2 1. GENERAL 2014 Inter Services Regional Gliding Competition Local Rules/Information 18 July Dates. The 2014 Inter Services Regional Gliding Competition will be flown at RAF Cosford from 9 th - 17 th August 2014 inclusive. 1.2 Rules. The competition will be conducted in accordance with the rules set out in the 2014 Rules for BGA Rated Competitions, except where these are varied by Local Rules detailed below. 1.3 Classes. There will be 2 classes, Open and Sport. The split of the classes will be determined by the Competition Director, subject to the number of entrants and glider handicaps. Provisional entry lists are published on the website Briefing Time. The first briefing each day will be in 633 Sqn VGS Rubb Hangar at 1000 hrs local unless otherwise notified. Where gliders are required to grid before briefing an announcement will be made daily on the public-address system at approx 0900 hrs and on 130.1MHz. 2. REGISTRATION 2.1 Registration times for the competition are Friday 8 th Aug 2014 and Saturday 9 th Aug 2014 in control. Each pilot must register by 0900 hours local on Saturday 9 th Aug. Registration forms are available at and Annex A to this document. Pilots are reminded to bring documents for inspection to support their registration namely: Current 1;500,000 map, competition licence, insurance documents, loggers / SD cards and copies of valid calibration certificates. 2.2 Flight Recorders must be clearly marked with the competition number and the four-character serial number, which can be found in the 4 th to 7 th characters of the IGC filename. These details are also to be recorded on the registration form. 2.3 Motor Glider / Turbo Declaration. Pilots flying with self-launching or self-sustaining engines must indicate this at registration. Use of and flight verification of self-launchers and self sustainers will be in accordance with the 2014 rules for BGA rated competitions. Pilots who intend to fly with the engine / turbo disabled must submit this statement at registration. 2.4 Membership. All civilian glider pilots and crews wishing to fly at RAF Cosford must be Associate Members of the RAFGSA and therefore are to fill in a membership form before flying. 2.5 Payment of Fees. Payment of launch fees will be made at registration, pre purchase of launch tickets will be available on registration. Competition payment is by personal cheque to the following scale: Entry Fee 5 Aerotows TOTAL Service ISRGC 100 ( 30x 5) Non Service ISRGC ( 30x 5) COMPETITION PROCEDURES 3.1 Flight Evidence. Flight data will only be accepted from IGC-approved flight recorders. A list of approved flight recorders can be found at: It is the pilot s responsibility to ensure that enough recording time is available for each contest flight. Competitors flight data will be made available on the ISRGC website.

3 3.2 Competition Radio Frequencies. Other than for the purposes of landing or crossing ATZ s the following frequencies are the only ones to be used for the duration of the competition: Tugs and Competition control Start and finish General Cross country frequency Cloud Flying only 3.3 GPS download. The preferred method is for pilots to download their own data and hand in to control on media such as memory stick or flash card (supported formats include compact flash and MMC/SD). Scoring will however have the facility to download most types of flight recorders. The preferred format for evidence is IGC format and pilots are advised to have cables and software to convert to this format. Where downloading is carried out at the aircraft it is the responsibility of the pilot to provide their own hardware and software to provide the flight evidence in IGC format. 3.4 Launch Grid. Both classes will be positioned on the main runway. Each glider s position will be identified within a row. The grid will be assembled under the control of the grid marshal. Competitors may position their gliders once the markers are set out and the call for the grid to be assembled has been made. Vehicles must be removed from the grid 15 minutes before first launch.

4 3.5 Glider Aerotow Release Checks. To avoid delays between competition launches, the glider release for the aero-tow must to be checked before the grid launching has started. 3.6 Airfield Boundary. The airfield boundary is defined by outer north and south taxiways. To qualify for an additional launch (relight), the glider must have landed within the airfield boundary..7 Prohibited Areas. All parachute sites marked on the UK Air Chart are to be assumed active unless expressly briefed as inactive. If not so briefed, any penetration of the DZ circles as marked on the UK Air Chart will be penalised as prohibited airspace. Intense Parachuting sites at Weston-on-the- Green, Hinton-in-the-Hedges, Langar as well as Peterborough/Sibson are permanent prohibited airspace and will not be briefed as inactive. Any penetration of the DZ circles shown on the UK Air Chart will be penalised. Further prohibited airspace may be designated at task briefings Weston Park V Festival 2014 Weston Park is situated 4 NM North East of RAF Cosford outside the ATZ. With effect from 14 th Aug 2014 Weston Park will deemed prohibited airspace, any penetration of the NOTAM d area will be penalised. Any amendment to this will be presented during 14 th Aug 2014 morning brief. 5 NAVIGATION ORDER 2009 AIC M 59/2014 WILL REFER. The West Midlands Air Ambulance operates from the eastern edge of the airfield adjacent to the RAF Cosford railway station. Pilots and Launch Marshalls are to monitor MHz for Alpha prefixed calls with a southern departure. In the unlikely event of a southern departure launching is to cease and tugs to hold if required. These procedures will be briefed daily. 3.8 Flight Limitations. All gliders must be flown within the manufacturer s certified limits in accordance with BGA Rule 11. Random weight checks of gliders may be carried out on the grid. 3.9 Starting Maximum Height. Maximum start heights will be announced on Starting Calls. Competitors are to report their starting time, using the prefix Cosford Start, no later than 30 minutes after they have started on task Start Frequency. The start line frequency will be MHz unless otherwise notified Finishing Notifying a Finish. Each competitor shall make a radio call, using the prefix Cosford Finish on MHz at 10Km and 3Km out Finish Line. There are three finish lines designated for the competition, these are CF1, CF2 & CF3.

