WARBIRDS OVER WANAKA EASTER /18 NZZC Wanaka Aerodrome Temporary Restricted Area NZR998 Effective:29MARto2APR18 Introduction The Warbirds Over Wanaka Community Trust will be holding the Warbirds Over Wanaka International Airshow at Wanaka aerodrome during the period 29 MAR to 2 APR 18. Practice days will be THU 29 and FRI 30 MAR 18, and display days will be SAT 31 MAR and SUN 1 APR 18. This supplement contains procedures applicable in the vicinity of Wanaka aerodrome during practice days and airshow days. 2 Caution In the week before and after the airshow, large numbers of aircraft movements may occur in the vicinity of Wanaka aerodrome and the Lake Hawea, Lake Dunstan and Lake Wanaka areas. When the restricted area is in place, ALL PILOTS ARE REMINDED to follow the procedures listed. An aerodrome flight information service (AFIS) will be provided within the restricted area, outside of the display and practice display times. When AFIS is off watch, adhere to unattended aerodrome procedures. In particular pilots need to be alert for high-performance aircraft operations as well as slower non-radio equipped (NORDO) vintage aircraft. A lake front event will take place in Roy s Bay between 1630 and 1730 on FRI 30 MAR 18 NZDT. Displays will include aircraft from the RNZAF, helicopters and amphibious aircraft. Airspace A temporary restricted area (NZR998) is prescribed to facilitate the safety of air navigation as follows: NZR998 Wanaka, Central South Island All that airspace bounded by a circle, radius 5 NM, centred on S , E (Wanaka aerodrome). Upper limit: 7500 ft AMSL Lower limit: Surface Active: Daily between 1900 and 0500, to (0800 to 1800 THU 29 MAR to SAT 31 MAR 18 NZDT); Between and (0800 to 1800 SUN 01 APR 18 NZST); Between and (0800 to 1400 MON 02 APR 18 NZST); or as advised by NOTAM; air display. 3 ATIS: MHz (an off-watch message will be broadcast on the ATIS frequency outside Wanaka FLIGHT SERVICE hours of service). Prescribed pursuant to Civil Aviation Rules, Part 71 Designation of Airspace, under a delegated authority issued by the Director of Civil Aviation. Services Airways will provide an aerodrome flight information service from the temporary aerodrome flight information office (AFIO) within NZR998. See also Flight Planning and Briefing below. Approach and aerodrome control services will not be provided. Unless prior authorisation is obtained to operate NORDO, all aircraft must have a serviceable VHF radio which is capable of communicating with Wanaka FLIGHT SERVICE or Wanaka RADIO/DISPLAY. Pilots of NORDO aircraft wishing to operate within NZR998 must contact the administering authority by telephone for authorisation before entering. Aircraft must listen to the ATIS on MHz before entering NZR998. All frequencies used by Wanaka FLIGHT SERVICE or Wanaka RADIO/DISPLAY, including the ATIS, have coverage limitations due to terrain. Aerodrome flight information service (AFIS) will not be provided: S S during approved practice times; and when the airshow is in progress. When Wanaka FLIGHT SERVICE is not on watch, the following services will be provided: 1. A base radio, call sign Wanaka RADIO (frequency MHz). All aircraft on ground at Wanaka should contact Wanaka RADIO in the first instance. 2. Display direction (not ATC) on frequency MHz, call sign Wanaka DISPLAY for practice and display aircraft. Airtrafficserviceswillnot be provided when AFIO is not on watch. Wanaka RADIO and Wanaka DISPLAY will not provide traffic information or traffic avoidance advice. No Airways service aerodrome charges will be applicable for operations at Wanaka. Procedures for Operation within NZR998 Operations within NZR998 will be restricted to display aircraft, flights specifically approved by the Display Director and emergency aircraft only: S on the display practice days when display practice is taking place; and on the airshow days when the airshow is in progress. S The following practice and airshow periods will apply: S THU 29 MAR , NZDT; S FRI 30 MAR , , NZDT; S SAT 31 MAR NZDT; S SUN 1 APR NZST. Note: S Changes will be notified by NOTAM. S S Variations on airshow days may be permitted only by the Display Director. Designated arrival times are the periods outside or between the practice and airshow periods. Check these times carefully as Wanaka FLIGHT SERVICE will not be on watch during the practice and airshow periods. During the periods when the airspace is not required for practice or airshow display, an AFIS will be provided by Airways Corporation of New Zealand (Airways). 3

