4 - 4 - Pablo Caballero 2016 has been a very positive and stable year for FerroNATS in terms of operating and economic performance. First and foremost, I would like to express my gratitude to the entire team that makes it possible to keep on transforming our industry. As there can be no other way, Operational Safety is and will continue to be the fundamental pillar to our business model in the provision of air navigation services. Over 2016 FerroNATS stated its continuous commitment to a reporting and incident prevention culture through its solid Safety Management System. During 2016 our team at FerroNATS has managed a total of 535,570 operations, 9.38% over the year before. We have succeeded in getting our clients and users to perceive an added value constantly improving. Thus, FerroNATS ended the year with excellent punctuality results and take-off slots compliance over 98,5%, 5p.p. above the national average. Last but not least, we must not forget other important challenges met in 2016, with also and no doubt successful outcomes. To give just one example the change in the company s Management, which I took over Gonzalo Cañete in November. Traffic will continue to increase in 2017, the best indicator of a healthy Spanish aeronautical industry although also an important challenge we are certainly prepared for. On the other hand, 2017 is the year when we start our operational services in three further airports: Córdoba, La Seu de Urgell-Andorra and Lleida. In all three we shall be servicing CNS, a strategic complement to our ATS capacities.

7 In 2011 FerroNATS was awarded two of the three lots tendered by Aeropuertos Españoles y Navegación Aérea, S.A. for the provision of aerodrome control services, nine airports in total: Alicante, Valencia, Ibiza, Seville, Jerez, Sabadell, Madrid-Cuatro Vientos, Vigo and La Coruña. We tackled the operational transition and the replacement of the outgoing provider (Enaire, then Aena Air Navigation), in a process entirely unprecedented in Spain and to the utmost standards of safety and operational continuity. Between November 2012 and January 2014, FerroNATS took control of 9 towers, among them two of Spain's main airports: Alicante and Ibiza. key figures We boast a multidisciplinary team. VIGO The importance of consistent LVP IBIZA High efficiency single runway airport In the Balearic islands, Ibiza is a holiday destination referenced worldwide and its airport the one with the highest difference between summer and winter traffic wise. Circa 500 movements per day with a single runway and being located in one of the most congested areas in the Mediterranean Sea, make the operation of Ibiza unique in the Spanish scenario vs 2015 Operations 74, % Passengers 7.4 Mn +14.5% Our Units It also performs quite significantly in medical evacuations and firefighting. The north-west of Spain is well known by its difficult meteorological conditions, particularly in winter. Thus, the main characteristic of Vigo airport is the activation of Low Visibility Procedures (LVP) throughout the year vs 2015 Operations 12, % Passengers 0.9 Mn +33.7% Its high interaction between commercial and flight school traffic complete the picture for this IFR/VFR unit with more than 900 flights average per month. VALENCIA Coordination with the airport for risk reduction Like Alicante, Valencia is placed on the east coast, one of the most touristic areas of Spain. Ryanair, Iberia, Vueling, Air Europa, Easyjet, among others, have chosen Valencia for their national or European destinations vs 2015 Operations 67, % Passengers 5.8 Mn +14.7% With a monthly average of 5,500 movements and an increase of 30% in summer time, this H24 unit is also a reference in firefighting during summer for Valencia Government. ALICANTE Maximising efficiency through coordination with the airport In one of the most touristic areas of Spain, Alicante is the 6th Spanish airport in number of passengers and the base for more than 130 destinations. Airlines like Ryanair, Easyjet, Vueling, Norwegian or Iberia operate mid-range flights with destinations mainly in Central and Northern Europe vs 2015 Operations 87, % Passengers 12.3 Mn +16.7% An increase of +75% over average daily movements during the summer period, make Alicante FerroNATS most important unit in in terms of traffic throughout the year