7 Landing. The Northern Grass Runway, the Main Runway are land-able, as well as the normal gliding club grass strip on the south side of the main runway. This will be clarified at briefing Reckless or Negligent Flying. All pilots are reminded that they must comply with the requirements of CAP393, Air Navigation Order Section 2 - Rules of the Air - Article 5 (the lowflying rule) and CAP393, Air Navigation Order Section 1 - Article 74 which states: A person shall not recklessly or negligently cause or permit an aircraft to endanger any person or property Minimum Heights. In order to eliminate the possibility of danger to members of the public and with Article 74 above in mind, the minimum height for a glider whether inside or outside the airfield boundary is 30 feet above ground level and any structure. Furthermore adherence to the BGA best practices to retain a descending flight path and retain sight of the landing area when below 500 is required. Strict penalties will be applied by the director to pilots not observing these requirements, in accordance with the 2014 BGA competition rules Outlanding Reports. Pilots landing out must telephone control directly with their outlanding reports. Pilots are requested to report their GPS coordinates to control. They are also requested to notify control when they rendezvous with their crews. This will enable the control team to stand-down once all pilots and crews are known to be together. The control telephone number(s) will be briefed on Day 1 of the competition. 4. SUPPLEMENTARY INFORMATION 4.1 Airfield Access. Access to the airfield will be through the Crash Gate 1 which is situated at the Airfield entrance. 4.2 Trailer Parking. Trailer parking is only to be in the designated area identified on the map below, and on the website. 4.3 Car Parking. Cars are only to be parked in the designated areas. 4.4 Speed Limit. The speed limit for any vehicle around the Competition site is 15 MPH. 4.5 Battery Charging. Provision has been made for battery charging points (13A sockets) inside 3 hangar. 4.6 Hangarage. During the competition, gliders are not to use the hangar unless specific permission has been granted by the director or site manager. 4.7 Water Ballast. Water ballast point is close to the Camp-site area, the location is shown on the map below. 4.8 Catering and Entertainments. Catering and entertainments will be available throughout the week. Please refer to the website for further details. RAF Cosford operates pay-as-you dine catering, it has been agreed with ISS (catering contractors) that there will be a one off payment of which will include all breakfasts and evening meals other than End-of-Comp Party. Menu list available at Tickets for the End-of-Comp Party and Hog Roast need to be pre-booked. 4.9 Wireless Broadband. There may be a limited capability available.

8 4.10 Health & Safety. DOMESTICS 5.1 General. RAF Cosford is an active military airfield, please treat it as so. Information concerning domestic arrangements can be found on the website, together with other local details (shops, banks, doctors, dentists, sports, etc). 5.2 Dogs. Dogs are to be kept under control at all times, and owners have sole responsibility for clearing up any fouling produced by their animals. Dogs are not allowed into the bar and catering areas 5.3 Sanitation. Showers and toilets will be provided on-site locations. Limited facilities will be provided for emptying chemical toilets. 5.4 Rubbish. Please bring your own rubbish sacks and ensure the sacks are deposited in the skips provided. 5.5 West Midlands Air Ambulance. The area around the West Midlands Air Ambulance Operations Facility is out of bounds. 5.6 RAF Cosford Airfield Technical Site. Other than the designated route to showers, airfield mess facility and toilets the Airfield Technical Site is out of bounds. 5.6 Caravans and Tents. Caravans and tents may only be pitched in the designated camp-site - see below. 6. DIRECTIONS TO RAF COSFORD 6.1 Address: Wrekin Gliding Club RAF Cosford Wolverhampton WV7 3EX 6.2 Arrival by Road. RAF Cosford is sighted 1 mile from J3 M54, follow signs for the RAF Museum, on arrival at the RAF Museum Crash Gate is on your left.

11 ANNEX B Airspace Awareness Local Airspace All competitors should be aware of the close proximity of RAF Shawbury and Wolverhampton/Halfpenny Green International Airport. Approximately 14 NM north west of RAF Cosford is Tilstock Airfield and Parachute Drop Zone the Parachute Club operates 6 days a week not including Sundays. Every effort will be taken to ensure the prevailing conditions are taken into consideration before launching every day, but it is ultimately the responsibility of every pilot to ensure they do not penetrate local airspace and NOTAM d areas.
