5 Introduction The 2005/06 financial year was another challenging one for Australia s home builders and renovators. Fears of higher interest rates and slowing house prices put the brakes on demand resulting in home starts falling from 157,396 to 150,801 over the year. For the renovation market, the love affair with housing also tempered resulting in $27 billion worth of work done, down 2 per cent on the previous year. Despite these softer conditions, the underlying demand for housing continued to build. Overseas migrant numbers remained robust despite Australia s competitiveness being compromised by slower economic growth, an appreciating Australian dollar, and record low housing affordability. The year was also characterised by a remarkable surge in the Nation s fertility rate as a growing number of 30-somethings made the decision to start a family. Population and Residential Building Hotspots provides a snapshot of Australia s fastest growing metropolitan and regional areas in the 2005/06 financial year. For the purposes of this report, a hotspot is a statistical local area (SLA) which satisfies two conditions. Firstly, the 2005/06 population growth rate must be in excess of the national average growth rate of 1.3 per cent. Secondly, the value of building work approved in that SLA must be in excess of $100 million (for SLAs in New South Wales, Victoria, Queensland and Western Australia) or $50 million (for SLAs in South Australia, Tasmania, the Northern Territory and the Australian Capital Territory). The reader should note that a number of the boundaries and names of Australia s SLAs are changed each financial year. As this report provides 2005 and 2006 calendar year snapshots of population and building activity it effectively covers, either completely or in part, three financial years (2004/05, 2005/06 and 2006/07). All efforts were made to ensure consistency in SLA classification across the three financial years. In the few instances where inter-year comparability of certain SLAs was impossible (either due to name or boundary changes), statistics for those areas were not included. All population data is derived from the ABS Publication titled Regional Population Growth, (Cat No ). Evolving Population Trends As at June 2006, Australia s estimated resident population was 20.6 million. The population grew by 1.3 per cent over the 2005/06 financial year, up by 0.1 percentage points on the average annual growth rate for the five years to June Over the past 5 years, Australia s population has grown by approximately 240,000 people on average per annum. Net overseas migration accounts for around half of population growth at the national level. As the graph below shows, this proportion has grown from 20 per cent in 1993/94. 4

7 States, Territories, Capital Cities & Regional Areas The population of all Australian States and Territories grew over the 2005/06 financial year, with the largest increases in the absolute terms occurring in Queensland, Victoria and New South Wales. The fastest growing States and Territories were Western Australia (2 per cent growth rate over 2005/06), Queensland (1.9 per cent growth rate) and the Northern Territory (1.6 per cent growth rate). The slowest growing State over 2005/06 was Tasmania, with a population growth rate of 0.7 per cent. In terms of capital cities, the fastest growing over 2005/06 was Darwin (2.5 per cent) and Perth (2.0 per cent). Population growth in the inner city was strongest in Inner Brisbane with a population growth rate of 3.6 per cent, and the Adelaide Council Statistical Local Area, with population growth of 3 per cent over 2005/06. 8 In non-metropolitan areas, population growth was strongest in regional Queensland, regional Western Australia, and regional Victoria, which all had population growth rates in excess of the national average. For a regional area, population growth was weakest in regional Tasmania, Regional Northern Territory, and Regional South Australia. As one would expect, population densities are at their highest in city centres. The three most densely population Statistical Local Areas are located in Sydney. Every square kilometre of Sydney (C) East is home to 7,600 persons, while in Waverley (A) this figure is 6,700. Sydney (C) West has a population density of 6,600 persons per square kilometre. In Victoria, the Statistical Local Area of Port-Phillip (C) St Kilda has a population density of 5,700 persons per square kilometre. In Brisbane, the densest Statistical Local Areas are New Farm (5,500) and Kangaroo Point (5,200). 7

9 Largest and Fastest Growing Areas Over 2005/06, the largest population increase was in the Brisbane Council Statistical Local Area, which had a population increase of 13,979. The fastest increase over 2005/06 was the Perth Council Statistical Local Area, which grew by 12.4 per cent over 2005/06. 10 New South Wales At a Glance Over 2005/06, New South Wales experienced the third largest population increase of all Australian State and Territories. The State grew by 58,800 persons, which can be attributed to a 40,500 natural increases as well as net overseas migration of 42,200 persons. However, 24,000 people were lost through net interstate migration. Family stream settler arrivals accounted for 34.1 per cent of total settler arrivals in 2005/06. Settler arrivals under a Humanitarian programme comprised 9.6 per cent of total settler arrivals. Top Ten Source Countries, NSW, Source: DIMA China 12% India 10% UK 10% NZ 10% Philippines 5% Iraq 3% Korea 3% Viet Nam 3% Other 40% Fiji 2% Afghanistan 2% The top source countries for overseas arrivals into NSW in 2005/06 were China, India, the United Kingdom and New Zealand, all contributing 10 per cent to total overseas arrivals. The Philippines was the source country for 5 per cent of new overseas arrivals, while Iraq was the source country for 3 per cent. 9