9 MADRID-CUATRO VIENTOS Promoting general aviation in Spain In the city of Madrid, this VFR airport was the first airport to operate in Spain. Now focused in general aviation and with more than 400 movements in peak days, Madrid-Cuatro Vientos airport is one of the most important stakeholders for the Spanish National Parade Airshow and the Fundación Infante de Orleans Airshow, the latter an organization for the maintenance of the aeronautical heritage, mainly historical aircrafts, that performs its show the first Sunday of every month vs 2015 Operations 61, % Passengers 2 ml -28.6% SABADELL Involving fly schools in safety performance improvement This VFR airport In Barcelona province operates everyday until sunset. It is the most important general aviation airport in the Catalonia region, oriented to the satisfaction of its users (flight schools, general aviation, operational flights) vs 2015 Operations 68, % Passengers 4.4 ml +10.8% It is in Sabadell where the most important Spanish airshow La Festa al Cel takes place every year. JEREZ Improving training of future pilots and air traffic controllers SEVILLE Working together for industry development Seville is a tourist destination in the south of Spain. Airlines like Vueling, Ryanair, British Airways, Transavia, Easy Jet, Iberia operate in this airport with over 150 movements per day. It combines commercial activities and operational flights vs 2015 Operations 56, % Passengers 4.6 Mn +7.3% Quite noticeable is the activity generated by Airbus Military manufacturing facilities, placed in the airport, with the A400M trials. In Andalusia, the airport of Jerez de la Frontera is a reference in initial pilot training. FTEJerez, the Spanish main flight school is based on the airport, is where the future airlines pilots receive their first officer training for obtaining the transport pilot license. Due to the presence of this school, 80% of the operations are VFR and, in conjunction with the operations of major airlines like Air Berlin, Iberia and Ryanair, amount up to 450 movements per day in peak days vs 2015 Operations 85, % Passengers 0.9 Mn +11.4% It is worth mentioning that FerroNATS operational staff is involved in ATC ab-initio courses at FTEJerez

13 Since 2004, the European Union (EU) has gained competences in air traffic management (ATM) and the decision-making process has moved away from an intergovernmental practice to the EU framework. The EU s main objective is to reform ATM in Europe in order to cope with sustained air traffic growth and operations under the safest, most cost- and flight-efficient and environmentally friendly conditions. This implies de-fragmenting the European airspace, reducing delays, increasing safety standards and flight efficiency to reduce the aviation environmental footprint, and reducing costs related to service provision. Performance schemes have been established under the SES legislative framework which regulates air traffic service provision. The overall SES objectives will be achieved through a holistic approach that encompasses five interrelated pillars: the performance-based regulatory framework, the safety pillar, the technological contribution, the human factor and the optimisation of airport infrastructure. Under the SES framework, FerroNATS holds AESA certifications for the provision of Air Traffic Control and for Controller Training Services, as well as the Communications, Navigation and Surveillance (CNS) certification. We also hold the stringent workplace health and safety certificate, OHSAS 18001, which enables the control of related risks and the enhancement of our health and safety performance. The international ISO 9001 benchmark endorses and guarantees the quality of the company s service provision, process controls and effectiveness and customer satisfaction. While the ISO standard, is a testimony to the existence of an effective environmental management system designed to achieve the right balance between profitability and reducing the environmental footprint. FerroNATS renewed in 2016 its air traffic control services ISO 9001 and ISO at all nine control towers and its head offices. It is specially remarkable that in the context of the first Single European Sky Awards given by the European Commission, FerroNATS was one of the key stakeholders in the Spanish process, granted one of the five awards with the Project Improvement of the Spanish Air Traffic Management Network performance throughan ordered change management process. Since 2010 the Spanish ATM system has achieved a significant improvement, both in capacity and costefficiency, as a result of the legal reform thoroughly implemented since, by means of a set of new regulatory instruments developed with the aim of upgrading the performance of the national ATM system and meeting the national contribution to the European ATM Network under the Single European Sky regulations and its Performance Scheme

15 05.1 Traffic Spain is the third European country in air traffic volume was the second busiest ever in Spain in terms of air travel due largely to the continuing upsurge in international tourism. Traffic is expected to continue growing, increasing up to 10% in Operations at the airports managed by FerroNATS have increased 9,38% with respect to Figure shows traffic evolution in FerroNATS units since the beginning of our operations. Traffic growth has been a challenge. The transition processes were carried out during the economic crisis, that caused a decline in air traffic in Spain. For the airports in which FerroNATS is providing ATS services, 2016 has meant a record in total number of passengers and operations managed

