3 Letter of Agreement Between London Southend Airport and Stoke Airfield SECTION 1 INTRODUCTION AND AGREEMENT 1.1. Introduction The purpose of this Letter of Agreement (LoA) is to define procedures that will facilitate the provision of a safe Air Traffic Service to traffic operating to and from London Southend Airport (LSA) and Stoke Airfield, together with the safety of other airspace users operating in the vicinity of the airport. 1.2 Procedures The responsibilities and procedures to be employed by Southend ATC, Stoke Airfield and the pilots of aircraft operating in accordance with the LoA are detailed in Section 2 of this agreement Application and Review of the Letter of Agreement Permanent amendment to this Letter of Agreement is to be affected only with the written consent of the signatories or their successors This Letter of Agreement becomes effective at 0100 Local Time on 18 July This LoA shall be reviewed within 45 days of the introduction of the RMZ and no later than 31 August It will be reviewed again in Spring 2015 and prior to any introduction of permanent Controlled Airspace and thereafter annually from the date of signing. The method of review shall be acceptable to both parties Additionally, the LoA may be reviewed at any time at the request of either party, should concerns arise as to the safety or effectiveness of the Agreement LOA LSA/ Stoke Airfield Version 1.1 Page 3 of 11 Date: 16 July 2014

5 SECTION 2 STOKE AERODROME OPERATING PROCEDURES 2.1 General Stoke Aerodrome is situated approximately 7.5nm SSW of LSA and lies within the Temporary Southend Radio Mandatory Zone (RMZ) which extends from the surface up to the base of the overlying London TMA controlled airspace. Stoke has a notified Air/Ground frequency of MHz 2.2 Agreement This agreement shall apply to all Stoke based and visiting aircraft. Mr Draper is responsible, as far as reasonably practicable, for ensuring that all Stoke based and visiting pilots are fully briefed on the nature of the airspace and the agreed operating procedures contained in this LoA. 2.3 Stoke LOA Areas Stoke LFZ That area of the Southend RMZ following straight lines between the following Latitudes and Longitudes is henceforth known as the Stoke LFZ. Vertical extent of Stoke LFZ is from the surface to below 1500ft (Southend QNH/ Stoke QFE). Pt.1: N E Pt.2: N E Pt.3: N E Pt.4: N E Pt.5: N E Pt.6: N E Pt.1: N E Kingsnorth Box That area of the Southend RMZ between the following Latitudes and Longitudes is henceforth known as the Kingsnorth Box and is established to facilitate non-radio operations by Stoke aircraft. Vertical extent of Kingsnorth Box is from the surface to below 1500ft (Southend QNH/ Stoke QFE). Pt.6: N E straight line to- Pt.5: N E straight line to - Pt.7: N E, thence clockwise by the arc of a circle radius 10.5nm centred on N E (Southend ARP) to - Pt.8: N E straight line to Pt.6: N E. 6 2.4 RMZ Operating procedures Aircraft requiring entry into the RMZ shall establish two way communications with Southend Radar on MHz in good time and prior to entering the RMZ. Following initial contact, aircraft should state, Callsign, type, position, level and intentions along with any requested service. Southend Radar may allocate a squawk. Pilots should be aware that Southend Radar may coordinate level and or routing instructions to Deconflict with other aircraft. 2.5 Stoke LFZ Procedure The Stoke LFZ (as defined in para ) is deemed to be active during daylight hours Southend ATC will deem the LFZ to be not active during official night. (Sunset plus 30 minutes until sunrise minus 30 minutes) Aircraft arriving to, departing from or operating within the circuit at Stoke may do so without the requirement to contact Southend radar if they remain within the confines of the Stoke LFZ (as illustrated on pages 10 and 11) below 1500ft Pilots should be aware that the Stoke LFZ is not for the sole use of Stoke and that other aircraft may be operating within the LFZ and in two way communication with Southend ATC Where possible, arriving and departing aircraft should squawk mode A7000, circuit traffic should squawk mode A7010, with Mode C Aircraft operating within the Stoke LFZ will operate either on the Stoke QFE or the Southend QNH. As the airfield has an elevation