3 Presidents Message Let s have a conference in Invercargill they said, the people will come they said, and they have. Welcome to the annual Local Authority Property Association Conference. Our conferences are the Association s highlight of the calendar year, offering networking and professional development opportunities for Local Authority Property Professionals. We hope you take full advantage of the learning and development opportunities over the next few days. A big thank you to our Executive Committee members (Paul Ivory, Robert Cant, Flash Sandham, Rebecca Van Orden and Mike Kerr,) for their commitment and time, which is often given at the expense of their personal time and on top of their day to day roles. Marie Clarke our Executive Assistance has worked relentlessly over the last year making sure as an Executive we meet our deadlines during the year, updating the website and newsletters keeping everyone informed what we are up to, a big thank you to Marie. A special thanks to Paul Ivory Auckland Council, for the development of the business sessions for the conference and helping Laker House of Travel put together the tours and functions. Regional forums this year were run with more focus and structure, resulting in 163 attendees over 5 regions, up from 148 last year. A big thank you to both Simpson Grierson and the Property Group Limited for providing topics and speakers to the meetings. The feedback from the regional meetings was greatly positive, with an additional 37 plus membership registrations, reflecting the strength of the organisation. The Executive spent some time working with SOLGM this year assisting them in reviewing several property standard practises, a special thanks to Chris Jones and Peter King for their assistance with this also. For the first time this year the Executive would like to recognise the good work some of the property professionals in our association have achieved, by offering a Property Professional Award. The recipient of this award will receive free registration, flights and accommodation to the following year s conference. 5 Conference Information Accommodation Conference accommodation is being held at the Ascot Park Hotel (the conference venue), and the Kelvin Hotel. For those staying at the Kelvin Hotel, transfers will operate throughout the conference to take you to the Conference and Function venues. The Ascot Park Hotel is one of Invercargill s largest accommodation providers, with a range of accommodation options available to suit everyone. Facilities include a spa, sauna and indoor heated pool, fitness centre, and a complimentary shuttle service into town (subject to availability). The Kelvin Hotel Invercargill provides comfortable wellappointed accommodation with all the modern conveniences. Located in the main shopping area of Invercargill, the H&J Smith s department store is across the road from the Hotel. 10 Business Sessions Auckland Council Corporate Property Portfolio Strategy Presented by: Rod Aitken Auckland Council Where: Hyundai Mararoa Room Summary: This presentation will provide an overview of the recently approved transformation of Auckland Councils legacy aging corporate office portfolio to a fit for purpose efficient and effective office portfolio network of spaces. Integrated as part of the large scale moves to new buildings, Auckland Council will also transition more than 5,000 staff to new ways of working, in support of its diverse workforce and a desire to support increasingly flexible work patterns. Presented by: Patrick Cummuskey Auckland Council Where: Simpson Grierson Waiau Room Summary: With amendments to the Building Act coming into effect in July 2017 that for the first time required formal notices to be physically placed on earthquake-prone buildings in Auckland, it was unclear whether the public would understand and accept the changes, or whether Auckland would be faced with panic and a cascade of unintended consequences. One year on from the issue of its first notices, Auckland Council has seen a varied range of reactions that has necessitated a variety of responses to keep the city and its people headed in the right direction. With an inter-generational 35 years under the legislation for these buildings to be upgraded, there is also going to need to be a lot of thought given to maintaining purposeful momentum into the future. Business continuity planning Crisis Management Presented by: David Middleton Panuku Development Auckland, and Harvey Duncan WSP Opus Where: The Property Group Limited Takatimu Room Summary: A subject not often considered with any great urgency when things go wrong we tend to fly by the seats of our pants instead of having a plan to give us a guide as to what to do. While we cannot plan for every single eventuality we can have a broad plan as to what to expect under certain scenarios and what we can do to mitigate the effects to our families and business. By having a more formal approach to crisis and business continuity we can at least have a structure in place to counter an adverse event to manage a crisis having contingency plans in place. Projects Get more with less by managing your project design team Presented by: Stephen Greenhough Auckland Council Where: Hyundai Mararoa Room Key Point: Stephen Greenhough will share his experience of working with Design Teams over the last 25 years so that you can get an insight into how Consultants operate, their motivations and some techniques to help get the best from your consultant team without blowing your project budget. Summary: Why is it that managing a project design team can often feel like teaching a pig to fly, or ride a bike, sing or do anything other than act like a pig, which invariably frustrates you and annoys the pig? We need exceptional project outcomes for our communities, customers and ratepayers when delivering property projects. But managing the myriad of subject matter experts such as Architects, Engineers, Project Managers and Quantity Surveyors that we need to rely on can be stressful. Especially when we are working within restrictive project constraints stitching in project intent, design brief, design intent, end user requirements and cost. 10