16 FerroNATS is committed to continually improve its operational safety performance minimizing its contribution to the risk of an aircraft accident. FerroNATS does this through its Safety Management System, which includes the highest standards to proactively manage safety risks Safety SAFETY PERFORMANCE Following the common safety requirements laid down by Regulation (EU) 1035/2011, FerroNATS SMS stablishes that its staff should report any occurrence that could have posed a real or potential risk to the safe operation of aircraft or that has compromised the capacity of providing a safe service. Besides, has informed all its staff of the entry into force of Regulation (EU) 376/2014 on November 15 th 2015, laying down a common reporting scheme for the aviation industry. After a notably increase in reporting rates in 2015 due to a harmonization of FerroNATS reporting criteria, during 2016 FerroNATS reporting rates have stabilised in normalized values (with respect to traffic levels), despite having increased 7% in absolute values. Reporting rates in 2016 were above 6000 reports per million flight hours, which according to EUROCONTROL SRC Annual Safety Report (2016) is within the top 3 reporting ANSP in the ECAC area (see Figure 5.2.1). Figure FerroNATS has by far met its safety objectives for 2016, with the severity of occurrences having maintained compared with previous years (see Figure 5.2.2). There were no category A or B occurrences attributable to FerroNATS in 2016 and just 2 class C occurrences attributable to FerroNATS were reported that year (see Table 5.2.1). All the rest of reported events were either classified as class E (no safety effect) or class N (no ATM attribution). Note that 15% of the reported events were ATM specific and thus are attributed to the CNS provider (Enaire) and not to the ATS provider (FerroNATS). Figure 5.2.2

A total of 65 runway incursions were reported in 2016 (17 with FerroNATS attribution), compared to 42 in 2015 (15 with FerroNATS attribution). Note that 35% of the reported incursions were attributable to FerroNATS in 2015, whereas in 2016 it was just 26%. If traffic growth is taken into account, there has been an insignificant 3% increase in runway incursions with FerroNATS attribution compared to 40% increase in total runway incursions. This stabilisation in reported occurrences that result with the severity of occurrences having maintained indicates that reporting culture in FerroNATS is maintained at excellent levels. In the framework of the Single European Sky (SES), the European Comission (EC) initiative to reform air traffic services to provide a safer and more environmentally sound and cost effective service, known as the Performance Scheme is being implemented in FerroNATS. In terms of safety management, FerroNATS has included the common safety KPIs laid down by Regulation (EU) 390/2013 in its SMS. The aforementioned Regulation sets three targets in terms of safety improvement, which relate to the Effectiveness of Safety Management (EoSM), the extent of Just Culture within the organisation and the use of EUROCONTROL RAT (Risk Analysis Tool) tool to assess safety risk of reported occurrences. FerroNATS makes use of EUROCONTROL RAT tool for all the investigated occurrences. In fact, FerroNATS was the second ANSP in Europe to adopt TOKAI (Tool Kit for ATM Occurrence Investigation) as its reporting and investigation management tool. The tool incorporates important new features in the RAT application Regarding the Effectiveness of Safety Management, although FerroNATS is a young ANSP, is committed to adopt and implement the best practices in safety management

18 This approach has allowed a notable improvement in the EoSM scoring having increased the Maturity score in 7% with respect to 2015 (see Figure 5.2.3). Finally, with regards to Just Culture, FerroNATS has been fully committed to ensuring that all personnel are treated justly when reporting safety events. In fact, according to EUROCONTROL publications, FerroNATS has the highest standards in terms of Just Culture in Spain. Operational staff and safety experts are involved in this process. Each unit then proposes a Safety Improvement Plan with the mitigation strategy that includes milestones and objectives for each of the risks. This proposal is then presented to the Director of Safety and Director of Operations and Training for their final approval. A formal follow up of the progress is done every quarter to ensure compliance with the initial plan. Figure shows the progress of Safety Improvement Plan for each of the units in Figure RISK MANAGEMENT AND SAFETY IMPROVEMENT FerroNATS strategy to manage operational risk and improve safety performance is based on the combination of the opinion of operational personnel and the assessment of safety experts. FerroNATS has established a process to annually identify and assess operational risks in each unit, so that a mitigation strategy can be defined to ensure continuous improvement of safety levels. The process starts at the unit, with the identification of operational safety risks and the assessment taking into account the probability and severity of the potential outcome. Figure FerroNATS takes a holistic approach in the definition of risk mitigation and safety improvement strategies, involving different stakeholders, such as airport manager, airlines and collateral ANSPs. Safety Culture is one of the key elements of safety management. Safety Culture is a safety enabler that ensures an alignment between what is believed, what is said and what is done in terms of safety in an organisation. FerroNATS measured safety culture for the first time in 2015 and did this measurement again in 2016.

