4 Petrotrin s Chairman Lindsay Gillette delivers brief remarks following the signing of three E&P Licenses for Land Based Petroleum Production.

5 Editorial Focusing on improvement and delivery in the New Fiscal Year 2014/2015 Fellow Employees Last fiscal year we faced a series of challenges that impacted on our profitability and reputation. We saw low refining margins, reduced refinery throughput, lower crude production than we had forecasted and the well publicized incidents of 2013 December and 2014 July which impacted not only Petrotrin but also the communities in which we operate. I wish to thank all our employees for the commitment and dedication displayed in the response to these two incidents. It was a demonstration of the resilience of our company and of the results we can achieve when we act together and with purpose. Whilst we have little control over market forces which dictate price and margin, I am confident that we have in our workforce the will and capacity to overcome all challenges. I see the setbacks, obstacles, and difficulties we have experienced over the past years as the breakdowns that are creating great opportunities for us to produce exceptional breakthroughs. These breakthroughs will enable us to powerfully and positively make a difference in our company s performance, and for our employees, communities, and environment. Review of the 2013/2014 Financial Year and Prospects Our focus in 2013/2014 was aimed at stabilizing our operations and setting the stage for improved performance (separate Oil Production and Refinery Operations updates will follow). We arrested the declining production of our upstream operations and established a base for growth via continuing interpretation of our Land 3D seismic dataset and the acquisition of 3D data over our Trinmar Offshore Acreage. On Land our new data has allowed us to target higher rates from new wells and to identify a quality inventory of drilling prospects that would allow us to bring on a second drilling rig in the current year 2014/2015. In Trinmar Offshore Operations we have continued redevelopment works in South West Soldado which have realized some encouraging results from our drilling campaign and our well reactivation efforts. Our focus this year will be to expedite the installation of critical infrastructure to ensure that these opportunities can be brought on production as quickly and safely as possible. We eagerly await the processing and interpretation of our 3D seismic dataset which promises to uncover similar opportunities as with Land. In Refining and Marketing Operations we completed extensive refinery turnarounds that were critical to improving our efficiency and reliability. These turnarounds were overdue and we can look forward to greater plant availability and reliability. The GOP was completed including the commissioning of the Acid/Alky Plant. The ULSD project continued albeit behind planned schedule with expected production in Looking Forward to Fiscal Year 2014/2015 Fiscal year 2014/2015 has to be one focused on Improvement and Delivery in all areas of our operations. Message from President Khalid Hassanali We do not envisage significant improvements in refining margins for fiscal year 2014/2015 and this will continue to adversely impact on profitability. As a consequence, our efforts must be directed at those factors over which we have some control. The following are major activities upon which we plan to focus in this fiscal year: Ensuring Asset Integrity in both our Exploration and Production and Refining and Marketing Operations through robust maintenance programmes and projects Improvements in HSE Performance in ALL areas of operation Improvements in plant reliability and on stream Increased production of indigenous crude through improvements in infrastructure, aggressive drilling, workover and EOR programmes Working more effectively to reduce our overtime cost and Aggressively seeking out ways to reduce the cost of goods and services Our key upstream thrust will be to increase equity crude production by prudent management of existing oil production and more effective delivery of drilling programmes on Land and Trinmar Operations. South West Soldado represents our best opportunity for realizing gains in the short term and project delivery efficiency must be increased. In our Refining and Marketing operations we must ensure that turnarounds are executed within budget and schedule and maintenance practices ensure higher reliability. We look forward to a year when all of the newly commissioned GOP Plants would be operational and contributing to higher throughput and quality products. We have put forward a budget that is our operating plan for the year. However nothing gets delivered unless we hold ourselves accountable for delivery of budgeted targets. This year we will be again developing Key Performance Indicators for all levels of our operations in order to ensure focus on and delivery of stated goals. As I reflect on the powerful contribution Petrotrin can be to our nation, I am inspired by the extraordinary opportunities we have to create a bright and sustainable future for our fellow employees and future generations. I commit to work in partnership with you to ensure that we meet and exceed the performance targets we have promised to deliver in fiscal year 2014/2015. Each one of us is a valuable member of Petrotrin s workforce and each of us has a role to play in making sure this company is safe, productive and efficient. 6 Boosting our Production Petrotrin s Chairman Lindsay Gillette looks on as Minister of Energy and Energy Affairs, Senator the Honourable Kevin Ramnarine signs E&P Licenses for Land Based Petroleum Production Signing of E&P Licences for Land Based Petroleum Operations On 2014 October 31, Minister of Energy and Energy Affairs, Senator the Honourable Kevin Ramnarine signed three Exploration and Production (E&P) licenses for landbased petroleum operations with Lease Operators Limited, Primera Oil and Gas Limited, a subsidiary of Canada-based Touchstone Exploration Inc. and Range Resources Limited. The three companies were successful in their bids for onshore blocks in Rio Claro, Ortoire and St. Mary s respectively following Government s 2013 onshore bid round. Speaking at the signing ceremony, Minister Ramnarine noted that the reserve potential of the three blocks is approximately 822 million barrels of oil per day however, he stressed that there was still potential left for oil exploration on land and that Government was considering another bid round in early Already we have seen the signs of turnaround in oil production from both land and marine acreage. The story of land based production in Trinidad and Tobago is very, very far from over. Many 6 PetroConnect No. 147, 9 of 2014 of these blocks lie in the middle of what we call oil country and are on trend with existing and producing oil fields so therefore there is very good potential, he said. A total of 12 exploration wells will be drilled by the companies who have also committed to acquiring 2D and 3D seismic data as well as conducting five geological studies each. The three onshore blocks cover a total area of 63,716 hectares and are located close to Petrotrin s core licensed areas and joint venture producing blocks. Petrotrin will hold a 20% interest in each of the onshore blocks. Petrotrin s Chairman Lindsay Gillette, in his remarks indicated that the Company already shared commercial arrangements with the three energy companies and expressed hopes that the blocks would be brought into production as soon as possible. We have seen and we are encouraged by recent successes and significant oil production increases with our partners in the eastern fields, in particular, Goudron and Catshill which are close to or within the geographic outline of the blocks, Gillette said.

7 Petrotrin - Revitalizing its Upstream Operations President Khalid Hassanali addresses participants at 14th Annual Energy Caribbean Conference Contributing an estimated 53% of Trinidad and Tobago s national crude oil production for Financial Year 2013, Petrotrin is looking at additional opportunities to revitalize the mature fields in its exploration and production operations. Company President Khalid Hassanali made this announcement while delivering the Petrotrin Keynote Address, Revitalizing Mature Fields at the 14th Annual Energy Caribbean Conference held at The Hilton Trinidad on 2014 October 1. In his address, Mr. Hassanali provided a review of Petrotrin s Exploration & Production (E&P) performance noting that the Company had stabilized its own crude production, which had been on the decline over the previous few years. He noted that the Company s oil and gas asset base on Land and in Trinmar is largely mature with legacy assets inherited from predecessor companies with the majority of wells as stripper type operations. Mr. Hassanali said this oil and gas asset base represents the best opportunities nationally for short to medium term gains in oil production. Maintaining that Petrotrin s assets continue to have significant upside potential, Mr. Hassanali outlined the Company s strategies for its mature field revitalization. These were centered upon the following: Potential new opportunities with application of new technology via new 3D Seismic coverage Enhanced Oil Recovery (EOR) Increased partnering opportunities PetroConnect No. 147, 9 of