4 Procedures for Operation when Wanaka FLIGHT SERVICE is on watch Joining should be via either TARRAS or DUNSTAN arrival procedure when entering the NZR998. Pilots operating within NZR998 must have aircraft landing and anti-collision lights on, unless otherwise instructed. General Transponder-equipped aircraft should at all times leave their transponder ON and operate Mode C as an additional aid to ACAS-equipped aircraft for collision avoidance. All pilots are reminded that on arrival they are responsible for ensuring that passengers remain on board their aircraft until escorted by the pilot or cabin crew into the public enclosure. On departure, all pilots must arrange to meet their passengers in the public area and then escort them through the departure gate to their aircraft. Departing aircraft, on vacating NZR998, are to report to Wanaka FLIGHT SERVICE then continue with enroute frequencies and procedures. Aerodrome Procedures Circuit direction: RWY 11 seal and grass left hand RWY 29 seal and grass right hand Circuit height 2200 ft AMSL. A chart showing aerodrome layout, location of AFIO, extent of manoeuvring area etc. is included in this supplement. Ground Movement Restrictions From 0000 THU 29 MAR 18 NZDT to 0000 MON 2 APR 18 NZST, ground movement areas are restricted on the aerodrome. Additionally, there are two designated helicopter touchdown and lift-off areas. Thesearenottobeusedfortake-offandlanding. Refer to following ground movement chart. See diagrams at end of this document. Communication Failure Procedures Wanaka FLIGHT SERVICE on watch If Wanaka CFZ frequency MHz is congested, use MHz. Arriving aircraft If RTF failure occurs before entering NZR998, DO NOT ENTER. Diverttoa suitable alternate aerodrome. If RTF failure occurs after entering NZR998, continue via published arrival procedure continue in sequence and land in turn. Departing aircraft Follow last acknowledged departure intentions as advised to Wanaka FLIGHT SERVICE. Wanaka FLIGHT SERVICE off watch If RTF failure occurs before entering NZR998, DO NOT ENTER. Diverttoa suitable alternate aerodrome. If RTF failure occurs after entering NZR998, continue via published arrival procedure continue in sequence and land in turn. 4

5 Flight Planning and Briefing General No flight planning or briefing facilities will be available from Wanaka FLIGHT SERVICE. These functions are available from the National Briefing Office, IFIS website or IFIS mobile app service. IFR Flight Planning Requirements Pilots wishing to file flight rules I, Y or Z flight plans to or from Wanaka must file these plans via the National Briefing Office or the IFIS website. Flight Plan Termination Due to restricted VHF cover of MHz in the Wanaka area, arriving VFR aircraft should terminate flight plans with Christchurch Information by telephone on either (landline users); (03) (landline or cell phone users) after landing. Alternatively, termination can be made on MHz before reaching TARRAS. Termination MUST BE MADE BEFORE SARTIME. The nominated SARTIME must take into account the possibility of a delay on arrival at Wanaka. Wanaka FLIGHT SERVICE will not accept changes to SARTIME or VFR flight plan terminations. Fuel Fuel will not be available from the apron pumps on practice and airshow days. Tanker supply will be available in the light aircraft park. The taxiway to the apron will be blocked by a gate on practice and airshow days. On MON 2 APR 18, to reduce congestion around the fuel pumps, pilots are not to leave their aircraft unattended on the apron or around the fuel pump unless they have prior approval for parking from the airport company. Aircraft left unattended maybemovedattheowner srisk. Holding All aircraft are to carry 30 MINUTES EXTRA HOLDING FUEL IN ADDITION TO NORMAL RESERVES to enable diversions or holding for traffic and/or weather. If aircraft are required to hold within or outside NZR998, orbits should be standard left hand, with landing and anticollision lights on. Arrival Procedures IFR Aircraft Aircraft to cancel IFR and proceed VFR if in uninterrupted VMC. If unable: RNAV aircraft Prior to TARAX holding pattern, contact Wanaka FLIGHT SERVICE MHz and advise intentions. Wanaka FLIGHT SERVICE will terminate flight plan. Non-RNAV aircraft Flight plan to Alexandra or Queenstown for instrument approach. Proceed VFR to Wanaka. Terminate flight plan as per VFR procedures. After landing taxi as described in the following pages. Arrival Procedures VFR Aircraft The following procedures should be read in conjunction with the accompanying illustrations. All altitudes are stated in QNH values (i.e. AMSL). These arrival procedures do not apply to aircraft arriving on MON 2 APR 18. 5