19 In both cases, the survey consisted of an online questionnaire of 42 questions covering different areas, such as leadership and supervision, lesson learning, reporting and investigation and environment. 80% of the operational staff participated in second survey (75% in 2015). Just like it was done for 2015 survey, an action plan to address the identified issues was defined and implemented during More than 100 improvement actions were implemented at a local and general levels. FerroNATS considers it essential to establish procedures to improve the Safety Management System of the organization. For this reason, a series of safety improvement procedures are established, aimed at improving the key aspects of safety management. That is the reason why in 2015 a process to detect areas of improvement was developed, including a GAP analysis according to the ICAO Safety Management Manual (Doc 9859). As a result of this process, during 2016 all the improvements identified were included in FerroNATS s Safety Management Manual aiming to have more organized, simple and accurate procedures. SAFETY PROMOTION Reporting culture is an essential part of the safety culture of an organisation and it is key to ensure the development of the activities aimed at improving safety performance. Feedback to reporters and sharing of safety information is crucial to rise awareness and improve commitment to safety. During 2016 FerroNATS has periodically published a series of safety bulletins that contain lessons learned, recommendations and best practices for operational staff. In particular, FerroNATS has published the Safety FerroNATS (SFN) bulletin, the Annual Safety Bulletin, the quarterly local corrective actions bulletin and the annual local feedback received from external organisations bulletin. The former is a quarterly publication that includes occurrences reported by FerroNATS staff that contain strong lesson learning material that is applicable to all FerroNATS units. Besides the result and conclusions of the safety investigation, SFN includes recommendations and controlling techniques to be applied by controllers to avoid a similar situation to repeat in the future. Both the quarterly corrective action and the annual local feedback received from external organisations bulletins are published locally at each of the units. The first summarises all corrective actions derived from the investigation of safety occurrences. The aim is to raise awareness and facilitate the access of controllers to the catalogue of corrective actions. The second summarises the feedbacks received from pilots, airports, collateral suppliers or any other organisation related to air navigation services after the investigation of a safety occurrence in which FerroNATS has been involved.

20 Finally, FerroNATS publishes an annual safety bulletin that is shared with all stakeholders and includes information on safety management, study cases and safety improvement. Safety training is another key element of safety management. Ensuring that all staff are properly trained and competent on the relevant safety aspects of their roles is essential to guarantee safety performance in the units. Therefore, FerroNATS has defined different levels of safety training adapted to the requirements and the safety accountabilities of each role. Unit Safety Representatives, safety investigators and Tower Managers have received specialised safety training. Also all new controllers receive safety induction training prior to joining the organisation. The safety policy, objectives and approach to safety management, among others, are included in the safety induction.

21 05.3 Operations FerroNATS adopts a number of Key Performance Indicators (KPIs) that enable us to track progress against our business plan objectives and which are relevant to the different activities. FerroNATS KPIs are largely aligned with the SES key performance areas ensuring management focus on meeting safety, service quality, environmental and cost efficiency targets. CALCULATED TAKE-OFF TIME (CTOT) The Calculated Take-Off Time (CTOT) is an Air Traffic Flow & Capacity Management (ATFCM) departure slot, forming part of an Air Traffic Control (ATC) clearance, which is issued to a flight affected by Network Management regulations. It is defined by a time and tolerance (-5 to +10 minutes) during which the flight is expected to take-off. Figure shows the percentage of adherence to CTOT for the three main ANSPs in Spain. FerroNATS has provided its services in the year 2016 without disruption, attending the operational hours of the airport according to the AIP publication and covering PPR and emergency flight outside this schedule as well. Figure shows taxi-time values for 2014, 2015 and 2016 in Alicante, the busiest among FerroNATS units. Even in an environment of traffic growth, FerroNATS has managed to reduce taxi-time up to 0,5 minutes