11 NSWs Fastest Growing Areas Blacktown (C) North led the way for population growth in 2005/06. The population growth in this area was 2.3 percentage points above the national average, and the value of residential building work approved was well above the $100 million threshold over the 2006 calendar year. The total value of residential building approved rose by 30.3 per cent between 2005 and Maitland Council was the strongest Statistical Local Area outside of Sydney. Population growth in the Maitland Council area was 1 percentage point in excess of the national average, and the value of work done was in excess of $100 million. Interestingly, the value of residential building work approved was lower in 2006 than in 2005, but strong population growth continues to fuel building activity in the area. Looking further into Regional New South Wales, the Tweed (A) Pt A Statistical Local Area, was also a 2006 hotspot. Population growth was 0.5 percentage points above the national average, and while residential building work was lower over 2006, almost $135 million in new housing and renovation approvals occurred in the area. 21 Victoria At a Glance Victoria s population increased by 68,500 people, or 1.4 per cent, over 2005/06. This can be attributed to a natural population increase of 31,900 people over the financial year, as well as a 38,600 contribution from net overseas migration. However, net interstate migration was negative for the third year in a row, with 1,900 people leaving Victoria for interstate localities. 22 Victoria s Fastest Growing Areas Wyndham (C) South in Melbourne was the 2006 Statistical Local Area hotspot for Victoria. Annual population growth was a particularly strong 15.4 per cent, with the total population rising to 18,867 as at June The value of residential building work approved rose to over $215 million in 2006, up 31.8 per cent on Outside of Melbourne, there were three other Statistical Local Areas (all in the Statistical Division of Barwon) that were population and residential building hotspots in The first was Surf-Coast (S) East, where annual population growth reached 7.3 per cent as at June 2006 and the value of residential building approved reached in excess of $115 million. 31 Queensland At a Glance Over 2005/06, Queensland recorded the largest population growth of all Australian States and Territories. With net interstate migration of 25,800 people, net overseas migration of 21,400, and a natural increase of 29,200 people, the total population of Queensland grew by 76,400 persons over 2005/06. With a population growth rate of 1.9 per cent, Queensland also had the second fastest growing population of all States and Territories, and its average annual growth rate over the five years to June 2006 was the fastest of all States and Territories. 32 Queensland s Fastest Growing Areas Queensland is unlike most other States as the majority of its hotspots are located outside of the State capital. With a population growth rate of 13.3 per cent, Griffin-Mango Hill was first on the list of Queensland s hotspots for The only other Brisbane hotspot was Ipswich (C) East, which had a population growth rate of 6.1 per cent and well over $200 million in residential building work approved in Hope Island, in the Moreton Statistical Division, was second on the list of Queensland hotspots for Other strong Statistical Local Areas in Moreton included Caloundra (C) Caloundra S., Southport and Maroochy (S) Buderim. Net overseas migration added 9,500 people while the natural increase was 5,900 people. However, net interstate migration caused a loss of 2,900 people. 50 South Australia s Fastest Growing Areas Unlike Queensland, the majority of residential building activity in South Australia is centred on Adelaide. In 2006, Salisbury (C) Bal was the building and population hotspot for South Australia. Annual population growth was 13.3 per cent as at June 2006, and the value of residential building work approved was well in excess of the $50 million threshold set for South Australia. The two other Adelaide hotspots for 2006 were Onkaparinga (C) South Coast and Port Adelaide Enfield (C) East. Net overseas migration contributed 21,500 persons, net interstate migration added 3,100 people, and the natural increase added 15,400. 65 Tasmania At a Glance Over 2005/06 Tasmania has the slowest growth population rate of all States and Territories. The population grew by 0.7 per cent, or 3,300 people, over the financial year. The natural increase contributed 2,500 people to the State s population, net interest migration contributed 60 people, while net overseas migration added 690 people. Following them is India (5 per cent) and Sierra Leone, South Africa, the USA and the Philipines are all source countries for 4 per cent of the overseas arrivals into Tasmania. 64

69 Northern Territory At a Glance The Northern Territory s population grew by 1.6 per cent over 2005/06, which was 0.3 percentage points above the national average. The natural increase is the main source of population growth, adding 2,800 people to the Territory s population. Net overseas migration added 840 people over the financial year, and 390 persons were lost through net interstate migration. Total population growth for the 2005/06 financial year was 3,300 persons. The area s population reached 2,550 in June 2006, up by 26.2 per cent on June Almost $70 million in residential building was approved in 2006, up by 14.9 per cent on the value approved over The only other Statistical Local Area which saw over $50 million in residential building approved in 2006 was City Inner in the Statistical Division of Darwin City. Other Statistical Local Areas with relatively strong levels of activity over 2006 were Stuart Park ($20.4 million), Litchfield (S) - Pt B ($41.2 million), Alice Springs (T) Larapinta ($13.9 million) and Nhulunbuy ($18.5 million). The Territory s population grew by 3,000 people over the year, with the natural increase adding 2,900 people and net interstate migration adding 270 people. 76 ACT s Fastest Growing Areas A large proportion of new building activity in the ACT is occurring in the northern suburbs of Canberra. The Statistical Local Area to top the list of ACT hotspots in 2006 was Harrison, which saw almost $85 million in new housing and renovation work approved and population grow to almost 400 residents. The two other Statistical Local Areas deemed to be hotspots for 2006 were Gungahlin/Gungahlin-Hall SSD Bal and Bruce, which both had population growth rates well in excess of the national average, and a large volume of new residential building work approved in Other areas to have a significant amount of residential building work approved were City, Turner and Dunlop.
