.02) The delegation departed the meeting at 7:52 p.m. Memorandum from Stephanie Johnson, Planner, dated May 19, 2016 regarding Development Variance Permit application for the Asbury/Erskine Residence and Barn at Street (LU007786). 5 Susan Elbe, Staff Liaison, introduced the delegation and provided an overview of the application. Alan Hessels presented a PowerPoint presentation (On File). In the course of the overview and in response to queries from the Commission, Mr. Hessels and the former owner of the property, MaryAnn Hessels, noted: Three existing barns, including the historic Asbury Erskine barn, and a Quonset building are proposed to be removed to construct the new dairy barn and manure storage structure. The location for the new barn was chosen to preserve farmland, avoid impacts on the historic residence, and to meet current best practices for animal husbandry by maintaining natural air flow through the barn. The hayloft in part of the barn collapsed years ago. A lot of poles are significantly damaged from tractors and animals. The exterior supporting pole is free floating. Leaks throughout the barn over the years have caused significant dry rot. The electrical system is a major fire hazard and the barn is deemed uninsurable. The majority of the supporting poles in the barn are not properly attached to the foundation. Part of the foundation has sunken away. A snow load collapsed a portion of the Quonset building that was connected to the main barn and winds rip it apart more and more each year. They are hoping to use some of the old poles as décor at the front of the new milking barn. They will attempt to keep the heritage look of this building by reusing some of the siding from the existing barn in the gables and emulating the appearance of broad siding boards on the new structure. Mr. Hessels advised that he, along with his wife Celine, farm this 65 acre property and have no plans to expand the farming operation beyond 140 milking cows. They would like to place a commemorative plaque at the corner of 112 Street and Hornby Drive acknowledging the history of the Asbury/Erskine Farm. He commented on the popularity of the heritage home, noting it has been used many times in movies, music videos and commercials. Heritage Advisory Commission Page 5
6 Matt Rogers advised that the Kirkland House Foundation is currently in the planning stages to build an agricultural implement shed at Hawthorne Grove Park, and they would welcome the donation of barn boards. -- Motion Endorsed MOVED By Gordon Ellis, SECONDED By Sarah Gallop, THAT the Heritage Advisory Commission supports in principle the application for a Development Variance Permit which would involve demolition of the Asbury/Erskine Barn, subject to the applicant: Reusing the siding and poles from the existing building in the gables and décor of the new milking barn; Incorporating design features into the new barn which echo heritage characteristics such as broad board siding or cross-bracing on the doors; Prior to or during demolition, providing access for members of the Heritage Advisory Commission and other local historic organizations to remove historic elements for use in the restoration of other historic sites. -- Motion Endorsed MOVED By Barbara Baydala, SECONDED By Peter Broznitsky, THAT the Heritage Advisory Commission supports the applicant s wish to erect a commemorative plaque at the corner of 112 Street and Hornby Drive. -- Motion Endorsed MOVED By Gordon Ellis, SECONDED By Peter Broznitsky, THAT the delegation be received for information. Delegation Departs Delta Museum & Archives Update (B.01) The delegation departed the meeting at 7:51 p.m. B. BUSINESS ARISING FROM MINUTES Verbal update by Barbara Baydala, Delta Museum and Archives. Ms. Baydala provided an update on the Delta Museum and Archives Society (DMAS) activities, noting the following: Staff is working hard at packing and preparing to move. 7 The next stage is to move all of the boxed items out to the storage area to make more room to pallet and crate large displays. Right now volunteer shifts are limited to weekday, daytime hours. Delta History Hunters next walk is Thursday, June 16 th at 9:30 a.m. along the Millennium Trail. There will be a talk about the history of the Massey Tunnel and Delta s relationship with the river. The route is approximately 3.5 km. In the school year there were 78 school programs scheduled and one edu-kit booked. School programs finish up this week. Heritage Fair 2017 presentations at schools are already being scheduled. The 2017 Heritage Fair Teachers Program Guide is compiled and being distributed to teachers this week. It was estimated that this year s public day attendance was around 300 people. Museum staff are now located at the Business Office/Annex. Three summer students will be employed until mid-august. DMAS Annual General Meeting is scheduled for June 21, 2016 beginning at 7:15 p.m. in the Annex. -- Verbal Update Received Hawthorne Grove Park, 4140 Arthur Drive (C.01) MOVED By Linda Jones, SECONDED By Samantha Singbeil, THAT the Verbal Update be received for information. C. NEW BUSINESS Memorandum from Laura Ryan, Planner, dated May 24, 2016 regarding Development Permit and Heritage Alteration Permit Amendment Application (LU007839). Matt Rogers, on behalf of the Kirkland House Foundation, advised that in the staff report it was noted that bridge replacement would need to occur prior to proceeding with construction of the agricultural implement shed. At that time, the Foundation was not aware that the bridge replacement will not be completed until early 2017 and they have decided to start work now. It is hoped that a meeting with Parks, Recreation and Culture Department staff will be held in the next one to two weeks and a building schedule established. Heritage Advisory Commission Page 7

