Due to their use being restricted to certain operators only, they are not published in the AIP for general use. 10 AIP SUPPLEMENTS EFFECTIVE WITHIN THE AUCKLAND OCEANIC FIR (NZZO) 151/0311 NZZO KOKAKO Waypoint Change of Name Effective: 27 NOV 03 Airways have implemented a project to convert non-exact reporting point/waypoint names to five letter names without three letter abbreviators. This project is necessary in order that these names comply with the internationally recognised format for these locations as required for storage in ground and airborne electronic databases. These names will be sourced from data supplied by CAA in accordance with ICAO standards. Changes within New Zealand will be made progressively over a period of time as procedures and routes are changed or reviewed. All new procedures will have five letter names. Effective 27 NOV 03 ( UTC) KOKAKO waypoint on ATS route G591 between Auckland VOR and Kaitaia NDB is to change name to UKAPA. There is no change to co-ordinates or track data. Pacific Auckland Oceanic FIR ENRC will be amended at next reissue. 152/0312 NZZO LATIK Waypoint on ATS Routes G595 and A578 Change of Name Effective: 27 NOV 03 Effective 27 NOV 03 at 0000 NZDT ( UTC), waypoint LATIK located on ATS routes G595 and A578 at position S E will change name to NISET. There is no change to the co-ordinates or reporting status of the waypoint. This change is being actioned as a result of duplication of this name with a waypoint in an adjacent FIR. 36/0413 NZZO IPKON Waypoint A584 Faleolo/Funafuti Change of Name Effective: 19 FEB 04 Effective 19 FEB 04 ( UTC) IPKON waypoint on ATS Route A584 between Faleolo and Funafuti has been renamed KETOT. There is no change to coordinates or track data. Auckland FIR/Nadi FIR Oceanic ENRCs and Pago Pago Terminal Area chart will be amended at next re-issue. 71/0414 NZZO Pacific AIP Update Effective: 15 APR 04 S A new AIP FIJI ISLANDS is to be published and becomes effective 15 APR 04. S Effective 15 APR 04 the Fiji component of the Pacific AIP dated 18 APR 02 will no longer be valid. For operations in the Nadi FIR refer to the AIP FIJI ISLANDS. S The Nadi Terminal Area VHF Routes and the Nadi Terminal Area MF Routes charts effective 17 JUL 97 have been republished as the AIP FIJI ISLANDS VOR ROUTES/NDB ROUTES effective 15 APR 04. The trials will be carried out only when RWY 05R or RWY 23L is in use and full length of either RWY is available. Operators wishing to participate in the trial need to obtain a specific approval from NZ Civil Aviation Authority. Runway direction will be as set by Napier Tower when they went off watch. 45/0439 NZZC Minimum Safe Altitude Warning (MSAW) Effective: 18 MAR 04 Minimum Safe Altitude Warning (MSAW) is a safety net system to assist in the prevention of controlled flight into terrain by generation of a warning to radar controllers of possible infringements of terrain contours. It is a function of the radar data processing element of the SkyLine ATM system and utilises Mode C level information from aircraft which is related to terrain contours. MSAW warnings will normally occur earlier than EGPWS alerts however the two systems are not directly comparable. System configuration is designed to provide protection where it is most appropriate within the constraints of the system capability. These include radar coverage, controller workload and the ability of the controller to promptly communicate with the affected pilot. MSAW may be deselected at any time for servicing or in the event that radar anomalies or other circumstances generate numbers of nuisance alerts to the extent that the primary functions of ATC are compromised. The system is configured to provide alerts for controlled IFR flights under the following conditions: S General terrain monitoring in the terminal airspaces where reliable radar coverage extends to within approximately 1000ft of ground level. S Approach monitoring to 2NM where radar approach control services are applied. S Monitoring may be suppressed for aircraft on visual approach. In the event of an alert pilots will be advised TERRAIN ALERT and instructions or information as appropriate. 19

20 48/0440 NZZC Christchurch CTR/C and Terminal CTA/C Instrument Training and Heavy Wake Turbulence Circuit Training Limitations Effective: 18 MAR 04 Due to an increase in the level of activity Christchurch ATS has introduced the following procedures in accordance with CAR and In the Christchurch CTR/C and Terminal CTA/C, ATC has introduced a training notification system for all instrument training flights and all heavy wake turbulence circuit training operations to assist in planning and to ensure equitable sharing of available training slots. The system allows ATC to reduce training activity when required and to base priority for such training activity. Heavy wake turbulence aircraft requesting circuit training will be given radar vectored circuits, under control of Christchurch Approach, at a level above other circuit traffic and high use areas of GA activity in the first instance, however when traffic is light ATC may elect to allow standard level circuits under control of Christchurch Tower. Instrument training and heavy wake turbulence circuit training may be suspended at short notice to accommodate busy traffic periods and intended operators should be aware that acceptance of notification does not guarantee that training exercises will be accommodated. Operators are required to comply with the following: (i) There is a high possibility the training will not be accepted or could be curtailed at short notice between the following times (LMT): MON to FRI MON to FRI MON to FRI (ii) Notification must be made through the National Briefing Office(NBO), with details to include a return telephone number and contact person. (iii) Training will be accepted for a maximum of two(2) hours for each flight no more than two(2) weeks in advance, except that bookings for flight crew competency checks may be made up to one month in advance. (iv) A maximum of two(2) training slots per day will be allocated in advance for a particular organisation. (v) Notification may be accepted for more than two(2) slots on a particular day, but only within 24 hours of the flight. More training may be accepted on the day, and requests must be made to the ATS Supervisor at Christchurch ATCC. (vi) If any training slot is no longer required or an ETD varied by more than 30 minutes, operators must advise the NBO as soon as possible. (vii) All times included in the notification must be in UTC. 23 72/0448 NZZC Testing of Transponders Effective: 13 MAY 04 Transmissions from transponders operating in Mode A and C under test may be interpreted by ATC radar and aircraft ACAS systems as stationary aircraft, thereby giving false alerts to controllers and pilots respectively. Transmissions from transponders under test cannot be filtered out by these systems. False alerts are an unnecessary adage to modern operations and are a distraction to pilots and controllers alike. Prior knowledge of the testing of transponders can allow pilots and controllers to better assess airborne situations and react accordingly. Operational testing of transponders should, if possible, be carried out only in shielded areas or under controlled conditions. If transponder testing in Mode A and C is required to take place in unshielded conditions the following applies: (a) Notify the nearest ATC unit of the intention to test transponders, giving time period involved; (b) Unless a specific code has been issued for use, operate the transponder on codes ; (c) When testing Mode C output, if possible set to 40,000ft or above. ATC may request a delay where testing may impact on traffic management.
