2 Background At Water Corporation we sustainability manage water, wastewater and drainage services for hundreds of thousands of homes, businesses and farms covering 2.6 million square kilometre expanse of the State. We have a commitment and responsibility to ensure the sustainable future of Western Australia s water supply and provide a high level of expertise and strong commitments to communities across the State. Through the Splash of Colour Community Art Program we are identifying a range of visible water assets that will be re-imagined by local artists to improve their aesthetics and contribute to making local communities more vibrant and liveable. The next stage of this program will enhance the visual impact of a number of assets located within the North West Region. Program Objectives Our primary objectives of the program are to: Generate community involvement, interest and connection to water through community art. Enhance the aesthetics of our assets in the community in line with liveability principles. Increase the relevance and accessibility of arts within communities Promote creative works in a manner that enhances the reputation of the Water Corporation and its partners. What we are looking for Work that reflects the importance of water and its connection to the community. Work that generates community interest and connection. Work that is innovative, high-quality and entertaining. Work that is reflective of the surrounding environment. Work that respects the diversity of each community and unique local stories. Who can apply Individuals must have Australian citizenship or permanent resident status. Must be a resident of Western Australia. Who can t apply? Staff members of Water Corporation may not apply. 2

3 Assessment criteria and process Criteria Clear demonstration of how the proposal will reflect the local community, contribute to a strong sense of place, enliven and enhance the public space Experience delivering similar design and public art projects Quality of portfolio Artists profile within the community. Proven ability to interpret a scope of work and meet deadlines Proven ability to work collaboratively with other creative design and engineering requirements Conceptual framework: the underlying principles, ideas and philosophy of the proposal Process: Your application will be assessed against above criteria as well as: Value for money Preference to artists who demonstrate a connection to the asset location or its surroundings. Please note: The shortlist of applications will be developed within a week of the closing date, 5pm Friday 11 May Application limits You can only submit an application for a maximum of one of the three assets. Asset locations and funding This expression of interest covers four assets across in the Karratha, Port Hedland and South Hedland region: Asset Location Funding (incl materials Wastewater Pump Station Anderson Street, Port Hedland $10,000 Image 3

4 Pump station Parker Street, South Hedland $4000 Pump station x2 (artwork to be printed on canvas and placed on the front fence) Bathgate Road, Karratha Dampier Highway, Karratha $4,000 x 2 (Water Corporation to arrange and fund printing the art work on canvas). Surge vessels x 2 as per picture Wilson Street, Port Hedland $20,000 Broome Wastewater Treatment Plant Intake tower Clementson Street, Broome $4000 Please note the figures above include: Research OSH inductions Design development Paint, materials and equipment hire Travel and accommodation for artists not residing in the area 4

5 Artwork Installation Supply of images and other promotional/advertising content Excluded from this amount: GST OSH requirements To comply with Water Corporation standard you will be sent Contractor HSE induction guideline to ensure you work safely with our assets. Key Dates Expressions of Interest 23 April 2018 Closing date for Expressions of Interest 10 May 2018 Notification to of selected concepts 17 May 2018 Development of final concept 30 May 2018 Delivery of artwork 14 June 2018 Completion of all works 30 June 2018 How to apply Artists are invited to submit an application that addresses the above brief to Sandy Hooft, Senior Advisor, Customer and Community, (08) , or Applications must include: 1. Artistic statement/response to EOI criteria (max word count 500). This should summarise your practice, areas of interest and broad vision for the project. 2. Current CV (max 2 pages). 3. Document of recent relevant projects/artworks (supporting materials. Supporting materials: In order to gain a better understanding of your work, it is very important to provide strong support material as background to proposal. This support material can be provided in a number of ways. Video links: including YouTube, Vimeo etc. as background to previous work and ability to connect to the community. Photographs/images: Please include 3-5 images with your ed application. These should be no higher than 1mb each in file size. The application is to be no more than five pages including supporting material. Please submit these supporting materials as images or links within your EOI document. Application s should contain a maximum of two attached files. 5

6 Project conditions: It is the Water Corporations policy not to accept tenders received after the specified closing time. No tender submissions by facsimile or hardcopy will be accepted.