6 TARRAS 29 ARRIVAL Light Aircraft Landing Seal RWY 29 or Grass RWY 29 WANAKA FLIGHT SERVICE: ATIS: Pilots are to arrange their route to join via TARRAS, 3500 ft or above. 2. Pilots should terminate flight plan/sartime by telephone on the ground at Wanaka, or at pilot s discretion, on MHz before reaching TARRAS. 3. Overhead TARRAS, contact Wanaka FLIGHT SERVICE and advise joining. 4. If unable to establish two-way communications at TARRAS, commence the arrival procedure however, two-way communications must be established before crossing SH6 (i.e. before entering NZR998). 5. Remain clear of NZR998 until two-way communications are established. 6. Fly at 110 kt, or if unable to achieve, fly at lowest safe airspeed. 7. Fly in-trail follow behind preceding aircraft. 8. Track to the western side of the Clutha River and remain on or west of SH6 until abeam Wanaka aerodrome. 9. Passing Luggate township, report call sign and position and descend to circuit altitude (2200 ft). 10. Abeam the upwind end of RWY, commence a right turn and join right-hand downwind for seal RWY 29 or grass RWY Report established on base leg, advising either the SEAL 29 or GRASS 29. Note, high performance aircraft will need to use SEAL 29 and will be joining straight in. If landing on seal RWY 29, vacate left, and when clear of the runway change to MHz for further taxi information. If landing on grass RWY 29, roll ahead and vacate at far end of runway on MHz. When clear of both runways, change to MHz for further taxi information. 6

7 DUNSTAN 29 ARRIVAL Multi/High-PER Aircraft Landing Seal RWY 29 WANAKA FLIGHT SERVICE: ATIS: Pilots should terminate flight plan/sartime by telephone on the ground at Wanaka, or at pilot s discretion, can be made on MHz before reaching TARRAS. 2. Pilots are to arrange their route to join via the northern tip of Lake Dunstan at 2500 ft or below, remaining clear of NZR998 until on approach past the northern tip of Lake Dunstan. 3. Overhead the northern tip of Lake Dunstan, contact Wanaka FLIGHT SERVICE and advise joining. 4. If unable to establish two-way communications at northern tip of Lake Dunstan, commence the arrival procedure however, two-way communications must be established before crossing SH8A (i.e. before entering NZR998). 5. Remain clear of NZR998 until two-way communications are established. 6. Track east of the Clutha River then make a straight in approach for seal RWY Air transport aircraft shall reduce to minimum safe manoeuvring speed. 8. Report at a 5 NM final with call sign and type. Accurate reports are required. After landing, advise taxi intentions for following aircraft. 7

8 TARRAS 11 ARRIVAL Light Aircraft Landing Seal RWY 11 or Grass RWY 11 WANAKA FLIGHT SERVICE: ATIS: Pilots are to arrange their route to join via TARRAS, 3500 ft or above. 2. Pilots should terminate flight plan/sartime by telephone on the ground at Wanaka, or at pilot s discretion, on MHz before reaching TARRAS. 3. Overhead TARRAS, contact Wanaka FLIGHT SERVICE and advise joining. 4. If unable to establish two-way communications at TARRAS, commence the arrival procedure however, two-way communications must be established before crossing SH6 (i.e. prior to entering NZR998). 5. Remain clear of NZR998 until two-way communications are established. 6. Fly at 110 kt, or if unable to achieve, at lowest safe airspeed. 7. Fly in-trail follow behind preceding aircraft. 8. Track to the western side of the Clutha River and remain on or west of SH6 until abeam Wanaka aerodrome. 9. Passing Luggate township, report call sign and position and descend to circuit altitude (2200 ft). 10. Abeam upwind end of RWY commence a right turn to cross the threshold of RWY 29L and join left-hand downwind for seal RWY 11 or grass RWY Report established on base leg, advising either the SEAL 11 or GRASS 11. Note, high performance aircraft will need to use SEAL 11. If landing on seal RWY 11,vacate the runway to the right and when clear, change to MHz for further taxi information. If landing on grass RWY 11, keep speed up, roll to the end of the runway and taxi around the end of seal RWY 11 onto the southern grass taxiway. Change to MHz for further taxi information. 8

9 DUNSTAN 11 ARRIVAL Multi/High-PER Aircraft Landing Seal RWY 11 WANAKA FLIGHT SERVICE: ATIS: Pilots should terminate flight plan/sartime by telephone on the ground at Wanaka, or at pilot s discretion, on MHz before reaching TARRAS. 2. Pilots are to arrange their route to join via the northern tip of Lake Dunstan 2500 ft or below, remaining clear of NZR998 until on approach past the northern tip of Lake Dunstan. 3. Overhead the northern tip of Lake Dunstan, contact Wanaka FLIGHT SERVICE and advise joining. 4. If unable to establish two-way communications at northern tip of Lake Dunstan, commence the arrival procedure however, two-way communications must be established before crossing SH8A (i.e. before entering Wanaka NZR998). 5. Remain clear of NZR998 until two-way communications are established. 6. Air transport aircraft shall reduce to minimum safe manoeuvring speed. 7. Track to the eastern side of Clutha River. Report at 5 NM from the aerodrome. Remain east and north of the Clutha River to position downwind for seal RWY 11. Accurate reports are required. After landing, advise taxi intentions for following aircraft. 9