Summary: This session seeks to have members adopt the Association s Annual Reports as part of its Annual General Meeting and consider a number of new policy points and strategic projects undertaken over the previous twelve months. BUSINESS SESSION FOUR Thursday 01 November 11:25am 12:10Pm Please choose one of the following three options: Your Asset Data: If you get the basics right, everything else is much simpler Presented by: Tony Anderson Calibre Where: Summary: Simpson Grierson Waiau Room To allow for the robust management of our (property) assets we need to collect and maintain a minimum set of data. This starts with an asset inventory; what do we have and where is it, includes what are they made of, how old are they, what is the remaining life and cost to replace and ends with who s using them, what condition are they in, what benefit are we deriving and what are the risks? These initial questions pose a number of issues for some Councils. An asset inventory may sound simple, but it actually has a number of options, possibilities and formats. Once collected, the data needs to be stored and managed to allow it to be turned into information for the benefit of decision makers and asset managers. This paper will look at the following issues in asset data collection and storage; What data is being collected, how and by who? Is there a manual that is being followed, IIMM? If so which processes have been adopted? How is the inventory classification and hierarchy derived? What system(s) are being used to store the data? How is the data being managed, updated and reported to make it worth the effort of collecting? Te Ture Whenua Maori Act You can t touch That Presented by: James Clareburt The Property Group Limited Where: The Property Group Limited Takatimu Room Summary: The interface between Te Ture Whenua Maori Act 1993 (TTW) and the Public Works Act 1981 was explored in relatively recent decisions in the Maori Land Court and Environment Court involving land owned by acclaimed Maori novelist Patricia Grace. Since then a refresh of TTW came close to being passed by the previous National Government, before being set aside by the new Government for a rethink. This session will comment on learnings from these two exercises as it may impact on infrastructure acquisition programs, and also raise issues that local government may wish to consider commenting on as part of any future review. H&S in the Property Sector - Keeping it Real with Critical Risk Presented by: Kevin Williams Health and Safety NZ Where: Hyundai Mararoa Room Key Point: Approaching your property-based H&S duties in a realistic way by focusing on Critical Risk and spending that budget in the right places. 11

No one s ever done an entire block redevelopment on an already-established site and HWCP is excited to take on the challenge. HWCP involves two major parties the Invercargill City Council and H.W. Richardson Group. HWCP is a joint venture between Invercargill City Property Limited and HWR Property Limited. HWR is a part of H.W. Richardson Group Limited, while Invercargill City Property Limited is part of the council-owned Holdco investment enterprise. H.W. Richardson Group is privately-owned New Zealand transport company. Summary: Do you have traditional fossil fuelled vehicles which could be converted to electric vehicles? What s already available in New Zealand? BUSINESS SESSION SIX Friday 02 November 9:35am 10:20am Please choose one of the following three options: Land Acquisition: Case Study Roading projects Presented by: Robert Cant Tasman District Council, and Simpson Grierson Where: Simpson Grierson Waiau Room Summary: Robert works in one of NZs fastest growing districts, Tasman District. TDC does a number of land acquisitions that relate to legal roads each year. Perhaps not as complex as the bigger city projects, but relevant to a large number of Council s with small-medium populations. The presentation will walk through a few real life road acquisitions, and hopefully provide a few learning experiences for those that acquire land for road, or might need to in the future. Simpson Grierson will be part of the presentation and provide advice on the technical aspects of acquiring land for road. Three Waters Out of Sight, Out of Mind? Presented by: Rebecca Mackenzie The Property Group Limited Where: The Property Group Limited Takatimu Room Key Point: Three waters is a key focus of Local and Central Government. With significant changes both underway and in the pipeline, our Local Government clients are working swiftly to plan and undertake upgrade, replacement and new work on three waters infrastructure. More often than not, this involves private land and adjoining landowner issues. Summary: This session will talk to key examples where TPG has been involved with the successful delivery of three water projects, and where innovation, community engagement and risk management were key aspects. My life as a Property Manager Presented by: Kevin McNaught Southland District Council Where: Hyundai Mararoa Room Summary: My working life in Property Management. Kevin has spent his 40-year working life to date in some form of public Property Management. Since his early days working 18 years for the Government in Lands and Survey and Survey and Land Information through to the last 22 years at the Southland District Council he has seen many changes in people, processes and technology. 