1 EXPRESSION OF INTEREST (EOI) FOR THE LEASING AND OPERATION OF THE MUMIAS GUEST HOUSE AT THE MUMIAS SUGAR COMPANY MSC/EOI/003/ General Information: Background: Mumias Sugar Company is Kenya s leading producer of Sugar and diversified products which include Ethanol and Bottled Water. The Company also generates significant quantities of electricity. Our Vision is to be a world class integrated producer of Sugar and Green Energy & related products. 2.0 The Guest house Mumias Guest House is located approximately 2.5 km from Kakamega -Bungoma road with its turn-off at Shibale. The property was established in 1971 within the gated prestigious Managerial Estate. The sole purpose for its existence was to cater for Mumias Sugar Company guests and managers. There are a total of 25 rooms under three categories at the guest house. The old wing has ten rooms currently one room is used as the supervisor s office, new wing 15 rooms including two executive suites. 2.1 Other facilities 1. A parking area that can accommodate 25 cars 2. Free Wi-Fi 3. A constant supply of electricity by Kenya power & lighting company and a standby generator. 4. One office for the manager 5. A spacious fully equipped kitchen [heavy duty gas cooker set, three kitchen fridges, work bench & a kitchen sink. 6. A dining room that can accommodate 18 persons, fully equipped with tables & chairs, side board in Mahogany and a television set 7. Three stores [a cold store, dry store and grocery store] 8. A laundry room fitted with 10kg washing machine 1

2 9. Potable water supply from MSC water treatment plant and two overhead water storage tanks with a capacity of 3000 liters each and a rainwater tank of 3000l 10. The New wing is fitted with solar water heaters. 11. A firefighting system within potable fire extinguishers within the premises. 12. Six grass thatched shades with a seating capacity of eight persons each. Lease the Building from Mumias Sugar Company for a period of 5 years or for a period mutually agreed between the two parties. 2. The operator shall operate and maintain the facility. 3. The Operator shall pay Mumias Sugar Company, lease facility fees, water supplied and pay KPLC energy consumed. 4.0 Evaluation Criteria Interested Operators / Firms must provide information indicating that they are qualified to lease the Guest House. Shortlisting of operators will be based on the following: (i) (ii) Demonstrate experience or capacity in operating a hotel/guest house Provide details of lease use & operator has license to operate. 5.0 The following Documents shall be submitted: (i) Documents detailing that the party or parties fulfils the minimum requirements in in item 4.0 above; (ii) Certificate of incorporation (and any certificate of change of name), certified by an authorized representative of the bidder (iii) Tax compliance certificates (iv) Current office location, provide utility bills, either water or electricity latest bills. (v) Audited Financial Statements for the last 3 years (vi) Relevant licenses 3

4 6.0 Clarifications The interested parties may request for clarifications on this EOI up to Five (5) days before the EOI submission date. The EOI will be opened at 12:30 pm on the same day in public at the Training Centre and bidders or their representatives are invited to attend. Only firms prequalified under this procedure will be invited to submit their proposal.