10 Helicopter Arrivals (HELI ARRIVAL) 1. Enter NZR998 via the north side of Mount Barker. 2. Contact Wanaka FLIGHT SERVICE at north side of Mount Barker and advise call sign, helicopter type, position, altitude and established on Heli Arrival. 3. Track via the side north of Mount Barker Rd to the aerodrome, 1800 ft or below. 4. Use runway for take-off and landing/final approach to hover; air-taxi to/from TLOF for touch down and lift off. Passenger drop off is the western TLOF. After drop-off, the helicopter should air-taxi immediately to the aircraft park. CAUTION: Helicopters departing on the HELI DEPARTURE procedure. Departure Procedures IFR Aircraft Listen to ATIS, call Wanaka FLIGHT SERVICE MHz before start. Aircraft to depart VFR, as per published VFR procedures. When clear of NZR998, contact Queenstown APPROACH MHz or Christchurch CONTROL MHz for clearance and traffic information before entering IMC or controlled airspace. RNAV aircraft wishing to depart via the RNAV SID are to advise Wanaka FLIGHT SERVICE on first contact. There may be a delay in issuing clearance. When airborne, report ETO TARAX; do not change frequency until advised. Departure Procedures VFR Aircraft Before departure, all pilots are to ascertain the duty runway and relevant departure procedure from the ATIS. Aircraft other than light aircraft shall advise starting to Wanaka FLIGHT SERVICE on MHz. Departing aircraft on vacating NZR998 shall report to Wanaka FLIGHT SERVICE, then continue with enroute frequencies and procedures. Light aircraft must comply with the following procedures. RWY 29 DEPARTURE (light aircraft only) 1. Start, taxi and complete run-up checks at the run-up bay in the light aircraft park. When complete, join the taxiing line and report in sequence exiting the light aircraft park gate on MHz (e.g. Wanaka FLIGHT SERVICE, Cherokee ALFA BRAVO CHARLIE at the gate taxiing for departure). 2. Then change to and monitor MHz, taxi west of RWY 29 to the holding point RWY 29 keeping as far right as practical. Do NOT make any calls on MHz until number 1 for departure. 3. When number 1 for departure, advise call sign, and ready. Traffic information will be issued for your departure. 4. Maintain runway heading until a minimum 2700 ft QNH before turning in either direction. 10

11 RWY 11 DEPARTURE (light aircraft only) 1. Start, taxi and complete run-up checks at the run-up bay in the light aircraft park. When complete, taxi to the holding point for seal RWY 11. Report in sequence at the light aircraft park gate on MHz (e.g. Wanaka FLIGHT SERVICE, Cherokee ALFA BRAVO CHARLIE at the gate taxiing for departure). 2. Then change to and monitor MHz; do NOT make any calls on MHz until number 1 for departure. 3. When number 1 for departure, advise call sign, and ready. Traffic information will be issued for your departure. 4. Maintain runway heading until a minimum 2700 ft QNH before turning in either direction. Helicopter Departures (HELI DEPARTURE) 1. Passenger pick-up is the western TLOF. Use runway for take-off; air-taxi to/from TLOF for touch down and lift-off. 2. When ready for lift-off, contact Wanaka FLIGHT SERVICE MHz for traffic information in NZR Track via the southern side of Mount Barker Rd, 1800 ft or below. 4. Report on MHz clear of NZR998 abeam south side of Mount Barker. CAUTION: Helicopters arriving on the HELI ARRIVAL procedure. 11

12 ELEV 1142 WANAKA NZWF NON-CERTIFICATED AERODROME FLIGHT SERVICE: ATIS: Circuit: RWY 11 and Grass RWY 11 Left hand RWY 29 and Grass RWY 29 Right hand 2. Approaches, landings, take-offs and departures for all aircraft including helicopters must be via the runways and normal circuit patterns. Helicopters must enter or exit the runway via the helipad. 3. Main TWY and apron closed on practice and airshow days. Fuel available from tanker in visiting aircraft park. 4. The northern grass runway has a non-prepared surface suitable for light aircraft only. 5. In the event of engine failure after take-off (multi-engine aircraft): RWY 11 turn left 5 on crossing aerodrome boundary. RWY 29 turn right 60 on crossing aerodrome boundary. 6. CAUTION: Light aircraft on opposite THR are not always visible to each other due to hump in RWY. 7. CAUTION: Tow launched paraglider operations between Oct and May (7 days), at Roys Bay, Lake Wanaka within an area defined as east of a line drawn north south through Ruby Island and northtobeaconpoint. Tow heights up to 3500 ft AMSL. Landing area on beach front at Pembroke Park. Paragliding activity broadcast on MHz. 8. The grass area immediately adjacent to the southern edge of the sealed RWY 11/29 is not available as a taxiway while RWY 11/29 is active due insufficient clearance.