Heritage Scholarship Award (C.02) Verbal report from the Heritage Scholarship Award Subcommittee and approval of 2016 Heritage Scholarship Award. Cllr. King advised that the subcommittee convened earlier in the evening to consider submissions for the 2016 Heritage Advisory Commission Scholarship. In an attempt to generate more interest in the program, the subcommittee agreed to review the criteria and amend the application form, noting it is difficult to include depth and passion on the existing form which only allows for a 250 word submission. Other suggestions included outreach to the School District and counseling staff, or attending scholarship nights at the high schools and showing students what has been submitted in the past. Ms. Elbe noted that the scholarship is announced during Heritage Week, information is on Delta s website, and it is also sent to School Board for distribution to career counselors in the high schools. Staff did follow-up at the beginning of May with the Superintendent of Schools and Communications Officer. A suggestion was made that perhaps information and/or ideas could be gleaned from other municipalities. 9 Fraser River Boat Tour (C.03) Discussion regarding possible Fraser River Boat Tour. Ms. Baydala advised that the Delta Museum and Archives Society will not be supporting the Fraser River Historical Cruise this year. It was also noted that the Captain who previously captained the boat has retired and could not recommend anyone else. Another option suggested was a bus tour to visit sites of historical significance once or twice per year for the information and education of Commissioners. Members have, in the past, visited sites where there may be development pressure on heritage buildings or where the Heritage Advisory Commission has recently considered applications. Ms. Elbe advised there is $750 in the budget for tours. -- Motion Endorsed MOVED By Barbara Baydala, SECONDED By Daniel Nykon, THAT Peter Broznitsky, Andrea Jacobs, Gordon Ellis and Matt Rogers be appointed to the 2016 Heritage Tour Subcommittee. MK Delta Lands (C.04) Update by Chair regarding MK Delta Lands Group presentation at the May 26, 2016 multi-committee meeting. Marcy Sangret, Deputy Director of Planning, advised that the application involves the following: A request to exclude the 155 acre property, described as Lot 4, south of South Fraser Perimeter Road from the Agricultural Land Reserve. A request to amend the land use designation in the Official Community Plan from Agriculture to Industrial. A request to amend the Regional Growth Strategy land use designation from Agriculture to Industrial, and to amend the urban containment boundary in the Regional Growth Strategy to include the subject property. A request to rezone the property from I3 Extraction Industrial to a new industrial zone to permit specific industrial uses. A Development Permit for streamside protection and enhancement. Subdivision of the subject property into 9 industrial lots with an environmental buffer area along the perimeter. Heritage Advisory Commission Page 9
10 A key aspect is managing water flow to ensure retention of water in the bog. A wide berm will surround the proposed development site to mitigate potential environmental impacts on the bog. Improvements to the interchange at 72 Avenue at Highway 91 are not part of the current proposal. Burns Bog has heritage significance related to its previous use by local First Nations, previous peat mining and ownership by the Burns family; it has not been cultivated for farming The only public access to the Burns Bog is at the Delta Nature Reserve. Overall feedback from the Multi-Committee Meeting was positive. The application has not yet gone to Council, so the Commission is welcome to make comments but no action is necessary. The proposal has a net positive benefit for agriculture in Delta including $5-6 million in amenity payments to improve drainage and irrigation on Westham Island. The Environment Advisory Committee suggested consideration should be given to including an interpretive/education centre at the location of the former peat plant. Ms. Sangret advised the next step in the process will be to take all comments from the Public Information Meeting, the Multi- Committee meeting and from external agencies and bring forward a report to Council for consideration of the application. -- Motion Endorsed MOVED By Daniel Nykon, SECONDED By Gordon Ellis, THAT the verbal update be received for information. The Chair suggested having a short Show and Tell at the end of each meeting to afford Commissioners an opportunity to share stories or items of historical significance.
