Riverside Road, Zoological Gardens Reserve Naming Purpose Decision Making 1 To consider naming the Council Reserve at the end of Riverside Road in Frankton after the adjacent land owner, the late Ivan Henry Young. Executive Summary 2 The family of the late Ivan Young has requested that the designated recreation reserve adjacent to their private land at the end of Riverside Road, Frankton, be named in honour of their late father, Ivan Henry Young. 3 During 1965, Ivan was granted the Council s permission to transform the Council reserve into the Zoological Gardens. The family obtain a lease to utilise the land. 4 The recommended reserve name was assessed under Council s parks and reserves naming policy and the required consultation undertaken. 5 It is recommended that Recreation Reserve, Lot 167 be named Ivan Young Zoological Reserve. Recommendation 1. That the area of land designated as Recreation Reserve at the end of Riverside Road in Frankton be named as follows: a. Lot 167 be named Ivan Young Zoological Reserve. 2 Issue 6 The family of the late Ivan Young has requested that Council formally name the land designated as a recreation reserve in honour of their late father, Ivan Henry Young. 7 The area of land is 5.4ha and the legal description is Lot 167, Blk 1 Shotover SD. Options 8 Adopt the recommended name. 9 Seek further public input including alternative names. Assessment 10 The parks and reserves naming policy outlines the criteria to assess suggested names. Discussion 11 The proposed name meets the following criteria contained within the naming policy: - Historical Person or Event (2) - Descriptive name (5) - Associated name. (6) Local Government Act 2002 Purpose 12 The author has reviewed Section 10 of the LGA. This matter gives effect to the purpose of local government because: Activity (local democracy, infrastructure, local public services, or performance of regulatory functions) Quality (efficient, effective and appropriate to present and future circumstances) Economic (most costeffective for households and businesses) In relation to section 10(1)(b) of the Local Government Act 2002 the proposed activity involves meeting the current and future needs of the Queenstown and wider Frankton community for good quality local public services in a way that is most cost effective for households and businesses.
3 Significance of Decision 13 The recommended decision is not significant under Council s policy on significance. Consultation - Interested or Affected Persons 14 As per the naming policy requirements, the Parks and Reserves Officer has consulted with local iwi to determine whether the open space or surrounding area is of significance to Maori in accordance with the processes and protocols developed with the relevant Papatipu Runanga o Ngai Tahu. 15 Kai Tahu Ki Otago (KTKO) Ltd has advised that there is no objection to the proposed name at Riverside Road. Relevant Council Policies and Plans 16 Queenstown Lakes District Council's policy for the naming of parks and reserves. Risk Management 17 This report does not raise any matters which would impact upon the strategic risks identified in the risk register.
