1 2015 VICTORIAN STATE GLIDING CHAMPIONSHIPS BENDIGO GLIDING CLUB RAYWOOD 29 November to 6 December 2014 LOCAL INFORMATION & PROCEDURES 1. ORGANISERS The organisers of the 2015 Victorian State Gliding Championships are volunteers from the Bendigo Gliding Club with the approval of the Victorian Soaring Association (VSA). 2. LOCATION Raywood Airfield, VIC Lat S Long E Elevation 450 feet. RWY Alignments: 36/18 1,300m 31/ m (Proposed) 3. DATES Practice day and registration : Saturday 29 November. Competition period Sunday 30 November Saturday 6 December Presentation Dinner Saturday 6 December in the Gliding Clubhouse 4. COMPETITION RULES The applicable rules are: The GFA Australian National Championship Rules, Version 2.5, September 2013, and the VSA State Gliding Championships Competition Rules, January 2014 which define amendments to the GFA National Rules. Where there is conflict between National Rules and the VSA State Rules, the State Rules will take precedence. 5. REGISTRATION All pilots are required to complete and sign the entry form, purchase aerotow launches in advance and register before flying from this site in these championships. The registration desk will be attended from 9am to 5pm on Saturday 29 November and from 9am until marshalling time on Sunday 30 November. Each pilot must be prepared to present for inspection the following documents at registration: Aircraft Insurance policy with a competition endorsement Current GFA membership card Current GPC or FAI Competitors Licence. Current maintenance release for glider Current parachute packing slip Logbook evidence of a current annual flight review

2 The pilot qualifications for this competition are as detailed in Clause 13.1 of the VSA State Competition Rules, January ENTRY FEES $125 per glider for the entire competition period which includes the presentation Dinner for the pilot in command. Daily entry fee is $30 and a ticket to the Presentation Dinner is $35. There is no charge for two seat gliders entered for the purposes of coaching as the VSA will cover the entry fees but not the Presentation Dinner. 7. HANDICAPS AND REFERENCE WEIGHTS The latest available National Multi class handicap list will apply. Handicaps and reference weights are published on the GFA website. 8. BRIEFINGS A compulsory initial briefing and safety briefing for all glider pilots, tug pilots and crews will be held at the Bendigo Gliding Club Main Hangar Annex at 1000 hrs on Sunday 30 November. Pilots who miss this meeting must contact the Contest Director or his delegate before taking a launch. Daily briefings thereafter will commence at 1000 hrs unless otherwise advised on the notice board. 9. CLASSES AND TASKS The classes for this event are: Club, Combined Standard/15 Metre and Combined 18 Metre/Open. These classes may be subject to change if there are insufficient entries in one or more classes. Depending on the number of entries Standard, 15m, 18m and Open class tasks will be an even mix of Assigned Area and Assigned Speed Tasks. Club Class tasks will be Assigned Area Tasks or Run Tasks. 10. TURNPOINT LIST The turn point list for these Championships can be downloaded from the Worldwide Turnpoint Exchange website. See : TEAM FLYING Team flying is permitted in this competition. See rule 33 of the National Championships Competition Rules for a definition of team flying. 12. START PROCEDURE The start will use defined start points which are shown in the turnpoint list together with their GPS coordinates. Pilots must start from one of the start points which are allocated, by class, each day. The Organisers will broadcast the start gate opening time for each class on the CTAF and start frequencies and respectively.

3 13. THERMALLING AT START Right hand turns must be used when thermalling within 5nm (10km) of Raywood Airfield. 14. FINISH PROCEDURE The finish line for each day and task will be advised at the daily briefings. Inbound competitors are to broadcast on the CTAF Frequency (126.70) when they are at 10nm (20 km) and 5nm (10 km) from the airfield. Normal CTAF radio procedures apply when entering a circuit to land. An intention to make a straight in approach should be called at 10nm (20km) and 5nm (10km). Preferred runway direction will be provisionally nominated at briefing each day and confirmed or changed by broadcast during the finishing period. Landing in any direction, gliders must land as long as possible to leave room for following gliders. Raywood Finish will close at last light or when all gliders are accounted for, whichever is the earlier. 15. VERIFICATION Verification will be by approved data recorders (see rule 15 in the National Competition Rules). Competitors are expected to download their own flight data and send the file via Internet to a nominated address for scoring. More specific details will be available at registration and at briefings. Motor gliders must have a data recorder capable of recording altitude and engine run time. 16. SCORING Will be as per National Scoring System using the See You Program and published on Soaring Spot ( 17. PROTESTS Each protest must be accompanied by an amount of $50.00 which will be returned in the event that the protest is upheld or at the discretion of the Contest Director. 18. VEHICLES Vehicles may be driven on the airstrips only when towing a glider. All vehicles without a glider in tow are to use the perimeter roads. Directions for towing of gliders to the marshalling areas will be provided at the daily briefings. Crew vehicles to carry their glider registration letters on a rear window. It is strongly recommended that tow vehicles carry a VHF radio and monitor the CTAF. 19. MAPS & CHARTS All tasks will be set on the area covered by the 1:500,000 Melbourne/Deniliquin Visual Navigation Chart which is highly recommended. The latest edition is expected to be available shortly before to the Competition.

