2 What is EUROCONTROL? The «European Organisation for the safety of air navigation» Celebrated 50 years of existence in 2010 Core mission: to deliver an integrated air traffic management system for Europe allowing to fly the safest, shortest route in the most fuelefficient way Now also a key actor of the Single European Sky 2

3 The Single European Sky Towards more performing and sustainable aviation Performance as the keystone of the initiative Airports as one of the five pillars SES has already incorporated the airport dimension through their air navigation services and the need to contribute to smooth air traffic flow management 3

5 The Performance scheme Goal: to gradually ensure gate-to-gate performance of air navigation services in the 4 Key Performance Areas (KPAs) of safety, environment, capacity and cost-efficiency First period : transitional, focused on en route, terminal and airports monitored (delays due to terminal ANS, taxi-out, ASMA,) Second period : extension to Air Navigation Services at and around airports with target setting in all KPAs In EUROCONTROL, the PRC already monitors airport performance through the ATMAP initiative (top 30 European airports) 5

9 The EUROCONTROL PRB and the airport package Manage, optimise and balance use of scarce capacity PRB invited to: Slots Attend National Scheduling Committee meetings Provide opinions concerning link between coordination parameters and ANS targets Receive reports of scheduling committee meetings Strengthen application of ICAO balanced approach and ensure robust noise assessment process PRB Noise May be called on to support Competent Authorities in relation to assessment of noise situation at airports in their territory Enhance efficiency and overall quality of ground handling services for users (airlines) and end-users (passengers and freight forwarders) at EU airports PRB Ground Handling airport managing body provides annual report on application of measures to the Performance Review Body.» Min quality standards;» Coordinated through CDM, and» Coordinated through a proper contingency plan. provides a consolidated report to the Commission. 9

11 The NM and the airport package Impact on NM: Slots Participate in the procedure of setting the airport capacity and coordination parameters Recommend an airport to be coordinated according to its influence on network operations (delays) Match airport slots with flight plans (and suspend flight plans for noslot flights) Reconcile the methods for evaluating airport capacity The Commission can ask the Network Manager to deliver an opinion on how the [airport] capacity is set in relation to the network operating needs Support Commission in delivering recommendations Impact on NM Probably n/a Noise Ground Handling Impact on NM: Support implementation of Airport- Collaborative Decision Making Support in estblishing contingency planning Support devising harmonised quality standards at airports to implement the gate-to-gate approach for the realisation of the Single European Sky 11

12 From ANS performance to aviation performance In line with White Paper of 28 March 2011 Roadmap to a Single European Transport Area Towards a competitive and sustainable and resource efficient transport system Gradual knowledge and understanding of interactions between ANS and airport operations to allow: Total sytem approach Benchmarking Generating performance-driven behaviours The airport package is a useful tool to connect airports with the SES Framework 12

13 CONCLUSIONS EUROCONTROL is: Monitoring with interest the adoption process of the airport package Already incorporating the airport dimension in its activities Offering its expertise and assistance as necessary Noting that the adoption of the EC proposal will have immediate and concrete implications. Preparation starts now Looking forward to playing a positive role in the establishment of a total aviation performance scheme, paving the way towards integration of transport policy Working towards ensuring long-term health of the air transport and the efficiency of European airports, for the benefit of the European economy, citizens and travelling public 13