of only 10ft it will be deemed to be acceptable to use either pressure setting in relation to traffic operating with Southend ATC on the Southend QNH. 2.6 Kingsnorth Box Procedure - Non Radio Operations There is a further notified area to the west of the Stoke LFZ within the Southend RMZ known as Kingsnorth Box (as defined in para ) where Stoke can request non-radio operations. This will principally be for non-radio equipped aircraft Stoke traffic can also request to use this area for radio equipped aircraft for periods when they wish to leave the Southend ATC frequency. (Student training or for when manoeuvres are being performed that require high workload/concentration). LOA LSA/ Stoke Airfield Version 1.1 Page 6 of 11 Date: 16 July 2014

7 Stoke aircraft intending to activate and operate non radio within the Kingsnorth Box shall contact Southend ATC by telephone prior to departing. Pilots shall state the route and level of the flight along with the estimated time and duration the flight will remain within the Kingsnorth Box. At the end of the agreed time Southend will deem the Kingsnorth Box closed. Therefore if these times cannot be complied with the pilot shall remain outside the Kingsnorth Box, or if already inside, seek to leave the Box by the quickest means possible Radio equipped aircraft that are requesting to operate in the Kingsnorth Box without remaining in RT contact with Southend Radar can either: a) Follow the procedure in para (preferred option) or b) When airborne, after establishing two way communication with Southend Radar request to leave the frequency along with the duration. Southend Radar may ask the pilot to report leaving the Kingsnorth Box or when back on frequency. Southend will aim to accommodate these requests with minimum delay and disruption but it should be noted that a short notice airborne request has more chance of being delayed than a pre-noted request on the telephone. If the agreed times cannot be complied with, then the pilot shall remain outside the Kingsnorth Box, or if already inside, seek to leave the Box by the quickest means possible or inform Southend ATC by RT contact (or through Stoke Radio) that the area is still occupied Southend will provide a squawk to the pilot of aircraft with functioning transponders. Pilots should display the squawk whilst within the Kingsnorth Box and preferably a minimum of 5 miles prior to the RMZ boundary when inbound to Stoke Aircraft operating in the Kingsnorth Box in accordance with the above shall remain at all times below 1500ft (Southend QNH/ Stoke QFE).unless alternative agreement reached with ATC Pilots should be aware that the Kingsnorth Box is not for the sole use of Stoke and that other aircraft may be operating within the LFZ and in two way communication with Southend ATC Southend ATC may not always be able to allow Stoke radio equipped aircraft operating in the Kingsnorth Box to leave the Southend Radar frequency due to operational reasons but may be able to transfer the aircraft to Southend Director on MHz to enable the pilot to operate on a less congested frequency. 8 2.7 Non radio operations in other areas of the RMZ Stoke aircraft intending to operate non radio within other areas of the RMZ shall contact Southend ATC by telephone prior to departing. Pilots shall state the route and level of the flight along with the estimated time and duration the flight will remain within the RMZ. Southend will provide a squawk to the pilot of aircraft with functioning transponders. Pilots should display the squawk whilst within the RMZ and preferably a minimum of 5 miles prior to the RMZ boundary when inbound to Stoke. 2.8 LARS Pilots should be made aware that the introduction of the RMZ does not change the provision of a Lower Airspace Radar Service (LARS) by Southend ATC. Pilots are still encouraged to establish contact with Southend Radar and obtain a service whilst within 15 miles of Southend airport even if they are not requiring entry into the RMZ. 2.9 Publication In the event that an entry for Stoke Airfield is included in any aerodrome directories used by General Aviation operators, Mr Draper is responsible for ensuring the procedures contained within this LoA are accurately conveyed in the published directories.