4 The 1:1,000,000 World Aeronautical Charts (WAC) No (Melbourne), No (Hamilton), No (Adelaide) and No (Canberra) cover the contest area. 20. AIRSPACE There will be no airspace changes from those shown on the charts. It is essential that pilots respect all airspace boundaries and height limitations. GPS logger traces will be scrutinised for airspace incursions and penalties will apply. Persistent and/or deliberate incursions of airspace will result in immediate disqualification and suspension from further competition flying. 21. RADIO FREQUENCIES The competition has been assigned the frequency for the competition period which will minimise the use of glider frequencies (122.5, and ). Launch and within vicinity of Raywood Start and Gaggle/safety Finish Emergency RADIO PROCEDURES Ground operations monitor CTAF on a handheld radio when marshalling or returning to tie down area. Launching CTAF used for launching and while <5000ft AGL and within 10nm (20km). Starting Change to Start frequency when above 5000ft AGL. Remain on Start frequency until clear of starting area within 10nm (20km) of Raywood Airfield. Gate open times will be broadcast on and Start calls from pilots are not mandatory however pilots may transmit their start details to their crew on when clear of the starting area. Enroute All pilots should monitor the gaggle/safety frequency Use of this frequency is mandatory when entering or near gaggles or flying with or near other gliders when outside the above defined areas. Finishing should be on with inbound calls at 10nm (20km) and 5nm (10km) from the airfield. Use normal CTAF procedures while in the vicinity of any non towered aerodromes while on task. Use normal CTAF radio procedures when in circuit to land. 23. MARSHALLING Launch order and take off direction will be notified at briefing. Aircraft not marshalled when launching is about to commence will be held until the launching of all classes is completed. There will be no marshalling while launching is in progress.

5 24. LAUNCHES Launches will be by aerotow and charges to be advised. Relights will be charged at a discounted rate. At registration all entrants will be asked to pay for tows in advance and refunds will be given for any unused launches. Pilots will be responsible for their own release checks. Release checks will not be provided on the grid or during the launch. Self launch gliders will use the same runway and blend with aerotow launches under the direction of the Launch Marshall. Engines should be used to climb promptly to height and be shut down by 2000ft AGL. 25. OUTLANDINGS, SEARCH AND RESCUE SAR action will be taken one hour after last light, Eastern Standard Summer Time (ESST) if the flight office has received no outlanding advice. To avoid unnecessary SAR action, competitors and crews must make every endeavour to promptly advise the flight office of an outlanding. Contact flight office on mobile GA FLYING BENDIGO (YBDG) AND PARACHUTE OPERATIONS BRIDGEWATER (YBGR) Competitors must note that Bendigo Airport which is 12nm (23km) SSE of Raywood can be relatively busy and operates on CTAF Parachute operations take place at Bridgewater which is 15nm (30km) WSW of Raywood. Bridgewater CTAF is It is recommended that all gliders remain at least 3nm (6km) from YBGR. 27. RETRIEVES AEROTOW The availability and cost of aerotow retrieves shall be by arrangement with the Tug Master and authorised by the Competition Director. The flight office is to be notified prior to the tug aircraft leaving for a retrieve. The tug pilot may reject an aerotow retrieve if, on arrival, he believes that the site is unsuitable. In such cases, the glider pilot will be responsible for the cost of the flight. 28. RETRIEVES ROAD Crews must notify organisers of road retrieves before leaving the airfield. 29. TIE DOWN AREA The tie down area will be marked out but there will be no allocation of a particular space for each glider. Competitors are to bring all necessary tie down equipment. Stakes, if used, are to be driven in flush with the ground. Trailers are to be tied down in the designated area.

6 30. WATER BALLAST Water ballast will be available from limited points. Competitors should bring adequate water containers and hoses to meet their own needs. 31. CATERING Catering arrangements will be advised at the first briefing. 32. CAMPING Camping is available at the field. Amenities, no power or water connections. $10 per person per night. 33. PRESENTATION DINNER Will be held in the Raywood Clubhouse on Saturday evening 6 December. NOTE: The information, arrangements and procedures advised within this document are liable to change.