18 Conference Speakers Patrick Cummuskey Auckland Council As a technical advisor with 12 years service to Auckland Council, Patrick has been responsible for the regions handling of earthquake-prone buildings for much of that time. In addition to daily responsibilities for managing seismic assessments and providing guidance to the public, he has also been extensively active within the engineering and academic sectors, supporting research to improve the state of NZ technical knowledge in seismic engineering. His other duties are in civil defence planning & intel, technical investigations, and health & safety improvement. Outside of his day job he is a volunteer medic with St John Ambulance, a writer, voice-actor, and is involved in local and central government politics. Stephen Greenhough Project Director for the Corporate Property Portfolio Strategy at Auckland Council Stephen Greenhough is the Project Director for the Corporate Property Portfolio Strategy at Auckland Council. Auckland Council has over 100,000m2 of corporate property space accommodating over 5,000 employees. Its Corporate Property Portfolio Strategy aims to enhance the way Council office space is used. Stephen has 25 years experience in the property industry in New Zealand, Australia and the United Kingdom. He has led the project management services for a number of schools in the Taranaki region, providing property and facility support on 10YYPs and project construction management. In his role as University Property Manager at Massey University, Tony was responsible for the management of property acquisition/disposal processes, risk assessments and asset management practices. He was part of the team that implemented asset management planning at Massey and was instrumental in the development of the University s first formal Asset Management Plan. John Fellows Head of Design, City Rail Link John has 43 years experience designing and managing design of infrastructure in the rail sector. David Middleton Panuku Development Auckland David has been in insurance and risk management for the last 35 years having worked for insurance companies, insurance brokers and specialist risk management consultancies. Originally from Birmingham UK, he moved to South Africa for a three-month holiday and stayed for 25 years, consulting with corporate organisations across many industry sectors in the southern Africa region. Since moving to New Zealand in 2003 David has worked with insurance brokers and for the last 11 years in local government with Auckland Council in a number of positions including Risk and Insurance Manager, Head of Crisis and Business Continuity, Head of Welfare and Recovery and now Risk Manager with Panuku Development Auckland, a council-controlled operation of Council. Tony Jane National Sales and Corporate Imaging Manager, Programmed Property Services As part of the Programmed Group, Tony is the National Sales and Corporate Imaging Manager at Programmed Property Services NZ. He specialises in commercial property, infrastructure, and local government law. Nick has wide experience in advising on all aspects of local government and commercial property matters from the routine through to significant and complex projects. He has particular expertise in acquisitions and disposals, property due diligence, subdivision and development, utility arrangements, Overseas Investment Act applications, and Public Works Act acquisitions and compensation. Michael Wood Partner, Simpson Grierson Michael is a partner and heads the firm s commercial property group in Auckland. He specialises in property, local government, and infrastructure. For over 20 years Michael has advised local authorities and other bodies on buying, selling, developing, leasing, managing and operating their property assets. He has particular expertise in the Public Works Act, including acquisition, and compensation negotiations, and the obligations that arise when public land is sold. He also has extensive commercial property experience in leasing, subdivision, and property transactions. Jamie Cunningham Southland District Council Originally a debt collector from Glasgow, Jamie subsequently pursued a career in credit management and analysis in London between 1999 and After London he moved to New Zealand and spent three years in Auckland working as a commercial manager in the newspaper advertising industry. Since then Jamie has worked for Environment Southland, Central Otago District Council and now Southland District Council. His analysis skills have been heavily utilised by councils to provide advanced rates modelling. His calculations provide accurate predictions of the shift in rates burden caused by changes to policies. Jamie currently looks after rates for Southland District Council. Kevin McNaught Southland District Council Kevin McNaught is a southern man to the heart. Growing up in the Southland coal mining town of Nightcaps and attending high school in the rural dominated environment of Central Southland College in Winton, he knew at that stage that he want to be involved in some form of property management. But what form? Moving from Nightcaps to Dunedin to work was a big life changer for a shy teenager, but these challenges also provided opportunities not only for himself but also for the rural communities of Southland. After four years in Dunedin he returned to Invercargill and has remain there ever since, but that has not stopped him living his life to improve the way public property is managed within the Southland District. For the last 22 years he has been the Property Manager for the Southland District Council and he going to share his learnings both good and bad over that period. Robert Cant Tasman District Council Robert Cant has worked in the Tasman District Council since 2012, after 15 years working in Statutory Land Administration with the Department of Conservation. Robert is the Programme Leader, Property Transactions and deals with a wide variety