2 CITY OF CHATFIELD ECONOMIC DEVELOPMENT AUTHORITY MEETING MINUTES MONDAY AUGUST 29, 2016 MEMBERS PRESENT: MICHAEL T UOHY, MIKE URBAN, SUE KEEFE, AND EB A LLEN, MEMBERS ABSENT: MOL LY BAUM, PA UL NOV OTNY, AND RANDY PAUL SON OTHERS PRESENT: CHRIS GIESEN With a quorum present, the regular meeting was called to order at 4:00 PM at the Chatfield Center for the Arts by Tuohy. A. The minutes of the July 25, 2016 meeting were reviewed. Motion by Urban second by Keefe to approve the minutes as corrected. Motion carried unanimously. B. Giesen reported that there was no new activity on the façade grant program. C. Giesen reviewed a lease agreement between the EDA and City of Chatfield and operations agreement between the EDA and Chatfield Center for the Arts, Inc. which covered financial and operational considerations for ongoing management and operation of the Chatfield Center for the Arts Facility. He said that the board had approved the document in July but City Council and City Attorney made some revisions before they approved. Primarily those revisions were restructuring the documents form to better reflect the three board s intent and provisions to allow the City to withhold payment if financial issues arise and a one time payment to the CCA, Inc. of unused fund reserves to establish their facilities fund. The board discussed and thought changes were logical and good for the facility. Motion by Keefe, second by Allen to approve the documents as presented. Motion carried unanimously. D. Giesen reviewed the Chatfield Center for the Arts project invoices. Urban noted that Pathfinder CRM appeared to double bill on an item this month; Giesen reported that he had contacted the vendor and indeed there was a billing error which would be corrected on their next invoice. E. The board discussed the hotel project at length. A local investor/owner group had not yet been identified. It was suggested that staff contact individuals that had expressed interest and see if there was interest in discussing alternative hotel projects or elements that might make the project with the idea that if there are design/project alternatives, it can be presented to the developer. F. Giesen discussed a possible industrial park project. He explained that a prospect was interested in purchasing property along SE Industrial Drive and that several options for how to price and develop the property existed. He explained that while the project was still preliminary, the prospect was motivated to make the project happen. Concensus of the board was to continue to work with the prospect and bring back a pricing plan for the property at the next meeting. G. Motion by Urban, second by Keefe to adjourn the meeting. Motion carried unanimously. The meeting adjourned at 4:45 PM. The next regular meeting will be held at 4:00 PM on September 26, 2016 at the Chatfield Center for the Arts. 7 MEMO To: Chatfield Economic Development Authority Date: September 26, 2016 From: Chris Giesen RE: Rolling Hills Transit Opportunity Rolling Hills Transit, which operates as a part of SEMCAC, approached staff to see if there was an interest and or need for public transportation within Chatfield. Rolling Hills currently operates in surrounding communities and has capacity within its existing programs that it could provide regular service to Chatfield residents. Bus service is open to all ages, provided on a curb to curb basis (they pick you up at home and take you to your destination as opposed to running a particular route with timed stops), and paid for by state and federal grant funds. Because of the capacity within its existing program, the trial service in Chatfield would not require a financial contribution from the City, operations would be covered by their existing grant and fares charged to riders. Fares generally are $1.50 per ride for in-town trips and $5-6 for out of town trips. Cash, ride tokens, and ride passes are accepted for fare. Most cities need to provide matching funds to start this service in their community but because of their excess capacity, a match is not being requested. Rolling Hills noted this service is particularly popular with getting kids to and from day care. More information on the service is in the attached brochures. I contacted Help Our Neighbor s, and their staff was excited that this service might be possible. Next steps: 1. If the EDA would like the city to explore utilizing this service, Rolling Hills staff is willing to discuss the program, responsibilities, etc... with the City Council at the 10/10 meeting. 2. If the Council is agreeable to the program, a community survey would be conducted so that Rolling Hills can determine the community need, interest, and possible schedule for a Chatfield service. This information will be utilized to justify Rolling Hills grant funding.