22 05.4 Other relevant information March 2016 FerroNATS to add next FTEJerez-sponsored student to its job exchange March 2016 Another year FerroNATS will be present at the World ATM Congress The company took part in the candidate selection process to join the FerroNATS air traffic controller workforce in the future. FerroNATS, leading private air traffic control company in Spain, and FTEJerez, leading pilot and controller training school in southern Europe, strengthened their partnership under a new agreement. FerroNATS also took part in these selection processes by personally interviewing the candidates. The process was aimed at enabling the company to identify the person who best suited the FerroNATS controller profile and who met the needs of the company, from among all the candidates. After completing training, the student will join the FerroNATS job exchange and be added to the workforce when the company so requires. The controller will become part of a highly-qualified team and will be able to work at any of the control towers managed by the company, or atthe central offices. It arrived a new edition of the World ATM Congress, the most important worldwide event of air navigation services, and FerroNATS was there as the principal commercial air traffic services provider in Spain. The event took place on the 8th through the 10th of March in pavilion 9 of IFEMA, in Madrid. FerroNATS organized a cocktail reception at its stand shared with NATS, with the objective of bringing together all the different players within the sector and to enjoy and share achievements, as well as new projects. The consolidated role of FerroNATS in the industry gave a special meaning to this edition of the congress, which was manifested at the reception, attended by the principal players at the event. July 2016 FerroNATS partners with Airways New Zealand on air traffic controller training course at Universidad Interamericana of Puerto Rico The Head of Training at FerroNATS, was at the Universidad Interamericana of Puerto Rico as an instructor between June and September. During this time, he trained aspiring air traffic controllers at the university in their theory and practical studies, the latter on simulator. His visit to Latin America was part of the agreement signed October 2015 between the Spanish company and Airways New Zealand. Under the agreement, FerroNATS was to provide instructors, examiners and consultancy services for the course of study offered to air traffic controllers promoted by Airways New Zealand at the Universidad Interamericana of Puerto Rico (UIPR)

23 September 2016 Alicante-Elche Airport is the first Spanish Airport to be certified by Eurocontrol as having an 'Advanced Tower November 2016 FerroNATS will begin to provide services at Cordoba Airport The collaboration of FerroNATS, Aena and the airport staff meant that the airport managed to be certified during a summer of intense air traffic. Eurocontrol certified the Alicante-Elche airport as a more Advanced Tower, therefore integrating the Airport onto the European air traffic management network. It is the first Spanish airport which project was set into motion and which works through an exchange of information between the systems of the Centre of operations, the Control Tower and Eurocontrol agency. Thanks to this certification, it will improve the quality of information transmitted between the European body, resulting in a greater predictability of air traffic and thus in an increase in general punctuality. The company was awarded the project under a competitive tender from Aena for the management of AFIS service (Aerodrome Flight Information Service) and CNS service (Communication, Navigation and Surveillance) for four years. The company will provide the AFIS service, which consists of providing information on aircraft, vehicles and people that operate in the aerodrome s air space and platform. FerroNATS will also provide the CNS service at Cordoba airport, which guarantees the maintenance and technical operation of the installations and equipment of the AFIS unit, as well as the rest of the airport s air navigation installations. The tender for this service, initially awarded for a period of four years, was key for the continuation of operations at this airport. At present, Cordoba Airport is mainly used by companies to perform agricultural treatment, as well as for medical flights, military fights, passenger charter flights, flight schools and other aviation work. In 2015, the terminal at Cordoba Airport received 7,357 passengers in 6,737 aviation movements. November 2016 FerroNATS presents its human resources best practices in Lisbon as part of HiPAir Project The initiative was aimed to helping SMEs in the aeronautics sector to become more competitive by improving human resource management. FerroNATS is one of the partner companies in the HiPAir Project, a project co-funded by the European Commission through the Erasmus+ programme.