of acquisition work, together with multiple other land administration tasks. One of the benefits of working in a large diverse district with a medium population, spread over a wide geographical area, is that you face a wide variety of challenges. Robert has been on the LAPA Committee since 2014 and currently fills the secretary role. In his spare time Robert does long distance Triathlon, and has completed the Challenge Wanaka Half (113kms) three times. Garry Paterson TelferYoung Qualified as Valuer through Valuation Cadet Scheme operated by the then Government Valuation Department in Garry was a valuer with the Government Valuation Department in Christchurch and Alexandra from 1978 through to 1985 then moved to private valuation firm in Timaru and then to Dunedin in 1986 where he has worked in various local and national valuation companies completing Valuation Assignments in Dunedin and throughout Otago and Central Otago. Garry now specialises principally in commercial and industrial property including hospitality assets, aged care facilities and commercial accommodation. Garry has previously had extensive involvement with the local branch of the Property Institute and Institute of Valuers including most roles on that committee including President and Secretary. James Clareburt The Property Group Limited James is based at The Property Group Limited s (TPG) Wellington office and leads TPG s nationwide legal team. An Executive Director since 2010, James is increasingly involved with TPG s corporate and governance matters, but his main work remains to provide specialist support, skills and legal advice on property and land law related issues to TPG. In conjunction with the other members of the legal team, James is able to bring a high level of expertise and 20

James s expertise and experience has seen him invited to be a stakeholder adviser to Land Information New Zealand in revising their Crown Property Standards. Rebecca Mackenzie The Property Group Limited Rebecca is based at The Property Group Limited s (TPG) Napier office and is the Regional Business Manager for the Central Region. In addition to Rebecca s key role in developing business across the Central Region, Rebecca also takes a lead role in developing the Local Government clients, and in particular projects involving three waters and irrigation. She has over 16 years experience in the property industry including strategic planning, complex due diligence, negotiating, property transactions associated with infrastructural projects, and client/project management. Rebecca has extensive experience in dealing with Crown land matters, property feasibility and strategic work, and undertaking negotiations to acquire and dispose of land for utility and infrastructure projects. Living and working in Hawke s Bay, Rebecca was actively involved in the Ruataniwha Storage Scheme, acting on behalf of Hawke s Bay Regional Council and its CCO. In addition, Rebecca is currently heavily involved in a considerable works programme for three waters infrastructure for Hastings District Council, largely in response to the Havelock North Drinking Water Inquiry. Harvey Duncan WSP Opus Harvey Duncan is Principal Architect with WSP-OPUS Architecture and is a multiple award-winning Architect and design leader across a range of projects for government, civic, commercial and residential clients, completed for suburban, urban and rural sites. As Principal Architect for the recently opened $340 million, Christchurch Justice and Emergency Services Precinct, Harvey led the complex stakeholder engagements across 8 government agencies, to provide world leading precinct master planning and concept design. Harvey co-led the collaborative design partnership of Opus Architecture, Warren and Mahoney Architects and COX Architects to strategically deliver large the project within tight time and budget constraints. The 42000m2 precinct is the largest multi-agency government project in New Zealand s history, designed and constructed over a 5-year period, opening in late The precinct houses in one purpose built, worldclass complex, the Ministry of Justice 19 multi-jurisdictional courtrooms; New Zealand Police; Department of Corrections; New Zealand Fire Service; St John New Zealand; Ministry of Civil Defence and Emergency Management; Canterbury Civil Defence and Emergency Management Group; and Christchurch City Council - Civil Defence and Emergency Management. The design provides for fully integrated emergency services delivery and Emergency Operation Centre, and is arguably the most complex building ever built in New Zealand. The Precinct is an IL4 structure, seismically base isolated with 72-hour operational resilience. His strong leadership and engagement of the architectural team enabled development of innovative design solutions to realise the Governments vision for a highly collaborative workplace design with the colocation benefits of multiple emergency and justice agencies being to deliver higher quality customer service and a sophisticated integrated crisis management facility. CJESP has received numerous design awards during 2018, testament to the high-quality outcome including the recent BEST DESIGN AWARDS Nga Aho Gold award for the exemplar engagement with Ngai Tuahuriri/Matapopore to integrate their strong cultural narratives. Harvey has also recently completed the concept design for a combined Emergency Operation Centre and Crisis management facility for the Horizons Regional Council and Palmerston North City Council. This seismic resilient design is a project ongoing. Harvey is a strong collaborator and design leader with a focus on delivering high quality, creative and innovative design outcomes for his clients. His international London experience compliments his work within New Zealand as part of the national/global design consultancy of WSP-OPUS. 21
